I’m here this afternoon with Eugene Reineke, but you mentioned usually you’re known as Gene. Reineke: That’s correct, Mark. DePue: Why don’t you tell us where we are. Reineke: We’re here at my current employer, which is Hill & Knowlton, Inc. It’s a public relations firm, and we’re located at the Merchandise Mart in downtown Chicago. Rethinking Presidential Power—The Unitary Executive and the George W. Bush Presidency. Kelley, Ph.D. Department of Political Science Miami University Oxford, OH [email protected] Abstract: Since the Nixon administration, modern presidents have had a difficult time relying upon the traditional powers of bargaining and persuading offered by the “Modern Presidency” theory of presidential power. As a result, presidents have relied on numerous unilateral actions in order to protect the prerogative of the office and to advance the president’s policy preferences by controlling the executive branch. The “unitary executive” theory offers such an explanation of presidential behavior that some regard as “imperial.” In this paper, I explain what the unitary executive theory is, how it has developed, and how the current Bush administration has fully embraced the theory in helping it govern since the very first day of office in 2001. I will focus on the use of signing statements, executive orders, and the OIRA to advance the administration’s objectives. The Rise and Fall of the Taiwan independence Policy: Power Shift, Domestic Constraints, and Sovereignty Assertiveness (1988-2010) Abstract How to explain the rise and fall of the Taiwan independence policy? As the Taiwan Strait is still the only conceivable scenario where a major power war can break out and Taiwan's words and deeds can significantly affect the prospect of a cross-strait military conflict, ot answer this question is not just a scholarly inquiry. I define the aiwanT independence policy as internal political moves by the Taiwanese government to establish Taiwan as a separate and sovereign political entity on the world stage. Although two existing prevailing explanations--electoral politics and shifting identity--have some merits, they are inadequate to explain policy change over the past twenty years. Instead, I argue that there is strategic rationale for Taiwan to assert a separate sovereignty. Sovereignty assertions are attempts to substitute normative power--the international consensus on the sanctity of sovereignty--for a shortfall in military- economic-diplomatic assets.
