ROAD 10: Installation of Drifts and Ancillary Works on Kerewan Njawara Road in Gambia (RFQ/2021/18440) SCOPE OF WORKS EXECUTIVE SUMMARY The ‘Reinforced Access of the Most Vulnerable Populations to Markets and Socio-economic Facilities through a Feeder Roads Rehabilitation Programme’ funded by the European Union Delegation and is being implemented by the United Nations Office for Project Services (UNOPS) in The Gambia. It aims to enhance socio-economic developments around road networks, provide employment, increase household income and thereby reduce poverty among vulnerable populations including female headed households and youth in rural Gambia. The rehabilitation of the feeder roads will be achieved through a combination of labour-based methods and machine-based methods. 10 feeder roads with a total of 104.4km have been identified for rehabilitation. The feeder roads are distributed across the North Bank Region, Central River Region and Upper River Region of the country. The selected roads are: ● Road 1: Soto Masamba to Numuyel to Trunk Road (Fulladu East, URR), ● Road 2: Chamoi to Dampha Kunda to Tamba Sansang (Fulladu East, URR), ● Road 3: Alkali Kunda to North Bank Trunk Road (Upper Badibu, NBR), ● Road 4: Suduwol to Nyamanari to Fatoto (Kantora, URR), ● Road 5: Galleh Manda to South Bank Trunk Road (Fulladu West, CRR), ● Road 6: Illiasa to Katchang (Upper Badibou, NBR), ● Road 7: Sambar Kunda to Kulari Ndimba (Tumana, URR), ● Road 8: Fass to Kerr Jaine (Lower Niumi, NBR). ● Road 9: Baja Kunda – Boro Kanda Kasseh (Wulli, URR), ● Road 10: Kerewan to Njawara (Lower Badibou, NBR) SCOPE OF WORKS This scope of works is principally to add two new drifts and stone pitching on the KEREWAN –NJAWARA ROADin Lower Badibbu District, North Bank Region of The Gambia. The road is 9.6km long and starts from Kerewan on the North Bank Trunk Road (N 382365, E 1492246) and ends at Njawara village (N 382993, E 1501556). Below is a table of chainages and proposals for the new drifts/other works S/N Proposed New Drift Type/Other Chainage 1 A KM 2+300 2 A Chainage KM 8+750 3 Stone pitching KM 6+750-6+670 The detailed scope of works for this project will include: A. GENERAL The contractor’s scope of work shall include all required implementation activities to ensure the construction and completion of the two new drifts and ancillary work at Kerewan – Njawara road to the acceptance of the Employer as specified in the contract documents. In addition, the contractor’s responsibilities include and are not necessarily limited to the following: ● Provide all supervision, personnel, materials, plant, equipment and all other items of temporary or permanent nature required in and the execution, completion and remedying of any defects related to the construction of the drifts; ● Verify all measurements as indicated on the approved and Drawings and notify the Engineer of any discrepancies immediately; ● Submit for approval a proposed Site Layout Plan for construction showing all temporary site facilities and other requirements, which shall comply with the Health, Safety, Social and Environment requirements contained in the contract documents; ● Arrange at their own cost the supply of electricity, fresh water, etc, as are necessary to his site establishment and shall provide, maintain and remove on completion all temporary structures after his operations. The contractor shall provide an adequate supply of safe drinking water on the Site. ● All electrical installations forming part of the temporary works shall comply with the current National regulations; ● Ensure 24-hour security of the Site; ● Maintain the Site in a clean, tidy, safe condition during the period of construction and ● Defects Notification Period. The contractor shall remove any disused materials and other debris arising in connection with the Works from the Site as it arises. The Site shall not be taken over until such material has been removed; ● Prior to commencement of the work, the contractor shall submit to the Engineer for approval all method statements detailing the way a process or work task is to be completed, outlining the hazard involved and including a step by step guide on the safe system of works to be followed to ensure the works are completed safely; ● Locate all existing underground utilities and depth and location prior to the start of work and consult with the Engineer and authorities prior to the site clearance and demolition works; ● Provide for temporary controls to protect the works and the environment in accordance with the Law on Environment Protection, including construction cleaning, control of dust, noise and pollution, avoidance of nuisance and trespass; ● The contractor shall issue a Weekly Progress Report, Health and Safety Report, Social and Environment Report, Quality Report, and any other reports deemed necessary to the Engineer on the seventh calendar day of each month. The monthly Progress Report shall indicate progress up to the end of previous month and should include performance statistics, the Safety Report shall report on all incidents, provide safety statistics and safety inspections/audits completed. The Quality Report shall report on any matters adversely influencing the quality of works, and any remedial action taken to correct quality problems; ● Provide Operational Health and Safety, Social and Environmental systems ● Provide and maintain all necessary sanitary and welfare facilities for the contractor’s personnel and must at all times take all reasonable precautions to maintain the health and safety of the Contractor’s personnel and comply with all relevant labour laws; ● Provide As Built Drawings as required by the Specifications; ● Comply with the requirements of Section 1 (General) and other sections of the Specifications. B. SITE CLEARANCE ● Clearing and grubbing of vegetation including trees; ● Top-soil stripping. ● General site clearance after completion of permanent works C. DRAINAGE WORKS CONSTRUCTION OF REINFORCED CONCRETE DRIFT (TYPE A) ● Clearing of site; ● Setting out; ● Excavation for structures; ● Preparation of drift bed; ● Placing of formwork; ● Placing of 50mm blinding/lean concrete; ● Supply and fix reinforcement steel to drift slab and cut off wall; ● Supply and fix of galvanised, 100mm diameter hollow steel section marker posts ● Place structural concrete to drift slab and cut off wall; ● Removal of formwork; ● Backfilling of structures with approved fill materials. ● Construction of stone pitching; ● Clear site of waste materials including culvert inlet and outlet. D. ROAD FURNITURE ● Supply and installation of road signage E. PASSAGE OF TRAFFIC ● accommodation of public traffic and pedestrians passing through or around the construction works; ● provision of comprehensive traffic management measures such as provision and installation of temporary road signs etc F. ANCILLARY WORKS ● Any other operations ancillary to the main works; ● Miscellaneous works which may be ordered by the Engineer under the provisions of the Contract G. DEFECTS NOTIFICATION PERIOD ● Remedying of defects in the Works during the Defects Notification Period .
