About CENELEC
INTRODUCING CENELEC
CENELEC, the European Committee for Electrotechnical Standardization, was created in 1973 in line with the enlargement of the Common Market to Denmark, Ireland and the United Kingdom. It arose from the merger of two previous organizations: CENELCOM and CENEL. Today, CENELEC is a non-profit technical organization set up under Belgian law and composed of the National Electrotechnical Committees of 31 European countries. The National Electrotechnical Committees of 11 other countries whose final goal is to become full members of the Organization once they fulfill all required membership criteria also participate in CENELEC standardization activities as Affiliates.
CENELEC’s mission is to prepare voluntary electrotechnical standards that help develop the Single European Market/European Economic Area for electrical and electronic goods and services by removing barriers to trade, creating new markets and cutting compliance costs. In addition to this, a European Council Resolution of 7th May 1985 (now Directive 98/34/EC), launched a “New Approach” for the European market and gave CENELEC a new dimension to its mission by recognizing it as the Standardization Body able to provide harmonized standards for the electrotechnical field.
The European legal framework thus created ensures that both European and national authorities recognize full presumption of conformity with the corresponding law for products that are in conformity with European harmonized standards (ENs). The use and application status of standards and their relation to European legislation distinguish ENs from any other standard in the world. We can proudly say that European Standards are the best tool in the market for helping manufacturers to comply with the applicable law.
CENELEC standards, because of their (mandatory) implementation by the CENELEC membership, grant direct access to the market of all 31 CENELEC member countries without the need to retest, add/remove any specifications for product depending on the country of sale. Our standards are also widely recognized and used in the countries of our 11 Affiliates.
Furthermore, and thanks to the cooperation agreement signed with the IEC in 1996 (commonly referred to as the Dresden Agreement), which foresees (a) common IEC/CENELEC planning of new work, (b) parallel approval procedures on IEC drafts and (c) feedback of CENELEC homegrown standards to international standardization, CENELEC helps to make the European market place as open to non-European exporters as to home-based manufacturers and producers. The outcome of the Dresden Agreement is that most CENELEC standards are also international standards, and are thus inherently recognized and used outside the European arena as the state of the art.
Besides offering a forum for all interested stakeholders through the national channels provided by its members, CENELEC also enables direct input of industry and identified organizations. Links with manufacturer organizations have been forged through formal cooperation agreements set with 45 major European industry associations and European organizations. Our industrial partners, as stated in CENELEC Guide 14, may advise on and suggest standardization priorities, propose drafts as a contribution to the European standardization process and deliver expert advice.
