    FOOT TRAFFIC REPORT FOR THE FUEL & CONVENIENCE STORE INDUSTRY Q1 2017 A NEW ERA FOR THE CONVENIENCE STORE As the convenience store industry adapts to meet customer needs and grow market share, location intelligence is becoming increasingly critical to understanding consumer habits and behaviors. GasBuddy and Cuebiq teamed up in the first quarter of 2017 to issue the first foot traffic report for the fuel and convenience store industry. Highlights: GasBuddy and Cuebiq examined 23.5 million consumer trips to the pumps and convenience stores between January 1 and March 31. In Q1, more than half of GasBuddies visited locations within six miles of their homes or places of employment, giving retailers the opportunity to leverage their greatest resource—knowing their customer base—to localize and personalize their product selection. Weekdays between 11:00 a.m. and 1:00 p.m. were highly-trafficked hours in Q1. Convenience stores are poised to lure business away from QSRs and grocery stores now that customers can eat quality meals at the same place and time they choose to fill up their tanks. With filling a gas tank clocking in at an efficient 2-3 minutes, the 73% of GasBuddies who spent more than five minutes at locations in Q1 demonstrated that consumers are likely willing to spend some time in store before or after visiting the pumps.     WHEN FEMINISM MEETS INTERNATIONALISM: Dimensions of U.S.-Cuba Relations 1965-1975 By: Pamela Neumann M.A. Candidate, Latin American Studies (University of Texas at Austin) Submitted for ILASSA Conference XXX: February 4-6, 2010 Introduction The histories of the United States and Cuba have been inextricably linked by geographical proximity, a tumultuous cercanía that over the last two centuries has had profound political, economic, and social repercussions. There is a natural scholarly tendency to examine the dynamics between these countries in terms of geopolitical strategic interests, economic trade relationships, or ideological conflict, the value of which certainly cannot be ignored. Nevertheless, the complexity of U.S.-Cuban relations cannot be fully understood apart from a wider engagement with the interactions that have taken place between the two countries outside the purview of government policy. Throughout their respective histories, interactions involving ordinary citizens from diverse backgrounds have led to enriching mutual understanding even during periods of extreme political crisis and hostility between Cuba and the United States. In addition to their impact at the individual and cultural level, these encounters have also sometimes contributed to shifts within social movements and spurred new forms of international activism. One period that exemplifies both of the aforementioned effects of citizen-level interactions came following the triumph of the Cuban Revolution in 1959. In the context of the Cold War, the resulting social and economic changes in Cuba and its growing relationship with the Soviet Union heightened the United States’ concerns about the new Castro regime, leading to a rapid escalation of tensions and a suspension of formal diplomatic relations between the two Neumann 2 countries in 1960.1 However, this break in official government relations hardly signaled an end to the interactions that would occur between citizens from the two countries over the coming decades.

    1 HIGH TIDE Reg’s Working Class Party Throughout its history there were only a few times when the organisational skeleton of a national ML force was in the making: McCreery in the initial break from the CPGB led the first occasion. With the demise of the CDRCU, it was the launch of the CPB (ML), led by former Communist Party Executive member, Reg Birch that saw the beginnings of a national ML force unchallenged for almost a decade until the late 1970s emergence of the rejuvenated and "bolshevised" Revolutionary Communist League. For the first half of the decade, it was the CPB (ML) that seemed the most promising organisation to make a political break through. The project initiated by Reg Birch could draw upon a lot of goodwill. Birch, with a pedigree of both trade union and communist activity, offered the chance of gathering the best forces of the ML movement around the standard he had raised. Those who were already disgusted with the inward‐looking squabbling, that seemed to dominate the activities of some groups, look forward to the opportunity for serious political work in trade unions and campaigns directed at winning working class support. Reg Birch was an initial asset to the formation of the CPB (ML) and not without confidence, he announced: “Small and new as it is on the British political scene the Communist Party of Britain (Marxist Leninist) is the only party which is genuinely a workers' party. It was founded by workers, serves only the working class and is unswervingly committed to the revolutionary task of smashing capitalism and all its institutions so that exploitation can be ended and workers can establish their own socialist state."1 He had the initial support of, not only his own engineering base, but also of probably the largest single organised Marxist‐Leninist group in the country, the Association of Indian Communist, those Maoists of Indian origin resident in Britain.

    Scrutinizing Federal Electoral Qualifications DEREK T. MULLER* Candidates for federal office must meet several constitutional qualifications. Sometimes, whether a candidate meets those qualifications is a matter of dispute. Courts and litigants often assume that a state has the power to include or exclude candidates from the ballot on the basis of the state’s own scrutiny of candidates’ qualifications. Courts and litigants also often assume that the matter is not left to the states but to Congress or another political actor. But those contradictory assumptions have never been examined, until now. This Article compiles the mandates of the Constitution, the precedents of Congress, the practices of states administering the ballot, and judicial precedents. It concludes that states have no role in evaluating the qualifications of congressional candidates—the matter is reserved to the people and to Congress. It then concludes that while states have the power to scrutinize qualifications for presidential candidates, they are not obligated to do so under the Constitution. If state legislatures choose to exercise that power, it comes at the risk of ceding reviewing power to election officials, partisan litigants, and the judiciary. The Article then offers a framework for future litigation that protects the guarantees of the Constitution, the rights of the voters, and the authorities of the sovereigns. In making this letter available publicly, what had been an Introductory Note at the beginning was instead included here as an Appendix, and for purposes of clarity some minor editing was done in that Appendix and in the main text of this letter.] Dear Comrades, We are writing you at a time when the shared experience of working together in the Revolutionary Internationalist Movement has brought us to a sharp juncture where the forces formerly united in it are dividing out over cardinal questions. We face a moment where two-line struggle has to be joined over the most fundamental questions of what ideological and political line will define the international communist movement, if there is to be genuine communism in today's world. The formation of RIM in 1984 was the start of a very important role that it played for two decades as the embryonic center of the world's Maoist forces – that is, those who at that time were committed to carrying forward the legacy of Mao Tsetung to advance communism, after the defeat of the revolution in China in 1976. As we all know, for several years now RIM has no longer been functioning as such a center. The reasons for this are part of the current dispute, while the great need for the unity of revolutionary communists on an international level, based on principled cohesion around a correct ideological and political line, is all the more important now.
