Bulgaria: IREX Media Sustainability Index 2017 The decade of EU membership has been disappointing for development of the media market, as MSI studies have shown over the years. Even though Bulgaria’s media perform better than in some neighboring countries, experts and the general public are not satisfied with the overall quality of the media in the country. BULGARIA ii MEDIA SUSTAINABILITY INDEX 2017 introduction OVERALL SCORE: 1.86 BULGARIA Bulgaria celebrated 10 years as a member of the European Union (EU) on January 1, 2017. During that time, the country has witnessed stable economic growth, with per capita gross national income rising from $14,848 in 2007 to $17,880 in 2015, according to the World Bank (using adjustments for purchasing power parity). This growth, however, has not registered in Bthe way Bulgarians feel about their lives: according to Eurostat, 54 percent of Bulgarians were unsatisfied with their standard of living in 2016. Dissatisfaction has led to a series of government ousters in the past few years and, most recently, to the resignation of the government after the ruling center-right GERB party’s candidate lost the presidential elections in November 2016 to a political novice supported by the opposition Socialists. The new president, Rumen Radev, has been frequently described as a supporter of closer links with Russia, even though he insists that he favors deeper integration of Bulgaria in the EU. Bulgaria is a parliamentary republic, and real executive power lies with the government, which is appointed by parliament. Whether Bulgaria’s changing political climate will lead to significant policy changes will depend on the results of the early general elections to be held in March 2017. Even though Bulgaria’s media perform better than in some neighboring countries, experts and the general public are not satisfied with the overall quality of the media in the country. As one panelist in the 2016 MSI survey, university lecturer, rock star, and former media manager Constantine Markov, put it, “The media in Bulgaria don’t meet the expectations and standards established in the more developed part of the world. They may be better than in Moldova, but they’re not where they should be after so many years of democratic development.” Many Bulgarians share those sentiments. According to a 2016 survey carried out by the Media Democracy Foundation, only 17 percent of Bulgarians trust the independence of the media. The main threats to the public’s trust in the media are the huge growth of fake news, a campaign against Bulgaria’s pro-Western orientation, the visible political pressure on the leading national media, and the growing impact of the media described in Bulgaria as “truncheons”: tabloid newspapers, online news sites, and television channels used by local oligarchs to exert influence, ruin the reputations of political and business opponents, and manipulate public opinion. “The media are being used to hack people’s minds and to hijack reason. That’s above all the online media, which have sent us to the post-truth era when a connection to the facts becomes impossible and even undesirable,” said popular columnist and free-speech activist Yassen Boyadjiev. For these reasons, the 2017 issue of the MSI for Bulgaria marks the lowest level recorded since the survey launched in 2001, with a slight decrease in score compared with last year’s previous low. The dissertation work is part of a long series of research material on a historical period bringing the attention of a variety of researchers (historians, sociologists, culturologists, etc.). It is a challenge to explore a time for which there is no single assessment (researchers are in dispute even whether to refer to the period as “communism” or “socialism”) and there are enough witnesses who remember it. Each of them with their feelings and attitudes. In this sense, while dealing with socialism is considered important to society, researchers are under pressure to respond, in their interpretations, to opposing politico-social interests and treatments.

    Reaching the heights for the rights of the child Council of Europe Strategy for the Rights of the Child 2016-2021 High-Level Launching Conference Sofia, 5-6 April 2016 Draft programme Last updated 21 March 2016 2 Introduction It’s been 10 years since the Council of Europe has set up the Programme “Building a Europe for and with Children” to enhance its commitment to children and their human rights. Since 2009, this work has been guided by two consecutive Strategies on the Rights of the Child: The Stockholm Strategy (2009-2011) and the Monaco Strategy (2012-2015). A mid-term conference took stock of the latter in Dubrovnik in 2014. This conference in Sofia, entitled “Reaching the heights for the rights of the child”, launches the third Council of Europe Strategy for the Rights of the Child. The “Sofia Strategy”, adopted by the Committee of Ministers on 2 March 2016, will guide the 47 member States over the next six years in addressing the following five priority objectives on the rights of the child: 1. equal opportunities for all children; 2. participation of all children; 3. a life free from violence for all children; 4. child-friendly justice for all children; 5. the rights of the child in the digital environment. The Conference is organised in the framework of the Bulgarian Chairmanship of the Committee of Ministers of the Council of Europe and hosted by the State Agency for Child Protection and the Ministry of Labour and Social Policy of Bulgaria. It provides an opportunity for high-level representatives of member States and other international organisations to express their commitment to the Strategy and present their vision on its implementation.

    BULGARIAN CINEMA 2016 FACTS / FIGURES / TRENDS EDITORIAL This special edition, prepared by the Bulgarian National Film Centre in con- junction with CREATIVE EUROPE MEDIA desk – Bulgaria, and with the help of the Observatory of Cultural Economics – Bulgaria, presents the current state of affairs in Bulgaria’s audiovisual industry. We did our best to offer more information both about the training in the field of cinema studies and the financing opportunities in this country, as well as about gaining support outside Bulgaria, the recent Bulgarian productions and their success, about the TV environment and the legislation. We believe that the booklet could expand on the idea of the processes taking place in Bulgarian film industry. We also believe that the reference information, providing addresses and con- tact details of producers, festivals, distributors and institutions, could prove helpful to our readers to establish contact and enter into dialogue with their Bulgarian colleagues more easily. If not mentioned explicitly, the source of information is the National Film Center. I LEGISLATION The institutional and legal environment for the development of Bulgarian film industry, set over the years of transition, contains legislation, secondary legislation and institutional bodies established under these. Bulgarian film industry functions under three legal frameworks: • National legal framework; • The acquis communautaire; • International legal framework. National legal framework Two major periods of creating the legal and institutional environment at a national level are discernable: • The 1990s, when the legal framework of the sector has been amended on more than one occasion, partially though: for example automatic subsidizing of coproductions was introduced at the time (1994) and • The period following 1997, related to the preparation for this country’s EU accession and the developing of an integral specialized regulatory framework.
