Edwin Odhiambo Abuya* Asiyekubali kushindwa si msihindani.1 I. INTRODUCTION ¶1 Can African States hold free and fair elections? To put it another way, is it possible to conduct presidential elections in Africa that meet internationally recognized standards? These questions can be answered in the affirmative. However, in order to safeguard voting rights, specific reforms must be adopted and implemented on the ground. In keeping with international legal standards on democracy,2 the constitutions of many African states recognize the right to vote.3 This right is reflected in the fact that these states hold regular elections. The right to vote is fundamental in any democratic state, but an entitlement does not guarantee that right simply by providing for elections.

    Group 22 – Information Centre for Asylum and Migration Briefing Notes 19 December 2016 Afghanistan Armed clashes Hostilities, raids and attacks, some involving fatalities or injuries among the civilian population, continue to occur. According to press reports, the follow- ing provinces were affected in recent weeks: Parwan, Nangarhar, Ghazni, Za- bul, Nuristan, Helmand, Balkh, Kunduz, Kabul (Paghman district). The Afghan Local Police in Kunduz (North-East Afghanistan) are demanding heavy weapons, claiming that they are otherwise unable to combat the Taliban in the province effectively. Targeted attacks On 13.12.16 a border police commander and his bodyguard were killed in a bomb attack in Kunar (East Af- ghanistan). A girl was killed in an attack by insurgents on a bus in Badakhstan (North-East Afghanistan); two people were injured. Two insurgents died in Kabul on 14.12.16 when their explosives blew up prematurely. One foreigner was shot dead by a guard near Kabul airport and at least two were injured. Two children were killed in an explosion in Zabul (South-East Afghanistan) on 15.12.16. Three children and one woman were injured. Two suicide bombers were arrested before they had an opportunity to carry out an attack in Nangarhar (South-East Afghanistan). Five female airport employees were shot dead by unknown assailants on their way to work in Kandahar (South Afghanistan) on 17.12.16. Taliban executed a mother of two in Badghis (West Afghanistan) on 19.12.16. She had married another man after her first husband went to Iran. On returning, the latter had denounced his wife to the Taliban.

He gave me valuable and timely feedback, and his wide knowledge of the European political history and research methods proved irreplaceable in this regard. He is otherwise a warm, humble and an understanding person, a scholar who does not mind and even appreciates when a graduate student is critical toward his own ideas, which is a feature whose value cannot be overestimated. I received also valuable assistance from members of my dissertation committee: Benjamin Smith, Leonardo A. Villalon, Beth Rosenson and Chris Gibson. In particular, Ben Smith taught me in an accessible way about the foundational works in Political Science, which served as an inspiration to write this dissertation, while Chris Gibson offered very useful feedback on quantitative research methods. In addition, I received enormous help from two scholars at the University of Chicago, where this research project passed through an adolescent stage. Dan Slater, my advisor, and Alberto Simpser helped me transform my incoherent hypotheses developed in Poland into a readable master’s thesis, which I completed in 2007.
