HEINÄVEDEN GRAFIITTIKAIVOKSEN VAIKUTUKSISTA 31.8.2018 PRO HEINÄVESI 1 LYHYESTI Grafiittikaivoshanke vaarantaisi ympäristön ja arvokkaan vesistöalueen. Vesien ja ympäristön saastumisen lisäksi kaivos haittaisi merkittävästi Heinäveden kunnan olemassa olevia sekä potentiaalisia elinkeinoja. Kaivos sijoittuisi alueelle, jossa on asumiskeskittymiä (Karvio ja Varistaipale), satoja vakituisia asuinrakennuksia ja vapaa-ajan asuntoja, Lintulan luostari ja Kermajärven laajat erinomaisessa kunnossa olevat luonnonsuojelualueet, jot- ka kuuluvat Natura 2000-ohjelmaan. Alueella elää EU-direktiivien suojaamia lajeja sekä sijaitsee valtakunnallisesti tärkeä ja alueen imagolle merkittävä Hei- näveden reitti. Kiinteistön omistajille aiheutuisi kaivoksesta jopa kymmenien miljoonien eurojen taloudelliset vahingot. Kermajärvi on myös tärkein puhtaan veden syöttäjä Saimaaseen. Toiminnanharjoittaja on kokematon varsinaisessa kaivostoiminnassa, sillä yhtiö harjoittaa ainoastaan riskirahoituspohjaista malminetsintää. Heinäveden grafiittiesiintymä sisältää merkittävästi ongelmallista sulfidirikkiä (4,5 - 5,2%). Malminetsintäalueen reunalta on Kermäjärveen, Suvasveteen ja Varisveteen alle 400m. Lyhytaikaisen (5-15 v.) kaivostoiminnan päätyttyä kaivannaisjätteet jäävät kai- vosalueelle. Ne saastuttaisivat ympäristöään satojen, jopa tuhansien vuosien ajan. The Baltic Sea is a semi-enclosed shelf sea whose central deep basins have been highly prone to deoxygenation during its Holocene history, as shown previously by numerous paleoenvironmental studies. -

PROCEDURE (1) On 1 December 2016, the Finnish authorities notified operating aid to Lappeenranta airport ("the measure"). (2) The Commission requested additional information on the proposed measure on 2 May 2016, 25 September 2016 and 17 October 2016. The information requested was submitted by the Finnish authorities on 2 May 2016, 10 October 2016 and 4 November 2016. 2. DESCRIPTION OF THE MEASURE 2.1. The beneficiary: the airport operator Lappeenrannan Lentoasema Oy (3) Lappeenranta airport is a small airport situated in Lappeenranta, a city in South- Eastern Finland near the Russian border, belonging to the region of South Karelia. (4) The airport is owned by Saimaan lentoasemasäätiö sr, a Finnish foundation that is owned by the city of Lappeenranta (70%) and the regional Council of South Karelia (30%). (5) The airport is operated by Lappeenrannan Lentoasema Oy (Lappeenranta Airport Ltd), a Finnish limited liability company that is currently owned by the foundation and that rents the airport property from the foundation. Until 2016, the airport was owned and operated by Finavia. Westendistä haluttiin alun perin luoda erityisen korkeatasoinen huvilakaupungin ja monipuolisen urheilukeskuksen yhdistelmä, jonka urheilukeskus palvelisi koko pääkaupunkiseutua ja kansainvälistäkin kilpailutoimintaa. Vaikka suunnitelmat eivät aivan sellaisina toteutunetkaan, suunnittelijoilla oli Westendin rakentamisen vuosikymmeninä mahdollisuus luoda rakennuksia ja asuinympäristöä runsaammin taloudellisin resurssein kuin monella muulla alueella. Westend-nimen isäksi mainitaan ”aikansa snobi”, 1930-luvulla Yhdysvalloista palannut Erik H. Broman, jolla oli autoliike Helsingissä Esplanadin ja Fabianinkadun kulmassa. Broman oli Hagalundin silloisen isännän Arne Grahnin hyvä ystävä ja tennistoveri. Tuolloin – ennen Espoon kauppalan syntyä - oletettiin vielä, että alue liitettäisiin Helsinkiin, jolloin se olisi sen länsilaidalla.
