Helsinki 2006 Executive Summary Trade between Finland and Russia has fl ourished throughout the present dec- ade and Russia has risen back to being among the most important trading partners for Finland. Finnish exports to Russia in particular have boomed, but according to our calculations at least a quarter of them are actually re-exports. The income and employment effects of re-exports are considerably smaller for Finland than those of its own exports. But even excluding re-exports, Russia has been the fastest growing export market for Finland. In trade with Russia grey schemes are still commonly used and are refl ected in the large discrepan- cies between Russia’s import statistics and its trading partners’ export statis- tics. For Finland the discrepancy was nearly 60%, which is higher than for most other EU countries. After excluding re-exports from the trade, Finnish exports still lose a third of their value at the Russian border, mainly due to double in- voicing.

ABSTRACT: The study presents the initial results of research into the competitiveness and prospects for further growth of the industries of Northwest Russia. It highlights the challenges of combining biofuel policies for ‘greening’ transport with reviving the Nordic forestry industry. We find that strong policy initiatives have triggered a transition to biofuel in the three Nordic countries but have so far given little stimulus to forest-industrial revival. Instead, biofuel has created dynamic change in the petroleum sector, where retailers and refineries have adopted cheap imported biofuel to diversify out of an exclusive reliance on petroleum, leaving forest-based biofuel unable to compete. However, this does not mean that the forestry industry has remained stagnant. We find that parts of the Nordic forestry industry have staged an impressive revival, though one based predominantly on high value products, such as hygiene products and labels, and not on biofuel. We conclude that, while public policy may influence commercial conditions, it does not—in a market economy—dictate the industrial strategy, which is hard to predict, especially when it moves beyond existing sector-boundaries. However, the recent adjustment in biofuel policy, in part a response to ecological critique, may represent a more promising opportunity for forest-industrial participation in the future.

Yet with over one-third of its territory located above the Arctic Circle, the country is largely rural and sparsely populated, except for its southern tip. With its energy-intensive industries and its cold climate, Finland’s energy consumption per capita is the highest in the IEA. Finland is highly dependent on imported fossil fuels, and energy policy is at the heart of the government’s concerns. The government’s energy strategy aims to strengthen Finland’s energy security, to move progressively towards a decarbonised economy, and to deepen its integration in the wider European market. Finland has a very ambitious renewable energy programme, with a view to meeting 38% of its final energy consumption from renewable sources by 2020. Finland is the most forested country in Europe; biomass will thus play a central role in meeting the target. Finland is one of few IEA countries with plans to expand its nuclear capacity, and the Parliament has approved the construction of two more nuclear power plants. If all planned projects are completed, the share of electricity produced by nuclear could double by 2025, reaching around 60%. This would contribute to diversifying Finland’s energy security and meeting its low-carbon objectives. Also, Finland participates in the Baltic Energy Market Interconnection Plan (BEMIP), which aims to further regional integration through EU- supported infrastructure projects.
