Kindly refer this Office Circular No. 429 dated 04.3.2010 under which it had been stated that LPC - cum -Data Sheet and other subsidiary instructions In this regard will be followed shortly. 2 Now the LPC-cum-Data Sheet for revision of disability element for Broad Banding of Pre- 96 who were medically invalided out/ deemed invalided cases has been prepared. Therefore, LPC-cum-Data Sheet bearing No. 203/2010 for revision of Broad Banding along with Instructions for filling the same are being forwarded herewith for necessary action at your end. BROAD BANDING 3 It is therefore, requested that the revision claim may please be forwarded to this Office on the enclosed LPC cum Data sheet for revision of Broad Banding along with the Annexure received from the PDAs. It may please be ensured that the LPC cum Data Sheet is filled with accurate care and submitted to this Office, hard copy as well as soft copy i.e. the Data sheets must be submitted in electronic form also. CAP REMOVAL OF WAR INJURY PENSION 4 All case of cap removal in war injury pension will be done by this office on manual basis and therefore no data sheet is required. In these type of cases claim may be submitted to Officer In charge G- 3 section on Annexure attached with GOI, MOD letter Dated 19-01-2010 along with following additional information:- a) Cause and Clause of discharge/invalidment b) PPO No of service pension if any. REVISION OF WAR INJURY ELEMENT OF WAR INJURY PENSION 5 The revision of war injury element of pension under Sixth CPC orders were issued vide Circular No. 397 along with MOD letter dated 11.11.2008 for revision of service element of war injury pension and Circular No. 410 along with MOD letter dated 04.05.2009 for revision of war injury element of war injury pension, but it has been observed that in the most of cases of war injury pension total amount of war injury pension (i.e. sum of service element and war injury element) have been Shown / notified in the PPO of these cases. Hence, Pension Disbursing Agencies are facing some problem while revising the war injury pension as per the above circular. Such cases coming to your notice may also be forwarded to this Office for necessary revision. 6. It is therefore requested that all such cases of war injury pension prior to 01.07.2009 may please be forwarded to this Office on application form enclosed with the Govt. letter dated 19.01.2010 dully completed in all respect for revision as per Sixth CPC Order, for giving Broad Binding and as well Cap Removal. All the revision cases as brought out above may please be submitted in convenient batches (not exceeding 50 cases in each batch) with forwarding letter by name to Shri A. K. Srivastava, SAO (P) G-3 Section, PCDA (P), Allahabad 8 It is also requested that Xerox copy of initial and latest PPOs must be send along with claim, to enable us to link the case and to revise the award from 01.07.2009 accordingly. 9.   • The Caste Question: Dalits and the Politics of Modern India
    chapter 1 Caste Radicalism and the Making of a New Political Subject In colonial India, print capitalism facilitated the rise of multiple, dis- tinctive vernacular publics. Typically associated with urbanization and middle-class formation, this new public sphere was given material form through the consumption and circulation of print media, and character- ized by vigorous debate over social ideology and religio-cultural prac- tices. Studies examining the roots of nationalist mobilization have argued that these colonial publics politicized daily life even as they hardened cleavages along fault lines of gender, caste, and religious identity.1 In west- ern India, the Marathi-language public sphere enabled an innovative, rad- ical form of caste critique whose greatest initial success was in rural areas, where it created novel alliances between peasant protest and anticaste thought.2 The Marathi non-Brahmin public sphere was distinguished by a cri- tique of caste hegemony and the ritual and temporal power of the Brah- min. In the latter part of the nineteenth century, Jotirao Phule’s writings against Brahminism utilized forms of speech and rhetorical styles asso- ciated with the rustic language of peasants but infused them with demands for human rights and social equality that bore the influence of noncon- formist Christianity to produce a unique discourse of caste radicalism.3 Phule’s political activities, like those of the Satyashodak Samaj (Truth Seeking Society) he established in 1873, showed keen awareness of trans- formations wrought by colonial modernity, not least of which was the “new” Brahmin, a product of the colonial bureaucracy. Like his anticaste, 39 40 Emancipation non-Brahmin compatriots in the Tamil country, Phule asserted that per- manent war between Brahmin and non-Brahmin defined the historical process.

The British “martial races” theory held that only a small number of communities in India were fit for military service and people from all “non-martial” communities should be excluded from the Army.
