Main themes identified for 5th International Arctic Forum The business programme working group of the Organizing Committee of the 5th ‘Arctic: Territory of Dialogue’ International Arctic Forum held a meeting in Moscow chaired by Adviser to the Russian President Anton Kobyakov. The meeting was attended by representatives of agencies and institutions involved in organizing the event and creating its business programme. The main theme of the upcoming Forum is ‘The Arctic. An Ocean of Opportunities’. The business programme will consist of three sections: ‘Coastal Territories’, ‘The Open Ocean’, and ‘Sustainable Development’. The central event will be the plenary session attended by Russian President Vladimir Putin. “The programme of the 2019 International Arctic Forum will cover the full range of focuses for the development of the Arctic regions. Experts invited to take part in the Forum’s sessions and discussions will devote attention to both the current state of affairs and the immediate prospects for using these territories to develop industry, energy, construction, shipping, tourism, education, research, and other sectors. I am certain that the topics raised at this international discussion platform will provide an impetus for the further development of the Arctic and the full use of the enormous opportunities offered by this region”, Adviser to the Russian President Anton Kobyakov said. At the same time, Russian Presidential Aide Igor Levitin presented information about the need to invite representatives of the Indian government and business circles to take part in the Forum in order to discuss issues concerning the development of trade and economic relations on an international scale as part of the project to develop the North–South International Transport Corridor. -

Region Building and Identity Formation in the Baltic Sea Region
IJIS Volume 3 REGION BUILDING AND IDENTITY FORMATION IN THE BALTIC SEA REGION ∗ Imke Schäfer Abstract This paper examines the concept of “new region building” in the Baltic Sea region with emphasis on the construction of a collective “Baltic” identity. Possible implications of these processes on Russia as a non-EU member state are discussed. Region building around the Baltic Sea is conceptualised within the framework of social constructivism, and a connection between region building and identity formation is established. Furthermore, an attempt is made to shed light on the way in which a “Baltic identity” is promoted in the region. By means of a short discourse analysis, certain characteristics of the Baltic Sea region are discovered that are promoted as the basis for a regional identity by various regional actors. The impact of these characteristics on relations between Russia, the EU and the other Baltic Sea states are examined and conclusions are drawn in relation to the region building processes in the Baltic Sea area. INTRODUCTION Cooperation in the Baltic Sea region (BSR) has prospered since the independence of the Baltic States in the beginning of the 1990s. Several programmes and initiatives have been established, such as the Northern Dimension initiative (ND), the Council of Baltic Sea States (CBSS) or the Baltic Sea States Subregional Cooperation (BSSSC). Brodnikov* Petr E. Podalko** The penetration of the Russian people into Siberia probably began more than a thousand years ago. Old Russian chronicles mention that already in the 11th century, the northwestern part of Siberia, then known as Yugra1), was a “volost”2) of the Novgorod Land3). Gradually, with the advancement of the Russian people to the East, this territorial name spread across the north of Western Siberia to the river Taz. Artur Chilingarov, Deputy chairman of the Russian State Duma, returned to Antarctica to retrieve the biplane he had left there three years ago. He came with a group of mechanics and media on an Ilyushin 76 cargo plane, under the auspices of the Russian polar program. “We were sorry we couldn’t return the same year,” Chilingarov said through an interpreter. Chilingarov had been aboard the Antonov 3T biplane when it originally flew from Patriot Hills to South Pole in January 2002. After landing at the Pole, the biplane had a problem when the pilot tried to restart it and had to be left behind. Chilingarov was waiting at Pegasus ice runway when the biplane landed Tuesday after its 6 1/2 hour flight from the Pole. A strong tailwind helped the plane during the flight, allowing it to complete the journey without refueling. Parallel Precedents for the Antarctic Treaty Cornelia Lüdecke INTRODUCTION Uninhabited and remote regions were claimed by a nation when their eco- nomic, political, or military values were realized. Examples from the North- ern and Southern hemispheres show various approaches on how to treat claims among rivaling states. The archipelago of Svalbard in the High Arctic and Ant- arctica are very good examples for managing uninhabited spaces. Whereas the exploration of Svalbard comprises about 300 years of development, Antarctica was not entered before the end of the nineteenth century. Obviously, it took much more time to settle the ownership of the archipelago in the so-called Sval- bard Treaty of 1920 than to find a solution for Antarctica and the existence of overlapping territorial claims by adopting the Antarctic Treaty of 1959. Why was the development at the southern continent so much faster? What is the es- sential difference between the situations obtaining in the two hemispheres? Was there a transposition of experiences from north to south? And did the Svalbard Treaty help to construct the Antarctic Treaty? Answers to these questions will be given by the analysis of single periods in the history of polar research, scientific networks, and special intergovernmental and nongovernmental organizations with concomitant scientific or economic interests that merged in the twentieth century to arrange exploration and exploitation of polar regions on an interna- tional basis. 60 Years of Marine Nuclear Power: 1955 – 2015 Part 5: Arctic Operations Foreword This is Part 5 of a rather lengthy presentation that is my attempt to tell a complex story, starting from the early origins of the U.S. Navy’s interest in marine nuclear propulsion in 1939, resetting the clock on 17 January 1955 with the world’s first “underway on nuclear power” by the USS Nautilus, and then tracing the development and exploitation of nuclear propulsion over the next 60 years in a remarkable variety of military and civilian vessels created by eight nations. I acknowledge the great amount of work done by others who have posted information on the internet on international marine nuclear propulsion programs, naval and civilian nuclear vessels and naval weapons systems.
