The document demonstrates how the initial design concept has been approached and has been taken forward Arboriculturist ...... The proposed development takes a design led approach and provides 9 sustainable new homes offering a range of accommodation that includes a mix of 1, 2 and 3 bedroom homes . The proposed building height is 3 storeys set within a strong landscape structure which respects and responds to the surrounding context and the associated constraints .

The Planning Application includes a full set of plans and elevations to support the application . In addition, supporting documents have been prepared to supplement the Planning Application to fully consider the impact of the proposed development .

The application site is located to the west of Purley a town to the 6 south of the London Borough of Croydon .

The site is 1 mile east of Purley’s town centre where direct bus 3 routes connect with the centre of Croydon just 2 .5 miles North .

Purley has relatively small town centre with a number of facilities, including; a train station with direct trains to London Victoria, London Bridge and East Croydon .

The area is also well connected by direct bus routes towards Croydon, Streatham, Sutton and Whyteleafe with a bus stop located at the entrance of the site .

The area is predominantly residential, with other uses such as a care home situated along the street . 3.02 Croydon Local Plan Foxley Lane has been highlighted within the Croydon Local Plan as an area which has been covered in both the Character Typology report (draft 03 May 2015 - pg’s 13-15) and Section 3: Assessments of the areas proposed as part of consultation on Croydon Local Plan (pg’s 106-107) .

In addition to the reports noted above the map to the left highlights the close proximity to settlement boundaries, local areas of special character, Archeological priority zones and a conservation area; although it is worth noting 114 Foxley does not fall directly within any of these zones .

The above reports and maps highlight this area of Purley as one of detached houses on relatively large plots made up of predominately 1910-1950 architectural developments of a suburban nature . The styles of architecture vary with a number taking precedent from the Arts & Crafts movement, Art Deco, English Vernacular and Tudor Architecture referred to as ‘Tudorbethan’ within the Croydon Plan .

As such the architecture styles vary and the material characteristics encompassing red brick, tile hanging, render or timber framed sections for walls sat above red or brown clay tiles offer up a number of options for possible future developments .

3.03 Webb Estate & Upper Woodcote Village 114 Foxley Lane is designated within the built-up area of Purley, and is located close to but not within the particular characters designated as a Local Area of Special Character, the Webb Estate and Upper Woodcote Village Conservation Area which have been key historical influences on this part of Croydon .

This area of Purley was particularly influenced by one man - ‘William Webb’ (1862 - 1930), Webb was a local estate agent who went on to become a pioneer of the garden estate idea in the UK . He was a visionary and spent his lifetime developing the Webb Estate in Purley . Webb brought a number of ideologies, styles, covenants and guidelines to his work which led to a general set of principles which are followed within The Webb Estate and Upper Woodcote Village .

While there was delay in the designation of The Webb Estate as a Conservation Area, Upper Woodcote Village was designated in November 1973 with the Webb Estate following suit in 1983, there was however an exception to this area with Furze Lane which displayed a different building pattern to the rest of the estate and included mostly semi-detached properties, excluded from this designation . However, it was later decided that it was part of the Webb Estate nonetheless and was included in 1984 after resident petitioning and completion of a survey of this road .

Overall the Conservation Areas are leafy and suburban, designed with the character of country lanes and English garden villages in mind . The layout allows for large plots with a layout which follows the gentle curves of the roads, the lack of right-angled junctions, the free flowing pattern of development (with the exception of Promenade de Verdun) and the abundance of planting throughout the Estate . The architecture has been designed as garden first, house second with a simple and restrained style to building aesthetic . (1)

Green Lane stretches to the west of Peaks hill and leads all the way down to Woodcote road to the west of Purley . The houses in this area continue that diversity in architectural styles .

The Drive is oriented to the north of Green Lane beyond Purley Sports Club with varying consistency in its architectural style . Dominating this area are detached houses with passive screening mechanisms afforded through landscaping and heavy planting that control views of the houses from the street .

3.05 Site Appraisal The site is approximately 0 .12 hectares and is currently occupied by a large detached property .

The site borders three-storey detached houses to the east and west and backs on to the garden of a two-storey building behind (No . 39 Peaks Hill) .

The site is fairly sloped in nature with an average slope of 6% running south to north and east to west . The site and it boundaries incorporate a number of significant trees which obscure views into the site with a detailed appraisal of conditions carried out as part of the design response .

3.06 Key Frontages & Distant Views The site is heavily planted from the street with a mixture of dense hedgerow, flora and fauna along with significant trees located on both the access drive and boundary edges to conceal the existing dwelling (please see the accompanying Arboricultural report for further details) .

In addition to the street scene, neighbouring properties both to the east (112) and west (116) are bound by dense planting to the street frontage reducing in scale towards the rear; any proposal brought forward would look to increase this as part of any landscape strategy .

Both the existing dwelling and any proposal brought forward will also have a visual relationship with 39 Peaks Hill which backs onto the site and is separated by thick hedgerow . 3.07 Planning History A previous proposal for the site was refused at both local level (16/03659/P) in September 2016 and later at Appeal in March 2017 (APP/L5240/W/16/3163424) . With the following reasons cited for refusal :- • The effect of the proposed development on the character and appearance of the area; • Its effect on the living conditions of neighbouring occupiers in respect of overlooking and privacy; and • Whether it would compromise the retention of protected trees on the site . 1 . The proposed development, by reason of its overall design, scale, bulk, massing and relationship to the adjacent properties, would be out of keeping with the character of the loyalty and detrimental to the amenities of the adjoining occupiers by reason of visual intrusion and loss of privacy . As such, the proposal would conflict with Policies 7 .4 and 7 .6 of the London Plan 2015 (Consolidated with Alterations since 2011), Policies SP1 .2, SP4 1. and SP4 .2 of the Croydon Replacement Unitary Development Plan (The Croydon Plan 2006) Saved Policies 2013 2 . The trees on this site are subject to TPO no . 25, 1988 . The applicant has failed to demonstrate that the proposed development will not compromise the retention of a number of visually important, preserved trees . The potential loss of these trees would be detrimental to the character of the area and the proposal is, therefore, contrary to Policies UD14 and NC4 of the Croydon Replacement Unitary Development Plan (the Croydon Plan) 2006 Saved Policies 2013, SP7 of the Croydon Local Plan: Strategic Policies 2013 and 7 .4 and 7 .21 of the London Plan (consolidated with alterations since 2011) .

3.08 Opportunities & Constraints A site analysis exercise was conducted at the outset of the design process to define the opportunities and constraints occurring within the site . This process helped create a series of design principles within which the schemes design will operate .

The site shares a residential interface on its on all of its borders

except the south . There is dense planting toward the back of the 35 property which prevents overlooking from the houses behind, while the planting along the north and south edges are less dense but also help prevent overlooking .

14 Dense planting to the front of the site limit its relationship to the street but the site is visible directly through the drive way . Views out of the building are also dominated by this planting .

The existing property is removed from the building line of the street creating a larger front garden .
