1.0 Introduction
1.1 The Allerdale Local Plan is the statutory development plan for the area of the Borough outside the National Park. Its principal role is to support the delivery of the Council Plan objectives and the housing and business growth strategies, while providing the policy framework to guide the determination of planning applications.
1.2 The Local Plan is in two parts. The Local Plan (part 1), which was adopted in July 2014 following an Examination in Public, sets out a housing target of at least 5471 dwellings and 54 hectares of employment land to be delivered by 2029. Part 1 of the Plan also sets out a spatial strategy which outlines in broad terms how the level of growth will be distributed across the plan area. The second part of the local plan is mainly focussed on identifying individual sites to deliver the strategy and level of growth set out in the Local Plan (part1)
1.3 The Local Plan (part 2) has reached the preferred options consultation stage. This report provides an overview of the main proposals in the consultation documents contained in the appendix of this report. Members approval is sought to publish the preferred options documents for a eight week consultation period.
2.0 Background
2.1 The work on the Local Plan (part 2) started with a call for sites. This exercise was open to all and established a long list of sites which has formed the basis for the site allocation assessment. The range of sites submitted included land for housing, employment,retail, open space and wildlife areas. The results of the call for sites were published for comment as part of an Issues and Options consultation. At this stage no assessment had been undertaken. The sites were published as submitted by the landowner or developer with their preferred choice of use.
2.2 The submitted sites have been through an individual assessment which included a site visit, constraint and infrastructure check, policy compliance check, viability assessment, initial habitat regulation assessment and sustainabilty appraisal. This has resulted in the sites being split into two categories; preferred sites and discarded sites. The preferred sites are those that are considered suitable for allocation in the local plan. Both the discarded sites and preferred option site documents are appended to this report.
3.0 Housing
3.1 Affordable Housing Policy
Policy S 8 of the Local Plan (part 1) currently sets out the Council’s requirements for on site provision of affordable housing as part of a housing development. Given the recent changes in national planning guidance and Court of Appeal decision it is considered that a review of the current policy is required. The changes at national level relate to the size of development that will be expected to provide an element of affordable housing. The national policy is for developments of 10 or less dwellings not to be required to include affordable housing.
At present the Local Plan policy has a site threshold of 10 dwellings in the main towns and 5 dwellings every where else. It is proposed to amend the current local plan policy to be in line with national policy and therefore a single threshold of 11 dwellings across the plan area is suggested as the preferred option. In addition to reflect the recent evidence for the housing study (2016) it is proposed to adjust the tenure split to 60% social rent 40% intermediate units, as opposed to the current position of 75% social rent and 25% intermediate units. Intermediate units can include discounted sale properties, shared ownership, starter homes.
Custom and Self Build Housing
As part of the preferred options it is proposed to include a policy specifically for custom and self build development. The Borough has a strong tradition of individuals building their own homes however its delivery is very different from a volume housebuilder. It is considered that a focussed policy is required to address the unqiue requirements associated with this form of development. The aim of the policy is to ensure supporting infrastructure is delivered in a coordinated way and that there is a consistent approach to design across multiple individual plots.
Management of the housing land supply
Policies are also proposed to manage the release of housing sites. Firstly to ensure that there is sufficient deliverable land available at the right time to deliver the level of growth and secondly to ensure that the supply is available across the plan period. Given the Government’s policy to maintain a deliverable five year land supply it is proposed to identify reserve housing sites in Workington and Wigton. These sites would only be brought forward if there is robust evidence that the allocated sites would not be implemented.
Housing site allocations
The sites identified as preferred options are those considered to be the most appropriate sites for allocation. There are a number of settlements where no housing allocations are proposed due to the level of exisitng planning permissions and house completions since the start of the local plan in 2011. Full details of the selected and discarded sites are set out in the preferred options document and the discarded sites document, appended to this report.
In addition to identifying sites the settlement boundaries in all the towns and villages have been reviewed and the suggested modifications are set out in the settlement boundary review document attached to this report.
3.0 Gypsy and Traveller Sites and Travelling Showpeople
3.1 In line with national guidance local plans must set out a pitch target for gypsy and travellers and a plot target for travelling show people which address their likely permanent and transit accommodation needs. In addition the local plan has to identify a supply of deliverable sites sufficient to provide five years’ worth of sites against their locally set targets, developable sites or broad locations for growth for the medium term (6-10 years) and where possible the long term (11-15 years).
3.2 In 2013 a Gypsy and Traveller Accommodation Assessment was jointly commissioned with other Cumbrian authorities. It identified the following need in Allerdale:

Following the Examination in Public ( for part 1 of The Plan) the Planning Inspector concluded that this accommodation requirement should be the adopted targets for the Local Plan and that the Local Plan (part 2) will implement the target figures on the ground.
3.3 Gypsy and Traveller Sites
No sites were submitted for consideration for Gypsy and Traveller sites during the call for sites exercise. Nothwithstanding this a total of six sites, predominately in Council ownership, have been considered in the options analysis. In order to establish whether a site was suitable to deliver the accommodation need each site was assessed on its individual site characteristics such as access to the highway, utilities and services,relationship to existng settlement pattern, travelling patterns of the community, its availabilty and the policy framework outlined in policy S11 of the Local Plan (part 1). The preferred site for both the permanent and transit pitches is at Oldside Workington. Land adjacent to St Helen’s Business Park was considered as an alternative but was discarded as less developable when compared to the preferred option. Details of the site options not taken forward and the reasons why are set out in the discarded sites document.
3.4 Travelling Showpeople
There are existing yards in Maryport, Silloth and Wigton. It is proposed to safeguard those in the local plan and support future provision on these sites in line with policy S11 of the Local Plan (part 1)
4.0 Employment
4.1 As mentioned previously the Local Plan (part 1) sets a requirement of 54 hectares of employment land for the plan period. Not only does that land supply have to be sufficient to cater for existing and future business need it has to be of the right quality and diversity to cater for a range of business needs. At present the plan area has an over supply of employment land, a significant proportion of which requires further investment to ensure it is attractive to businesses. In selecting the preferred employment sites a number of factors have guided the assessment:
recognition that Lillyhall and the Port of Workington are key locations for employment in the plan area, rationalise the current land supply where possible, need to maintain a reasonable spatial distribution to cater for local business need and individual site assessment. The proposed employment sites reinforces the importance of the Port of Workington and Lillyhall and ensures that there is employment sites in the main towns of Workington, Maryport, Cockermouth, Wigton, Aspatria and Silloth. No employment allocations are proposed outside these towns but there is sufficient policy support in the Local Plan (part 1) to enable proposals for rural businesses start ups or expansion, farm diversifications, live work units etc to be supported on a case by case basis.
4.2 Safeguarding employment sites
In addition to identifying a future land supply it is proposed to safeguard important existing employment sites. These sites have been selected on the basis of their contribution to the local economy and or their location. The aim of the safeguarding is to protect them from alternative uses such as housing or retail.
5.0 Retail and Town Centre Uses
5.1 The Local Plan (part 1) sets out the policy context for the site allocations. Policy S16 establishes the hierarchy of centres and the policy framework for assessing proposals for main town centre uses. The town centre boundaries and the primary shopping areas, including the primary and secondary frontages, for the Principal and Key Service Centres are also defined in the Local Plan (part 1). The principal role of the Local Plan (part 2) is to identify suitable sites, where there is a need for town centre development.
5.2 The Allerdale Retail Study 2015 examined the future trends, patterns and demands for retail and main town centre uses during the plan period. The finding of this study, in terms of floor space requirements, provides the evidence base for the preferred site allocations. The study identified levels of capacity for additional retail floor space in the Principal and Key Service Centres as follows:
Workington Capacity for additional convenience goods floor space – i.e. a medium- sized supermarket or discount food store. Capacity for additional comparison goods floor space. Focus for major new leisure development/main town centre use proposals. Maryport Very limited capacity for convenience goods floor space following the recent approval of a new food store. Very limited capacity for comparison goods. Cockermouth Very limited capacity for convenience goods floor space following the recent approval of a new food store. Moderate capacity for additional comparison floor space. Wigton Limited additional floor space capacity for both convenience and comparison goods. Silloth and Aspatria No future demand for additional convenience or comparison goods floor space. Convenience goods are referring to supermarkets. Comparison goods are clothes, furniture, white goods etc
Based on the demand evidence set out in the retail study, together with existing planning permissions, the Local Plan (part 2) will only allocate land for retail/main town centre uses in Workington. A range of sites have been assessed, sourced from the call for sites exercise, saved allocations and other potential town centre sites. The assessment methodology was based on national planning guidance and the policy framework set out in the Local Plan (part 1). As a result of the assessment Central car park and Solway House have been identified as preferred sites for retail use with a third alternative site suggested to the north of Dunmail Park. Details are set out in the preferred options document.
Lower Derwent Valley
In addition to the sites that have been identified for retail development in Workington a specific policy for the Lower Derwent Valley area is proposed. As a number of sites were submitted during the call for sites exercise, coupled with the evolving role of this area of the Workington, it is considered an area based policy is required to guide future development. The Lower Derwent Valley has the potential to build on the recent town centre and edge of centre developments.The preferred option is to support town centre uses, especially leisure, and to enhance the value of the river corridor for informal recreation.
Town centre boundary reviews
The current town centre boundaries for the Principal and Key Service Centres were adopted in 2014 as part of the Local Plan (Part 1). These were designated following substantial survey and ‘health check’ work. The town centre boundaries reflected the geographical areas where the main town centre uses (retail, leisure, offices etc) were present and ensured a sufficient supply of suitable sites.
However in the period following the adoption of Part 1 of the Local Plan there has been town centre use developments and planning consents on edge of centre sites in Workington, Maryport and Cockermouth. It is proposed to amend the town centres boundaries of those towns to reflect this.
6.0 Tourism
6.1 A strategic priority of the Local Plan is to promote sustainable tourism through the provision of high quality accommodation and attractions. Tourism is a major contributor to the local economy and provides an important source of income to the towns and communities of Allerdale in the form of visitor spending on accommodation, food and drink and recreational activities. Policy S17 in the Local Plan (part 1) provides the policy framework to assess proposals for tourist attractions and accommodation. It is proposed to amend the wording of the current policy to provide sufficient flexibility to support tourism initiatives and reflect changing requirements in the tourism sector.
7.0 Area suitable for wind energy development
7.1 Policy S19 in the Local Plan (part 1) sets out the policy for assessing proposals for renewable energy. In June 2015 a Ministerial Statement, now incorporated into the Planning Practice Guidance, introduced two further tests when considering proposals for wind energy. Firstly, a planning application for wind turbines should only be granted if the development is in an area identified as suitable for wind energy development in a local plan and secondly it can be demonstrated that the planning impacts identified by affected local communities have been fully addressed. A number of options have been considered:
Do not identify an area suitable for wind energy development
Identify the whole of the District (excluding the National Park)
Identify the whole of the District (excluding the National Park) except for the AONB and Hadrian’s Wall and buffer zone where only small scale schemes will be supported.
It is considered that the preferred approach should be to identify an area suitable for wind energy development as part of the Local Plan. It is recommended that the preferred option is to identify the whole district (excluding the national park) as suitable for wind energy development except for AONB and Hadrian’s Wall World Heritage Site and Buffer zone where only small schemes will be supported. The tests set in the Ministerial Statement and Policy S19 of the Local Plan (part 1) remain in place, for all schemes located in the area, and would have to be satisfied in order for a proposal to gain planning permission.
If an area suitable for wind energy development was not defined in the local plan any wind energy proposals would automatically fail the test set out the Ministerial Statement. This would remove the opportunity to support appropriate wind energy proposals which would be beneficial to the local economy, smaller rural enterprises or local communities. The preferred option allows the Council to consider applications for wind energy development underpinned by the exisitng safeguards set out in the Ministerial Statement and Policy S19 of the Local Plan (part 1)
8.0 Amenity Green Space, Green Infrastructure and Green Gaps
8.1 The Local Plan (part 2) has identified amenity green spaces in the local service centres and rural villages. The amenity greenspace designation is proposed on sites that make the most significant contribution to village character and appearance or play an important community role. Development will be ruled out on such amenity space unless special circumstances can be justified.
In the main towns of Workington, Maryport, Cockermouth, Wigton, Silloth and Aspatria a network of green infrastructure has been identified. This is composed of open space, parks, wildlife and river corridors. The purpose of identifying the network is to safeguard and enhance it, especially areas of wildlife value, and to ensure developments takes account of the network in their layout and design.
Two green gaps are proposed; one between Kirkbampton and Thurstonfield and another between Prospect and Oughterside. The purpose of the green gaps is to ensure that these villages remain separate entities by resisting development in those areas.
9.0 Customer Satisifaction and Service
9.1 Local communities and businesses will have an opportunity to comment on the proposals in the preferred options document and help shape the final version of the Local Plan (part 2).
10.0 Services Delivered as Locally as Possible
10.1 The local plan recognises how distinct each town and village is and this is reflected in the proposals.

14.0 Conclusion
14.1 The preferred options document represents an important stage in the preparation of the Local Plan (part 2). It is the main consultation opportunity for the community and other stakeholders to comment and influence the final version of the local plan, prior to submission to the Secretary of State for Examination. It is considered that the preferred sites and policies are the most deliverable while at the same time minimising impacts on the local community. It will also underpin the delivery the objectives of the Council Plan, Business Growth Strategy and the Housing Strategy.

313 Residents Survey Results 2016
The Subject of the Decision:
The Head of Customer and Commissioning submitted a report which sought to provide the Executive with the results of the 2016 Allerdale Residents Survey.
The results of the survey showed an improvement on previous years in most areas. Main highlights included:
Overall satisfaction with the services provided by the Council had been largely maintained at record levels. In total 73% of respondents were very or fairly satisfied with the way the Council provided its services. The 2014 level was 74% which was a rise from 49% in 2012 and 39% in 2008.
Locally, those in Cockermouth (78%) and Silloth (75%) and Wigton (75%) came out the most satisfied. In other areas the satisfaction ratings were: 73% in Aspatria and Workington, 70% in Maryport and 69% in Keswick.
Residents’ satisfaction with their local area as a place to live had been maintained at above 80% (82% in 2016 and 84% in 2014). Those people living in Wigton were most satisfied with their local area (91%). For Silloth and Cockermouth 90% of residents were satisfied, 86% in Keswick, 78% in Workington, 77% in Maryport and 74% in Aspatria. The results were comparable with those in 2014.
93% of people said they were satisfied with the weekly refuse collection and 78% with the doorstep recycling service. These figures compared to the results in 2014 which were 92% and 79% respectively.
Overall satisfaction with other services, such as household waste recycling sites (84%), parks and open spaces (72%), public sport/leisure facilities (47%) and car parking (48%) were comparable with results in 2014 of 84%, 73%, 46% and 44% respectively.

314 Youth Unemployment Review report of Scrutiny
The Subject of the Decision:
The Key Partnerships Officer submitted a report which sought the Executive to consider recommendations from the Community Overview and Scrutiny Sub- Committee on Youth Unemployment in Allerdale.
Councillor C Tibble, Chairman of the Scrutiny Sub-Committee: Enquiry into Youth Unemployment in Allerdale presented the report.
The Community Overview and Scrutiny Committee had considered the report at its meeting on 25 November 2016, adopting the recommendations of the sub- committee with some amendments.
Councillor C McCarron-Holmes noted that the report highlighted there was not currently a Prince’s Trust ‘Team’ programme provision running in Allerdale – a 12-week personal development course for 16 to 25-year-olds, offering work experience, qualifications, practical skills, community projects and a residential week. She asked if there was any possibility of the Council heading up the programme to which the Chief Executive and Corporate Director suggested the Council could look into.
Councillor M Fryer moved that the recommendations be approved and that the Community Overview and Scrutiny Committee be asked to examine issues affecting young people around deprivation and how the Council could target these people. This was seconded by Councillor A Smith. The motion was unanimously agreed.

The Decision:
Resolved – That the recommendations as set out in the Youth Unemployment Review Report be agreed, being:
a) The report should be shared more widely, particularly with the Allerdale Local Committee of Cumbria County Council;
b) The Council should work with partners and in particular liaise with businesses to encourage the reintroduction of training provision, especially vocational training for those with no or lower level qualifications;
c) The Council should work closely with delivery partners receiving funding (for example European Social Fund) to target those furthest from the employment market and monitor their performance and encourage opportunities for those seeking work to attend ‘work fairs’, with the particular level of available work clearly promoted;
d) The Council’s Community Scrutiny Committee should further examine issues affecting young people including education provision, and opportunities within a range of industries, particularly manufacturing, tourism and self-employment.
Recommended
That the Community Overview and Scrutiny Committee be asked to examine issues affecting young people around deprivation and how the Council could target these people
315 Fees and Charges - Commercial Waste and Bulky Waste Collection
The Subject of the Decision:
The Head of Community Services submitted a report which sought the Executive to approve increases to the Council’s commercial collecting fees, an increase to the bulky waste collection fee and an introduction of a charge for the collection of commingled commercial glass, cans and plastics, in order to bring the Council’s charges for these services in line with the costs for collection and disposal.
Councillor M Heaslip moved that the recommendations be approved. This was seconded by Councillor B Cannon. The recommendations were unanimously agreed.

The Reason for the Decision:
To bring Allerdale Borough Council’s charges for bulky waste collection and commercial waste in line with the cost of collection and disposal and to introduce a charge for commercial recycling
The Decision:
Resolved – That:
1. The increase of commercial collection fees as set out in Appendix 3 of the report be approved
2. The increase in bulky waste collection fees as set out in Appendix 3 of the report be approved
3. A charge be introduced for collection of commingled commercial glass, cans and plastics as set out in Appendix 3 of the report
4. All new charges be applied as of 1 April 2017

Allerdale council has also identified space for a bigger development of up to 365 homes near White Croft.
The authority said the town had limited space for new retail and business units due to the building of the new Lidl store in the town and it wanted to extend the town centre boundaries to include the supermarket.
The main area for future development is Glasson industrial estate.
Land off Flimby Brow and off Elm Avenue in Flimby are also earmarked as potential housing developments site, with a capacity for 15 homes on the first site and 40 on the latter.
Cockermouth has exceeded its housing targets and no new land has been earmarked to build homes in the town in the draft local plan,

Allerdale Borough Council encourages all to have their say on the draft Local Plan
Residents are encouraged to give their views on the Council’s preferred locations for new development within the area over the next 15 Years.
The ‘Site Allocations Development Plan Document (DPD)’ or Allerdale Local Plan (Part Two) will identify or ‘allocate’ sufficient areas of land within the district that lie outside the National Park for specific types of development and land uses such as housing, employment, retail, leisure and open space for the period up to 2029. The plan supports the vision for the district set out in the Allerdale Local Plan (Part One) in delivering sustainable development, economic growth and helping make Allerdale a great place to live, work and visit. Whilst Part One of the Local Plan set out the general vision and scale of development for the area, the second part now under consultation considers specific sites.
The Council has identified its ‘Preferred Options’ sites following previous consultations undertaken in 2014 and 2015. The Preferred Options consultation is a key stage in the preparation of the Site Allocations document, and enables local communities to have their say on which sites should be developed and which sites should be safeguarded.
The consultation starts on 27 January 2017 and ends on 24 March 2017.
Cllr Mark Fryer, Executive Member with responsibility for Economic Growth said: “A tremendous amount of work has gone into compiling this draft report and assessing each site on its merits. PREFERRED OPTIONS CONSULTATION
Allerdale Borough Council is in the process of preparing a Site Allocations Development Plan Document (DPD) that will form Part 2 of the Allerdale Local Plan. The Site Allocations DPD will identify sites necessary to meet the Borough’s development needs to 2029, as set out in the Strategic and Development Management Policies DPD (Allerdale Local Plan Part 1).
Following the ‘call for sites’ conducted at the end of 2013, and ‘Issues and Options’ consultations undertaken in 2014 and 2015, the Council has now identified its ‘Preferred Options’ sites, those that it considers most appropriate for development to meet the strategy and targets and set out in the Allerdale Local Plan (Part 1).
This letter is to inform you that we are now commencing a consultation on the Site Allocations Development Plan Document: Preferred Options, and we welcome your comments on the policies outlined, the sites selected, and the alternative sites which were identified but discounted.
Comments received from this consultation will assist the Council in making its final selection to take forward for allocation, which will be subject to a further consultation. The consultation period runs from 27 January 2017 – 24 March 2017.
In addition to the Preferred Options, the following documents also form part of the consultation and upon which your views are sought:
• Map Book containing maps of all the settlements illustrating the preferred sites, alternative options and proposed amendments to the settlement boundaries.
• Discarded Sites Locality Documents, which have been prepared for the Workington, Maryport, Cockermouth, Wigton, Silloth and Aspatria localities and identify all the housing, employment and retail sites that have been discounted
• Settlement Boundary Review Technical Document, which identifies all the adjustments to the settlement boundaries and the assessment methodology used.

• A Sustainability Appraisal (SA) which assesses the sustainability impacts of the policies and proposals contained within the Plan has also been prepared and published. Similarly a Habitats Regulation Assessment (HRA) has also been prepared.
• A Habitats Regulations Assessment (HRA) which identifies any likely significant effects upon European/Natura 2000 sites as a result of policies and site allocations within the draft plan.
• An Issues and Options Consultation Statement, which sets out the process of community engagement carried out for the ‘Issues and Options’ stage, and the key issues raised through consultation responses.
• An Equality Impact Assessment that assesses the impact or likely impact, which the Plan will have on particular group(s).
• A Health Impact Assessment that measures the potential health impacts of the Plan on the wider population.
• Site Assessment Methodology Document, which sets out the stages and criteria used to assess housing and employment sites and review settlement boundaries.
• Wind Energy Technical Document, which identifies the options for areas suitable for wind energy development in the Plan area.
The Preferred Options consultation period will run until Friday 24th March 2017.

Full details of the consultation, where to view the documents, and how to comment are included. Although the Allerdale Local Plan (part 2) relates to the parts of the borough that lie outside the Lake District National Park, all Parish Councils in Allerdale are being notified of the consultation, as are adjoining parishes in neighbouring districts.

ALLERDALE LOCAL PLAN (PART 2): SITE ALLOCATIONS
PREFERRED OPTIONS CONSULTATION
Allerdale Borough Council is in the process of preparing a Site Allocations Development Plan Document (DPD) that will form Part 2 of the Allerdale Local Plan. The Site Allocations DPD will identify sites necessary to meet the Borough’s development needs to 2029, as set out in the Strategic and Development Management Policies DPD (Allerdale Local Plan Part 1).
Following the ‘call for sites’ conducted at the end of 2013, and ‘Issues and Options’ consultations undertaken in 2014 and 2015, the Council has now identified its ‘Preferred Options’ sites, those that it considers most appropriate to meet the targets set out in the Allerdale Local Plan (Part 1).
This letter is to inform you that we are now commencing a consultation on the Site Allocations Development Plan Document: Preferred Options. Comments received from this consultation will assist the Council in making its final selection to take forward for allocation.
I would therefore be grateful if you could make the following documents available for public consultation for the period 27 January 2017 – 24 March 2017:
• Preferred Options document containing policy options and maps of all the settlements illustrating the preferred sites and alternative options.
• Map Book containing maps of all the settlements illustrating the preferred sites, alternative options and proposed amendments to the settlement boundaries.
• Discarded Sites Locality Documents, which have been prepared for the Workington, Maryport, Cockermouth, Wigton, Silloth and Aspatria localities and identify all the housing, employment and retail sites that have been discounted
• Settlement Boundary Review Technical Document, which identifies all the adjustments to the settlement boundaries and the assessment methodology used.

• Open Space Technical Document, which identifies all the open space sites that have been considered and discounted and the assessment methodology used.
• Wind Energy Technical Document, which identifies the options for areas suitable for wind energy development in the Plan area.
There are also a number of supporting documents that have been prepared that may also be read in conjunction with this consultation document. These documents, which are on the enclosed CD include:
• Site Assessment Methodology Document, which sets out the stages and criteria used to assess housing and employment sites and review settlement boundaries.
• A Sustainability Appraisal (SA) which assesses the sustainability impacts of the policies and proposals contained within the Plan has also been prepared and published.
• A Habitats Regulations Assessment which identifies any likely significant effects upon European/Natura 2000 sites as a result of policies and site allocations within the draft plan.
• An Issues and Options Consultation Statement, which sets out the process of community engagement carried out for the ‘Issues and Options’ stage, and the key issues raised through consultation responses.
• An Equality Impact Assessment that assesses the impact or likely impact, which the Plan will have on particular group(s).
• A Health Impact Assessment that measures the potential health impacts of the Plan on the wider population.
The Preferred Options consultation period will run until Friday 24th March 2017.

Title of Document: Allerdale Local Plan (part 2) Site Allocations- Preferred Options
Subject Matter: The Local Plan (part 2) - site allocations will identify sites to deliver housing, employment and retail development needs and guide future planning decisions up to 2029. When adopted the Local Plan (part 2) will form part of the statutory development plan.
Area Covered: The Local Plan (part 2) covers the area of the Borough outside the Lake District National Park.
