732 NOTICES OF MOTION

The following Notice of Motion was received from Councillor ED Barraclough.

‘This Council regrets the flight of dentists from the NHS to the private sector with the subsequent impact on dental health, particularly among young people, and calls on the Government to renegotiate with the Dental Profession to make NHS dentistry available to all.’

Councillor Barraclough stated that residents across the Borough were losing access to NHS dentists and that the Government needed to re-negotiate contracts with Dentists so that Dentists could provide a proper standard of service and earn a proper standard of living. Residents were having to either go private or pay a monthly fee and some were also having to travel great distances to receive treatment.

Councillor IW Francis seconded the motion.

A vote was taken, 33 were in favour of the motion, 4 were against.

The motion was carried.

733 MAYOR'S ANNOUNCEMENTS

The Mayor made reference to the engagements attended by the Mayor and the Deputy Mayor since the last meeting.

734 EXECUTIVE REPORTS

Councillors considered reports from members of the Executive. The reports contained details of progress and events which had occurred within the portfolio areas since the last meeting.

Councillors Barraclough and Kemp questioned executive members on the development of the West Cumbria Strategic Partnership and the protocol for implementing residents and visitors parking permits.

735 COUNCIL TAX RESOLUTION

RESOLVED – 1. That the following as submitted in the budget reports to Committees of the Council be approved.

Being the amounts calculated by the Council, in accordance with regulation 6 of the Regulations, as the amounts of its council tax base for the year for dwellings in those parts of its area to which one or more special items relate.

3 That the following amounts be now calculated by the Council for the year 2006/07 in accordance with Sections 32 to 36 of the Local Government Finance Act 1992 (as amended):

(a) £52,014,100 Being the aggregate of the amounts which the Council estimates for the items set out in Section 32(2)(a) to (e) of the Act.

(b) £37,218,310 Being the aggregate of the amounts which the Council estimates for the items set out in Section 32(3)(a) to (c) of the Act.

(c) £14,795,787 Being the amount by which the aggregate at 3(a) above exceeds the aggregate at 3(b) above, calculated by the Council, in accordance with Section 32(4) of the Act, as its budget requirement for the year.

(d) £9,947,701 Being the aggregate of the sums which the Council estimates will be payable for the year into its General Fund in respect of redistributed non-domestic rates, revenue support grant, increased by the amount of £14,025 being the sum which the Council estimates will be transferred in the year from its Collection Fund to its General Fund in accordance with Section 97(3) of the Local Government Finance Act 1988 (Council Tax Surplus).

736 FLOODING WORKING GROUP

The Democratic Service Co-ordinator submitted a report which sought consideration of a proposal to establish a flooding working group following a joint meeting of the Allerdale Local Committee and Allerdale Borough Council Joint Liaison Working Group, representatives of Capita, United Utilities, the Environment Agency and Amey.

RESOLVED – (a) That the formation of a multi agency Flooding Working Group be agreed.

(b) That councillors C M Jackson, R Munby, J Musgrave, M T Rourke and A Smith be appointed to represent the Council on the Flooding Working Group.

737 RECOMMENDATION REFERRED - FEES AND CHARGES 2006/2007

a) The amount of excess waste collected from each household be restricted to one plastic sack in addition to the contents of the wheeled bin.

741 RECOMMENDATION REFERRED - DESTINATION MARYPORT

a) £30,000 be committed towards the Phase 1 study to develop the concept of Destination Maryport.

744 RECOMMENDATION REFERRED - REVENUE BUDGET 2006/07

(a) (i) That the Revenue Estimates do not exceed £14,795,787 including net Parish Precepts of £845,287 and

(ii) That £14,795,787 be approved as the Budget requirement under Section 32 of the Local Government Finance Act 1992;

(b) That the Revenue Estimates as approved be used in the calculation of the basic amount of tax under Section 33 of the Local Government Finance Act 1992;

(c) That the precept dates for 2006/07 as set out in the report be agreed;

(d) That Councillors note the strategies used and assumptions made in preparing this Budget and approve:

(i) the use of the 10 year model in setting a balanced budget for 2006/07,

(ii) That the level of General Fund Balances be set at a minimum of £1.5M for the three years from 2006/07 to 2008/09, with a recommendation that the actual level should not fall below £2.5M,

(ii) That no maximum level for General Fund Balances should be set at this time,

(iv) That budget allocations be realigned during the year to support Corporate Improvement Plan (CIP) priorities.

753 SALE OF LAUNDRY FIELDS TO TESCO

Councillor Musgrave advised those present that an agreed form of contract was finalised with Tesco on Monday 6th March 2006. Officers had been pressing Tesco to exchange immediately but they had been unable to do so. The Director of Property New Space North had confirmed Tesco’s position in a letter directed to the Chief Executive.

RESOLVED – That Tesco be advised that if contracts are not exchanged on or before the 6 April, the Council will withdraw from the transaction and remarket the site.

The meeting closed at 8.04 a.m.
