HINDON PARISH COUNCIL

Minutes of the Parish Council meeting held on Tuesday 9th July 2019 at Hindon Village Hall, commencing 7.00pm.

Public Question Time: Paul Mansbridge a representative of the Nadder Community Land Trust (NCLT) kindly attended the parish council meeting to explain the background, objectives and reasons for the NCLT. Its origins come from the Tisbury Neighbourhood Plan and is supported by Tisbury PC and West Tisbury PC, and is an independent body. The area its rules permit to operate is Nadder Valley Parishes. At the moment the Tisbury and West Tisbury are the only areas included, and any other can be included if requested. The priority is the provision of affordable housing. Various questions were raised, in the discussion that followed the subject of Allocations Policy was raised. This is a topic Paul is trying to address and is beginning to formulate an NCLT policy addressing the concerns raised. Paul is happy to share when complete. Also, Paul mentioned that he would be happy to keep Hindon PC updated on developments.

In attendance: Mrs B Ford (Parish Clerk), Cllr. B Wayman ( Councillor) part of Meeting and Mr P Mansbridge (Nadder Community Land Trust), no other members of the public.

19/26 Apologies: Received from Cllr. C Bowen and Cllr. R Ongley.

19/27 Dispensations: a. Cllrs to declare any Disclosable Pecuniary Interests related to any matters to be considered in this agenda that do not appear in the Cllr’s register of interests. Received from Cllr. F Freeman regarding Neighbourhood Plan b. In accordance with the Dispensation Procedure, any requests for a grant of dispensation must be submitted prior to this meeting. Received from Cllr. F Freeman regarding Neighbourhood Plan Cllrs are reminded that it is their responsibility to ensure their register of interests on the WC website is kept up to date. 19/28 Adopt Minutes of Meeting: The minutes of the meeting held on Tuesday 11th June 2019 (previously circulated) were adopted and signed as a true record. Proposed by Cllr. J Robinson and seconded by Cllr. R Gough (unanimous).

19/29 Actions from previous Minutes: Pending action minute ref: 19/08 c. Access to Safe Custody Box. Afternote: Chairman and Clerk to visit bank on Monday 14th July to view contents of envelope. Wiltshire Cllr. Bridget Wayman arrived at the point in the meeting and the Chairman invited Bridget to speak: Bridget reported that the Local Government Boundary Commission has somewhat arbitrarily reorganised the boundaries of the electoral divisions in South West Wiltshire in satisfying the objections to earlier changes to the east of Salisbury. This has resulted in unacceptable changes to the Nadder & , Mere, and & Chalke Valley Divisions. A proposed new division called Upper Nadder & The Deverills, including Crockerton and . The Deverills, Crockerton and Horningsham have been part of the Area Board, neither do they have any relationship geographically or socially with the South West Wiltshire Area Board or those parishes of East Knoyle, & , Hindon, Fonthill Bishop, and Chilmark. The new boundary for the Mere division now includes which has successfully become part of the Warminster Area Board over the last ten years. These changes have come about because of a hundred or so objections from Firsdown. In order to fight off this ridiculous change in forming Upper Nadder & The Deverills, at least 100 objections need to be submitted to the Boundary Commission by 28th July 2019. Following on the Chairman brought forward Parish Reports/Updates: on the agenda to enable Bridget to make comment before having to depart the meeting. 19/32 Parish Report/Updates: commencing with item g. Neighbourhood Plan g. Neighbourhood Plan – Steering Group report by Cllr. J Robinson. As reported last month, a meeting was held with Georgina Clampitt-Dix of Wiltshire Council who is Head of Spatial Planning responsible for Neighbourhood Plans, on Friday 14th June. Ray Gentle, Peter Redwood and John Robinson attended this meeting which was most useful and very positive indeed, giving useful advice and comments on a number of points, but overall Georgina was glad to see in Hindon a positive approach to the Neighbourhood Plan in wanting some development which is still a requirement of Wiltshire Council. At the time of the above meeting no Link Officer had been appointed although one has been appointed now and the Steering Group will be meeting Mark Henderson this Thursday 11th July. Revisions had been made to the Draft Plan sent to Georgina and this has been worked on and Mark and members of the Steering Group for comments and checking. It is planned to hold an SG meeting early next week to go through all the comments from both WC and the SG to produce what is hoped can form the final Draft Plan to put to the village prior to going to the 6 week Reg 16 Consultation. Dates for these public events will be agreed hopefully next week and the dates publicised well in advance. A useful meeting was held with Nectar yesterday Monday 8th July to check that their desire to see some new housing in the village was still relevant and to establish how their business was progressing from the previous meeting held in November 2016. At that stage they had around 80 employees which was expected to rise to around 100 within 18 months and 160 by 2020. Nectar have recently been taken over by Asahi, a Japanese brewing company, from Fullers Brewery, and their current payroll is 120. Growth is expected to continue to develop with staff levels rising as the business expands. Most current employees come from Warminster, Mere and other town and villages and more local suitable housing would be welcomed to encourage more local employment. The view of local Estate Agency were sought on the demands for housing in the Hindon area, and Rural View confirmed the need for affordable housing as well as suitable properties for those wishing to down-size. The evidence of the above organisations will be incorporated into our documentation emphasising the need for housing, other than from developers or targets set by Wiltshire Council. Finally, to enable the Steering Group to fund the necessary publicity for the Reg 14 Consultation and the village meeting it was requested that some funds are allocated from the Legacy account and a figure of £1,000.00 is suggested with any unspent amounts to be returned to this account at the end of the NP process. Planning – The planning committee met on 16th June to look at application 19/05342/TCA Runnymede, High Street, Hindon. Work to trees. No objections raised. Applications approved by WC 19/03410/Ful Northlands, High Street, Hindon. WC approved 17/6/19 19/04244/Ful Beckets, High Street, Hindon. WC approved 19/6/19 Demolition of garage and library an 19/04921/OHL Various sites around Tisbury area WC approved 27/6/19 Work to replace wooden overhead line poles 19/05342/TCA Runnymede, High Street, Hindon WC approved 2/7/19 Work to trees in a Conservation Area. Applications refused by WC 19/03148/Ful The Dene, Hindon WC refused 24/6/19 Change of use of agricultural land for one traveller family. B Highways – Next parish steward visits 11th July and 12th September 2019. 1. Urgent Highways Issues. There were no urgent Highways issues outstanding. 2. Snow. Nothing significant to report (NSTR). 3. Flood.  The level of water at the Fonthill borehole continues to fall at about 1m a month and now stands more than 13m (c39 ft) below the level which might cause concern.  Cllr Freeman was unable to attend the Operational Flood Working Group (South) meeting at 9.45am on 12 June at Bulford Village Hall but will attend the next one on 11 September. No issues to report. 4. Speed Watch. The incidence of speeding between 8-10 am continues to diminish but there is more to do between 7-8 am on weekday mornings and around mid-day at weekends. The Team is next on duty 15-28 July. 5. Speed Indicator Device (SID).  Both PC owned SIDs are working well. The solar panels are keeping the batteries sufficiently charged for weeks, even months at this time of year. [Afternote: The SID located on Angel Lane has stopped working and will need to be repaired by the manufacturers.] Action: Cllr Freeman  That owned by Wiltshire Council is currently being used by Semley, with whom we share the device. 6. Parish Steward. The Parish Steward’s next visit to Hindon is due on Thu 11 Jul. As ever, please let Cllr Freeman know of any tasks for him. Action: All a. Community Area Transport Group (CATG). There are no further outstanding issues. The next meeting of CATG will be on 24 July 2019, 2pm, Nadder Centre, Tisbury. Action: Cllr Freeman to attend. b. Community Safety Group – PC Richard Salter, the Community Police Team member allocated to the Hindon area was invited to this meeting but could not attend. It was agreed that he should receive a specific invitation to attend future PC meetings. Action: Parish Clerk. The next meeting will take place in September, exact date and location not yet known. c. SWWAB – The next meeting of SWWAB will take place in the Grove Building Mere on the 17th July 2019. Cllr. D Robertson to attend. d. Rights of Way – Limited amount of grants funding available through the Area Board for Galvanised Kissing Gates. Nothing further to report at present. e. Recreation Ground – Posts replace on activity climbing frame, invoice to follow. Awaiting quote for works to safety surface around roundabout equipment. f. Village Hall – The village hall continues to operate successfully with no reported issues. The next planned event is the Hindon Flower Show where the hall is used to display some of the competition items.

19/30 Matters for Consideration: a. CPRE – Proposed by Cllr. R Gentle and seconded by M Constable (unanimous) for the Clerk to attend the ANOB Planning Course, pro-rata cost of £16 plus travel expenses per parish council. b. Wiltshire Electoral Review – Information on Further Draft Recommendations received and circulated to all Cllrs. Please see above Cllr. Bridget Wayman report strongly recommends as many people to object to object to these changes. Action: All Cllrs.

19/31 Finance: a. Income & Expenditure Report – Summary as at 9th July 2019 circulated to all Cllrs (copy attached) including £70.70 late invoice received regarding Neighbourhood Plan expenses incured from Mail & Print - cheque no. 001422. Question raised by Cllr. R Gough “why is allotment income so low to previous years?”. Answer: Clerk confirmed all allotment rents are due on 1st September (annually) from this year, invoices to be sent out end of July. Proposed by Cllr. J Robinson and seconded by Cllr. R Gough (unanimous) to agree to payments and adopt report as a true record.

19/33 Allotments: Wiltshire Council have researched their documents and agreed to meet on site with their surveyor and all parties’ concern to mark out the exact boundary line. Date to be confirmed.
