Between Minimum Force and Maximum Violence: Combating Political Violence Movements with Third-Force Options Doron Zimmermann ∗ Introduction: Balancing the Tools of Counter-Terrorism In most liberal democratic states it is the responsibility of the police forces to cope with “internal” threats, including terrorism, since in such states terrorism is invariably defined as a criminal act rather than a manifestation of insurgent political violence. In many such instances, the resultant quantitative and qualitative overtaxing of law en- forcement capabilities to keep the peace has led to calls by sections of the public, as well as by the legislative and executive branches of government, to expand both the le- gal and operational means available to combat terrorism, and to boost civilian agen- cies’ capacity to deal with terrorism in proportion to the perceived threat. The deterio- rating situation in Ulster in Northern Ireland between 1968 and 1972 and beyond is an illustrative case in point.1 Although there have been cases of successfully transmogrifying police forces into military-like formations, the best-known and arguably most frequent example of aug- mented state responses to the threat posed by insurgent political violence movements is the use of the military in the fight against terrorism and in the maintenance of internal security. While it is imperative that the threat of a collapse of national cohesion due to the overextension of internal civil security forces be averted, the deployment of all branches of the armed forces against a terrorist threat is not without its own pitfalls. Paul Wilkinson has enunciated some of the problems posed by the use of counter-ter- rorism military task forces, not the least of which is that [a] fully militarized response implies the complete suspension of the civilian legal system and its replacement by martial law, summary punishments, the imposition of curfews, military censorship and extensive infringements of normal civil liberties in the name of the exigencies of war. -

chapter 2 Sergius as Writer Many of the translations Sergius made and commentaries he composed were part of the Alexandrian curriculum. From his preface to the Commentary on the Categories (to Theodore), we understand that he had already translated some medical works before he wrote this philosophical text. A more recent evalua- tion of Sergius’ writings was done by Hugonnard-Roche in 1997 (reprinted in 2004: 123–142, and see now idem, 2016: 214–227). 2.1 Original Works Sergius’ original works and translations will be arranged according to the sci- entific branch, dealing, in the first place, with the extant works, beginning with his philosophical production, which is most relevant to our study. Creating a safe and stable society with decreasing crime rates is dependent on building certain material and ethical pillars. This will reassure the people that they live in an environment where their citizenship is respected, their rights are safeguarded and their dignity is preserved. In a groundbreaking step forward, the Directorate General of the Internal Security Forces is introducing an exhaustive Code of Conduct for its members, laying out their rights and obligations and the way they should interact with the public, authorities, and institutions. This is a pioneering accomplishment and a worthy model for Lebanon and the world as the Code of Conduct establishes institutional, ethical and professional ground rules observing national legislation and international conventions and standards. -

HUMAN RIGHTS AND STRUCTURE OF POLICE AND INTERNAL SECURITY FORCES IN UGANDA Nagujja Zam Zam I. BACKGROUND Uganda, like many African countries in the pre-colonial era, was a multiplicity of small kingdoms, chiefdoms and tribal societies. The primary interest of these peoples was subsistence. Criminal justice was maintained by kinship and the ultimate right to seek vengeance through the blood feud. There was a large degree of stability without a central authority, and in the 1870s a rudimentary criminal justice system existed. Punishment of breaches of peace was based on individual action rather than an established authority, except in the kingdoms of Buganda and Bunyoro-Kitara which had a more institutionalised set up. In the Buganda, each kingdom had its "army" for protection and expansion of the kingdom through tribal wars. -

Despite the Government’s strong commitment to address growing human rights violations and lay the ground for institutional reform, violence reached alarming levels in many parts of the country affecting, particularly, the right to life and personal integrity. 2. The Iraqi Government, MNF-I and the international community must increase efforts to reassert the authority of the State and ensure respect for the rule of law by dismantling the growing influence of armed militias, by combating corruption and organized crime and by maintaining discipline within the security and armed forces. In this respect, it is encouraging that the Government, especially the Ministry of Human Rights, is engaged in the development of a national system based on the respect of human rights and the rule of law and is ready to address issues related to transitional justice so as to achieve national reconciliation and dialogue. 3. The preparation of the International Compact for Iraq, an agreement between the Government and the international community to achieve peace, stability and development based on the rule of law and respect for human rights, is perhaps a most significant development in the period. The objective of the Compact is to facilitate reconstruction and development while upholding human rights, the rule of law, and overcoming the legacy of the recent and distant past. 4. UNAMI Human Rights Office (HRO) received information about a large number of indiscriminate and targeted killings. Unidentified bodies continued to appear daily in Baghdad and other cities. -

New York Times (www.nytimes.com) July 11, 2006 Rogue Giants at Sea By WILLIAM J. BROAD The storm was nothing special. Its waves rocked the Norwegian Dawn just enough so that bartenders on the cruise ship turned to the usual palliative — free drinks. Then, off the coast of Georgia, early on Saturday, April 16, 2005, a giant, seven-story wave appeared out of nowhere. It crashed into the bow, sent deck chairs flying, smashed windows, raced as high as the 10th deck, flooded 62 cabins, injured 4 passengers and sowed widespread fear and panic. “The ship was like a cork in a bathtub,” recalled Celestine Mcelhatton, a passenger who, along with 2,000 others, eventually made it back to Pier 88 on the Hudson River in Manhattan. Some vowed never to sail again. Enormous waves that sweep the ocean are traditionally called rogue waves, implying that they have a kind of freakish rarity. Over the decades, skeptical oceanographers have doubted their existence and tended to lump them together with sightings of mermaids and sea monsters. But scientists are now finding that these giants of the sea are far more common and destructive than once imagined, prompting a rush of new studies and research projects. The goals are to better tally them, understand why they form, explore the possibility of forecasts, and learn how to better protect ships, oil platforms and people. The stakes are high. In the past two decades, freak waves are suspected of sinking dozens of big ships and taking hundreds of lives. The upshot is that the scientists feel a sense of urgency about the work and growing awe at their subjects. -
