At IDRC, we have a strong interest in learning about the introduction and use of information and communication technologies for development. Among the various approaches to increase access to information and communication technologies (ICTs), telecentre experiences are mushrooming around the world. Despite important differences in location, ownership, funding, operation, technology, and services, common telecentre experiences and lessons are emerging. We do not attempt here to provide a unique model for telecentres. Instead, the idea is to foster the creation and dissemination of knowledge relevant to the design, operation and evaluation of telecentres. IDRC supports a variety of telecentre experiences in Asia, Africa and Latin America; some represent collaborations with ITU, UNESCO, and other partners. A number of commissioned studies and papers have been prepared, and efforts toward systematic and useful evaluation frameworks and methodologies are currently being developed in Africa and Latin America. This global working session on telecentre evaluation has helped to create awareness about and strengthen these local, national and regional initiatives, while providing our partners in the South with an opportunity to exchange experiences and initial results with each other. The objectives of this meeting were the following: • To explore in depth the challenges and opportunities of telecentre evaluation in Latin America, Asia and Africa; • To understand and compare emerging evaluation frameworks and methodologies; • To assess the needs and resources available for telecentre baseline evaluation, monitoring, impact assessment, and to identify salient issues affecting telecentre performance; • To provide an opportunity for telecentre operators, project leaders, and researchers to exchange experiences and lessons across regions. These objectives may seem to be too simple for some. However, recognizing the emergent nature of telecentre issues, we preferred to start with humble expectations and work through a process of collective exploration and dialogue. One of the major results of this meeting has been the creation of a dynamic network of committed telecentre practitioners and researchers. We have now developed a common language and understanding of the key issues surrounding telecentre evaluation, as well as some practical tools. Our sincere thanks go out to the meeting participants who have contributed their rich collection of telecentre knowledge, as represented here. So who can take credit What comes Out lfl the end? 4 REPORT ON THE MEETING Guiding Principles of Telecentre Evaluation The following synopsis is based on a brainstorming session involving all meeting participants, held at the conclusion of the gathering. It represents the group's collective determination of basic principles to guide our work in telecentre evaluation. Ideas were generated in response to this query: What basic, guiding will ensure that telecentre evaluation: (a) is useful; (b) isfinancially responsible,' (c) builds local capacity; and (d) enables shared learning. Guiding Principles: People-focused. participatory evaluation design. sensitive to gender and the local context (Focus on people, Participatory, Horizontal participation, Users and non-users, Contextually sensitive, Involve stakeholders early in the process, Build up from local cultural paradigms, Identify target groups, Enhance women's participation) Design the evaluation process to ensure quality and sustainability (Dynamic costing arrangements, Viable business, Constant quality of service with diminishing external support, Ensure that cost vs. resources are realistic) EL2: (Evaluation = listen and learn) (Use available expertise, Listen!) Both successes and failures will be analyzed through the evaluation process (Learn from failure and innovation) The evaluation result will be disaggregated and used to conduct training workshops (Oriented towards strengthening and empowering practitioners and intermediaries, Builds capacity tools) Clarify purpose (Make sure all stakeholders share a vision of what questions the evaluation needs to answer and how this information will be used, Focus on critical issues) Use adaptable and replicable methods (Replicable research design, Easy to do, Evolving Design for local context and project, Variety of methods, Adaptable, responsive frameworks, Transcend project boundaries)

MD, FRACP Uganda Martyrs University, P. O. Box 5498, Kampala, Uganda Corresponding author: [email protected] Abstract Youth is a period of building “self concept” often influenced by parents, peers, gender and culture. The United Nations (UN) youth agenda is guided by the World Programme of Action for Youths (WPAY) adopted by the UN General Assembly in 1995. WPAY has 15 priority areas. Africa is often regarded as the “youngest continent” because of the large number of young persons, and in Uganda, 49% of the population is under 15 years. Uganda Martyrs University (UMU) is a faith-based, private, not-for-profit institution founded in 1993 to address the perceived moral decay in business and professions. At UMU, ethics is a compulsory subject irrespective of one’s field of study. UMU obtained its civil charter in April 2005 and is one of only six out of 29 private universities in Uganda with this status. UMU places research and scholarship on top of its role agenda, followed by community engagement and finally teaching. UMU is located in a rural setting, and believes a university must not exist in isolation and that a university must be owned by the community where it is located. UMU’s focus areas include, inter-alia, HIV/AIDS, poverty alleviation, peace and justice and food security. UMU’s outreach project at Nnindye is to help the community lift itself out of poverty and all faculties are strongly encouraged to mainstream outreach in their curricula.

The ICT Opportunity For A Disability-Inclusive Development Framework September 2013 Preface More than a billion people live with some form of disability, and 80% of them live in developing countries. Disability is both a cause and a consequence of poverty: poor people are more likely to become disabled, and people with disabilities are among the poorest and most vulnerable groups of the global population. Regrettably, disability was not included in the Millennium Development Goals (MDGs) or in their operationalizing targets and indicators. As a result, disability has largely been invisible in their implementation, and is rarely included in national policies, programmes, or in monitoring and evaluation efforts related to the MDGs.

Governance in Uganda’s Road Sector Samuel Kayabwe holds an MA (Public Policy & Administration) from the University of Wisconsin-Madison, USA, 1993 and a BA (Economics & Rural Application of an Innovative Framework Economy) from Makerere University, Kampala Uganda. Over the past 25 years, Samuel has researched widely in the areas of pastoral land tenure and resource use issues; rural/agricultural development & poverty analysis; food security and livelihood systems; community natural resource management; governance and decentralization issues impacting on both rural and urban development; and basic education. Feza Kabasweka Greene is a Research Manager with Bayport Financial Services and a lecturer at Victoria University where she teaches Monetary Policy and Financial Systems, Portfolio Analysis and Quantitative Methods. Feza previously worked as a Research Assistant with DFID, Grameen Foundation and Economic Policy Research Center (EPRC). She holds a Bachelor’s Degree in Economics from the American University of Cairo and MSc in Africa and International Development from University of Edinburgh, Scotland. She has interest in economic development and policy analysis. Irene Achola is a Research Officer at ACODE. She holds a Bachelor’s degree in Economics from Makerere University Kampala. She is currently pursuing a Masters degree in Public Administration and Management at Uganda Christian University.
