HGY/2016/1573 Strategic planning application stage 1 referral Town & Country Planning Act 1990 (as amended); Greater London Authority Acts 1999 and 2007; Town & Country Planning (Mayor of London) Order 2008. The proposal Demolition of the existing buildings and redevelopment of the site to provide two buildings of between 4 and 14 storeys in height comprising 174 residential units (Use Class C3) and 160 sqm flexible B1 floorspace, including the provision of private and communal amenity areas, child play space, secure cycle parking, car parking, refuse and recycling storage areas and other associated development. The applicant The applicant is Fairview New Homes Limited and the architect is Formation Architects. Strategic issues summary: Land use: redevelopment of underused industrial site for residential-led development use is supported in regeneration area (paras 13-15). Housing: 174 units proposed. Affordable housing offer has been made of 32% by habitable room, split 60:40 affordable rent to shared ownership. Viability information is being reviewed (paras 24-27). Design: Improvements required to justify tall buildings and high density development. (paras 28-32). Climate Change: Carbon reduction target met; further information required on overheating analysis (paras 35-47). Transport: proposals are acceptable; conditions and section 106 obligations required (paras 54-65). Recommendation That Haringey Council be advised that whilst the application is generally acceptable in strategic planning terms it does not fully comply with the London Plan for the reasons set out in paragraph 70 of this report. -

This report includes the necessary risk assessment to support the chosen option. 1.2 Reason for the risk assessment This risk assessment has been produced in conjunction with the East Sussex Resignalling project which will see the abolition of Polegate Signalbox and the renewal of Polegate MCB Crossing. This document demonstrates the decision making undertaken in determining the practicability of this proposal and the evaluation of the necessary safety measures required at the level crossing; culminating in a single preferred option. This document is derived from and fulfils the guidance criteria stipulated. The signalling renewal works associated with this project, East Sussex re-signalling, is driven by asset condition, safety and obsolescence. The project is also part of the National Operating Strategy (NOS) scheme which will achieve the signalling renewal and the Control Period 4 (CP4) operating strategy objectives through the re- signalling of the East Sussex line. -

Joint Strategic Committee 9 June 2020 Agenda Item 6 Key Decision: No Ward(s) Affected: All Local Cycling & Walking Infrastructure Plan - establishing the network of the future through consultation Report by the Director for the Economy Executive Summary 1. Purpose 1.1. The purpose of this report is to seek approval to adopt the final version of the Adur & Worthing Local Cycling and Walking Infrastructure Plan (LCWIP): a high level, strategic network plan for safe and accessible future cycling and walking infrastructure provision. 1.2. This report outlines recently published government guidance for walking and cycling provision relating to the COVID-19 pandemic; and seeks member approval for urgent work with West Sussex County Council on local improvements in line with the Adur & Worthing LCWIP. The published guidance documents are: Traffic Management Act 2004: network management in response to COVID-19; and Coronavirus (COVID-19): safer public places - urban centres and green spaces. 1.3. A Draft version of the LCWIP was presented to the Joint Strategic Committee on 7th November 2019, where Members approved the draft version being taken through Public Consultation between November 2019 and January 2020. 1.4. The report presents the outcomes of the public consultation, in particular, the overwhelming support for improved cycling and walking infrastructure provision (see section 4). It seeks approval for amendments made to the Plan as a result of consultation responses. 1.5. The Plan was produced with the consistent support and input from the Adur & Worthing Cycling & Walking Group; and oversight and support from West Sussex County Council. 2.
