File No. Res. 20-616 Agenda No. 10.11 Approved: Sep 10 2020 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF JERSEY CITY AUTHORIZING THE ADOPTION OF THE 2020 HUDSON COUNTY, NEW JERSEY HAZARD MITIGATION PLAN UPDATE COUNCIL offered and moved adoption of the following resolution: Whereas, all jurisdictions within Hudson County have exposure to hazards that increase the risk to life, property, environment, and the County and local economy; and Whereas, pro-active mitigation of known hazards before a disaster event can reduce or eliminate long-term risk to life and property; and Whereas, the Disaster Mitigation Act of 2000 (Public Law 106-390) established new requirements for pre and post disaster hazard mitigation programs; and Whereas, a coalition of Hudson County jurisdictions with like planning objectives has been formed to pool resources and create consistent mitigation strategies within Hudson County; and Whereas, the coalition has completed a planning process that engages the public, assesses the risk and vulnerability to the impacts of natural hazards, develops a mitigation strategy consistent with a set of uniform goals and objectives, and creates a plan for implementing, evaluating and revising this strategy; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JERSEY CITY AS FOLLOWS: 1. The City of Jersey City ("Jersey City") adopts in its entirety, the 2020 Hudson County Hazard Mitigation Plan Update (the “Plan”) as the jurisdiction’s Hazard Mitigation Plan and resolves to execute the actions identified in the Plan that pertain to this jurisdiction. 2. Jersey City will use the adopted and approved portions of the Plan to guide pre- and post-disaster mitigation of the hazards identified. 3. Jersey City will coordinate the strategies identified in the Plan with other planning programs and mechanisms under its jurisdictional authority. 4. Jersey City will continue its support of the Mitigation Planning Committee as described within the Plan. 5. Jersey City will help to promote and support the mitigation successes of all participants in this Plan. 6. Jersey City will incorporate mitigation planning as an integral component of government and partner operations. 7. Jersey City will provide an update of the Plan in conjunction with the County no less than every five years. The annex includes a general overview of the City of Jersey City; an assessment of the City of Jersey City’s risk and vulnerability, and mitigation capabilities; and a prioritized action plan to implement prior to a disaster to reduce future losses and achieve greater resilience to natural hazards. 9.7.1 HAZARD MITIGATION PLANNING TEAM The following individuals are the City of Jersey City’s identified hazard mitigation plan primary and alternate points of contact and NFIP Floodplain Administrator. During the 19th century, Jersey City played an integral role in the Underground Railroad. Four routes through New Jersey converged in the city. The City of Jersey City is located in the central portion of Hudson County, between the Hackensack River and Newark Bay to the west, and the Hudson River and Upper New York Bay to the east. It is the largest city in Hudson County, in terms of population and geographic size (14.79 square miles). The City has 21.7 miles of waterfront along the rivers and bays. The City is bordered to the north by the Town of Secaucus, The Township of North Bergen, the City of Union City, and the City of Hoboken, to the south by the City of Bayonne, to the east by the Hudson River and Upper Bay, and to the west by Hackensack River, Newark Bay and the Town of Kearny. 9.7-1 SECTION 9.7. CITYPage OF 5 JERSEYof 76 CITY Hudson County Hazard Mitigation Plan April 2020 The City is governed by a Mayor and City Council made up of nine members: one council member for each of the City’s six wards, plus three at-large council members who represent the entire City. This governing body will be responsible for the adoption and implementation of this plan. According to the U.S. Census, the 2010 population for the City of Jersey City was 247,597. The estimated 2017 population was 265,932, a 7.4 percent increase from the 2010 Census. Data from the 2017 U.S. Census American Community Survey indicate that 7.7 percent of the population is 5 years of age or younger and 10.1 percent is 65 years of age or older. Communities must deploy a support system that enables all populations to safely reach shelters or to quickly evacuate a hazard area. 9.7.3 GROWTH/DEVELOPMENT TRENDS Understanding how past, current, and projected development patterns have or are likely to increase or decrease risk in hazard areas is a key component to understanding a jurisdiction’s overall risk to its hazards of concern. Table 9.7-2 summarizes recent and expected future development trends. Refer to Table 9.7-20 through Table 9.7-23 for details regarding major residential/commercial development and major infrastructure development. Refer to Figure 9.7-1 and 9.7-2 at the end of this annex which illustrate the geographically-delineated hazard areas and the location of potential new development, where available. Table 9.7-2.
