I understand that my thesis may be made electronically available to the public. ii Abstract This thesis is an intellectual history of the Evangelical Fellowship of Canada (EFC) and its public policy activity from 1983 to 2006. The EFC represents many of the major evangelical Protestant denominations and organizations in Canada. Although some commentators interpret its work in light of the American Religious Right, the EFC is non-partisan and strives to be more politically moderate. This stance reflects the historical political moderation of Canadian evangelicalism. EFC leaders give direction to the evangelical community by contributing to the development of an evangelical identity that assumes political engagement, ecumenism, persuasion, and a high view of the state. Their model of engagement is politically pragmatic and emphasizes the imago Dei principle and the common good. The two concerns that contributed to evangelical political mobilization in the early 1980s were the increasing secularization of Canadian society and the privatization of religion. The EFC responded to these concerns in two ways. First, it defined secularism as intent on limiting religion in the public sphere. This interpretation enabled EFC leaders to mobilize their constituency, argue that public policy can never be religiously neutral, and insist that liberalism is not a neutral philosophy. However, it also meant that they did not critique the most secular of all spheres, the economy, or recognize the degree to which Christianity continues to enjoy cultural privileges as compared to other religions. The struggle against secularism took the EFC to Parliament Hill and into the courts. Second, the EFC called for religious groups to be at the policy making “table.” This “table” is a liberal-democratic one that often requires participants to engage in discussions in a secular liberal manner. The impact of these requirements was evident in the EFC’s participation in the public debates surrounding the definition of marriage. Many of its arguments employed liberal reasoning and de-emphasized religious convictions. Over time the EFC moved toward the social consensus about the need to protect same-sex relationships. This movement, however, did not indicate secularization on the part of the EFC. Rather, its leaders desired to develop publicly accessible arguments and thereby they contributed to civil society. iii Acknowledgements I gratefully acknowledge the support of many people in the production of this thesis. Introduction Canadian politics, like politics in other societies, is a public conflict over different conceptions of the good life. Canadians agree on some important matters (e.g., Canadians are overwhelmingly committed to the rule of law, democracy, equality, individual rights, and respect for minorities) and disagree on others. That Canadians share certain values represents a substantial consensus about how the political system should work. While Canadians generally agree on the rules of the game, they dis- agree—sometimes very strongly—on what laws and policies the government should adopt. Should governments spend more or less? Should taxes be lower or higher? Should governments build more prisons or more hospitals? Should we build more pipelines or fight climate change? Fortunately for students of politics, different conceptions of the good life are not random.     CCHA, Historical Studies, 63 (1997), 115-122 Writing the History of Canadian Christianity: A Retrospect and Prospect of the Anglophone Scene Brian CLARKE In order to understand where we are collectively as a discipline, we must first look at where we have been. Only after we have figured where we have been and how we got from there to where we are now will we be in position to appreciate what our discipline is currently up to. Over the past generation, the history of Canadian Christianity in anglophone circles has gone through a number of significant phases, which taken together form the trajectory that has led us to where we are as field today. I would like to trace this trajectory by examining the four major works of synthesis that have appeared during the past thirty years, beginning with the trilogy, A History of the Christian Church in Canada by H.H. Walsh, John Moir, and John Webster Grant that appeared between 1966 and 1972, followed by Robert T. Handy’s A History of the Churches in the United States and Canada, published in 1977, and wrapping up with the 1990 survey edited by the late George Rawlyk, The Canadian Protestant Experience, and Mark Noll’s A History of Christianity in the United States and Canada, which came out in 1992.1 One way to identify historians’ basic assumptions is to closely examine what topics they choose to concentrate on, along with the reasons they offer in favour of that choice. In his edited volume Conversion to Christianity,1 R. W. Hefner provides a useful overview of many of these answers. Populations become Christian or Muslim for different personal reasons and under a variety of social conditions. Hefner has outlined the debates about the proper explanation of such conversions. But the question is not entirely innocent. At any rate, it is based on as- sumptions that are at least as interesting as the answers.

    CANADA AND THE MIDDLE EAST TODAY: ELECTORAL POLITICS AND FOREIGN POLICY Donald Barry Canadian Prime Minister Stephen Harper came to power in 2006 with little experience in foreign affairs but with a well developed plan to transform his minority Conservative administration into a majority government replacing the Liberals as Canada’s “natural governing party.”1 Because his party’s core of Anglo-Protestant supporters was not large enough to achieve this goal, Harper appealed to non- traditional Conservatives, including Jews, on the basis of shared social values. His efforts were matched by those of Jewish leaders and the government of Israel to win the backing of the government and its followers in the face of declining domestic support for Israel and the rise of militant Islamic fundamentalism. These factors accelerated a change in Canada’s Middle East policy that began under Prime Minister Paul Martin, from a carefully balanced stance to one that overwhelm- ingly favors Israel. Harper’s “pro-Israel politics,” Michelle Collins observes, has “won the respect—and support—of a large segment of Canada’s organized Jewish community.”2 However, it has isolated Canada from significant shifts in Middle East diplomacy and marginalized its ability to play a constructive role in the region. Harper and the Jewish Vote When he became leader of the Canadian Alliance party, which merged with the Progressive Conservatives to form the Conservative Party of Canada in 2004, Tom Flanagan says that Harper realized “The traditional Conservative base of Anglophone Protestants [was] too narrow to win modern Canadian elections.”3 In a speech to the conservative organization Civitas, in 2003, Harper argued that the only way to achieve power was to focus not on the tired wish list of economic conservatives or “neo-cons,” as they’d become known, but on what he called “theo-cons”—those social conservatives who care passionately about hot-button issues that turn on family, crime, and defense.

Breena Langevin Advisor: University of Guelph, 2014 Professor A. Boetzkes This thesis explores Christian missionary churches built or reconstructed in Canada in the 1960s and 1970s that express a fusion between Christianity and traditional Native spirituality. This fusion involves an appropriation of spiritual messages and a symbolic juxtaposition of religious imagery apparent in the architecture and visual furnishings of the church, as well as the liturgical practices of its congregation. My research focuses on three particular communities in Canada that are home to Christian parishes possessing a strong Native presence. The hybrid features of these churches can be seen as a move towards religious inculturation, which for Christianity means redefining their systems of representation and broadening their embrace. I consider each church’s individual missionary history and their approaches to evangelism and examine the churches as a site of ongoing colonial struggle. I argue that rather than resolving the problematic past of missionary history, these churches act as a space for discussion surrounding the ongoing process of working through the irreconcilable past of missionary invasion as well as the enduring confusion regarding the convoluted iconographic language expressed through their teachings. Interest was such that I found myself leading a small session in the autumn of 2008 for the BC Council of Post Secondary Library Directors, a group that I enjoyed meeting. A few days after the session, the director from Trinity Western University, Ted Goshulak, sent me a couple of books about TWU. I was pleased to receive them because I already suspected that another faith-based institution, Regent College in Vancouver, was perhaps BC’s most remarkable postsecondary success. Would Trinity Western’s story be equally fascinating? The short answer was yes. Now I was hooked. I wanted to know the stories of the other faith-based institutions, how they developed and where they fit in the province’s current postsecondary landscape. In the ensuing months, I poked around as time permitted on websites, searched library databases and catalogues, spoke with people, and circulated drafts for review. A surprisingly rich set of historical information was available. I have drawn heavily on this documentation, summarizing it to focus on organizations rather than on people in leadership roles.
