The Secretary of State for the Colonies has notified the High Commissioner that His Majesty will not be advised to exercise his power of disallowance in respect of Ordinance No. 27 of 1941, entitled "Mortgage Law (Approved Companies) (Amend• ment) Ordinance, 1941". IT IS NOTIFIED for information that the High Commissioner has approved the establishment of Executive Sections, to be under the direction of the respective Competent Authorities specified hereunder, to deal with supplies under the general co-ordinating control of the War Supply Board : 1. COL. G. W. HERON, C.M.G., C.B.E., D.S.O., Controller of Supplies, to deal with Food, Drugs, Fuel and Paper; 2. C. WILSON BROWN, ESQ., C.B.E., M.C., Director of Public Works, to deal with Engineering, Building and Hardware Supplies; 3. G. WALSH, ESQ., C.B.E., Economic Adviser, to deal with Textiles, Leather, and Soft-goods Supplies; 4. D. STEDMAN DAVIES, ESQ., Deputy Director of Agriculture, to deal with Local Agricultural Production. Since they had passed the castle in Latrun, she had been staring out of the window: jeeps riddled with bullet holes hunkered by the roadside, a charred truck stood with its doors wide open. She noticed shreds of tires by the embankment and scraps of dull metal that she took for cartridge shells. In the valley far below, the strip of coast was barely more than a thin line, as if drawn by pencil. Beyond it lay the sea, its illusion of endlessness in sharp contrast to the barren strip of land that seemed to doze in the shimmering heat. The bus crawled uphill, shuddering as it took each corner, and stones flew out like bullet shots from under its tires. Through the rear window there was nothing to be seen but a cloud of dust and rocks. From her seat on the back row she looked over the heads of the other passengers and took in the hats, frayed collars, and the cases in the luggage nets that were pasted with labels from Rotterdam, Marseille, Valparaiso, and Hamburg. She smelled camphor, stale eau de cologne, sweat. And fear. Dusk was already beginning to fall when the vehicle came to a standstill in a dip between Deir Ayub and Bab el-Wad.

    AN EVEN LESS CONVENIENT TRUTH: ADDRESSING THE CHALLENGE OF SUSTAINABLE DEVELOPMENT THROUGH AN INTEGRATION OF COGNITION AND CULTURE by Jordan Levine A THESIS SUBMITTED IN PARTIAL FULFILLMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY in THE FACULTY OF GRADUATE AND POSTDOCTORAL STUDIES (Interdisciplinary Studies) THE UNIVERSITY OF BRITISH COLUMBIA (Vancouver) September 2014 © Jordan Levine, 2014 Abstract ‘Sustainable development,’ or how to achieve durably desirable states in our planet’s nested social-ecological systems, has been heralded by many as the core civilizational challenge of the 21st century. Adding to this challenge is the fact that the scientific study of how to model and manage such complex systems is confounded by a number of archaic intellectual legacies from predecessor disciplines. Chief among these is a relatively crude, low-resolution ‘rational actor’ theory of human behaviour, which lies in tension with a range of more recent, empirical insights regarding how humans absorb information, make decisions, and act, in situ. I argue that, while authors widely acknowledge the former theory to be insufficient, terminological inconsistencies and conceptual opacity have prevented the latter insights from being fully integrated into much sustainable development research. This dissertation aims to help bridge that gap on the level of both theory and practice. First, I present an accessible, original synthesis of cumulative recent findings on human cognition. This synthesis suggests a key object of analysis should be the particular ways in which people reduce the deep complexity of their social-ecological context into actionable information. I then apply this theoretical lens to the study of two areas designated by the UN as sites for experimentation with the concept of sustainable development: Mt.

    Coastal Communities under Threat: Comparing Property and Social Exposure Michal Lichter and Daniel Felsenstein* Hebrew University of Jerusalem We examine the threat to coastal communities from sea level rise and extreme flooding. A distinction is drawn between the exposure of the physical property base of a community and its social composition. We investigate whether any correspon- dence exists between these two dimensions of vulnerability and whether it holds for both small and large communities. Flood scenarios along the Israeli coast are de- fined and we look at the resultant property and exposure patterns in communities at different flooding increments. Results are presented for three select inundation increments. Using comparative and graphic methods, we analyze exposure rank- ings for different communities and property and social exposure at the intra-urban level. We use break point analysis to trace the evolution of community exposure at different flooding increments. We conclude with some cautionary policy implica- tions with respect to opportunities for change in highly exposed communities in the wake of extreme flooding. Vulnerability of coastal communities is an issue high on the agenda of urban plan- ners, disaster management specialists and appointed public officials. ‘Vulnerability’ is an intangible concept that has been defined in several ways (Fussel and Klein, 2005). Socio-economic vulnerability is commonly acknowledged as encompass- ing both the physical-capital fabric of the community and also its social compo- sition. Often these two dimensions are integrated to generate a composite index (Clark et al., 1998; Cutter et al., 2003; Chakraborty et al., 2005; Wood et al., 2010; Martinich et al, 2013).

As recounted previously, during my stint in the Israeli Army, we laid ambushes to prevent the Fedayeen from crossing from the Gaza strip into Israel to carry out terrorist attacks. In 1956 alone, about 250 Israeli’s had been killed due to Fedayeen activity. Not only was there terrorist activity, but Egypt under Nasser had blocked Israeli shipping through the Suez Canal and the outlet to the Red Sea from the Israeli port of Eilat through the straits of Tiran. In the summer of 1956 Nasser had nationalized the Suez Canal and had threatened the shipping of other countries. The British and French formerly administered the canal, and Britain owned a large number of assets in Egypt. To finance the building of the Aswan Dam, Nasser turned to Russia after the western powers turned down his request for assistance. These events triggered a short war in October of 1956 known later as the Sinai or Suez War. Israel’s aim was to stop the Fedayeen, destroy the Egyptian army, and open the port of Eilat on the Red Sea. The French and British wanted to retake control of the Suez Canal. A repeat of this was to happen in the future (1967) in what is known as the six- day war. Thus the two wars should not be confused. Neither the British or the French were involved in that second war, although the root causes, Nasser’s attempt to throttle Israel by blockading the Red Sea port was the same.
