1* General Situation Our forces have established air and naval bases in the MARSHALLS, MARIANAS, ADMIRALTIES, Western CAROLINES and LEYTE and will continue the occupation of the PHILIPPINES. Submarine, air and surface actions have continued to aggravate the already critical enemy shipping situation. His lines of communication to his MARSHALL, CAROLINE and MARIANAS bases have been cut and those to the southern PHILIPPINES, NETHERLANDS EAST INDIES and MALAYA are being rendered hazardous. Targets in the Empire are being subjected to VLR air attack, but air bases are required from which fighter cover for such attacks be given. r A4-3(2e) Serial: 00040

Enemy Forces (a) The enemy has numerous operational airfields in bombing range of IWO JIMA-CHICHI JIMA in the arc that extends from OKINAWA to the TOKYO area. MARCUS is also "within range, but has not recently been operational. Many of the Japanese ships which survived the action of 24-25 October are believed to have been damaged then. The date cf completion of their repairs is not known now, but it is estimated that these repairs will require two to three months. (b) Continuing information of enemy forces will be furnished through the sources enumerated in the Intelligence Annex, Annex G to this rilan.

Own Forces (a) The operation directed by this plan is termed DETACHMENT. plan is derived from CinCPOA Operation Plan <»No. (c) Commanding General, 14th Air Force, will institute searches from bases in the CHINA Theater, (d) Forces of the Pacific Ocean Areas and Southwest Pacific Area will institute and maintain long range reconnaissance over the Western PACIFIC, extending those searches as rapidly as possible in order to relieve the 14th Air Force of its reconnaissance missions. (e) Commanding General, 20th Air Force, will provide general support by attacks on targets in the Snpire. These attacks will be inten­ sified just prior to and be coordinated with the carrier strikes on the Empire. Details of coordination will be arranged between the Commander In Chief, Pacific Ocean Areas, and Commanding General, 20th Air Force, (f) Strategic Air Forces, Pacific Ocean Areas, will attack IWO JIMA and CHICHI JIMA with maximum intensity, commencing about D minus 20. (g) Commander Submarine Force, Pacific Fleet, will provide intel­ ligence of movements of enemy naval units making sortie from I&npire bases, the East CHINA Sea,and the South CHINA Sea, by maintaining reconnaissance off enemy bases and along approach routes, will pro­ vide lifeguard services as ordered by the Commander in Chief, U.S. A4-3(2e) ocrial: 0C040

Pacific Fleet, will furnish weather reports, and will be prepared to concentrate as directed by the Commander in Chief, U.S. Pacific Fleet, for strategical or tactical support of the Central Pacific Task Forces, (h) Commander North Pacific Force will contain enemy naval and air forces in the North PACIFIC by conducting reconnaissance and harass­ ing enemy positions in the KURILES. (i) Commander MARSHAIX3-GILBERTS Area will support this operation by: (1) Protecting essential sea and air communications. (2) providing services from facilities under his control for forces staging through the MARSHALL3-GILBILRTS Area* (3) Routing and sailing of shipping from MARSHKLLS-GILBERTS bases. (j) Commander Forward Area, Central Pacific, will continue to be responsible direct to the CommuKier in Chief, Pacific Ocean Areas, for the administration, development and defense of existing Forward Area positions, but will report to Coromander Central Pacific Task Forces for additional duty outlined in paragraph 3(d) of this plan, (k) Commander Service Force, pacific Fleet, Commander Air Force, Pacific Fleet, and Commanding General, U.S. Army Forces, Pacific Ocean Areas, will support this operation as directed by the Commander in Chief, Pacific Ocean Areas« Assumptions (a) That the enemy will attempt to interfere with this operation by aircraft operating from or staged through his air bases within range and by operating in the vicinity of our objective and along our lines of communication, and that he may attempt to inter­ fere by using other available units of his fleet, (b) That the status of PHILIPPINE operations will permit the release of navel forces of the UiS. (b) Joint Expeditionary Force (1) Capture, occupy and defend DUO JIMA. (2) Destroy or drive off enemy forces attempting to interfere with the movement to, or, the landing operations at, the objective, (3) Direct the operations of aircraft of the Joint Expeditionary Force and those which may be designated from other forces for the air support of landings. (4) Initiate the base development and the establishment of military government at the objective. (5) Withdraw troops not required for garrison purposes and naval forces not required for defense or covering operations as the situation permits and in accordance with separately issued directives, (6) Inform port directors at MARSHALLS-GILBERTS or Forward Area bases as to desired movements of garrison and maintenance ship­ ping staging through those bases. (7) Route and provide escorts for all shipping moving from the objective. Augment as necessary the escorts of garrison and maintenance shipping, moving to the objective. (8) Make escort vessels which have returned to Forward Area bases or MARSHALLS-GILBERTS bases available to Commander Forward Areaa Central Pacific, or Commander MARSHALLS-GILBERTS Area for escorting garrison and maintenance shipping to the objective, (9) Release Escort Division 44 on D plus 2 to the operational control of Commander Logistic Support Group, If all ships of Escort Division 44 are not available for release by D plus 2, other destroyer escort vessels shall be substituted, to make a total of six. Ships so substituted shall be replaced by the remaining ships of Escort Division 44 when practicable. Release Cruiser Division 5 when no longer required to the operational control of Commander Forward Area, Central Pacific. (c) Fast Carrier Force (1) Prevent interference by enemy air action with the capture and occupation of IWO JIMA. (2) Protect the Joint Expeditionary Force, and IWO JIMA after occupation by our landing force, from attack by enemy surface forces. Serial: 00040

In acting as a covering force, have task groups which are screened by fast battleships operate in as close tactical support of each oth&r as the nature of their tasks and enemy action will permit. (3) Conduct air strikes in accordance with Annex E to this plan. (4) On D day and D plus 1 furnish direct day air support of landing operations as requested by Commander Joint Expeditionary Forc< , On D day and thereafter provide night fighter protection in the vicinity of the objective, as requested by Commander Joint Expedition­ ary Force. If retirement from the Empire is delayed, direct air support at -IWO JBIA may be correspondingly delayed, but will be commenced as early thereafter as is practicable. (5) Conduct search and reconnaissance operations as required or as directed by Commander Central Pacific Task Forces, (d) Forward Area. Central Pacific (1) Support the operation for the capture, of IV.C Jlk'A vdth the air and naval forces and the base facilities of the Forw-.rd Area. Central Pacific. (2) Carry out air operations prescribed for Forward Aroa« Central Pacific, in Annex E. (3) Destroy enemy ships and shipping. (4) Protect own shipping in the Forward Area. (5) Control the anchorages and provide logistic services as re­ quired at SAIPAN, GUAM, UL1THI and PALAU. (6) Route and provide escorts for shipping moving from Forward Area bases. Eteplqy forces assigned and those made available by other forces for the protection of shipping. (7) When directed by Comcander Central Pacific Task Forces, assume responsibility for the defense and development of IUO JILA, conforming to directives issued by the Commander in Chief, Pacific Ocean Areas.

(x) (1) This plan is effective for planning purposes upon receipt and for execution upon reporting for duty in Central Pacific Task Forces, (2) D day is the day of the initial landing at IWO JIMA, and is 19 February 1945 unless changed by the procedure of the following subparagraph, (3) If it becomes netessary to postpone D day because of weather which is unfavorable for landing operations or for initial carrier strikes (See paragraph 5(d)(2) of Appendix I to Annex I), or for any other reason, Commander Central Pacific Task Forces will inform all forces by dispatch via Pacific Ocean Areas broadcast schedule, giving the calendar date, east longitude date, of the new D day. If such :x change is made on or before D minus 5, all surface task forces, grov >. and units will delay their departure from port or retire along their previous tra«k as circumstances require, refuel if advisable and practicable, and take up the forward movements toward the objective on the prescribed schedule based upon the new D. day. Air strikes and air searches scheduled for D day and prior thereto will conform to the new D day prescribed. If such a change is made on or after the original D minus 4; the procedure of the preceding^ two sentences will be followed by all task organizations except the Fast Carrier Force, air strikes and air searches in support thereof, and the units of the Logistic Support Group that are scheduled to service the Fast Carrier Force, These excepted organizations shall conform to the planned Fast Carrier Force strikes, support and replenishments through and including the original D plus 1 day as though D day had not been changed* Scheduled operations thereafter shall conform to tho new D day, except that strikes scheduled on the TOKYO area shall only be repeated if specific orders for their re-execution are issued by Commander Central Pacific Task Forces. (4) Task force commanders shall take measures to prevent attacks on friendly submarines. Task force commanders and carrier task group commanders will be furnished copies of Commander Submarine Force, Pacific Fleet, Operation Plan No, 2-45 covering submarine operations in support of this operation. Attention is invited to CinCPOA Standard Operating Procedure SOP 1 of 15 September 1944, Addendum 6 thereto, and current CinCPOA zone notices, (5) In the event that the operation is opposed by major enemy surface forces, operate in accordance with ComFIFTHFleet Operation Plan No, 14-44> Annex J to this plan, (6) USF 10A, including the Pacific Fleet Supplement thereto, is effective. (7) Movements of task forces and groups from initial assembly ports to the objective will be in accordance with the Movement Plan, Annex C to this plan, (8) Reference points, routes, logistic areas, and operating areas are as prescribed in Annex D to this plan* (9) Air-sea rescue provisions are described;in Appendix III to Annex E of this plan* (10) Task force commanders keep Commander Central Pacific Task Forces advised of any changes required in logistic schedules, any necessary changes in task organization, and any departure from as­ signed tasks in order th&t coordination may be effected, (11) The earliest possible information of indications of heavy weather is vital to current operations. Any task group, ship or aircraft not in company with Commander Central Pacific Task Forces shall break radio silence and report by operational priority dispatch indications of winds of gale force, heavy swells or incipient storms which may affect the arec. of operations, unless such violation of radio silence will jeopardize the operations in progress. All shore activities shall report the above indications of heavy weather by operational priority dispatch. Attention is directed to paragraphs 5(c) and 5{d) of Annex I, (12) Conserve fuel. The operation requires large quantities of fuel and the availability of fleet oilers is limited. In establish­ ing speeds t0 be maintained and in prescribing engineering conditions to be employed, conservation of fuel, as well as the military situa­ tion, shc.ll be considered. (13) Commander Joint Expeditionary Force and carrier task group commanders shall submit by dispatch a daily summary of operations when conditions of radio silence permit, addressed to Commander FIFTH Fleet, information to the Commander in Chief, U.S. Pacific Fleet. Dispatch reports and summaries must be concise and should omit details not necessary to a clear understanding of results accomplished« Submit action reports in accordance with PacFlt l&/-45# These reports shall not contain the code names of places or operations. Army commands originating action reports shall submit them via the operational chain of command in accordance with the directive of the Joint Chiefs of Staff of 9 July 1942, Ships furnish Commander FIFTH Fleet with a copy of the fuel and mileage report required by paragraph 3632, USF 10A.

(14) The officer in tactical command of ships in company or the commanding officers of ships proceeding singly shall utilize opportun­ ities for ships to fire surface, anti-aircraft, aerial gunnery, and bombing practices as a routine matter on entry and sortie from For­ ward Area bases and at such other times as the tactical and strategic situation permits* 4» Provisions for logistic support of the operation are contained in Annex H to this plant 5, (a) Communications in accordance with Annex F to this plan, (b) Radar and radar countermeasures instructions are set forth in Annex B to CentComTWO, Change 2, (c) In accordance with orders issued by the Commander in Chief, U,S, Pacific Fleet, each task force and task group commander so designated will command the task organization to which he is assigned, regardless of the relative rank of other officers in his task force or task group, (d) Vice Admiral Turner is designated second in command of this operation, (e) Command relationships in the amphibious operation will conform to the directives of CinCPOA serial 0080 of 16 August 1944* which is held by all flag and general officers, pacific Fleet, (f) Commander Central Pacific Task Forces will determine and announce to commanders concerned when the capture and occupation phaso is completed, whereupon Commander Forward Area, Central Pacific, shall assume responsibility to him for the defense and development of IWO JIMA, The organization and administration of IW0 JIMA and of the defense forces assigned will then conform to directives issued by^ the Commander in Chief, Pacific Ocean Areas, to Commander Forward Area, Central Pacifict and to the Island Commander» (g) After the initial movement of task organizations of the Joint Expeditionary Force and Fast Carrier Force from Forward Area bases to,the objective, Commander Forward" Area» Central Pacific, will be responsible for the entry, berthing, sortie and dispatching of vessels or units of those forces at a3JL Forward Area bases. At any Forward Area base where there is no Service Squadron 10 representa­ tive, Commander Forward Area, 'Central Pacific, shall also be respon­ sible for servicing those vessels or units. (h) The movement of maintenance shipping from Forward Area bases to IWO JIMA is a responsibility of Commander Forward Area» Central Pacific, and, by higher directive, the movement of maintenance shipping from MARSHALLS-GILBSRTS bases to IWO JIMA is a responsibil­ ity of Commander MARSHALLS-GILBERTS Area, They will employ escorts assigned to them or made available to them by the Commander 1:.\ Chief, U.S. Pacific Fleet, Commander Central Pacific Task Forces, or by other task force commanders for this purpose,
