26 July 2021 The Pegasus Project: MENA Surveillance Coalition demands an end to the sale of surveillance technology to the region’s autocratic governments We, the undersigned human rights organizations, call for an immediate halt to the use, sale and transfer of surveillance technology to autocratic oppressive governments across the Middle East and North Africa (MENA). In light of revelations exposing the staggering scale of surveillance targeted at human rights defenders including journalists, bloggers and Internet activists facilitated by Israeli NSO Group Pegasus spyware, we urge all states to enforce a moratorium until a clear human rights regulatory framework is established. Since the 2016 investigation by Citizen Lab identifying one of the early uses of Pegasus by the United Arab Emirates (UAE) to spy on prominent Emirati human rights defender Ahmed Mansoor, now serving 10 years in prison in inhumane conditions, the surveillance industry has only flourished, undeterred. Amnesty International and Forbidden Stories’ breaking investigation, the Pegasus Project, exposed the leaked data of 50,000 phone numbers identified as potential surveillance targets, including four NSO Group government clients from the MENA region — Bahrain, Morocco, Saudi Arabia and the UAE. Journalists and activists are being targeted Amongst the Pegasus Project’s shocking revelations, the mass scale surveillance operations by the Moroccan authorities with a target list of 10,000 phone numbers including those of world leaders, activists and journalists, stood out. The analysis identified at least 35 journalists who were targeted with Pegasus by the Moroccan government, and later prosecuted under questionable circumstances or subjected to state-sanctioned campaigns of intimidation and harassment, including Taoufik Bouachrine and Soulaimane Raissouni, Akhbar El-Youm newspaper editors. -

Campaign to Delegitimize Israel
The Meir Amit Intelligence and Terrorism Information Center June 1, 2011 Anti-Israeli organizations examine implementing propaganda displays based on flying large numbers of activists to Ben-Gurion Airport on commercial flights. They seek to express solidarity with the Palestinians, embarrass Israel and impress the "right of return" on international public opinion. Hamas urged "Palestinian refugees" to fly to Israel's airports for Naksa Day. Announcement issued by a group of anti-Israeli organizations and activists from the territories and around the globe calling for people to arrive at Israel's Ben-Gurion International Airport on July 8, 2011, and from there to go to Judea and Samaria for a week of solidarity with the Palestinians. It reads "Welcome to Palestine. Join us or help us? How to contribute?" and an email address (From the bienvenuepalestine.com website). קל 118-11 2 Overview 1. Anti-Israeli Palestinian and Western organizations participating in the campaign to delegitimize Israel are apparently preparing various types of anti-Israeli propaganda displays, using Israel's Ben-Gurion International Airport as their stage. Their objectives are to show solidarity with the Palestinians, embarrass Israel and raise international public consciousness for the so-called "right of return." The various groups and networks regard the displays as an alternative and counterweight to the flotilla currently being organized, whose goal ("lifting the siege of the Gaza Strip") they regard as "too narrow" (their goals is "lifting the siege from all Palestine"). 2. A call was recently posted on Hamas' main website for "Palestinian refugees" to take regular commercial flights to Israel's airports (referred to as the airports of "Palestine occupied since 1948") on June 4 or 5 as part of the events of Naksa Day (the day commemorating the Arab defeat in the Six Day War) (Palestine-info website, May 28, 2011). -

Absentees against Their Will – Property Expropriation in East Jerusalem under the Absentee Property Law July 2010 Introduction The Absentee Property Law of 1950 was meant to serve as the legal basis to transfer the property of Palestinian refugees into the possession of the State of Israel. The law says that the land and property of Palestinian residents and nationals of Arab countries who, from November 29, 1947 until a declaration that the state of emergency declared in 1948 ended [which has not yet happened] were in one of the Arab countries, or "in any part of the Land of Israel that is outside of the area of Israel," would revert to the possession of the Custodian of Absentee Property, meaning, to the possession of the State.1 Following the annexation of East Jerusalem in 1967, and as a result the application of all of the laws of Israel -- including the Absentee Property Law -- to the annexed area, a problematic situation arose in which the property of almost all the Palestinian residents of the city became, in fact, absentee property, because those residents were at the time to which the law refers citizens of Jordan, then an enemy country, who resided in "a part of the Land of Israel that [was] outside of the area of Israel." To contend with this problematic situation, section 3 of the Law and Administration Ordinance 5730-1970 provides that the law does not apply to residents of East Jerusalem who "on the day of the incidence of the order of application of the law was in the area of its application and was a resident thereof."2 Therefore, only residents who were physically present in East Jerusalem on the day of annexation are not considered absentees. -

We base our evidence on a natural experiment that sharply reduced the cost of attending school and, as a consequence, significantly increased the education of affected cohorts. This natural experiment was the result of the de facto revocation in October 1963 of the military rule that had been imposed on Arabs in Israel, immediately creating free access to institutions of schooling. -

Survey of Palestinian Refugees and Internally Displaced Persons 2004 - 2005 BADIL Resource Center for Palestinian Residency & Refugee Rights i BADIL is a member of the Global Palestine Right of Return Coalition Preface The Survey of Palestinian Refugees and Internally Displaced Persons is published annually by BADIL Resource Center. The Survey provides an overview of one of the largest and longest-standing unresolved refugee and displaced populations in the world today. It is estimated that two out of every five of today’s refugees are Palestinian. The Survey has several objectives: (1) It aims to provide basic information about Palestinian displacement – i.e., the circumstances of displacement, the size and characteristics of the refugee and displaced population, as well as the living conditions of Palestinian refugees and internally displaced persons; (2) It aims to clarify the framework governing protection and assistance for this displaced population; and (3) It sets out the basic principles for crafting durable solutions for Palestinian refugees and internally displaced persons, consistent with international law, relevant United Nations Resolutions and best practice. In short, the Survey endeavors to address the lack of information or misinformation about Palestinian refugees and internally displaced persons, and to counter political arguments that suggest that the issue of Palestinian refugees and internally displaced persons can be resolved outside the realm of international law and practice applicable to all other refugee and displaced populations. The Survey examines the status of Palestinian refugees and internally displaced persons on a thematic basis. Chapter One provides a short historical background to the root causes of Palestinian mass displacement. -

Israel and Overseas: Israeli Election Primer 2015 (As of, January 27, 2015) Elections In Israel, elections for the Knesset are held at least every four years. As is frequently the case, the outgoing government coalition collapsed due to disagreements between the parties. As a result, the Knesset fell significantly short of seeing out its full four year term. Knesset elections in Israel will now be held on March 17, 2015, slightly over two years since the last time that this occurred. The Basics of the Israeli Electoral System All Israeli citizens above the age of 18 and currently in the country are eligible to vote. Voters simply select one political party. Votes are tallied and each party is then basically awarded the same percentage of Knesset seats as the percentage of votes that it received. So a party that wins 10% of total votes, receives 10% of the seats in the Knesset (In other words, they would win 12, out of a total of 120 seats). To discourage small parties, the law was recently amended and now the votes of any party that does not win at least 3.25% of the total (probably around 130,000 votes) are completely discarded and that party will not receive any seats. (Until recently, the “electoral threshold,” as it is known, was only 2%). For the upcoming elections, by January 29, each party must submit a numbered list of its candidates, which cannot later be altered. So a party that receives 10 seats will send to the Knesset the top 10 people listed on its pre-submitted list. -

The movement was initially characterised by a language accentuated by tropes of po- litical Islam and, after the Oslo Accords, by a strong rejection of the institutions established by the Accords. Consequently, the movement refused to take part in the elections of the Palestinian Authority. The failure of the Accords in the early 2000s led the movement to take a turn, deciding to participate in the elec- tions. Hamas thus underwent a significant political development, that resulted in changes in rhetoric, ideological representations, and self-representation. The present work aims to study the movements ideological development and commu- nication strategies by the means of Discourse Analysis, with the analysis of the corpora of bayan¯ at¯ , the official statements issued by Hamas and published on their official website.
