  • The Treatment of Palestinian Minors in the Israeli Justice System
Provisional version 25 April 2018 Committee on Social Affairs, Health and Sustainable Development The treatment of Palestinian minors in the Israeli justice system Rapporteur: Ms Liliane Maury Pasquier (Switzerland, SOC) Report 1 Summary: The Parliamentary Assembly has always made the defence of human rights, in particular the rights of children, its priority. It is one of the rare fora which combines expertise on children’s rights and the Middle East with wide parliamentary representation. The treatment of Palestinian minors in the Israeli justice system tarnishes the image of Israel as a democratic State with a respect for human rights and the rule of law, and poses an obstacle to the peace process. Notwithstanding that the criminal behaviour of some Palestinian minors should be strongly condemned, since no person, and especially no child, forfeits his/her human rights, no matter what he/she has done, there is no excuse for ill-treatment of any child. Without taking a position on the underlying conflict, the Assembly should thus call on the Israeli authorities to work with UNICEF, the International Committee of the Red Cross, civil society and all relevant stakeholders with a view to changing, as appropriate, the laws, the practice and the attitudes so as to fully protect the rights of Palestinian children in the Israeli justice system. The Assembly should stand ready to assist the Knesset and the Palestinian authorities in this regard. ***** I. Draft resolution2 1. Recalling its Resolution 2202 (2018) on “The Israeli-Palestinian peace process: the role of the Council of Europe”, the Parliamentary Assembly reiterates its support for a two-State solution to the Israeli- Palestinian conflict, based on the 1967 borders.

International Relations, Uludag University, Bursa, Turkey. * E-mail of the corresponding author: [email protected] Abstract This paper discusses how representations and visual images consider a significant factor that led the Turkish foreign policy towards the Palestinian issue during the Justice and Development Party (JDP) era. Discourse theory of Foucault and other theorists, which is part of post-structuralism will be used to show how representations and discursive practices are communicating truth within discourse formation, and reflect a reality to the policy makers, leading to actions and to rising up of other discursive practices taken by the leaders of the Turkish government, in turn, these discursive practices entitled new role identity for Turkey among the Palestinians, and the oppressed people in Islamic and neighbor countries. Three case studies about Israeli violation of human rights in the occupied Palestinian territories will be used to show how photographs and media problematized, socialized and politicized some Israeli violations. While other case will be used to show how some issues face more violations by Israel, but they are not reached by media and their reality is not reflected by representations, consequently these humanitarian cases became unknown and actions that must be taken towards them are unthinkable.

COMPILATION OF REFERENCE DOCUMENTS ISRAEL: SUBMISSION TO THE UNITED NATIONS HUMAN RIGHTS COMMITTEE, AI INDEX: MDE 15/030/2014 TH 112 SESSION, 7-31 OCTOBER 2014 AMNESTY INTERNATIONAL PUBLIC STATEMENT Index: MDE 15/005/2013 7 June 2013 Israel: Deportations of asylum-seekers must stop In the light of new information emerging over the last week on the extent of the Israeli government’s deportation of asylum-seekers, in violation of international law, Amnesty International urges the Israeli government to end all removals of asylum-seekers to their home or third countries The new information, which was revealed by the State Prosecutor’s Office in the context of a High Court of Justice hearing, on 2 June 2013, of a petition challenging the legality of the Prevention of Infiltration Law, 2012, shed light on the numbers of Eritrean and Sudanese asylum-seekers deported in violation of the international law principle of non-refoulement, as well as new plans to deport Eritrean asylum-seekers to an unspecified third country. International law, including the 1951 Convention relating to the Status of Refugees, which Israel has ratified, prohibits states from returning anyone to a country where they would be at real risk of persecution or other serious human rights violations or abuses, or to a country where they would not be protected against such return (the principle of non-refoulement). The prohibition on refoulement covers all forms of forced return, including legal or other measures such as extradition, deportation, returns at the border and collective expulsion. Although Israeli government officials have frequently spoken of plans to deport asylum-seekers and other foreign nationals to third countries, at the court hearing on 2 June 2013 the state representative claimed for the first time that the government had already reached an agreement with one such country to receive Eritrean nationals, and possibly nationals of other countries, currently detained under the Prevention of Infiltration Law, 2012.

  • Erdogan's Turkey and the Palestinian Issue
PERSPECTIVES ON TERRORISM Volume 12, Issue 2 Research Notes Erdogan’s Turkey and the Palestinian Issue by Ely Karmon & Michael Barak Abstract President Recep Tayyip Erdogan attributes great importance to the Palestinian issue, portraying himself as the defender of the Palestinians and of the holy Islamic sites in Jerusalem. One should consider his infatuation with the Palestinian cause, and especially Turkey’s very robust relations with Hamas, the Palestinian radical Islamist movement, in the larger context of Erdogan and his party’s, the Justice and Development Party (AKP), ideological and strategic goals. The Islamist inclinations of President Erdogan endanger the already strained relations with Israel. In addition, they can also undermine relations with the Palestinian Authority and threaten the multifaceted Middle Eastern arena. Moreover, it seems Erdogan dreams of building an Islamist army, on the Iranian model, to fight for the liberation of Palestine. Keywords: Erdogan, Hamas, Iran, Turkey The Neo-Ottoman Vision Ahmed Davutoglu, the academic who published the book Stratejik Derinlik (Strategic Depth), international advisor for the Turkish Prime Minister Erdogan and later Foreign Minister (2009-2014), was nicknamed the “architect of the new Turkish foreign policy”. Davutoglu’s doctrine revolved around the concept of Ottoman greatness as rooted in a period of revivalism, during Sultan Abdulhamid II’s rule in the late nineteenth century. He emphasized the Middle East, suggesting that Turkey had a responsibility to actively cooperate with the Muslim states in the area, because only by reaching out to them and others in the Muslim world could Turkey become a great power.[1] Indeed, in the early years of Davutoglu’s tenure as foreign minister, Turkey did pivot toward the Middle East and sought rapprochement with Iran, Iraq, Syria and the Gulf monarchies, and built good ties with countries as far away as Sudan.
