The largest NGO involved in the schools' dimension of this movement for 'development education' was Oxfam. Oxfam's Education Department made a contribution to theory and practice for learning about Third World development, in a wider context of international understanding. Historical studies of changing educational policy during these two decades have mainly focused on interactions between government and the teaching profession, relating to official reports on the changing nature of schools, to Schools Council curriculum development projects, and to Black Paper emphases on standards. This thesis is innovative in its focus on the role of the civic sector, as represented here by Oxfam and a network of organisations which were seeking to improve learning in a specific area of knowledge, skills and values. The methods used to bring Oxfam's educational activity and influence to the light of the present include analyses of NGO and government sources and of interviews with practitioners. The findings show complex interactions within both NGO and government fields and between the two fields. Oxfam's educational visionaries were constrained by internal pressures like fundraising. Government officials had varying views between education and overseas development ministries on appropriate levels of support for development education. Learning in schools about the developing world was stimulated and supported by non-government organisations (NGOs), particularly Oxfam and Christian Aid, which were growing in income and public influence during these decades. The main theme of the thesis is the role played by the Education Department of Oxfam in the growth of development education as a movement, both through liaison with other NGOs and with the two most important Government Ministries, for Education and for Overseas Development. The scope of this thesis NGOs are organisations in UK civil society that have been and are independent of government. From Victorian philanthropic organisations like Dr Barnardo's Homes, through the founding of The Save the Children Fund (SCF) in 1919 to the period of this research, terminologies have changed, with 'NGO' progressively preferred to 'charity'. The Charity Commission, based on laws dating back to the Elizabethan era and only recently revised by the current Labour Government, has acted as a controller of NGO activities in the United Kingdom. At times NGOs trying to raise awareness of development issues have been challenged by the Commission for supposed 'politicisation'. The NGOs studied here are those with charitable purposes related to Third World aid and development, like Oxfam, and those with purposes related to global awareness and education like the Council for Education in World Citizenship (CEWC). The 6 Chapter 1 former organisation was more involved in 'development awareness' while the latter one was more involved in 'world-minded education'. This distinction between 'education' and 'development' is highlighted in the table below which attempts to map key events in the emergence of development education in England in relation to changes in the NGO sector (the two central columns) and in central government (the two outer columns). The aim of this is to show some of the complexity of social and political forces and changes in public attitude which caused the emergence of development education. The thesis as a whole is a study of these intersecting trends, aiming to illustrate how the strategic decision making of one development NGO influenced a network of similar NGOs and the decision making of central government in relation to learning about development in schools. SYNOPSIS This thesis considers the development of 'provided 1 schooling for working class children in Birmingham between 1781 and 1851. The opening chapters critically examine the available statistical evidence for schooling provision in this period, suggesting how the standard statistical information may be augmented, and then presenting a detailed chronology of schooling provision and use. The third chapter is a detailed survey of the men who were controlling and organizing schooling during the period in question. This survey has been made in order that a more informed examination of the trends in schooling shown by the chronology may be attempted. The period 1781-1851 is divided into three roughly equal periods, each of which parallels a major initiative in working class schooling; 1781-1804 and the growth of Sunday schools, 1805-1828 and the development of mass day schooling through monitorial schools, and 1829- 1851 and the major expansion of day schooling.

Abstract There has been extensive historical research into child labour in industries such as textiles and coal mining, but there has been little focus on children employed in Birmingham industries such as pin making and button making. This thesis illuminates the extent and nature of child labour in Birmingham and the significant contribution made by child workers to industrialisation between 1750 and 1880. It draws attention to the importance of children’s earnings for family incomes and suggests that some families migrated to the town in search of paid employment for their children as well as adults. The attitudes of employers, Poor Law officials, parents and children towards early work are explored, finding that child workers were regarded as an integral part of the Birmingham economy.

It investigates why there was widespread interest in character formation in the elementary school at this time but not support for one particular sort of programme. It investigates how moral education was perceived, approached, and implemented by the education department, the general public, School Board and Education Committee members, and teachers in schools, offering a comprehensive and detailed investigation into these issues. Much of the study focuses on one distinctive approach to moral education in this period - secular moral instruction. A range of sources are interrogated, allowing access to the different, but sometimes overlapping, perspectives of policy-makers, educationalists, the organisations and individuals who promoted moral education (particularly the Moral Instruction League, George Dixon and FJ Gould), authors of teaching material, and inspectors and head teachers in schools.

ABSTRACT Using a unique data set which linked material from a multitude of sources, this research determined whether an association existed between education and subsequent achievement, in the Blue Coat Charity School in Birmingham between 1780 and 1850. The research followed the life course of pupils at the school from the time they were admitted to the time they left and then throughout their working lives to measure the extent of intragenerational and intergenerational social mobility. Subsequently, the mobility was then correlated to the extent of their educational achievements to determine whether their education enabled them to acquire a higher status role or move into a higher social class. The study found that the school provided quality education in comparison to other schools in the locality, and evidence suggests that overall those boys who excelled academically were more likely to obtain a beneficial apprenticeship.
