Análisis de la legislación mexicana y norteamericana respecto del problema migratorio Resumen y Conclusiones Bibliografía Índice Introducción En el último siglo, México y Estados Unidos han experimentado cambios sociales y políticos de tal relevancia que vale la pena analizar algunos de los factores y circunstancias que los propiciaron. Es por ello que el objetivo del presente trabajo es analizar la participación de la comunidad mexicana en los Estados Unidos como actores sociales. El fenómeno migratorio no solo significó la diáspora de miles de mexicanos y sus familias, también trasladó la frontera cultural y lingüística. En este caso, el Movimiento Chicano surgió como respuesta a los constantes ataques y abusos a la comunidad estadounidense, en este escenario político y social se gestó lentamente un clima de tensión y polarización. Diversos han sido los estudios que hablan del Movimiento Chicano para describir un momento de apoderamiento étnico y protesta entre ciudadanos norteamericanos de descendencia mexicana en 1960. El término “chicano” había existido como una expresión peyorativa entre jóvenes mexico-americanos, más tarde, éste término fue reivindicado y expresa el orgullo por la herencia mexicana y el desafío a las instituciones y a los individuos que practicaban o toleraban la discriminación contra los mexicanos. El movimiento social que nació en los campos norteamericanos bajo el sindicalismo alcanzó rápidamente seguidores, diversos fueron los sectores en donde impactó y cobró fuerza a lo largo de varias décadas, estos movimientos se transformaron en organizaciones con estructura y participación territorial más o menos delimitada. Este trabajo busca explicar ¿cómo y cuando surgió? ¿Cuáles fueron sus estrategias? ¿Cuál es su situación presente? ¿Qué posiciones políticas han existido sobre este movimiento? ¿Qué forma debería tomar hoy en día? ¿Cómo influye y modifica la cultura norteamericana? Para los fines de este estudio, se habla de los orígenes de la migración en el siglo XIX, posteriormente hablaremos de los lugares de asentamiento y las principales actividades que desempeñaron los inmigrantes mexicanos en Estados Unidos, asimismo, mostraremos los diferentes momentos por los que atravesó el Movimiento Chicano para constituirse como tal. Este trabajo se divide en cinco capítulos. En el primero, se cuentan las referencias del Movimiento Chicano: génesis y desarrollo, siguiendo muy de cerca todos los procesos históricos que antecedieron a su formación. El segundo capítulo, aborda aspectos antropológicos, filosóficos y psicológicos del desarrollo de la personalidad del mexicano. Diversos han sido los estudios que han tratado de definir ¿qué es el ser mexicano?, es necesario advertir que en éste nos apoyaremos de diversas fuentes y disciplinas en nuestra ardua labor por descifrar tan interesante cuestionamiento. El tercero esta dedicado a todas aquellas manifestaciones artísticas y culturales del Movimiento Chicano, donde narran la visión étnico-cultural de los chicanos de su perspectiva. Asimismo, daremos cuenta de otros aspectos, como el fenómeno de la Virgen de Guadalupe y nuevas devociones religiosas, las tradiciones y abordaremos la importancia de la educación como factor de cambio social en la comunidad chicana y mexicana, por último, nos aproximaremos a la oscilación permanente entre ambas culturas, que da como resultado, la creación de una nueva identidad colectiva. El cuarto capítulo abordará los aspectos políticos del Movimiento Chicano, tocando temas, de gran importancia, como el voto latino y el gran peso que tiene la comunidad latina en el contexto político norteamericano. Por último, el quinto capítulo se refiere a un análisis de la legislación mexicana y norteamericana respecto al problema migratorio. Hacemos hincapié en los factores internos de la sociedad norteamericana respecto al fenómeno migratorio y las posturas ideológicas, jurídicas y políticas que influyen en la toma de decisiones en el Congreso norteamericano, asimismo, plantearemos el tema de las remesas y su importancia para la economía mexicana, y para concluir, no podemos dejar de mencionar al polémico catedrático y politólogo Samuel P. Huntington y su obra que ha despertado diversas reacciones de importantes investigadores a nivel nacional e internacional. 1 Capítulo I.- El Movimiento Chicano. Antecedentes históricos. Las constantes pugnas entre los grupos sociales dieron frutos hasta 1821, donde México logra su Independencia de España y años más tarde el gobierno de los Estados Unidos lo reconoce como nación, enviando a Joel Robert Poinsett1 como representante oficial para la firma de tratados de comercio y delimitación del territorio, para ese entonces, los intereses expansionistas de Estados Unidos se hicieron presentes al intentar anexar a Texas a su territorio. Durante 1820, el gobierno de Estados Unidos hizo ofertas a México de compra de Texas, quién las rechazó las mismas ocasiones. Texas albergaba a miles de emigrantes anglosajones gracias a un tratado firmado por México en 18212; parte del convenio firmado por las dos naciones establecía una serie de reglas para la pronta ocupación de las tierras mexicanas, iniciando una invasión pacífica de repercusiones irreparables. Los colonos estadounidenses recibieron tierras gratuitamente con condiciones generosas, éstas incluían aceptar las leyes mexicanas (prohibición de la esclavitud, cuatro años de exención de impuestos, la conversión al catolicismo entre otras, un periodo de libre importación, etcétera. Miles de norteamericanos se volcaron a esta región; en su mayoría eran sureños que traían esclavos e intentaban establecer cultivos de algodón. Al término del periodo de gracia, los norteamericanos se negaron a pagar impuestos y apoyaron el contrabando de productos mucho más baratos que traían embarcaciones estadounidenses a través del Golfo de México iniciando una competencia desleal. La constante presencia, legal o ilegal de grupos inmigrantes anglosajones, por un lado, y la escasa colonización de mexicanos hacia esas regiones, por el otro, originaron una situación favorable a los intereses de los primeros que eran apoyados por la política expansionista de los Estados Unidos de América. 1 POINSETT, Joel R. En su redacción participaron Miguel Ramos Arispe y otros diputados mexicanos y aunque se aprobó el 8 de junio de 1821, en vísperas de la Independencia, mantuvo vigencia hasta su sustitución por la Ley de 1824. Mitos en las relaciones México-Estados Unidos, p. 50. 2 Fue gracias a las gestiones de intermediarios norteamericanos que llegaron la mayoría de colonos a Texas, recibieron grandes extensiones de tierra por parte de México como pago por traer nuevos residentes a la región. Desde 1821, las familias procedentes de Luisiana y Florida recibieron del gobierno de Iturbide permisos para instalarse en el territorio de Coahuila y Texas, al mismo tiempo, un agente especial norteamericano llamado Samuel Houston recibía instrucciones para promover la independencia de la enorme región de Texas, aprovechando los disturbios políticos que sobrevinieron en México después de la Independencia y que mermaron la aplicación de las disposiciones que condicionaban la permanencia de los estadounidenses en territorio mexicano. Stephen F. Austin, un joven emigrante del estado de Missouri, estableció la primera colonia legal en Texas en 1822, a su vez, alentó a otros norteamericanos a establecerse en estas tierras y durante este proceso crearon centros de poder local que competían directamente con el gobierno mexicano. En 1830, luego de un infortunado intento por independizar Texas, el gobierno mexicano prohibió cualquier

Yon This ethnographic study explores diverse ways in which sexuality and social hierarchies and inequalities interact in the lives of low-income youth who were trained as peer-educators and sexual health and rights advocates in Ayacucho, Peru. It examines three central questions: 1) How are meanings about sexuality related to social hierarchies and social prestige among these youth? 2) How do quotidian manifestations of social inequity shape vulnerability of youth to sexual abuse and sexual risks, and their sexual agency to face these situations? and 3) What are the possibilities and limitations of existent sexual rights educational programs to diminish sexual vulnerability of youth facing diverse forms of inequality, such as economic, gender, ethnic and inter-generational disparities? I analyze what may be termed as the political economy of sexual vulnerability among low-income youth, and show the concrete ways in which it operates in their everyday life. Likewise, this research studies sexuality as a domain of reproduction, resignification and critique of social inequality and social hierarchies. The context is an Andean city, which in recent decades has experienced incomplete processes of democratization, and also a greater penetration of consumerism and transnational ideas and images.

In “Stand and Deliver Pizza” (from A Bowl of Beings, 1992), Culture Clash tries to introduce new Chicano characters that can be read as masculine, and who at the same time, display alternative behaviors and characteristics, including homosexual desire. The three characters in “Stand and Deliver Pizza” represent stock icons of Chicano masculinity.

But Mexican-Americans were present on-screen long before that moment and played a role in the off-screen American story for even longer.
