A new president was elected in just two months after the former president failed to finish her term. The new government has been set up for more than a month, but major government positions have not yet been filled. We overcame a big wave, but still face a series of smaller but more wicked waves. At the end of last year, the political scandal brought down the minds of our members. But at the same time, we have collectively realized that we should work together to contribute to correcting our government and the governance system of our country. It is not a coincidence that the academic activities of our members have been more active this year than ever before. This Annual KAPA conference is a venue where our members’ efforts for the last 6 months are being merged and shared. We will gather here, and the results of our intellectual efforts will evolve further. This year’s main topic is “Bigger Challenges and Governing Capacities” for a successful government. Throughout the three-day long academic conference, more than two hundred and seventy papers will be presented at about one hundred panels directly or indirectly related to this main topic. There are a number of related themes, including “Successful Government and Responsibility,” “Successful Government Organization and Bureaucracy,” “Financial Management of Successful Government,” “Successful Government and Local Governance,” and “Successful Government and Welfare Policy,” which will be presented and discussed at special planning panels. In addition, many papers on the new administrative fields required by the Fourth Industrial Revolution will be presented and discussed, as well as traditional administrative research topics. I am confident that the academic enthusiasm and dedication of our members will help us to reflect on our government and explore future directions. Distinguished members of the Korean Association for Public Administration, Even after the new government was established, political conflicts are still not being resolved. The decline in the workforce due to aging and low fertility, low growth and declining growth 5 potential, youth unemployment and polarization, and falling trust in the government are shadowing our future. Moreover, it is hard to say that our society and government are well prepared for the technological and economic challenges that are caused by the upcoming Fourth Industrial Revolution. The situation on the Korean peninsula is also complicated. North Korea is still not giving up its nuclear program and is testing our patience with the launches of ballistic missiles. North Korea’s provocations such as the fourth nuclear test conducted in January last year and the subsequent closure of the Kaesong Industrial Complex, and the fifth nuclear test in September have frozen the inter-Korean relations. The Trump Administration’s America First policy is making noises everywhere including security, diplomacy, and economic matters. China’s excessive reactions regarding the missile defense system is nerve breaking. Historical issues keep preventing us from improving our relations with Abe’s Japan. The national and international tasks to be solved in the future are big and difficult. However, whatever the problem is, the beginning of the settlement lies at the government: whether or not and to what extent it can reform itself and improve its capabilities to solve problems. I hope that our collective wisdom will be deepened and widened through the discussion with, and reflective learning from, each other. THE INTRODUCTION OF D-PDC/D-ATIS SERVICE USING ACARS IN THE REPUBLIC OF KOREA (Presented by the Republic of Korea) INFORMATION PAPER SUMMARY This document describes the current operational status and future plan for the D-PDC/D-ATIS services in the Republic of Korea (ROK). 1. INTRODUCTION 1.1 As a part of the CNS/ATM implementation plan, the Datalink-Pre Departure Clearance (D-PDC) and Datalink-Automatic Terminal Information System(D-ATIS) have been in service at Gimpo International Airport since December 2001 and at Incheon International Airport since May 2003 in the Republic of Korea(ROK). In the meantime, according to the expansion plan of the D-PDC/D-ATIS system to major 5 airports in ROK, these systems which were installed in 2003 had undergone trial for 6 months and have been successfully operating since 1 July 2004. 2. INSTALLATION AND OPERATION 2.1 According to ICAO’s recommendation, D-PDC/D-ATIS using ACARS, which was developed by the Civil Aviation Safety Authority (CASA) of ROK in 1998 and 1999, respectively, is providing data link communication to bolster the operational safety of the aircraft and to use the frequency, allocated by ICAO, more efficiently in ROK. This project was completed in December 2001, and the D-PDC/D-ATIS system has been successfully operated at Gimpo International Airport.

From Taxi, Black, Driv- er, Navi and Parking to a bike sharing service Bike, Kakao T is connecting people’s life in a faster and smarter way in a single app that meets different travel demands of customers. 2019 kakaomobility Report looked into diverse travel patterns of people on an analysis of the mo- bility big data accumulated so far. ‘Who prefers which service when’ was narrowly observed, and alternative measures for better mobility services were identified. Topics that require our partners and the central and local governments to discuss to help people to travel more conveniently were presented. Meanwhile, a variety of high technologies that Kakao Mobility is working on to provide innovative services were introduced. We believe that ranging from detecting the exact location of vehicles and users to optimizing matching rates based on machine learning, continuous technology innova- tion will lay a foundation for keeping the pride of domestic technical companies in an era of global competition. After the taxi industry and platform service providers reached a compromise after years of hard work, ‘Taxi System Reform Measures for Innovative Growth and Collaborative Development’ was announced in July.
