초청의 글

존경하는 한국행정학회 회원님들께,

2017년 상반기는 우리 행정학자들에게 무척 숨 가쁜 시간이었습니다. 전직 대통령이 임기를 채우지 못 하고 물러난 지 불과 두 달 만에 새로운 대통령이 선출되었습니다. 새로운 정부가 출범한 지 한 달이 넘었지만 아직 주요 정 부기관과 공공기관의 인사가 마무리 되지 않고 있습니다. 하나의 큰 파도를 넘었지만 아직도 많은 잔파도를 넘어야 하는 상황입니다.

지난 연말에 드러난 국정농단사태는 한편으로는 우리 학회 회원님들의 마음을 허탈하게 했지만 다른 한편으로는 국정운영을 바로잡는데 우리 행정학자들이 기여해야겠다는 사명감을 심어주기도 했습니다. 올해 들어서 그 어느 때보다도 우리 학회 회원님들의 학술활동이 왕성했던 것이 이를 반증합니다.

이번 하계공동학술대회 및 국제학술대회는 지난 6개월 동안 우리 학회 회원님들이 각자의 전공 영역에서 올바른 국정운영, 제대로 된 행정학을 위해 끊임없이 고민하고 토론한 결과들을 한 곳에 모으는 자리입니다. 이 자리에 모여 회원님들의 지성의 결과물들은 새롭게 진화할 것입니다.

이번 하계학술대회의 대주제는 “성공하는 정부를 위한 국정운영”입니다. 사흘 간의 학술대회 기간 동안 이와 직간접적으로 관련된 100여 개의 패널에서 270편 이상의 논문이 발표됩니다. 세부주제별로 “성공 하는 정부와 책임성”, “성공하는 정부의 조직과 관료제”, “성공하는 정부의 재무관리”, “성공하는 정부와 지방자치”, “성공하는 정부와 복지” 등 많은 기획패널을 구성하였습니다. 그 밖에 전통적인 행정학 분야의 연구주제들은 물론 4차 산업혁명 시대가 요구하는 새로운 행정분야에 관한 많은 논문들이 발표되고 토론 될 것입니다.

우리 행정학회 회원 여러분들의 이러한 학문적 열정과 사명감이 우리 정부와 행정학의 공과를 회고하고, 현재의 문제를 고민하며, 미래의 방향을 탐색해 나가는데 크게 기여할 것임을 믿어 의심치 않습니다.

3 존경하는 한국행정학회 회원 여러분,

신정부의 출범 이후에도 정치적 갈등이 여전히 봉합되지 않고 있습니다. 노령화와 저출산에 따른 노동 인구 감소, 저성장과 성장잠재력의 하락, 청년실업과 양극화, 정부에 대한 신뢰 하락 등은 우리나라의 미래를 어둡게 하고 있습니다. 게다가 제4차 산업혁명이라고 일컬어지는 기술경제적 변화에 우리사회와 정부가 제대로 적응하고 있다고 보기 어렵습니다.

한반도 정세도 어렵습니다. 북한은 여전히 핵개발을 포기하지 않고 있고 수시로 미사일 시험 발사로 주변 국들의 인내심을 시험하고 있습니다. 작년 1월에 실시된 4차 핵실험과 그에 따른 개성공단 폐쇄, 그리고 또다시 9월에 이루어진 5차 핵실험 등 북한의 일련의 도발과 그에 대한 우리 정부의 강경한 대응으로 남북관계는 꽁꽁 얼어붙어 있습니다.

대외적으로도 ‘미국 우선주의’를 내세우면서 집권 초기부터 안보, 외교, 경제 등의 분야에서 거침없는 행보를 이어가고 있는 트럼프 행정부, 사드 배치에 따른 중국의 도를 넘어선 압박, 역사문제를 둘러싸고 깊어지고 있는 일본 아베 정부와의 외교 갈등 등 한반도를 둘러싼 국제정세도 불안정하기만 합니다.

앞으로 해결되어야 할 국내외의 국정과제들은 크고 어려운 것들입니다. 그런데 문제가 무엇이건 혹은 어떻건 정부가 바로 서고 국정운영의 능력을 다지는 것이 해결의 시작일 것입니다. 성공적인 국정운영의 내용적 실체와 조건에 관한 학회 회원 여러분들의 깊은 토론을 통해, 우리 사회가 필요로 하는 지혜가 만들어질 수 있기를 기대합니다.

아무쪼록 전북대학교에 오셔서 진지한 학문적 교류와 인간적 만남이 이루어지는 소중한 시간을 가지시길 바랍니다.

Invitation Letter

Distinguished members of the Korean Association for Public Administration,

The past six months have been a breathtaking time for our member scholars. A new president was elected in just two months after the former president failed to finish her term. The new government has been set up for more than a month, but major government positions have not yet been filled. We overcame a big wave, but still face a series of smaller but more wicked waves.

At the end of last year, the political scandal brought down the minds of our members. But at the same time, we have collectively realized that we should work together to contribute to correcting our government and the governance system of our country. It is not a coincidence that the academic activities of our members have been more active this year than ever before.

This Annual KAPA conference is a venue where our members’ efforts for the last 6 months are being merged and shared. We will gather here, and the results of our intellectual efforts will evolve further.

This year’s main topic is “Bigger Challenges and Governing Capacities” for a successful government. Throughout the three-day long academic conference, more than two hundred and seventy papers will be presented at about one hundred panels directly or indirectly related to this main topic. There are a number of related themes, including “Successful Government and Responsibility,” “Successful Government Organization and Bureaucracy,” “Financial Management of Successful Government,” “Successful Government and Local Governance,” and “Successful Government and Welfare Policy,” which will be presented and discussed at special planning panels. In addition, many papers on the new administrative fields required by the Fourth Industrial Revolution will be presented and discussed, as well as traditional administrative research topics.

I am confident that the academic enthusiasm and dedication of our members will help us to reflect on our government and explore future directions.

Even after the new government was established, political conflicts are still not being resolved. The decline in the workforce due to aging and low fertility, low growth and declining growth

5 potential, youth unemployment and polarization, and falling trust in the government are shadowing our future. Moreover, it is hard to say that our society and government are well prepared for the technological and economic challenges that are caused by the upcoming Fourth Industrial Revolution.

The situation on the Korean peninsula is also complicated. North Korea is still not giving up its nuclear program and is testing our patience with the launches of ballistic missiles. North Korea’s provocations such as the fourth nuclear test conducted in January last year and the subsequent closure of the Kaesong Industrial Complex, and the fifth nuclear test in September have frozen the inter-Korean relations.

The Trump Administration’s America First policy is making noises everywhere including security, diplomacy, and economic matters. China’s excessive reactions regarding the missile defense system is nerve breaking. Historical issues keep preventing us from improving our relations with Abe’s Japan.

The national and international tasks to be solved in the future are big and difficult. However, whatever the problem is, the beginning of the settlement lies at the government: whether or not and to what extent it can reform itself and improve its capabilities to solve problems. I hope that our collective wisdom will be deepened and widened through the discussion with, and reflective learning from, each other.

Please come to Chonbuk National University and have a valuable time for professional network building.

서울행정학회 서울행정학회는 국내외에서 발전된 행정이론의 한국적 적실성을 탐구함으로서 행정이론의 한국적 토착화와 한 국행정의 발전을 도모하고자 하는데 목적을 두고 설립되었다. 이에 따라 서울행정학회는 한국사회의 문제점을 추론하는 데 심혈을 기울이고 있으며, 한국사회라는 맥락 속에서 한국행정에 적합한 행정이론을 탐색하는 데 주된 목표를 두고 있다. 이제는 선진 행정이론의 적실성을 검증하는 것뿐만 아니라 한국의 문화와 제도 등에 맞 는 새로운 행정이론의 개발과 적용에 노력하고 있다. 한국행정학의 정립이라는 중대한 임무에 초점을 맞추고 있는 서울행정학회는 장기적으로 학술적 성장을 기하고, 한국적 이론의 적실성을 세계의 행정학계에 알리는 역할을 수행하려는 노력을 기울일 것이다. 서울행정학회는 회장: 조경호(국민대) 형식에 얽매이지 않고 기탄없는 담론을 주고받는 학회 전통을 발전적으로 계승하면서「한국적 행정연구와 이론 정립을 선도하는 학문공동체」로서의 차별화된 자리매김과 위상 격상을 위해 지속적으로 정진해 나갈 것이다.

한국국정관리학회 한국국정관리학회는 1989년 행정연구의 내실화와 행정이론의 실제 적용을 통해 국정관리의 효율성 제고를 목 표로 설립되었다. 한국사회가 권위주의를 극복하고 민주화가 새롭게 진행되고 있던 당시 행정주도적 발전의 한 계를 넘어서서 민주적이고 효율적인 국정운영을 위해서는 정부뿐만 아니라 우리 사회의 다양한 주체들의 협력 과 조화로운 공존이 필수적이라는데 인식을 같이하는 회원들이 본 학회를 창립한 것이다. 이후 우리 학회는 한 국 사회의 발전을 위해 국정관리(governance) 및 운영과 관련된 문제들을 학문적으로 연구하고 국정개선에 기여함을 목적으로 한국행정의 이론적 발전과 실질적인 국정관리 정책대안을 제시하면서 한국 행정학의 발전 에 기여하고 있다. 회장: 이덕로(세종대)

한국자치행정학회 한국자치행정학회는 1985년 2월 9일 창립된 [한국행정학회 전북지회]와 1992년 6월 12일 명칭이 변경된 [전 북행정학회]를 모태로 하고, 그 뒤를 이어 2005년 2월 25일 전국학회로 창립된 [한국지방행정학회]를 발전적 으로 승계하여, 2005년 3월 20일 새롭게 창립된 전국규모 학회이다. 본 학회는 한국행정 및 지방행정에 관심 을 가진 전국의 학계 및 실무자 등 약1000여명의 회원들로 구성되어 있다. 한국자치행정학회는 중앙정부와 지 방정부의 행정현상 및 문제점을 탐색하고, 현실에 적합한 적실성과 타당성을 가진 행정이론의 연구, 특히 지방 화 시대의 지방정부의 발전을 위한 정책개발과 대안을 마련하는데 노력을 기울이고 있다. 특히, 본 학회는 전북 권 주민들의 안전과 삶의 질 향상은 물론 전라북도의 성장과 발전을 획기적으로 촉진시킬 수 있는 싱크탱크로 회장: 임성진(전주대) 써의 역할을 다 하고 있다. ○ 주요사업 1. 지방행정 및 기타 행정과 관련된 학술 연구 및 조사 2. 학회지 및 서적의 발간 3. 관련학회와 학술교류 증진 및 관련기관과의 협력 4. 연구발표회의 개최
