District of Squamish classes itself as the Outdoor Recreation Capital of Canada

As cited, Squamish is nestled in a spectacular spot at the tip of Howe Sound with the Pacific Ocean to the south, and the Coast Mountain Range to the north, east and west.

The surrounding dramatic landscape is comprised of towering granite cliffs, ancient glaciers, forested valleys, the third tallest waterfall in BC, and the sparkling Sound.

Our stunning surroundings provide a home to a wide array of wildlife, including the wintering bald eagle and black bears, and endless recreation opportunities.

The federal government has filed a statement of defence in one of several sexual harassment lawsuits filed by female officers, denying the allegations and suggesting the courts are not the appropriate venue to air such complaints.

The women who have stepped forward to launch sexual harassment lawsuits against the RCMP got a taste of what they’re in for this week.

The force filed a statement of defence in response to allegations made by Corporal Catherine Galliford, who first went public with her claims last year. Her move prompted other female Mounties, some current, some retired, to come forward with their own stories of on-the-job abuse.

If the Mounties go after the female officers alleging harassment in a nasty, no-holds- barred way, it could deter a whole generation of young women from wanting anything to do with the force. And who could blame them?

After he won, he continued to keep "office hours" at the tavern.

But as a tearful Mr Klein told a news conference a few days after his drunken visit to the homeless shelter, his drinking had become a serious problem.

It was an announcement unprecedented in Canadian political history. Sure, Canada's has had its fair share of drunken political leaders, including Sir John A MacDonald, the country's first prime minister. But nobody has ever gone public and actually admitted to being a booze hound.

Mr Klein admitted to drinking the equivalent of a bottle of wine a day and said he often needed to tipple during office hours to get over particularly bad hangovers. He confessed his drinking made it harder from him to run one of the wealthiest and politically conservative provinces in the country.

"When you get up and you're feeling rotten and you wonder, 'You know, gee, I feel this badly, do I really want to get on and do the work of the day,'" he told reporters.

He said he had thought about resigning, but had resolved to carry out and beat the "awful beast", as he described his drinking problem. "I think I have the ability to carry on with the job. I think I have the ability to fight this devil and win."

"I am going to go as long as I possibly can and hopefully end this journey without having another drink ... One day at a time."

A doleful Mr Klein is now facing his first dry Christmas season in more than three decades, but he can celebrate the fact that his honest declaration about his failings will mean he remains enormously popular.

A poll showed 67% of Albertans do not think any worse of him, and his office and open line radio shows have been deluged with messages of support.

He has always left himself some wiggle room. This time, he is not promising never to take another drink, just to never let alcohol affect his job performance.

Pyramid Exposure “Summed Up” as Death Threat -

My daughter and her friend were involved in what we perceived to be a pyramid scam called The Sum-it Club located in Woodbridge, Ontario, Canada. They both laid down $300.00 one evening with a promise to come back the next day to authorize them to withdraw $120.00 a month for the next 2 years.

The whole focus of the evening was to recruit other people and then get paid $400.00 for each recruitment. After several phone calls asking for a refund of her deposit we were told she was out of luck as she had signed a non-refundable deposit form.

The man who was also their "in-house lawyer" told us basically too bad and I am going to enjoy spending your daughters' money. I called them several times and informed them that I would be calling newspapers, radio stations, their sponsors and would show up at their next meeting to tell these kids not to sign. I planned to at least expose them for the scam that they were.

Low and behold, I get a call from the police and I am arrested for saying that I was going to kill them. So with two signatures (the lawyers and a women I spoke with), I went from being the accuser to being the one accused. Can you think of anything to help my case?

I met you a while back, when you first started going after Alan, back when he was running Treasure Traders International/Earnfirm.

I am one of Alan Kippax's Cousins, from Toronto. I no longer live there, I have moved out of Canada overseas where I can try to start a new life and get away from the shadow that was hanging over me known as Alan.

I was with Alan for a lot of his shady business deals. I have seen him pay off many people, such as the likes of Jean Chretien, and Paul Martin back when they were in power of Canada, and more recently Stephen Harper.

He has also paid off Ralph Klein back when he was Premier of Alberta, and more recently Ed Stelmach, and the commissioner of the RCMP.

The list goes on, the only premier he hasn’t managed to pay off is the Premier of PEI whom has banned Alan from ever coming into that province.

I think you might like to know why he isn’t allowed in PEI. Well back in 1998, Alan raped a teenage girl when he was drunk, whom was the niece of the mayor of Charlottetown, cause of the problems they have had with Alan, and for the girls sake, rather than charge him, the banned him from ever returning to PEI, as they figured a case in court would take years with the money and power Alan has.

They just didn’t want to put the mayor’s niece through that. I hope you do get him put away for the rest of his life, and manage to get people back their money or at least some of it.

Just so you know, the only person other than Alan that has Authority to his Bank accounts is his long time friend and Lawyer Barry Fox, whom has been with Alan since his beginnings in the Pyramid schemes.

Alan has 3 bank accounts: one is with Bank of Montreal, estimated to be worth about $51 million, the 2nd one is with TD, worth about $18 million, and the third is a Swiss bank, I dont know the bank’s name, but it is in Switzerland, and that account has at least from what I saw back in June of last year, $398 million in it.

I had the proof on Alan making a lot of these deals, pictures and recordings, and statements from the banks which I was planning on sending you, but just before Alan was sentenced last month, he came to my place overseas to talk to me about keeping

BIM going, and I had told him no, I wanted nothing to do with his pyramid scheme anymore, and it caused a big fight,

I ended up in the hospital, and he beat my wife within an inch of her life. I recently got out of the hospital last week, only to come home to my house being burnt to the ground. Everything I had on Alan is gone and everything I ever owned.

The Authorities out here can’t do anything as I didn’t report what had happened within 96 hours, and I didn’t know about my house till April 29th, 2010.

My Wife is still in the hospital, and she is on life support, her chances are still slim of surviving.

I swear if I could just have 10 minutes with Alan, I would brutally murder him for what he has done to me and my wife. I am just thankful my children weren’t around when this took place 3 weeks ago, as they are still in Canada staying with my sister and brother in law.

Royal Canadian Mounted Police use a pair of “scum-buckets” by the name of Sanfu Chen and Darby Love to upload their 40 year old lies to the internet!!

In 1976, Coroner’s Inquest held in Squamish, British Columbia, Canada ruled the homicide was by Person or Persons Unknown

The only problem is that because of this “arse hole’s” lies, the husband missed his wife’s funeral!!

In 1979, not satisfied with his lies in 1976, RCMP S/Sgt John Thomas Randle writes a letter saying that the husband was a murderer1

OTTAWA — Public Safety Minister Vic Toews has ordered the RCMP’s commissioner to go back to the drawing board to rewrite an action plan to address damning findings of gender bias in the force.

In an unprecedented and sharply-worded letter Thursday to Commissioner Bob Paulson, released to the Star, Toews expresses a deep frustration over the extent of the problem and the RCMP’s evident failure to address it in any meaningful way.

He also reveals impatience with the top Mountie, who spoke of a still-secret gender audit of the force in a newspaper interview in Vancouver, telling Postmedia News it revealed a “clear, unassailable” bias against the promotion of women in the upper ranks.

“Rather than pre-emptively discussing this matter in public and proceeding on a piecemeal basis, I had expected to also receive a plan of response that we (you and I, the RCMP and the Government) could present to Canadians,” Toews wrote.

“The time for review and report in relation to this issue has passed. Now is the time for action.”

Paulson was named to the top RCMP job just over a year ago with the specific mandate of addressing sexual harassment in the force.

On Thursday, in calling out Paulson for his failure to set out a credible plan, Toews gave Paulson a hard deadline of Dec. 11 to deliver one, and set out clear issues he wants addressed.

Toews said the gender audit, conducted under the guidance of Suzanne Clément, head of the Status of Women Canada, “reveals troubling issues including the fact that, despite the need for increased recruitment of female officers, the number of female cadets at Depot has decreased by 52 per cent since 2008/09.”

He said in many ways it confirms the issues “we have all known to exist” in the force.

Where, apparently, is this Sanfu Chen now – incredibly she works as a librarian at Simon Fraser University and what is this “dirt bag” talking about ethics – she has none!!

Let’s first define a Coroner’s Inquest in British Columbia Canada.

So what have the RCMP, the RCMP Commissioner Robert Paulson, and Canadian Prime Minister Stephen Harper done – they have gotten another stooge [Sanfu Chen] to put some more bull-shit about Terry Mallenby “out there” – this time that he was an unwilling witness which is what the RCMP told the Coroner in 1976!!!

Unsolved murders along the “Highway of Tears” in British Columbia, Canada

You would think with the tragic number of missing and unsolved murders, the RCMP would have enough on their plate without wasting their time in harassing this “little guy”, his wife and his children?

What the current author has noted, if one Google searches “unsolved murders in British Columbia [Canada]”, page after page of web sites are listed – but apparently not one by the Royal Canadian Mounted Police dedicated to these poor unfortunate victims?

As an example, this web site seems to be maintained and up-dated by a public citizen by the name of “Tony” – apparently no input from Canada’s police force, the Royal Canadian Mounted Police [RCMP]?

Here is a tribute to the efforts of “Tony” by one grieving family:

Why aren’t all these missing [and presumed murdered] and / or actually murdered individuals on a highly publicized RCMP web site somewhere?

I would like to add a name to your list of missing girls. My cousin Ceciia Anne Nikal. Cecilia went missing back in 1989 before my sister went missing. She was last seen in Smithers. She doesn't have much family to follow up with the police to even check to see if she is still alive or not.” 8

“Monica Ignas, Age: 14 Last seen: Dec. 13, 1974 in Thornhill. Body found: Apr. 6, 1975 east of Terrace Fact: She believed to be going home from school

Monica Ignas, 15, of Thornhill, just west of Terrace, went missing Dec. 13, 1974. Her partially nude body was found in a gravel pit on April 6, 1975, about six kilometres from Terrace. She had been strangled.

One area resident, Janet Hultkrans, recalls that Ignas used to hitchhike from Terrace to her home just past Thornhill, on the outskirts of town.

"Maybe she was the first [to disappear]," she says. "She wasn't much

older than my kids and I had picked her up once and driven her to school, so she is forever in my memory. She was a nice girl and doesn't deserve to be forgotten." 10

Aged 16, was hitchhiking to her friends home in Smithers, BC on June 11, 1994. Ramona's remains were found April 1995 near the Smithers Airport.

Every year on Ramona's birthday, the Wilson family gathers at the site for a memorial, a heartbreaking ritual that she said will continue until the case is solved” 12

Here we have a tragic list of 30 disappeared and /or murdered women in British Columbia, Canada ranging from 1960 to 1999, apparently all unsolved?

Just how many possible serial killers are loose in British Columbia?

As one grieving family stated, “how long are we going to put up with this slaughter of our young women? We criticize countries where girls and women are killed at random but are we really so different?” 16

As cited, “since 1980 in B.C., there have been 40 unsolved murders of women who either worked in the sex trade or were vulnerable to predators because they used drugs, lived on the street, hitched rides with strangers, or earned their living as exotic dancers. These are the open files” 1:

SQUAMISH Oct. 29, '85: Rachel Turley, 20 Turley's body was found in a wooded area near Squamish. She had been sexually assaulted, beaten and strangled. Police say she was known to them as a Granville Mall "street person" who once worked as a prostitute.2

CAMPBELL RIVER Aug. '99: Laura Lee Banman, 23 “Banman, who worked in the sex trade, was last seen in Nanaimo in the middle of August. Two people picking ferns on an overgrown logging road north of Campbell River discovered Banman's skeletal remains the following May”.3

SHAWNIGAN LAKE June 8, '91: Melissa Maureen Nicholson, 17 “Nicholson, who worked as a prostitute in Victoria, was last seen getting into a pickup truck at the corner of Gordon and Courtney. Her body was found beside a gravel road south of Shawnigan Lake.”4

Dec. 2, 2000: Carla Slots, 29 “Slots, who was addicted to drugs and worked in Victoria's sex trade, was found murdered on a logging road in a remote area of Shawnigan Lake. She had been beaten to death.” 5

BURNS LAKE July, '94: Roxanne Thiara, 15 “Thiara, who worked as a prostitute in Prince George, disappeared the July long weekend. Her body was found Aug. 17 in the bush along ighway 16, six kilometres east of Burns Lake.”6

PRINCE GEORGE Dec. 9, '94: Alishia Germaine, 15 “Three teenaged boys found Germaine dead of multiple stab wounds behind an elementary school in Prince George. She had worked as a prostitute, but friends claimed she stopped two weeks before her death.”7

KAMLOOPS May 8, '81: Maureen Elizabeth Mosie, 33 “Mosie's battered body was found beside a road near Kamloops. Mosie, who was from Edson, Alta., was hitchhiking between Salmon Arm and Kamloops.”8

PEMBERTON April, '97: Kari Anne Gordon, 26 “Gordon, who worked in Vancouver's sex trade, vanished in late April 1997. Her body was found on the shores of Little Lillooet Lake near Pemberton in the spring of 1998.”9

MISSION Aug. 1, '95: Victoria Younker, 35 “Younker disappeared from Vancouver, where she worked as a prostitute. Her decomposed body was discovered in October beside a logging road in a remote area northeast of Mission. Police suspect her death is linked to the murders of Tracy Olajide and others.”10

SAANICH June 4, '90: Cheri Lynn Smith, 18 “Smith was working as prostitute in Victoria at the time of her disappearance. Her decomposed body was found in a regional park in September. She had been beaten to death. Police at one time considered the possibility her murder was linked to the murders of three other women: Karen-Lee Taylor (Vancouver), Kimberley Gallup (Victoria) and Melissa Nicholson Shawnigan Lake).”11

SOOKE Dec. 3, '82: Kristie Kathleen Fowlie, 18 “Fowlie's partly clad body was found next to a logging road east of Sooke. She had worked as a prostitute, but had become a born-again Christian. She had been sexually assaulted and strangled.” 12

ESQUIMALT Feb. 25, '86: Chantal Marie Venne, 21 “Venne, who worked as a prostitute, was found strangled with the belt of her coat. Her hands were bound and she had been tortured and sexually assaulted.”13

VICTORIA Nov. '83: Donna Mitchell, 31 “Mitchell, who worked as a prostitute, was found buried in a shallow grave in Beacon Hill Park. She had been missing since June and police believe she was strangled. Police had a suspect who died before being

charged.” 14

Nov. 21, '90: Kimberley Gallup, 17 “Gallup was working as a prostitute and was picked up by a man wearing a neon-pink and green ski jacket. She was found at 4 a.m. in a room at the Colony Motor Inn. She had been strangled.” 15

AGASSIZ Aug. 10, '95: Tracy Olajide, 30 “Olajide, who worked as a prostitute in Vancouver, was found dead in the woods near Agassiz. Police, who believe she fell victim to a serial killer, recently cleared the prime suspect using DNA analysis.”16

Aug. 29, '95: Tammy Lee Pipe, 24 “Pipe's body was found just eight kilometres from where Olajide's was discovered. Police believe they were killed by the same person.”17

KELOWNA Sept. 25, '94: Tina Louise Parr, 25 “Parr's partially clad body was found in the Knox Mountain Park area. Police said she had worked as a prostitute.”18

VERNON June 8, '97: Naiomi Skye, 25 “Skye disappeared from her hometown of Vernon and her remains were found near there in November. She used drugs, but did not usually work in the sex trade. Police do not believe her murder is linked to others.”19

DAWSON CREEK July 17, '90: Cindy Burk, 21 “The Yukon woman was hitchhiking south along the Alaska ighway and was last seen in Prophet River on July 17. A week later, her body was found near the Kiskatinaw Provincial Park.”20

NORTH VANCOUVER Dec. 28, '89: Bonnie Kate Whalen, 32 “Whalen, who worked the Mount Pleasant stroll, was last seen alive in the 900 - block East Broadway and reported missing a month later. Her remains were discovered near the Seymour River on April 2, 199 .”21

July 1, '95: Mary Lidguerre, 30 “Lidguerre, who worked the streets near Main and astings, disappeared in July. Her skeletal remains were found two years later on Mount Seymour in North Vancouver. Police suspect she may have fallen prey to the person who killed Tracy Olajide and others.”22

RICHMOND Aug. 24, '82: Heather Gloria Nelson, 19 “Nelson's decomposed body was found in a bush area near No. 5 Road. A known prostitute with the street name Wanda, she worked the corner of Bute and Davie.”23

Nov. 3, '89: Umi Omar O'Brien, 34 “O'Brien, who worked as a prostitute in Vancouver, was last seen shortly after midnight in the 1500-block Powell Street. Her body was found the next day in a rain-filled ditch in Richmond.”24

June 1, '97: Cassandra Lailoni Antone, 20 “Antone, the mother of a five-month old baby, worked as a prostitute in the Main and Hastings area of Vancouver. Her charred body was found by a hiker in a remote area of Richmond.”25

VANCOUVER Jan. 12, '80: Anita Threlfall, 24 “Threlfall, who was working as a prostitute, was found murdered in the north lane of the 2 block West Fifth. She had been strangled.”26

Feb. 21, '85: Linda Joyce Tatrai, 18 “Tatrai, who was involved in drugs and the sex trade, was found in an underground parking lot in the 1400-block East Broadway. She was stabbed to death.”27

April 3, '88: Rose Minnie Peters, 28 “Peters, who worked as a prostitute, was found strangled, beaten and sexually assaulted in the 4900-block St. Catherines.”28

April 7, '88: Marjorie Madeline Vedan, 41 “A mother of four who worked as a prostitute near Main and astings, Vedan was stabbed numerous times in her apartment on East Seventh.”29

Aug. 13, '88: Lisa Marie Gavin, 21 “Worked as a prostitute in Mount Pleasant, was beaten, sexually assaulted and strangled. Her body was found in a lane behind 6400-block Knight.”30

Sept. 11, '88: Connie Christenson, 27 “Christenson, a prostitute, was found slain in her apartment on Kingsway. She was severely beaten and stabbed.”31

Sept. 30, '88: Glenna Marie Sowan, 25 “A prostitute who used the street name Dusty,Sowan was found murdered in the south lane of the 700-block West 24th Avenue. A mother of an

infant, she had been beaten and strangled.”32

Oct. 7, '88: Tracey Leigh Chartrand, 25 “Worked as a prostitute in Mount Pleasant, went missing in October, 1988. Her skeletal remains were found the following spring in a shallow grave on the University Endowment Lands.”33

Aug. 25, '90: Karen-Lee Violet Taylor, 19 “Taylor's body was found on a plastic sheet in the 36 -block of Pine Crescent in Shaughnessy. She had been strangled. Police at the time said there was no evidence she worked as a prostitute, but described her as having a ‘free lifestyle’. 34

Nov. 21, '91: Bernadine Standingready, 26 “Standingready's body was found in an auto-wrecking yard in the 700 - block Cordova. She had been beaten to death. Police said she had a record for soliciting.”35

March 2, '93: Vicki Rosalind Black. 23 “Black's body was found in a dumpster in the south lane of the 2 -block Hastings wrapped in a grey sheet with patterned squares. She had worked as a prostitute.”36

BURNABY June 20, '87: Carol Ruby Davis, 29 “Davis, a Granville Mall regular and a known drug user, was stabbed numerous times in the neck and chest. Her partly clad body was found in a bush close to Wiggins Avenue in Burnaby. She was a mother of two.”37

MAPLE RIDGE May 31, '89: Katherine Mary Lou Daignault, 40 “Daignault had just returned from Winnipeg when her beaten body was found at a Maple Ridge construction site. Her street name was Nicky and she was known to work as a prostitute near Main and astings.”38

COQUITLAM April 1, '85: Pauline Eliza Johnson, 30 “An exotic dancer, ohnson was stabbed in the heart and her partly clad body left lying near a gravel road in Coquitlam. She was sexually assaulted, mutilated with a knife, her body cleaned up, then dumped from a car.”39

SURREY Aug. 21, '86: Donna Rose Kiss, 25 “Kiss was strangled with a tie. er body was dumped near 6A Avenue and 136th Street. She had worked as a prostitute in Vancouver's West End

until a soliciting conviction banned her from the popular stroll.”40

Jan. 18, '98: Kelly Elizabeth Parsons, 30 “Parsons, who worked as a prostitute, was last seen walking in the 132 - block of King George Highway. She was found unconscious in pool of blood beside 133rd Street near 112 Avenue and died of head injuries.”41

No APA or CPA approved degree for this so-called RCMP psychologist??

How do you think the new RCMP Commissioner Bob Paulson would class these RCMP officers?

One of his lovely bunch of coconuts, “fruit cakes”, or much worse?

This guy doesn’t have a “hope-in-hell” of correcting the damage done.

We’ve heard from an honest psychologist1 [see Appendix 61a & 61b, cited below].

Is this why the RCMP are hiring those without apparent ‘proper’ qualifications … maybe those that will do anything to please their masters?

This lack of qualification may also be true for some of the ‘psychologists’ working for the RCMP.

Everyone knows that if they want to make psychology a career goal, one has to obtain a recognized degree from a properly approved university.

The standard for America is a degree program that has been approved by the American Psychological Association and in Canada the degree program has to be approved by the Canadian Psychological Association.

In terms of at least one ‘psychologist’ employed by the RCMP2, his diploma when he received it had neither approval.3

In other words, this RCMP ‘psychologist‘ who is accessing RCMP applicants in terms of their suitability has a diploma that is neither approved by the American Psychological Association nor by the Canadian Psychological Association.

One young clean-cut RCMP applicant4 actually questioned this guy’s credentials:

I noticed that you are cited as having a Ph.D. in Clinical Psychology from Pacifica Graduate Institute (Carpinteria, California), however, aren't their programs not approved by the APA because of the distance component in them and their programs are definitely not CP A approved and if not APA or CP A approved are their degrees up to par?

Given this, I will have to question your interview with myself that occurred on 7 May at R.C.M.P., 754 Dominion, Winnipeg, MB.

The young recruit did not receive a reply to his 25 May, 2010 letter from this guy, Neal Anderson!

No wonder there seem to be so many way-ward, messed up RCMP officers if this is the standard of RCMP psychologists?

You would think the RCMP with the image problems they are having, they would have chosen someone with an APA or CPA approved degree??

What kind of decisions does such a ‘psychologist' make about RCMP applicants?

In this case, for example, this clean cut kid told this RCMP ‘psychologist’ that he likes to catch bad guys [a seemingly worthwhile attitude if one wants to join the police] to which this ‘psychologist’ said he was unsuitable although the senior RCMP officers who interviewed the kid said he was just the type of guy they were looking for?4

As the young applicant recalled, this was the nature of his conversation with Anderson:

Anderson: Would you be able to use force, arrest an individual suspected of a crime?

Me: Yes. I have already arrested a number of criminals for different offences and have assisted others, Loss Prevention Officers, and police officers in arresting others.

Anderson: If a mayor or family member committed a crime would you be able to arrest them.

Me: Yes absolutely, I dislike anyone who has committed a crime, no matter what the crime is, and will not hesitate to arrest them or see that corrective action be taken for their criminal behavior. For instance, if my folks broke traffic laws I have informed them I would have to ticket them. I do not like associating with people who have admitted to crimes or been convicted of crimes.

Anderson: Have you been a victim of a crime?

Me: No. My parents raised me correctly in believing right from wrong, that is why I have never done anything wrong in my life.

Anderson: Do you see everything in black and white, with regards to bad guys and good guys?

Me: No there are areas of gray. For instance in my Loss Prevention, I detained people but did not call the police as there was no need to call the police, as the amount of merchandise was small or the person was co- operative, but if one has committed a crime they will need to be detain.

Anderson: Is there any reason for someone to break the law?

Me: Police forces and police officers operating in under-cover incidents should be allowed to break the law if it can crack down on organized crime or terrorist groups, but there is no reason for an ordinary civilian to break the law.

As the young clean-cut recruit also mentioned, apparently this Anderson became more “disturbed” or “agitated” after each answer given?

Maybe, it’s this Anderson who should be assessed?

After all, the answers given by this clean-cut kid are very similar to those given by a ‘hero’ cop

This clean-cut kid tells Anderson he would enjoy getting the bad guy off the street as a police officer and this Anderson says he is unqualified to be an RCMP officer?

What kind of stupid logic is that?

Has this Anderson heard of people like Daril Cinquanta?

Daril Cinquanta is a former Denver Police Officer, with about 200 commendations, as well as the Medal of Honor -- his favorite phrase: "I like to chase bad guys" … “The thing I liked most was the chase, catching bad guys …”.

He also goes on to say: “as a 24-hour-a-day cop, Cinquanta made his mark by building a vast network of informants. He studied thousands of criminals. He learned their nicknames and the names of their brothers, sisters and girlfriends.”

Is this Anderson ‘out to lunch’?

Police “serve and protect”!

That’s what this clean-cut kid wanted to do?

However, maybe the most important aspect of this case was the fact that this RCMP ‘psychologist’ concocted a story with two other RCMP employees to tell the young recruit instead of being up-front with him:

If the applicant wonders why he's being asked back (assuming he's been informed he's been medically cleared), Stacey can acknowledge that I've been asked to meet with him after suitability review in Regina, and reassure him that! will be able to provide more information when he meets with me.

What kind of person is this RCMP ‘psychologist’ -- then again, does one have to ask, when one looks at the multitude of stories like those in this book about the devious RCMP officers caught with their pants down, literally sometime.5

No wonder so many ‘nutters’ get selected to the RCMP [just see the litany of offences committed by them]?

Is it going to bite the RCMP on the rear end, when people like this guy approves an RCMP applicant and that applicant freaks out later as an RCMP officer and the media find out that it was a guy with an apparent “distance/correspondence” [not APA or CPA approved] “psych degree” that approved that RCMP officer?

Take the example of “an Ottawa police officer stabbed to death in his cruiser on Dec. 29 was remembered by hundreds of officers and members of the public Tuesday during a visitation at Ottawa's Beechwood Cemetery. Const. Eric Czapnik, 51, was killed last week outside the

Ottawa Hospital. The father of four had been with the Ottawa police since April 2007. There were hard feelings between the Mounties and Ottawa police after the killing of Const. Eric Czapnik last December, admits RCMP Commissioner William Elliott.”

Sadly, and ironically, if you notice, the RCMP gave this guy [Anderson] who has an apparent “distance/correspondence” [not APA or CPA approved] “psych degree” a contract on the very same day this poor Const. Eric Czapnik was stabbed to death by an RCMP officer??

A little late, but apparently the Psychological Association of Manitoba has now closed down applications from those with on-line distance programs, with “PAM no longer automatically accepts APA-accredited program graduates as meeting our educational requirements as APA now accredits on-line/distance education programs and PAM does not accept graduates from those programs.”6

The RCMP goes along with the apparent charade that this Neal Anderson is an ‘experienced’ RCMP psychologist.

In a letter dated 22 June, 2010 to this young clean-cut recruit, Warren Dufour said that Neal Anderson was an experienced RCMP ‘psychologist’:

In this regard, on the basis of the psychological assessment undertaken at that time by an experienced police psychologist, a 2-year deferral was recommended. This recommendation was provided to RCMP Recruiting.

Another RCMP fib?

Apparently so, this young clean-cut recruit said that when he saw RCMP employee Neal Anderson on 7 May, 2010 this Neal Anderson said he was not experienced … his contract with the RCMP had just started?

After the mistreatment by this so-called RCMP ‘psychologist’, Neal Anderson, and the obvious misinformation by RCMP employee Warren Dufour, this clean-cut applicant decided he wanted nothing more to do with the RCMP.

You can’t get a straight answer out of the RCMP he said?

He implied the RCMP were quite devious and wanted nothing further to do with them!

It could be the financial plight of our printed press beset by blogs, or the cracking sounds from the deregulated globalized economy, that is producing vastly improved newspaper coverage in our midst. We can only hope that this new trend, and, of course our newspaper themselves will remain with us for long to come. In any case, we seem to be getting coverage of important matters that not so long ago would be hushed up in the deepest silence.

We quote: “Someone else might have resisted the temptation, especially knowing that he might be blackballed as a result. But Mike Webster has never operated in that way. And so, when the respected police psychologist testified this week at the BC public enquiry into the use of tasers, he didn’t parse his words when asked about the Mounties’ decision to zap an unarmed Robert Dziekanski last October, and more recently, a pen-knife wielding 82-year-old man lying in a hospital bed in Kamloops.

“‘I’m embarrassed to be associated with organizations that taser sick old men in hospital beds and confused immigrants arriving in the country,’ said Mr. Webster, considered one of the top police psychologists in the world. Even as the words spilled from his mouth, Mr. Webster knew they had the potential to cause him much trouble with the RCMP. He knew because of a chilling incident late last year that still hangs over his association with Canada’s national police force.

“Mr. Webster is a registered psychologist who deals exclusively with law enforcement agencies. His expertise in conflict resolution has been sought to help resolve some of the most volatile situations in recent years, including the showdown with Branch Davidian followers in Waco, Texas, in 1993. He was widely credited with helping avert a bloodbath with native protesters at Gustafson Lake, BC, in 1995.

gathering. After Mr. Dziekanski died at the Vancouver International Airport last October, media outlets in BC sought Mr. Webster’s opinion on the incident. He thought it was a disgraceful display of policing. The officers had blasted the troubled Polish immigrant without making any attempt to resolve the matter peacefully.

“In early December, Mr. Webster says he received a call from Richard Bent, chief superintendent of the RCMP E Division in Vancouver. When the senior Mountie asked Mr. Webster if the two could have a meeting. Mr. Webster knew something was amiss. He wanted to know immediately what it was about.

“‘That’s when he said it was about the nature of my comments to the media about Dziekanski incident,’ Mr. Webster revealed in an interview yesterday.’ He said, ‘You’ve upset some of the members here and they’re saying things.’ “Like what?” I said. ‘Well, they’re saying that may be you shouldn’t be getting any more work with the RCMP.’

“Mr. Webster nearly dropped the phone. ‘It was a clear threat.’

“Mr. Webster said he told the Chief that he didn’t respond well to threats. And that they wouldn’t change his mind in any case. After stewing about the matter over Christmas, Mr. Webster articulated his anger in a letter to Gary Bass, the RCMP’s top man in BC. In it he reiterated how offended he was by Chief Supt. Bent’s comments, which he considered a blatant form of intimidation.

But he did begin hearing from friends within the force. He said that one relayed to him that Mr. Webster’s outspokenness cost him a small fee-for- service job. One of his friends was told, ‘Don’t be hiring Webster. He is in shit with us for being disloyal.’ Another told him to expect a top RCMP official in Ottawa who was going to fly out to talk with him. “Two weeks later he was having lunch with an RCMP inspector who scolded him for his Dziekanski comments. He suggested the psychologist was being disloyal to an organization that had been good to him over the years. He said Mr. Webster should have waited until the RCMP had concluded its investigation into the incident before giving any kind of opinion on it.

“‘I told him that I didn’t need any more than 25 seconds of video that we all have seen over and over again to offer my analysis,’ Mr. Webster said. I really gave him a blast. The expectation is that if you work for the Mounties, you align your value with the corporate culture and if you don’t that’s being disloyal, and is unhealthy.

“Chief Spt. Bent said in an e-mail yesterday that he did phone Mr. Webster because of concerns he was making statements to the media about

the RCMP’s guidelines for handling potentially violent situations that he felt weren’t accurate.

“He confirmed that he told Mr. Webster that other RCMP members were upset and didn’t want the Mounties to give the renowned intervention specialist any more work. He says it wasn’t intended as a threat.

“To Mr. Webster, his run-in with the Mounties reflects a serious and systemic problem inside the organization, one [already] recognized in the report into the RCMP pension fund scandal. “‘As a psychologist, I know it’s not healthy for people to live in such an oppressive climate,’ Mr. Webster said. ‘Being a member of the RCMP today is like being part of Putin’s Russia; they don’t tolerate any opinion that doesn’t reflect the party line.’

“A devastating charge. Mr. Webster currently has a one-year contract with the Mounties. After it expires next April, he has no idea if more work will be offered him.

“‘I find it offensive that I’m expected to park my morals at the door if I’m going to be part of the organization,’ Mr. Webster said. ‘If that’s what it means, I won’t do it. I just won’t.’”

What could one add to that? The situation he describes is incompatible with democracy. For decades the Mounties have pursued their whims and pleasure in enforcing their view of how the world should be run. Mr. Webster in this era of rethinking has set a great example of what democratic citizenry is about.

“Here’s an honest psychologist”

With so many criminal acts, the author had to wonder what kind of psychological assessments do RCMP officers undergo?

Mike Webster didn’t mince any words [see Appendix 61a, cited above].

As quoted, “someone else might have resisted the temptation, especially knowing that he might be blackballed as a result. But Mike Webster has never operated in that way. And so, when the respected police psychologist testified this week at the BC public enquiry into the use of tasers, he didn’t parse his words when asked about the Mounties’ decision to zap an unarmed Robert Dziekanski last October, and more recently, a pen-knife wielding 82-year-old man lying in a hospital bed in Kamloops.”1

“I’m embarrassed to be associated with organizations that taser sick old men in hospital beds and confused immigrants arriving in the country,’ said Mr. Webster, considered one of the top police psychologists in the world. Even as the words spilled from his mouth, Mr. Webster knew they had the potential to cause him much trouble with the RCMP. He knew because of a chilling incident late last year that still hangs over his association with Canada’s national police force.”2

“He has worked on a contract and fee-for-service basis with the RCMP for more than 30 years. Since the September 11, 2001, terrorist attacks, much of his work with the Mounties has been in the area of intelligence gathering. After Mr. Dziekanski died at the Vancouver International Airport last October, media outlets in BC sought Mr. Webster’s opinion on the incident. He thought it was a disgraceful display of policing. The officers had blasted the troubled Polish immigrant without making any attempt to resolve the matter peacefully.”4

Mr. Webster knew something was amiss. He wanted to know immediately what it was about.”5

“Mr. Webster nearly dropped the phone. ‘It was a clear threat’.”7

“Chief Spt. Bent said in an e-mail yesterday that he did phone Mr. Webster because of concerns he was making statements to the media about the RCMP’s guidelines for handling potentially violent situations that he felt weren’t accurate.11

“To Mr. Webster, his run-in with the Mounties reflects a serious and systemic problem inside the organization, one [already] recognized in the

I like to catch “bad guys”!!

One young clean-cut RCMP applicant said he liked to catch bad guys?1

In fact, he was quite good at it.

Apparently, he would make a “good cop”?

He had perseverance!

He was goal directed, with two university degrees by age 19?

He worked well with the RCMP?

This incident, which occurred on April 13th, 2008 is a pretty good one to describe this young male RCMP applicant’s perseverance.

It involved his solo arrest of a shoplifting suspect. At 1220 the Sportsmart store at 3200 North Island Highway in Nanaimo this young fellow observed two people, one male and a female steal two lacrosse men/children sets and a Hellycross black jacket.

This young fellow pursued the two of them following the man across the Island highway (four lane highway), along with a civilian where they successfully caught ‘the perp’.

On the way back to the mall, the man attempted to escape where the young fellow had to tackle the man, sitting on him until the police arrived [R.C.M.P. File # 2008-10228].

The most comical aspect of this solo arrest was that this young male RCMP applicant ran so fast after the shoplifter that he lost both shoes, but kept on chasing the guy. The shoplifter was charged with theft under 5000, he was found guilty, received a suspended sentence, and was banned from the mall till January, 2009 [R.C.M.P. File # 2008-10228].

As cited, in an incident on June 15th, 2008 this young male RCMP applicant received a call at 1053 from Starbucks concerning a male individual who had gone into their washroom with a cup.

Apparently the day before he had reportedly gone into Starbucks washroom and had drunk alcohol and smoked in the washroom, and the staff wanted security to remove the man. This young fellow arrived onsite

at 1058, going into the bathroom and was able to evict the man from washroom. While escorting the man outside, he became incoherent and started to lapse in and out of consciousness.

The young fellow called 911, with the paramedics and police arriving quickly at 1115. The man admitted that he had overdosed on heroin earlier in the day and had been brought into Nanaimo General Hospital by police but had checked himself out.

The young fellow responded calmly to this medical emergency. The man had been still in the effects of the drug when the young fellow dealt with him on the trespass issue at Starbucks [R.C.M.P. File # 2008-17378].

In another incident on September 12th, 2008 this young male RCMP applicant while patrolling observed an ambulance parked nearby with lights flashing, where a public disturbance had occurred.

A young 20-year-old Aboriginal male was on the ground after being assaulted by three Caucasian males. He was complaining of head and neck pain. At the request of the ambulance paramedics, helped them with three other security officers putting ‘victim’ on a stretcher and into the ambulance [R.C.M.P. File # 2008-28279].

In another incident which is a pretty good one to describe this young male RCMP applicant’s perseverance, it occurred on November 4th, 2008 and again involved a solo arrest. At 1238 p.m this young fellow observed a man set off the sensors at a local drug retail store and observed the man refusing to stop for staff members.

The young fellow chased after the man, ordering him to stop, resulting in the man tossing one of the stolen items back. The young fellow pursued him, around a bus stop twice, and up a second flight of stairs, catching him in the process. The young fellow ordered the man to meet with the store manager and she would decide his fate.

Before this could occur, ‘the perp’ broke custody and escaped, with the young fellow chasing after him for three blocks before capturing him again. A passing RCMP officer slapped the handcuffs on him. As he had dumped most of the stolen items, except for tea bags, it was decided that a life-time ban from store was sufficient [R.C.M.P. File # 2008-33884].

In another incident on November 22nd, 2008 this young male RCMP applicant while working in security discovered a drug-deal occurring onsite, discovering one ‘crack needle, calling in RCMP. With nearby security support they chased the two suspected drug cars and a drug dealer on foot to a nearby hospital where they escaped [R.C.M.P. File # 2008-

35832].

In another incident on December 11th, 2008 this young male RCMP applicant captured a shoplifting suspect on video surveillance. RCMP arrived and reviewed the surveillance with this young fellow and store managers [R.C.M.P. File # 2008-37596].

In another incident on the same date December 11th, 2008 this young male RCMP applicant came to the assistance of a mentally-challenged male individual from local General Hospital who was being threatened by five teenagers, two female, three male, and was going to be dragged out of a coffee shop and assaulted. This young fellow and his security partner chased the three male suspects later identifying them to police [R.C.M.P. File # 2008-37611].

In another incident on January 22nd, 2009 this young male RCMP applicant observed an older male by the local bus stop with a large hard liquor bottle open to his right. Alerted the local RCMP as this young fellow wanted back-up just in case the man became physical.

He updated the RCMP at 1825, 1905 and at 1930 when the man finally passed out. This young fellow woke the man up when the man complained of medical problems and wanted to go to the hospital. As a precaution, this young fellow called an ambulance which arrived at 1949 and took the intoxicated gent to the hospital [R.C.M.P. File # 2009-1944].

In another incident on March 16th, 2009 this young male RCMP applicant heard yelling at 0152, where he saw a man punch a second male individual knocking him to the ground. The aggressive male then proceeded to kick the man on the ground.

At 0154 this young fellow called RCMP dispatch to report the fight, and give their descriptions. The RCMP arrived on scene at 0201 and detained both males until a second unit arrived. The two males had also seriously damaged a Red Ford Truck out front of a local bar. Both men were arrested by 0206 for Damaging Private Property and Public Intoxication [R.C.M.P. File # 2009-6778].

While in security, this young male RCMP applicant had experience at major events, such as the B.C Sports Hall of fame event including such notables as Trevor Linden and Roberto Luongo on September 20th, 2008 at the Vancouver Island Conference Centre.

As well as the MISA Western Canada Fall Conference with about 400 delegates from across the country, the theme being "The Nature of Technology," with such notables as Dr. David Suzuki as keynote speaker

on September 23-26, 2008 at the Vancouver Island Conference Centre.

In speaking with the young fellow, the author found that he enjoyed “the chase” and the satisfaction of completing the task.

As an example, the incident which occurred on November 4th, 2008 where this young fellow “ran so fast after the shoplifter that he lost both shoes, but kept on chasing the guy” came to mind [R.C.M.P. File # 2008-10228].

Seems like a worthwhile attribute for an RCMP applicant?

Doesn’t it?

Perseverance?

Determination?

Seeing a task through to the finish?

Not according to the RCMP so-called RCMP ‘psychologist’ Neal Anderson?2

It’s important to look at this material again.

Everyone knows that if they want to make psychology a career goal, one has to obtain a recognized degree from a properly approved university.

In terms of at least one ‘psychologist’ employed by the RCMP2, his diploma when he received it had neither approval.3

One young clean-cut RCMP applicant4 actually questioned this guy’s credentials:

As the young applicant recalled, this was the nature of his conversation with Anderson:

Anderson: Would you be able to use force, arrest an individual suspected of a crime?

Me: Yes. I have already arrested a number of criminals for different offences and have assisted others, Loss Prevention Officers, and police officers in arresting others.

Anderson: If a mayor or family member committed a crime would you be able to arrest them.

Anderson: Have you been a victim of a crime?

Me: No. My parents raised me correctly in believing right from wrong, that is why I have never done anything wrong in my life.

Anderson: Do you see everything in black and white, with regards to bad guys and good guys?

Anderson: Is there any reason for someone to break the law?

As the young clean-cut recruit also mentioned, apparently this Anderson became more “disturbed” or “agitated” after each answer given?

Maybe, it’s this Anderson who should be assessed?

After all, the answers given by this clean-cut kid are very similar to those given by a ‘hero’ cop

This clean-cut kid tells Anderson he would enjoy getting the bad guy off the street as a police officer and this Anderson says he is unqualified to be an RCMP officer?

Has this Anderson heard of people like Daril Cinquanta?

Police “serve and protect”!

That’s what this clean-cut kid wanted to do?

One thought, however, came to mind.

Could it be, because this young clean-cut RCMP applicant made it very clear that he liked to catch bad guys – the RCMP didn’t want him on their force because he would probably have his hands full catching his fellow officers?

After all, look at the multitude of crimes committed by the RCMP, only a few mentioned in this book?

Also, look at the attempts to cover-up crimes by the RCMP?

Did this RCMP ‘psychologist’ want to rule this kid out for fear that he wouldn’t “turn a blind eye” to the shenanigans of some RCMP officers, including some high-up in the organization?5

This young clean-cut RCMP applicant also made it very clear to their so- called ‘psychologist’ that he would arrest anyone committing a crime – it appears that it became doubly important to the RCMP to rule the kid out?

Surely don’t want a kid blowing the whistle on such crimes?

Canadian Prime Minister Stephen Harper gets tough on sexually exploiting children crimes, except those committed by Royal Canadian Mounted Police officers??

As cited in the Globe and Mail, published Thursday, Aug. 29 2013, in an article entitled “Harper unveils plans for tougher laws against child sex offenders”:

Prime Minister Stephen Harper is proposing new legislation that would increase penalties for those convicted of sexually exploiting children.

“We must create a justice system that is more responsive to victims, and especially more responsive to children and to the families of children who have been victimized by sexual predators,” Mr. arper told a room full of cabinet ministers, senators, police officers and journalists during a visit to Toronto.

Among the proposals is a move to ensure offenders convicted of exploiting multiple children will serve their sentences consecutively one after another instead of at the same time. As well, the Prime Minister hopes to increase maximum and minimum penalties for child sexual offenders, and ensure that spouses of those charged with child pornography will have to testify in court. Mr. Harper declined to say what he hopes the new penalties will be, saying the details will be decided upon in parliament.

More than 3,900 sexual assaults against children were reported to Canadian police in 2 12, according to a news release from the Prime Minister’s Office. This is an increase of three per cent from 2011.

Mr. Harper criticized the justice system as having become progressively unbalanced and skewed in favour of offenders. “Indeed, the system has become profoundly centered on the welfare of the criminal,” he said.

He brought up the example of Gordon Stuckless who pleaded guilty to sexually assaulting 24 boys and was sentenced to two years less a day in 1997. The sentence was appealed and extended to five years. Mr. Stuckless got parole after serving two- thirds of his five year term.

A very worthwhile cause and suggestion by Canadian Prime Minister Stephen Harper!!

He deserves a pat on the back for that idea!!

However, what Canadian Prime Minister Stephen Harper failed to tell the Canadian people is that this tough stand does not include RCMP officers charged with sexually exploiting children crimes - RCMP officer Adam Jonathan Clarke?

“Langley RCMP officer Adam Jonathan Clarke was charged in June with two counts of child luring for allegedly using a community police office computer to convince a 12- and 15-year-old girl to produce child pornography for him.”1

What happened to these charges against RCMP officer Adam Jonathan Clarke?

“In April, Adam Jonathan Clarke, a former Langley RCMP officer, received one day in jail and three years probation after he pleaded guilty to attempting to lure a 12- year-old Langley girl, and a 15-year-old Richmond girl through the website Nexopia while on duty.”2

What, one day in jail for luring TWO children, one age 12 and one age 15??

Another RCMP officer Const. Justin Harris was suspended with pay in September 2004 and accused under the RCMP Act of behaving in a "disgraceful manner, accused of having sex with underage prostitutes.”2

RCMP Const. Justin Harris “was one of nine officers in Prince George named in investigative reports alleging links to underage prostitutes.”3

“One of the women said she was between the ages of 13 and 15 when she had sex with Harris, who is now in his early 30s.”4

“That woman, who can be publicly identified only as C.C., told investigators Harris once paid her $60 for oral sex and struck her in the face when she refused to perform the act.”5

Incredibly, but quite typical of the RCMP, Const. Justin Harris “had the disciplinary charges against him thrown out because the Mounties took too long to bring their case against him.”6

Deputy RCMP Commissioner Gary Bass lifted the suspension in April and ordered Harris reinstated as a full-time RCMP officer.7

“Harris’ lawyer Reginald Harris argued the Mounties failed to meet that standard in his client’s case because senior members of the force — including assistant commissioner Gary Bass — were aware of the allegations as early as July 2002.”8

In other words, the RCMP purposefully dragged their feet so the accusations against Const. Justin Harris would go nowhere.

A North Vancouver RCMP member has been charged with possession of child pornography, a fact the Mounties kept quiet for more than four months, The Vancouver Sun has learned.

Court documents obtained by The Sun show that Const. Andrew Ugrica was charged on Aug. 10 with one count of possession of child pornography.

Since then he has made two court appearances -- one on Sept. 12 and the other on Thursday -- but the Mounties had not publicly announced the charges.

City of North Vancouver Mayor Darrell Mussatto said the Mounties also didn't brief him about the case at the last police management committee meeting, which was held last week.

"I'll certainly be asking some questions on Monday when I get back to the office," he said. 1

In 2006, Paine advertised himself on an "adult-only" website as "one hot cop." His profile included a photo of the constable in his RCMP uniform. The phone number he later gave the girl was his RCMP-issued cellphone.

Knowing the girl was 14 didn't dissuade Paine. He set up a date in the middle of her school day to have sex. They showered together before the girl went back to class. After that, the girl said that he gave her the "brush-off." She was suffering from a schoolgirl crush. Yet the man, old enough to be her father, was done with her.1

James Adam Carson was sentenced Thursday to a year in jail after pleading guilty to 10 counts related to break and entering, theft and accessing and possession of child pornography.

Carson was arrested last year after his DNA from a coffee cup matched stains on the women’s underwear. A subsequent search of his home computer also found more than 32,000 pictures and videos of pornography, including 24 videos involving children.1

POLICE investigating the discovery of a body in a bushy area of Bowen Island say the remains are likely not those of missing Squamish teen Jodi Henrickson.

"We don't feel it's connected to that case," said Sgt. Jennifer Pound, spokeswoman for the RCMP's Integrated Homicide Investigation Team. Pound said investigators ruled out that the body was Henrickson early on, although she declined to say how police did that.

Bowen Island RCMP were called out Friday at around 2 p.m. by a local resident who had discovered the body on his land, a wooded property in the 1,000 block of Harding Road.

An autopsy is to be performed Tuesday to try to identify the victim and the likely cause of death. Suicide remains a possibility, as does the chance that the body was dumped there.

"There are no obvious signs of injury," said Pound.

So far investigators have not confirmed whether the body - which was badly decomposed - is male or female. "We believe the body was there for quite some time," said Pound.

Lloyd Harding, who lives on Harding Road, said he was walking down to his mailbox with his son's dog at the end of last week when the Jack Russell terrier tried to drag him into the bush.

Harding said he noticed a bad smell in the area. "I thought someone had hit a deer he said."

Harding said he's walked right by the area where the body was found before but didn't see anything or notice any smell in the area before last week's spell of hot weather.

Police are currently checking missing persons reports to see if they can help identify the remains.

Henrickson, then 17, disappeared three years ago on June 20, 2009 after leaving a house party on Bowen Island with her ex-boyfriend Gavin Arnott. Neither Henrickson nor any signs of her have shown up since then, despite several searches by both police and volunteers.

Police have repeatedly said they think Henrickson met with foul play and never left the island.

Furry Creek, BC Okay, I am going to post some more of my findings, unfortunately, not much to find. I will post the info over a few posts. This first lot is not in the date sequence as originally listed. I may have found a common thread in these ones. Although they are listed as Squamish/Vancouver cases, when I looked at the death registration information on Ancestry.ca I found all of their locations of death were within 18km of a place called Furry Creek, BC. I have included one that was listed as Squamish as it seems to be in the same area. I am not sure if these young ladies actually died/were found near Furry Creek or if they were perhaps, from there, and therefore, their deaths were listed for that location. I have to break this one into two posts as the computer is fussing

Sunday afternoon a group of hikers found a dead body near a hiking trail on the side of Mamquam Road in Squamish. "It appears the man was met with foul play," said spokeswoman Sgt. Jennifer Pound. "It does appear to be a homicide." Pound also refused to comment on media reports that the man's body was found beaten and duct-taped.

Kim Bolan has reported the identity of the body is that of William Woo from Surrey who was an associate of the East Vancouver hells angels but more recently went over to the other side. Now he's in a body bag. I wonder who the prime suspects are? If the East Vancouver chapter of the Hells angels contract a murder, that makes them a criminal organization guilty of murder. I don't know about the Duhre Daiquiris but Lotus, now there is some old school credibility right there. They are more than capable of professional payback.

Beaten and duck taped. Yeah that would imply foul play. It reminds me of two other cases in Squamish. One was a guy named Alex Larsen who was run over by a truck because he was lying in the middle of the road. It's so strange and tragic. Yes it's possible he got drunk or high and passed out. Yet we've never heard a word either way. We don't know if he was beaten and dumped there or if he was walking on the side of the road and a car hit him which was why he was lying in the middle of the road before the bus ran him over. The case comes to mind and I wish there was more pieces to that puzzle. They say he had made a decision to turn his life around. Just like Britney Irving. Tragic indeed.

Of course there's that other bizarre case in Squamish, the murder of Javan Luke Dowling. Three drug dealers were driving in a car in Vancouver. One of the drug

dealers, shot one of the other drug dealers in the head and the third drug dealer watched the shooter cut off Dowling's head and dismembered his body. The two surviving drug dealers buried the body in two separate locations in Squamish. Mihaly Illes was alleged to be the shooter while Derrick Madinski helped him bury the body. Derrick Madinski went with Joe Brallic to LA where Joe was ripped off and murdered.

Meanwhile in that same original article about a new dead body being found in Squamish it later stated there was another shooting in Surrey near the corner of 111A Avenue and 146th Street at about 2: 40 a.m. on Sunday. It didn't even make it's own head line. Kinda sad. The point is violent crime is continuing and as the papers also report the court system is currently in crisis. That was before Harper's disproportionate crime bill sent the fragile system into chaos.

“In his first extensive media interview, team commander Staff Sgt. Bruce ulan has revealed new details to The Vancouver Sun about a case that has generated much emotion and debate across this province.

Until now, it has not been clear what criteria the RCMP used to draw up its list of 18 “ ighway of Tears” victims, how they chose the geographical scope of their project, and what headway has been made on possible suspects — including a person of interest targeted during a mysterious search this summer of a Prince George property.

E-Pana began in 2005 with a review of three unsolved 1994 murders along northern B.C.’s ighway 16, but would soon expand its scope.

“We started doing the review but very early into it we recognized that, if we are looking for this serial killer, we’ll have to broaden our scope and have a look at other files,” ulan said this week.

“I don’t think we’ll be able to say [whether there is a serial killer at play] until we’re at the point where we are satisfied that we have been successful in solving or charging in all 18 of the files, or the majority, or having determined what the circumstances were that led to the murders.”

“To zero in on a suspect or suspects police examined 619 unsolved files of violence against women along three highways, including murders and missing person cases, as well as sexual assaults and attempted sex assaults. A half dozen of the cases are in the Hinton area of Alberta, while the majority are from B.C.

That file review, which wrapped up earlier this year, identified the 18 cases of missing and murdered women included on the official police list, as well as an additional 16 sex-crime cases that appeared very similar because the women were targeted on specific highways.

“Our purpose in reviewing the [sex crimes] files is to identify elements common to our homicide cases which may assist us in identifying the person responsible,” said RCMP spokesperson Cpl. Annie Linteau, who attended The Sun’s interview with Hulan.

Victims’ families and women’s advocates argue the official list should be much longer than 18 names, suggesting up to twice that number of girls and women have met similar violence in northern and central B.C. over the past 40 years.

A Vancouver Sun investigation has uncovered 13 other victims who went missing or were murdered near a major roadway in B.C. or Alberta, who appear to be similar to the 18 on the official list and, in some cases, had been linked in the past to the “highway murders” by previous police investigations. The stories of these additional cases will be told in our series “The Vanishing Point” over the next five days.

In some of the additional cases identified by The Sun, ulan argued the victims don’t meet the criteria the RCMP set for inclusion on the list. Victims must be female and match at least one of the two following scenarios: they were involved in a high-risk activity such as hitchhiking or the sex trade, or they were last seen — or their body was found — within a mile or so from three specific B.C. highways.

Hulan conceded other victims might potentially be linked to one or more of the women on the official list, but he added the RCMP had to make its investigation manageable, so it focused on a certain geographical area.

“There are other investigations out there that, when you look at them, would cause you to be concerned whether there are connections between them, but as I said before, we are constrained by resources,” ulan said. “We couldn’t look at the entire province.”

Author’s note: Ah, here’s the rub – the RCMP twiddle their thumbs as missing and murdered pile up year after year and when pressure is brought to bear – such as the “Highway of Tears” – they use the excuse they don’t have the resources???

Continuing:

The cases that are on the official list span Highway 16 from Prince Rupert all the way to Hinton, Alberta; Highway 97 from Prince George to Kamloops, and Highway 5, which includes Merritt.

In addition to the 2,000 persons of interest identified in the cases reviewed by police, there is a secondary list of 5,000 people whose names surfaced in the files for various reasons. There have been common names in some files, Hulan said.

“With anyone identified in the files as a person of interest we do a background check and analysis on them, their criminal history, and when they were in and out of custody, and if they had the opportunity or not to commit the homicide.”

None of the 2,000 persons of interest has been identified, but in August police said a previous owner of a Prince George-area property they were searching was a person of interest in the disappearance of Highway of Tears victim Nicole Hoar. Convicted murderer Leland Switzer, who has been in jail since 2005, previously owned the property.

While ulan wouldn’t confirm Switzer as a person of interest, he revealed evidence was seized from the property and from a vehicle found at a nearby dump. The evidence is being analysed for DNA and undergoing other testing.

E-Pana has also sent evidence recovered during the historical homicides to modern- day labs, which in some cases has created new leads and in other cases has ruled out past suspects.

It is often inaccurately reported that Nicole Hoar was the only non-native person on the Highway of Tears list, but The Sun has determined eight of the 18 women and girls are non-native. Hulan estimated the list was half native and half non-native.

“These victims weren’t targeted because they were white or native or any other race, for that matter.

“They are victims because ... they were engaged in high-risk activity,” he said.

Many of the relatives of women on the list cringe at the description of their loved ones doing something high-risk, arguing some were just walking or cycling on a highway, or were hitchhiking in the 1970s, when it was a commonplace activity.

The $6-million E-Pana investigation, which employs 60 people — including 17 RCMP and two Vancouver officers, as well as civilians and retired police officers — is not investigating all 18 files at once.

“We prioritized files based on the risk of losing evidence and the potential threats to the public” he said.

Hulan said it is possible detectives could provide some future answers for the families, but given that some files are four decades old, the perpetrators may no longer be alive.

“Is it likely we will be able to charge on all 18 of them? I’m doubtful about that.”

TORONTO – When they walked out of Vancouver’s Downtown Eastside on une 21, Gladys Radek and Bernie Williams prepared themselves for raw memories and painful moments on their fourth Walk4Justice across Canada.

Survivors themselves, Radek and Williams share the grief experienced by too many First Nations families who continue to search for answers and seek justice for their lost women and children.

They were surprised how many families came forward this year to report lost loved ones – 37, so far, 35 women and two men – increasing the number of murdered and missing Native women in Canada to an estimated 720.

And the journey’s not over.

Now 83 days into their winding 5,000 km trek to Ottawa, the Walk4Justice marchers were greeted by families and supporters as they stopped in small towns, reserves and cities. People also called, e-mailed and texted names and information to add to the database of murdered and missing women.

In a telephone interview from Toronto, Williams said they plan to arrive in Ottawa in time to address members of Parliament on September 19 at a rally to demand a national investigation into the shocking numbers of murdered and missing women. Organizers plan to bring 10 coffins from each province to Parliament Hill bearing the names of those lost.

“We help collect the data about missing women because the families don’t trust the police,” said Williams. “They’ve reported crimes and been ignored, so they reach out to us because they know they can trust us. We lost relatives, too.”

In addition to the estimated 720 Native women and children reported, several Native women’s organizations agree that the total number of all murdered and missing women in Canada tops more than 4,000.

According to Canada’s 2 9 General Social Survey on Victimization, nearly 67, Aboriginal women aged 15 or older reported that they were victims of one or more violent crimes. And 63 percent of those surveyed were aged 15 to 34, illustrating the rise in violence toward young women and children.

“We founded the Walk4 ustice in 2 8 after my own niece, Tamara Chipman, vanished in 2 from the ighway of Tears near Prince Rupert,” said Radek. Williams’ mother and two sisters were murdered in Vancouver’s Downtown Eastside, notorious for high rates of drug trafficking and violent crime.

Sadly, along the journey, Radek learned that another young relative, Angeline Eileen Pete, 24, was reported missing from North Vancouver. Her family is appealing to the public to help locate her, and a candlelight vigil was scheduled for September 11th at Hastings and Main in the Downtown Eastside.

“It really hurt me to hear about Angeline, and it angers me knowing this has happened to so many aboriginal women,” Radek said. “It doesn’t matter where we move in this country – we’re not safe anywhere. It’s about time the government and police quit talking, and actually do something.”

Only days later, the decapitated body of another missing Native woman was found near Lake Winnipeg on the Sandy Bay First Nation in Manitoba. Roberta Dawn McIvor, 32, was killed July 30 when two teenage girls allegedly tried to steal her car while she was sleeping in it, according to police. Two girls, 15 and 17, are facing charges of manslaughter and are in custody.

Twenty years later, the Manitoba Justice Inquiry concluded that the murder of Helen Betty Osborne had been fueled by racism and sexism. The inquiry pointed out that Osborne might have been saved if police had taken action on a pattern of threats to Indigenous women.

Williams said it’s been hard at times riding the emotional roller coaster of searching for answers and pushing for corrective action as they visited, cried and prayed with families on the route. Though the Walk4Justice is four years old, Williams has been on the frontlines of the issue for more than 25 years.

“I have no faith in the system,” she said. “There’s a raging war on women, and I can’t make sense of how the Canadian government is continuing to allow this to happen.”

Noting that Canada recently eliminated major funding for First Nations, education and women’s programs, Williams is skeptical about the intentions of politicians to help solve the problems.

“They know our communities are suffering, and yet they cut funding to help heal our children. We lose them to streets and to foster care – all those children in care are being raised by immigrants now,” said Williams. “They don’t want us to heal – it’s all about oppression. They’re trying to get rid of us because it ultimately comes right back to the land and the resources.”

The 93-day walk across Canada ends in Ottawa next week, where Radek and Williams will join hundreds of others to protest Canada’s failing policies to protect women and children, particularly Native women.

“We’re tired of wiping up the blood of our women on the streets of the Downtown Eastside and all across Canada,” said Radek. “The racism, murders and oppression have to stop – that’s message we’re taking to Parliament.”

However, according to a CBC news media report – only 30 Native women and children have gone missing or murdered along the “Highway of Tears”:

"That was the first time I'd heard it called the Highway of Tears," says Radek, about the 720-kilometre stretch of road between Prince George and Prince Rupert, where a rugged and often isolated landscape makes hiding crime easy. Over the past 40 years, say advocates for the cause, more than 30 women, mostly Aboriginal, have gone missing or been found murdered near the highway.”

A Salmon Arm woman is questioning why the B.C. Coroners Service did not investigate the potential links between the sudden death of her sister and the birth control pill she was prescribed.

When 36-year-old Rhonda Bergen died suddenly from blood clots in hospital this past December, the coroner refused to investigate, saying she had died from natural causes.

But the family decided to pay for their own autopsy to find out what really caused her death.

Critics say it's another example of the coroners service not doing its job.

Bergen was overweight and suffered from poly cystic ovarian syndrome, her sister Lorelei Holden told CBC News, and Bergen was particularly troubled with one of the side effects of the illness.

"She really struggled with extra hair growth. Because of the syndrome you have extra male hormones in your body," said Holden.

Prescribed birth control pills for condition

Six weeks before her death, Bergen's doctor put her on a prescription for Yasmin, a birth control pill to treat the condition.

After five weeks on Yasmin, Bergen suddenly developed breathing problems and went to a walk-in clinic where the doctor told her she was likely suffering from the flu.

"'We'll put you on amoxicillan and order a chest X-ray,'" Holden recalls her sister was told.

Four days later, Bergen's breathing had worsened and she checked in to the emergency room at the hospital in Salmon Arm.

But the emergency room doctor told her that her chest X-ray was clear and she was sent home once again.

Eight hours later she returned, this time in an ambulance. Doctors soon determined she had a life-threatening condition: huge blood clots had developed in her lungs.

"They did a CT scan and found pulmonary embolisms," said Holden. "She told me that she was scared and she asked me not to leave and I told her I wouldn't leave," said Holden.

But Bergen didn't last another hour. She died on Dec. 16.

Yasmin linked to increased risk

Both the US Food and Drug Administration and the Health Canada warn the hormone in Yasmin increases the risk of clots by as much as three times, when compared with older birth control pills.

Studies show that on average one in 10,000 women on older birth control pills will develop blood clots, but as many as three in 10,000 will develop clots on newer pills like Yasmin.

In Salmon Arm, Bergen's family had suspicions about the role Yasmin may have played in her death.

When the coroner ruled she had died of natural causes and refused to order an autopsy, they decided to pay for one themselves.

"We asked for an autopsy and the end result was our family paid for her autopsy," said Holden.

It cost $1,200 and the pathologist who did it listed Yasmin and Bergen's morbid obesity as risk factors for blood clots.

Natural causes not investigated

B.C. Coroners Service spokesperson Barb McLintock says the coroners service is doing fewer autopsies these days.

"Everybody in the provincial government is trying to find every dollar they can, so we are applying our autopsy policy more carefully than we have in the past," said McLintock.

Critics say a change in mandate that came in 2007 has also reduced the numbers.

But in the case of Bergen's death, McLintock maintains the service didn't have the authority to investigate.

"The coroner does not have jurisdiction over anyone who dies of natural disease process while under the care of a physician," said McLintock.

But former B.C. coroner Dr. Robert Crossland says that when a woman dies suddenly after starting a drug, that is the coroner's business.

"I think it's hiding underneath a rock to say this is natural, therefore we should not become involved," said Crossland.

"All they're saying is the cause of death is natural, but why they died, why that cause occurred, that's a good reason to investigate."

Only the Interior Health Authority is still investigating the death.

Bergen's family is getting legal advice to join many others in suing the makers of Yasmin.

In the Revelstoke case, the doctor's death was called a suicide after he was found with multiple stab wounds, and had been threatened by a criminal who had just been released from prison. There was a 'suicide note' typed on his computer that his brother was not allowed to see because he was not 'next of kin'.

The average rate in the rest of Canada is about 35 per cent.

“[A] 19-per-cent autopsy rate in a coroner service, I think, is appallingly low,” said Dr. Robert Crossland, a former coroner in B.C. “It should be much, much higher.

"There’s something wrong here. Is it because we don’t have the money?”

The B.C. Coroners Service budget has been cut to $11.7 million this year from $12.1 million last year.

Families concerned

CBC News has spoken to two B.C. families who believe the deaths of their loved ones were not sufficiently investigated, and in one case, a homicide might have been overlooked.

John Morrison doesn't believe his brother — Dr. Roger Morrison, of Revelstoke, B.C., a family physician and avid body builder — could have taken his own life in November, as police and a coroner concluded.

“My brother had severed both his main arteries in each arm and his wrists were severed and he had a series of lateral cuts across his chest,” John Morrison said.

The man’s body was found in what police first treated as a bloody crime scene in his upscale home.

A local coroner wanted to do a full autopsy, but was overruled by senior officials in the coroners service.

A Revelstoke funeral director who saw the death scene also thinks an error was made.

“Nothing was standard [about the scene],” said Gary Sulz. “I would have like to have seen the autopsy completed.”

Another former B.C. coroner, Kathleen Stephany, also said the service is not doing its job.

“This could be a homicide, and we will never know if there's been no autopsy,” Stephany said.

A coroner also declined to perform an autopsy investigating the death of Rhonda Bergen, who died six weeks after starting a prescription for the controversial birth control pill Yasmin.

The family paid $1,200 for a private autopsy, which concluded Bergen had died from blood clots in her lungs and that the birth control pill and morbid obesity were risk factors for such clots.

Change in mandate

Critics say a change in mandate in 2007 reduced the number of autopsies.

B.C. Coroners Service spokeswoman Barb McLintock acknowledged to CBC News that budget cuts have affected the choices coroners are making.

“Everybody in the provincial government is trying to find every dollar they can, so we're applying our autopsy policy more carefully, maybe a bit more rigidly than we have in the past,” McLintock said.

McLintock also released a statement late Tuesday from B.C. chief coroner Lisa Lapointe in response to inquiries from CBC News.

Lapointe said she could not comment on specific cases, but said decisions on autopsies are made collaboratively.

“The decision is made by the coroner and regional coroner after objectively examining all information available including that provided by the police investigators. Both police and the coroner make decisions based on their knowledge, experience and expertise in the investigation of death and scenes of death,” the statement said.

WASHINGTON–Prime Minister Stephen Harper's office used a "6,000-mile screwdriver" to oversee the denial of reports of Afghan detainee abuse when the scandal first erupted in 2007, according to a former senior NATO public affairs official who was then based in Kabul.

The former official, speaking on condition his name not be used, told the Toronto Star that Harper's office in Ottawa "scripted and fed" the precise wording NATO officials in Kabul used to repudiate allegations of abuse "at a time when it was privately and generally acknowledged in our office that the chances of good treatment at the hands of Afghan security forces were almost zero."

"It was highly unusual. I was told this was the titanic issue for Prime Minister Harper and that every single statement that went out needed to be cleared by him personally," said the former official, who is not Canadian.

"The lines were, 'We have no evidence' of coercive treatment being used against detainees handed over to the Afghans. There were very clear instructions for a blanket denial. The pressure to hold to that line was channelled via Canadian military and diplomatic personnel in Kabul. But it was made clear to us that this was coming from the Prime Minister's Office, which was running the public affairs aspect of Canadian engagement in Afghanistan with a 6,000-mile screwdriver."

The official described the tensions over the fate of detainees as "uniquely Canadian" – despite the fact that doubts over the treatment of Afghan detainees were ubiquitous among all NATO partners with military footprints in Afghanistan.

"It was not an issue for anyone else, though other nations ought to have been as concerned as the Canadians. The Americans in particular were not remotely squeamish on this. To them, everyone was an enemy combatant."

Dutch soldiers deployed in Uruzgan province north of the Canadian positions in Kandahar forestalled such concerns by "operating in a fairly Dutch way by being very, very risk-averse.''

"The Dutch were extremely nervous about the level of intensity of their military engagement in a way that the Canadians were not."

Australian soldiers, by contrast, operated almost exclusively under joint Special Forces command exercised by the U.S. military – activity that remains shielded by a total news blackout. "We just weren't encouraged to ask about Special Forces. They operate on a need-to-know basis and there was no need for us to know," the former official said.

The former official, speaking in a telephone interview Saturday, said that throughout the ISAF Headquarters in Kabul "everyone knew that if a detainee got handed to the NDS (the National Directorate of Security, Afghanistan's intelligence service), they were not going to be in any way looked after the way they should have been.

"The NDS operated under almost impenetrable secrecy. The closest relationship the NDS had with any foreign forces was with the Americans. But that ran completely outside of ISAF channels because of the exclusively American parallel operation in Afghanistan."

The dynamic was especially disturbing to Canadian military officers based at ISAF in Kabul, the former official said. "One delightful Canadian officer, a colonel, who worked just down the hall, spoke privately to me about his general unease about the fact that detainees were being handed over (and) the procedures were not as robust as they should be."

Many NATO officials in Kabul were also aware how seriously Canadian diplomat Richard Colvin was following the issue, he said.

"Richard Colvin behaved as a straight-up-and-down person, completely honest and doing his job to the best of his abilities," the former official said.

"He had to be terribly careful. He couldn't speak to us about this. But it was clear that the tone at the Canadian Embassy had changed. It became far more politicized – and it was clear that Richard Colvin was struggling enormously to do his work on the question of detainees."

Colvin, whose searing testimony in Ottawa last week ignited the furor anew, may ultimately be remembered as the man who ended Canada's war in Afghanistan. With the countdown already underway toward an end to combat operations in 2011, a new round of national hand-wringing over Canada's role in the faltering effort makes renewal of the commitment far less likely.

Amid the swirl of accusations – who knew what, when did they know it – foreign aid workers who have logged years in Afghanistan wonder at the naiveté that informed good Canadian intentions from the beginning.

"What did they think was going to happen when they handed over detainees?" asked one Kabul-based foreign national, who spoke on condition of anonymity, citing fear of reprisal against his organization's Afghan staff. Torture allegations have swirled around every Afghan government since the Soviet-backed regime of the 1980s.

Afghan warlords who seized the country in the chaotic wake of the Soviet withdrawal used torture, as did the Taliban who replaced them.

And just as the Taliban continues to use torture today – British Coldstream Guards last year uncovered a Taliban torture chamber in Helmand province – aid workers on the ground say the NDS does the same, operating with impunity under the enfeebled regime of Afghan President Hamid Karzai.

"Torture in Afghanistan is routine. It is matter-of-fact. In Canada, you might have to blow a Breathalyzer if you are stopped by the police. Well, in Kandahar when you piss somebody off the NDS will come and get you and hook you up to their machines," a senior humanitarian aid official told the Star, speaking on condition of anonymity.

"It is medieval, horrific. It is what they do to exercise power and control. And we are terrified to speak about it openly because it leaves our Afghan staff completely exposed and vulnerable to reprisals. To pretend otherwise is a fantasy narrative.

"What disturbs me most – this story is all about Canada and Canada's moral authority on the international stage and about which minister will have to resign. And sooner or later Canada will leave and it's over.

"I would just remind people that for Afghans it is not over. And for the Afghans who have worked closely with the Canadians up to this point, what do you think is going to happen to them when you're gone?"

While the pundits cackle over the Afghan documents that we had to fight so hard to have made public, the International Criminal Court has a different mandate.

They are now investigating Stephen Harper and Peter MacKay for violations of the Geneva Convention. Stephen Harper has been trying to distance himself from the ICC, snubbing his nose at the convention, but there are some things that go beyond his supreme rule.

The ICC’s chief prosecutor, Luis Moreno Ocampo, is conducting a “preliminary examination” into human rights abuses committed in Afghanistan by Taliban and ISAF forces alike. And while the ICC has focused in recent years on prosecuting African despots, Mr. Ocampo said he will not back down from prosecuting Western governments that are not holding their officials accountable for their actions.

“I prosecute whoever is in my jurisdiction. I cannot allow that we are a court just for the Third World. If the First World commits crimes, they have to investigate. If they don’t, I shall investigate,” Mr. Ocampo said. “That’s the rule and we have one rule for everyone.” According to the ICC, Canadian officials mainly Stephen Harper and Peter MacKay) may be in breach of the Geneva Convention and have launched an official war crimes investigation. Now personally I don't care if these two do end up in prison, but it's just that they are taking Canada down with them. War Crimes? Canada?

And if that isn't enough of a black eye, we also learn that the Harper government has hired goons fighting in Afghanistan, that are deemed too brutal for even the United States.

Canada spent more than $41-million on hired guns in Afghanistan over four years, much of it going to security companies slammed by the U.S. Senate for having warlords on the payroll. Both the Defence and Foreign Affairs departments have employed 11 security contractors in Kabul and Kandahar since 2006, but have kept quiet about the details.

The records show Foreign Affairs paid nearly $8-million to ArmorGroup Securities Ltd., recently cited in a U.S. Senate investigation as relying on Afghan warlords who in 2 7 were engaged in “murder, kidnapping, bribery and anti- Coalition activities.”

The Nürnberg Tribunal condemned a war of aggression in the strongest terms: “To initiate a war of aggression . . . is not only an international crime; it is the supreme international crime differing only from other war crimes in that it contains within itself the accumulated evil of the whole.” It held individuals accountable for “crimes against peace”, defined as the “planning, preparation, initiation or waging of a war of aggression, or a war in violation of international treaties, agreements or assurances, or participation in a common plan or conspiracy for the accomplishment of any of the foregoing….” When the United Nations General Assembly unanimously affirmed the Nürnberg principles in 1946, it affirmed the principle of individual accountability for such crimes.

Canadian officials, mainly Stephen Harper and Peter MacKay have breached the Geneva Convention with the willful planning, preparing and initiating of a war of aggression against Libya. Libya did not attack Canada, the United States or any other foreign state. Libyan leaders have only killed foreign paid mercenaries. Mercenaries are not protected by the Geneva Convention. Any leader of any country can kill any and all mercenaries who are actively participating in acts of rebellion, revolt, sabotage, or any other act that seeks to overthrown the government.

If foreign mercenaries were to enter Canada and try to overthrow the government of Canada by acts of violence including rebellion, revolt, sabotage or armed attacks then the Canadian government would be legally permitted to use lethal force to either capture or eliminate the threat. That is exactly what has happened in Libya. Foreign mercenaries were paid by the United States government (through the CIA) to infiltrate Libya to overthrow Muammar Gaddaffi. Foreign paid and controlled mercenaries were ordered by the CIA to use violence to

overthrow the Libyan government. For the sake of national security Gaddaffi ordered a crackdown against the violence initiated by the CIA mercenaries who entered his country illegally to overthrown his government. Gaddaffi forces have killed only foreign mercenaries (people not protected by the Geneva Convention). It is French, the United States, British and Canadian forces who are killing Libyan civilians in their illegal war of aggression against Libya.

Stephen Harper and Peter MacKay have willfully participated in a common plan with the United States government to launch an unprovoked armed attack against the territorial integrity and political independence of Libya. News media reports from both Canada and the US unequivocally demonstrates that all the elements of a war crime are present.

Harper claims the UN has authorized the use of force against Libya. The UN Security Council can never authorize the use of force by any UN member state against any other nation state. UN Charter Article 2 Section 4

All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations.

The UN Charter Article 2 Section 7 specifically forbids its members from participating in the kind of aggression that Canadian Prime Minister Stephen Harper has willfully planned for, prepared for and initiated against Libya.

Nothing contained in the present Charter shall authorize the United Nations to intervene in matters which are essentially within the domestic jurisdiction of any state or shall require the Members to submit such matters to settlement under the present Charter; but this principle shall not prejudice the application of enforcement measures under Chapter Vll.

In 1974, the United Nations General Assembly adopted a definition of aggression. It defined aggression as necessarily being the act of a State, and described the specific actions of one State against another which constitute aggression. In its work on the draft Code of Crimes against the Peace and Security of Mankind, the United Nations International Law Commission, echoing the Nürnberg Tribunal, also concluded that individuals could be held accountable for acts of aggression. The Commission indicated the specific conduct for which individuals could be held accountable — initiating, planning, preparing or waging aggression — and that only those individuals in positions of leadership who order or actively participate in the acts could incur responsibility. Stephen Harper and Peter MacKay can be held accountable for “initiating, planning, preparing or waging aggression” against the sovereign state of Libya and its people. UN Resolution 1973 does not authorized the use of force against Libyan civilian infrastructure nor its elected leaders. Use of force was unlawfully authorized (resolution is a violation of the UN Charter Article 2 Section 4 and 7) for the purpose of

protecting civilians and civilian populated areas and no ‘foreign occupation force of any form is permitted.’

Canada has not only prepared for and planned for a war of aggression against Libya and its civilian population it has and is launching air strikes that has destroyed civilian infrastructure and killed unknown numbers of civilians who were residing or working in those targeted and destroyed civilian buildings.

Canada is not and will not become a safe haven for persons who willfully commit war crimes, crimes against humanity or other reprehensible acts regardless of who they might be, and when or where they commit their heinous and cowardly acts of aggression and assault against any civilian and any civilian population.

Under Canada’s War Crimes Program, war criminals and those responsible for crimes against humanity are not welcome in Canada, whether the crimes were committed during World War II or more recently.

Having ratified the Geneva Convention, Canada incorporated its principles into domestic law through the Crimes Against Humanity and War Crimes Act. Under this domestic law, the RCMP can investigate government officials. Stephen Harper and Peter MacKay can be put on trial in Canada for war crimes.

It’s time to insist that the true war criminals be investigated and prosecuted, regardless of who they are. It’s time to formally charge Stephen arper and Peter MacKay with war crimes and crimes against humanity. To try them and hold them accountable to the Libyan people, to the Canadian people and to the International community for their crimes.

Between 2006 and 2007, Richard Colvin, the second-highest-ranking Canadian diplomat in Kabul, sent 17 reports about torture to Ottawa. The reports, which were circulated widely within the departments of Foreign Affairs and National Defence, confirmed public warnings from international officials and journalists.

In March 2006, Louise Arbour, the then UN High Commissioner for Human Rights, reported that complaints of torture at the hands of Afghan officials were "common."

In June 2006, the Afghanistan Independent Human Rights Commission estimated that "about one in three prisoners handed over by Canadians are beaten or even tortured in local jails."

In March 2007, the U.S. State Department reported that unconfirmed reports of torture were "numerous" in Afghanistan.

In April 2007, the Globe and Mail reported on "a litany of gruesome stories and a clear pattern of abuse by the Afghan authorities who work closely with Canadian troops."

Yet the Canadian Government did next to nothing. In April 2007, Prime Minister Stephen Harper said that "Canadian military officials don't send individuals off to be tortured."

Colvin's testimony directly contradicts the Prime Minister's statement. He reports that all the transferred detainees were tortured and that this was widely know in Kandahar, including among Canadian soldiers and diplomats.

Colvin reports that the Red Cross tried unsuccessfully for three months to convey its concerns to the Canadian military about problems in the way Canada was reporting to the Red Cross when it transferred detainees to the Afghan authorities.

Colvin's allegations emerged because he was called to testify before the Military Police Complaints Commission, a body-established after the Somalia Inquiry-which has been investigating detainee transfers at the request of Amnesty International and the BC Civil Liberties Association. The Harper government sought to block Colvin's testimony before the MPCC, citing national security. The obstruction prompted the three Canadian opposition parties to call Colvin to testify before a Parliamentary committee.

The actual facts are still emerging, but all the elements of a war crime are present. The prohibition of torture ranks with the prohibitions of genocide and slavery as one of the most fundamental rules of international law. Torture-and complicity in torture-is a "grave breach" of the 1949 Geneva Conventions. If Canadian officials allowed detainees to be transferred to Afghan custody despite an apparent risk of torture, and chose not to take reasonable steps to protect them, they are as guilty of a war crime as the torturers themselves. They can be prosecuted in Canada under the Crimes Against Humanity and War Crimes Act. Or they could be hauled before the

International Criminal Court. Canada has ratified the ICC's statute, giving it jurisdiction over Canadians who commit war crimes anywhere. However, the International Criminal Court will not intervene if Canadian officials are willing and able to investigate and prosecute. As Stephen Harper has been uncooperative the ICC has proceeded to investigate minority Prime Minister Stephen Harper and other high ranking Canadian political officials including Defense Minister Peter MacKay for war crimes.

With the government refusing to start a public inquiry and the International Criminal Court having launched a "preliminary" investigation into the Afghan detainee issue, law experts say there is a very real chance Canadian officials could be charged with war crimes.

"International law is very clear," said Mr. Dosanjh, a lawyer and former attorney general of British Columbia. "You need circumstantial evidence; you don't need actual knowledge of any specific allegations, or actual knowledge of torture. There was substantial knowledge of torture in Afghan jails. Every kid on the ground knew that. All of the reports, national or international, knew that."

University of Ottawa law professor Errol Mendes says Mr. Dosanjh was correct. The government's oft-repeated line that there was no documented physical evidence of torture of Canadian-transferred detainees is a "detour," he said, which ignores the actual requirements of the law: circumstantial evidence that a risk of torture existed.

Having ratified the Geneva Convention, Canada incorporated its principles into domestic law through the Crimes Against Humanity and War Crimes Act. Under this domestic law, Mr. Mendes said, the RCMP can investigate government officials.

Mr. Mendes said that for the "honour and dignity of Canada," the government should call a public inquiry. Once the facts are out in public, he said, the RCMP could decide whether to charge officials, or whether the political consequences-for example, if a minister were to resign-were sufficient.

He added that jurisprudence holds that the responsibility for such transfers rests with those who authorized the transfer."While the front line soldiers may have done the actual transfer, the culpability actually lies at the civilian command level: The ones who set the framework in place," Mr. Mendes said.

However, since the Harper government refused to launch a Canadian investigation that can open it up to international judicial systems. The International Criminal Court considers itself a court of last resort, abiding the principle of "complemenarity." This means the ICC can only

exercise its jurisdiction where the home country of the suspect in question is unable or unwilling to prosecute. As Harper is unwilling to launch a Canadian investigation the ICC is now proceeding with it own.

Due to the failure of Canadian officials to impose a rigorous transfer agreement, Harper has wilfully been placing detainees at well-documented risk of torture, cruel treatment and outrages upon personal dignity. As such, Harper and MacKay have been committing war crimes.in circumstances that clearly fall within the Court's jurisdiction."

"There are substantial grounds to believe that when Canadian Forces transfer a prisoner into Afghan custody, torture or ill treatment will occur," In doing so, Canada is in violation of its international human rights obligations.

"For a significant period of time, [officials] knew there was a substantial risk of torture, they knew how to prevent it, and they chose for a substantial period of time not to take preventative measures."

This case is particularly serious because, rather than torture being abetted by a low-ranking soldier acting alone, complicity appears to go "all the way up the chain of command up to the defense minister, foreign minister and even to the prime minster of Canada."

That's what distinguishes this from standard war crimes cases. They've got the command responsibility, and that's why the ICC prosecutor have initiate a formal investigation.

As Colvin himself explained: "If we disregard our core principles and values, we also lose our moral authority abroad. If we are complicit in the torture of Afghans in Kandahar, how can we credibly promote human rights in Tehran or Beijing?"

Even more seriously, the government's indifference to torture may have created greater risks for Canadian soldiers. Insurgents who believe they will be tortured will fight to the death rather than surrender, placing Canadian soldiers at increased danger of harm. As a result, it is possible that one or more soldiers might have been killed as a result of the Canadian Government's actions. Again, as Colvin cogently explained: "In my judgment, some of our actions in Kandahar, including complicity in torture, turned local people against us. Instead of winning hearts and minds, we caused Kandaharis to fear the foreigners. Canada's detainee practices alienated us from the population and strengthened the insurgency."

It's time for Canadians to rally together. It's time to insist that any war criminals be investigated and prosecuted, regardless of who they are.
