The Athletics NSW Club Premiership is a club-based competition where athletes score points for their club. The emphasis is on fun and participation and aims to attract athletes of all abilities and standards to compete in an organised competition.

DATES AND VENUES

1. During the 2010-11 track and field season, the ANSW Club Premiership will be held across seven Saturdays; 16 October, 23 October, 30 October, 6 November, 27 November, 4 December & 11 December 2. The venues are;

3. Each individual event will be offered for both men and women in Under 17, Under 20, Open, 35+, and 50+ age groups. Points will be awarded for places from 1st to 20th, subject to athletes achieving the minimum performance standard outlined below. 4. The state relays competition will be included as a round for the Club Premiership in 2010. 5. The schedule and timetable of events at each venue is set out below.

POINT SCORES

In 2010, two (2) separate point scores will be in operation.

Premiership

1. Points will be awarded for places from 1st to 20th in each of the 5 age groups (U17, U20, Open, 35+ and 50+), subject to athletes achieving the minimum performance standard outlined below. In the state relay round, points will be awarded to teams in all age groups (finals). 2. There is no limit on the number of athletes or relay teams which may score event points for a Club. The points system works as follows: 3.

1. Weekly Point score At the end of each week the points scored by each club, across all venues, age groups, male and female, will be added together to yield the weekly point score. 2. Premiership Points will be allocated based on the weekly point score: 1st (i.e. most points in Weekly Point score) = 1 Premiership Point, 2nd = 2, 3rd = 3 etc. If Clubs have equal Weekly Point totals, they will both get the Premiership Points for that place. The team with fewest Premiership Points will be the Premier Club. . 3. Any Club, which does not compete on any given weekend, is allocated last place plus 2 Premiership Points. 4. A tie in the premiership points for the first three (3) places is to be resolved by using the total of Weekly Point scores. Ties for other places will remain. 5. The first three clubs at the completion of the competition will win the following amounts of SKINS garments; 1st place $3,500 (worth of Skins product), 2nd place $2,500 (worth of Skins product) & 3rd place $1000 (worth of Skins product)

Division B

1. Division B is restricted to clubs that during the 2009-2010 season had less than 100 registered members. 2. Premiership points will be allocated based on the rules from the overall point score, but only including clubs eligible for Division B. The first place finisher will be the club with the fewest Premiership Points

RULES AND PROCEDURES

Note the rules below apply to the club Premiership rounds only. The general rules and entry rules for the State Relay events are available on the ANSW website.

1. Entries and events Athletes must be registered and may only compete for one Club throughout the competition. Under 17 and Under 20 athletes are to be under the age as at 31 December 2010. Masters age groups are calculated on the day of competition. 2. There is an entry fee of $5 for each athlete each day, to be paid at a central location at the venue. In weeks 1, 2, 3 and 4, athletes submit their entry at the event site. For weeks 5, 6 and 7 athletes must report to athlete check in at least 1 hour prior to the event start time. For the state relays round, all entries must be submitted as per the rules of entry for that competition. 3. Athletes registered outside NSW are encouraged to compete and will have no impact on the point scores. Athletes must have their 2010-11 registration numbers sewn on or attached with 4 pins front and back (except in and events), so they can be easily read. Temporary numbers, valid for one day, may be issued by the ANSW staff to registered athletes upon payment of a $5 fee at the venue. 4. Athletes from any NSW Club may compete at either or both venues each day. 5. An under 17 athlete may contest Under 20 or open events. An Under 20, 35+ & 50+ athletes may contest open events. Athletes should inform the officials when entering which age group they wish to compete in. 6. On each day, athletes may only enter and contest one pool or race in an event. On each day, an athlete may only use one weight implement in shot, javelin, discus or hammer events. On each day, an athlete may run in only one 80m/90m/100m/110m hurdle race and in one 200m or 400m hurdle race. An athlete may not run more than one relay leg or for more than one relay team. 7. Athletes may use implements or race in accordance with event specifications for that athlete’s age. Performances will be recognised for point scoring in the Under 17, Under 20, open, 35+ and 50+ as appropriate, without any further adjustment of the recorded time or distance to determine places. 8. In the timetable of events at each venue, all events are offered for men and women, under 17, Under 20, Open 35+ and 50+ except relays, 5000m run and walk, 80m, 90m hurdles, and steeplechase as set out below. a. Relays are only offered in the open age group. b. The 5000m run will only be offered in open (note when only a 5000 is scheduled, a 3000 will not be scheduled for other age groups) c. The 5000m walk will only be offered in U20, open, 35+ age groups. The 3000m walk will be offered in the Under 17 & 50+ age group. d. 90m and 80m hurdles are only available for men under 14 or 70+, and for women under 16 and 40+.

9. Events will be cancelled if the Technical Delegate considers the equipment or site to be unsafe.

10. Field Events Field reporting time is 20 minutes before the start time at the event site, to allow warm up attempts before the scheduled start time. Field event pools are arranged by implement weight, starting height, take off board, or distance expected to be jumped. Events begin at the time scheduled. Athletes who report later may receive fewer warm up attempts. Athletes who report after commencement of the competition may only be permitted to compete at the discretion of the event referee. 11. In field events for distance, there will be 4 rounds and each athlete may have one attempt in each round. 12. When there are two or more pools in an event, the results of both pools will be combined for point score purposes. For distance field events there will be markers along the sandpit or on the sector lines to indicate the minimum performance standard. Performances below these marks may not be measured; doubtful performances may be measured at the discretion of the event official. 13. Track Events Track reporting time is 15 minutes before the start time, at the event start area, to provide time to seed races. 14. Competition order for track events is women first (Open, Under 17, Under 20, 35+ & 50+) then men (Open, under 17, Under 20, 35+, 50+) except for hurdles which will be 110m followed by 100m, 90m, 80m and 400m hurdles, men followed by the women and the 0.914m hurdle steeplechase will precede the 0.762 hurdle s/c; the 3000 and 2000 will be run concurrently if fields are small (as determined by the Technical Delegate). 15. Races within age groups will be seeded, with the lanes drawn by lot (IAAF Rule 166.8). Races for all age groups may be combined if there are insufficient numbers for separate races. 16. Relays • A Club is to advise what relay teams they are to run 30 minutes prior to the scheduled start time, so athletes and umpires can be advised of the lane draw. The relay team, athletes’ names and running order do not need to be declared.

Resolving ties • Count back rules will be applied across pools in field events to determine overall event places. • Equal times in the same heat of a track event may be given separate places by the judges. • When times are equal and track judges have not awarded a dead heat in a race, the judge’s placing will be used. Equal times in different heats of a track event will gain the same place as the higher placed athlete with that time in other heats.

17. Minimum Scoring Standards For safety reasons there are minimum performance standards in some events. Equivalent minimum performance standards to score points for your Club team have been set in other events. These are outlined below.

REGISTRATION OF ATHLETES WITH ANSW

Registration is not available on the day at the ANSW Club Premiership meets. Clubs will need to organise registration beforehand.

ANSW registration numbers or a temporary number (issued by ANSW staff only) must be worn for an athlete to be eligible to compete. It is unacceptable to fold the number so the Athletics NSW and/or sponsor endorsement cannot be read. Athletes will be asked to adjust the number before competition commences.

COMPETITION OFFICIALS

ANSW will use its best endeavours to appoint as many officials as possible, however every club which has athletes competing at a venue, is expected to provide officials as required/requested by the Meeting Manager. The ANSW Club Premiership provides an opportunity to increase the number of officials experience at various levels of conducting a meet. Events will be cancelled if insufficient officials are provided by the competing clubs.

In 2010/11, Athletics NSW will again offer Country Clubs an opportunity to compete against each other in an internet based point score competition. The series will include a final at the Country Championships and B Grade premiership.

Point Scores

Two (2) separate point scores will be in operation for the 2010/11 Country Club Premiership.

1. A Division- This is open to all country clubs. This division is the total number of points scored by a club across the three preliminary rounds and the final. 2. B Division- As above, but will only include clubs with fewer than 65 members in the 2009/2010 season.

RULES- PRELIMINARY ROUNDS

1. All performances must be attained at an organised Country Club meeting within the designated week of competition. An athlete may attempt each event only once. 2. Performances must be emailed to ANSW by 12pm Monday after the designated week of competition. Points will be awarded and a points tally placed on the ANSW website. 3. All events are to be conducted in the open age category. 4. In throwing events, athletes may use implement weights for that athlete’s age. Performances will be recognised for point scoring without any further adjustment to determine places. 5. For the first three rounds, points will be awarded as follows.

RULES- FINAL

1. The Final of the Country Club Premiership will be conducted at the NSW Country Championships to be held at Hunter Sports Centre, Glendale. 2. Athletes will score points in each event they contest where they finish in 6th place or higher, by the following point score.

ELIGIBILITY: 1. All athletes must be registered members of Athletics NSW on the day of competition. Athletes may be registered only as associates and still count towards the Country Club Premiership. 2. Performances at ANSW Club Premiership and Allcomers events are not eligible to be counted in the Country Club Premiership. 3. All Country Clubs are eligible to compete in the Country Club Premiership. 4. Performances count towards competing clubs, not regions. 5. Clubs must register with ANSW by the 1st October 2010, if they wish to participate in the Country Club Premiership. Clubs who register will receive an information pack with further details. COMPETITION RULES AND INFORMATION

AGE GROUPS

Competition is conducted in the Under 14, Under 16, Under 18 Under 20, Open and Masters categories. Masters teams consist of the following: Men – 120 years, 160 years, 200+ years, 240+years. Women – 120 years, 160+ years, 200+ years

Masters ages are obtained by adding together the ages of each team member in whole years. All team members must be over 30 years as at 20th November 2010.

All other age groups are determined by age of the athlete on the 31 December 2010.

ENTRY INFORMATION

1.Entries must be submitted on the official entry form, or via the online entry system and forwarded to Athletics NSW with payment. Entry fee for this event is $35 per team per event. Please note, faxed entries will not be accepted. 2.Entries close 12pm Friday 12th November 2010. Late entry costs $42 per event, if spaces exist.

PROCEDURES

1.Registration with Athletics NSW will not be available at the competition. 2.Entries a) Athletes may compete in more than one age group and women can compete in men’s teams. b) Athletes from non-metropolitan clubs may, with the approval of Athletics NSW, combine with Athletes from other clubs in their geographical area to form teams. c) If Clubs/Regions have more than one team in a race, either in the same age group or where age groups are combined in one race, each team must wear a distinctive uniform or wear the distinctive mark that will be provided at check in. When two or more teams from a club are competing in a race or field event, athletes may only compete for one team in that race or field event. Athletes may compete in two or more teams, if those teams are in different age groups. d) Clubs/Regions entering teams in the 4 x 1500m and 4 x 1500m walk events must provide a lapscorer who is a registered member of ANSW. Lapscorers are to report to the Chief Umpire in the start area 10 minutes prior to the event start time. e) Athletes must compete with their club if selected in their club’s teams. Masters athletes may compete for the NSW Masters Athletics Club if their first claim club does not have a team in an event. A master’s athlete may not compete in an event against their own first claim club, unless in the opinion of the ANSW Competition Manager, the athlete would not be selected in their first claim club team(s), or for other compassionate reasons. Such requests must be made in writing prior to the competition. f) Late entries for Track events will be accepted at a cost of $42 per team event at the discretion of the Technical Delegate/ANSW Competition Manager and only if extra heats are not required. Late entries must be lodged 90 minutes prior to the start of the event on the official entry form. g) Late entries for Field events will only be accepted if another team withdraws from the event. If a team withdraws, the first application will be accepted.

3. A representative of each track relay team and each field relay team must report to Athlete Check-in to advise of their intention to compete at least sixty (60) minutes before the scheduled starting time of the event. Failure to check-in may result in the team being scratched from the event by the Technical Delegate. a) The athletes’ names and running order do not need to be declared except in the

4 x 1500m and 4 x 1500m walk; to allow lap-scoring sheets to be prepared. The competing order must be provided 60 minutes before the event start time. b) Field event relay teams must declare their competing order to the event judges prior to the commencement of the event. 4. When it is found that heats are not required, the final will be run at heat time. 5. Heats in Underage and Overage events will only be conducted in the 4x100 metres. Any Underage and Overage events where more teams enter than can be accommodated in a straight final, two timed finals will be conducted. Heats will be conducted in all open track events between 4x100 and 4x400 (inclusive) if required. 6.Track teams must report at least ten (10) minutes prior to the scheduled start time of the event. The first runner reports to the start area and other runners to their respective changes where assembly is on the outside of the track. 7.Teams in FIELD EVENTS are to report to the start of their event at least twenty (20) minutes prior to the scheduled start time of the event, so that warm ups can be completed before the scheduled start time. Athletes who report later may get fewer warm up attempts. 8. In field events, each team has four athletes from a Club/Region. Except for the High Jump, each athlete will be allowed three trials. The winning team is determined by adding together the best performances recorded by each athlete in the team. 9. In field events, all ties that cannot be resolved on a countback will stand, including first place. 10. The starting heights for High Jump will be as follows;

- U18 Women = 1.25m - U18 Men & Open Women= 1.35m - Open Men= 1.45m

increments will be 5cm. 11. Athletes must throw the weight for the age group they are entering. For example A 14 yr athlete competing in the Open shot put must throw a 7.26kg shot. Similarly, a female competing in a male event, must throw the implement weight for the men’s age group entered. This does not include the masters throwing events (see rule 12 below) 12. Athletes entered in the masters throwing events will throw the implement weight for there 5 year age group. Athletes may have athletes throwing different weights in their teams, with no further adjustment of the recorded distance to determine placing. 13. Should events be combined in the timetable, a team will only be eligible to compete in one age group in that event and must nominate the age group at the time of checking in. 14. When the number of entrants is deemed too large for the time allotted for that event, the Technical Delegate may elect to reduce the number of jumps/throws for each athlete to 2 attempts. 15. The Allcomers Meets provide opportunities for athletes of all standards to compete.

For the upcoming season, Athletics NSW in partnership with affiliated clubs, has extended the Allcomers Meets to provide competition for athletes as regularly as possible.

A number of Allcomers Meets will be hosted by clubs, some when ANSW is delivering Championships.. While a number of events will be hosted by clubs, Athletics NSW will set guidelines for clubs to follow, and will appoint key officials to ensure these events are ratified as Athletics Australia Permit events, allowing athletes to qualify for international competition and break records.

Entry

Event entry may be submitted in one of the following ways.

Online Entry

Pre-entry via the website www.nswathletics.org.au will be accepted from 12pm on the Tuesday before the competition. Online entry closes at 2pm on the day before competition - at which time the online entry system will cease to operate. Cost is $5 for unlimited events. Once entered, there is no necessity to visit check-in on the day.

On the Day

Entry on competition day will take place outside the competition management area. Entry must be completed 1 hour prior to the athlete’s first event. Please have the registration number, events and grades ready. All athletes are to enter 1 hour before their first event. Cost is $10 for unlimited events. Competition loyalty cards may be used for on the day entry.

Grading

1. The competition will be graded. For 2010/2011, three grades will be in operation, A, B and C grade. Qualifying standards for each grade are available below. 2. Grading will be based on performances from 1 January 2010. Athletes must have obtained the relevant standard at an International, National, ANSW or ANSW permit meet. 3. Athletes must nominate the grade they wish to compete in when registering at athlete check in. However, this grade may be changed if, in the opinion of the ANSW Competition Manager, the athlete has not made the relevant standard at a ratified competition.

Qualifying Standards

To compete in either A or B grade, an athlete must have equalled or bettered the standard indicated below at an International, National, ANSW or ANSW permit event. C grade has no standards. An athlete of any ability may enter the C grade competition.

Notes

- If an athlete fails to meet an event grading standard on two successive competition attempts, then the athlete will not be able to compete in that grade again, until they can prove they can reach the standard in a lower grade.

General Procedures

1. Athletes with disabilities have the opportunity to compete in any event at an Allcomers competition. However if an athlete needs any assistance, or the use of any specific equipment (such as throwing platforms) the athlete must contact the ANSW office at least three (3) days prior to competition. 2. ATHLETES MUST WEAR THE APPROVED UNIFORM OF THEIR CLUB. Athletes whose numbers and uniform cannot be easily identified will be recorded as unattached and, at the discretion of the Technical Delegate, may not be awarded a result. 3. Temporary numbers, valid for one day, may be issued at check in to registered athletes upon payment of a $5 fee at the venue. 4. Track reporting time is 15 minutes before the start time – please report to the start area. 5. Competition order for track events: A grade followed by B grade followed by C grade except for hurdles which will be 110m followed by 100m, 90m, 80m and 400m hurdles, men followed by the women and the 0.914m hurdle s/c will precede the 0.762m hurdle s/c; the 3000 and 2000 will be run concurrently if fields are small (as determined by the Technical Delegate). 6. Sprint hurdles will be run as follows: 110m (106.7cm), 110m (99.1cm), 110m (91.4cm), 100m (91.4cm), 100m (84cm), 100m (76.2cm), 90m (76.2cm), 80m (76.2cm), Long hurdles will be run as follows: 400m (91.4cm), 400m (84cm), 400m (76.2cm), Steeplechase will be run as follows: 3000m/2000m (91.4cm), 3000m/2000m (76.2cm) 7. Field reporting time is 20 minutes before the start time – please report to the event site. Athletes who report later may get fewer warm up attempts. 8. Field events begin at the time scheduled. Athletes who report later may receive fewer warm up attempts. Athletes who report after commencement of the competition may only be permitted to compete at the discretion of the event official, and may only join the competition at the end of the current round. 9. Field event pools are arranged by grade or by starting height. 10. For distance field events, there will be markers along the sandpit or on the sector lines to indicate the minimum performance standard for the particular grade. Performances below these marks may not be measured; doubtful performances may be measured at the discretion of the event official. 11. In field events for distance, there will be three (3) preliminary rounds. Only athletes that achieve the B grade standard (regardless if they are in A, B, C grade) will be eligible for a further three (3) attempts. 12. In pole vault pools, the bar will be raised by 10cm until there is one competitor left. In high jump, the bar will be raised by 5cm until there are 5 competitors left, by 3cm until there are 3 competitors and in 2cm rises until there is one competitor left. Athletes that would like the starting heights or progressions modified to include a relevant qualifying height must inform ANSW in writing at least three (3) working days prior to the meet. The Technical Delegate will then make a ruling and inform athletes before competition day. 13. For matters not addressed above, IAAF and AA rules apply.

14. ANSW will stream live results to the website and full results will be placed on the ANSW website by 5pm the Monday following competition on www.nswathletics.org.au.

ELIGIBILITY ƒ All country athletes currently registered with Athletics NSW, through membership of a country athletics club. ƒ Independent athletes from country areas currently registered with ANSW. ƒ Masters athletes from country areas currently registered with ANSW via NSW Masters Athletics Inc.

PROCEDURES Please refer to ANSW State Championship procedures and the amendments/additions as printed below. 1. In events where athletes compete for their club - e.g. State Relays, Country Championships, and State Championships - athletes must wear the approved uniform of their first claim club, including current registration numbers. Event officials will advise the Technical Delegate by a note on the event sheet when an athlete appears to have competed in other than a recognisable Club uniform. Club points will not be awarded. Also refer - IAAF Rule 143: “A competitor must not wear clothing which could impede the view of the judges”. Registration numbers must be clearly visible. It is unacceptable to fold the number so the Athletics NSW and/or sponsor endorsement cannot be read. Athletes will be asked to adjust the number before competition commences 2. All athletes in TRACK EVENTS must report to Athlete Check-in to advise of their intention to compete at least 60 minutes before the scheduled starting time of the event. Failure to check-in may result in the athlete being scratched from the event by the Technical Delegate.

3. Heat allocations and lane draws for track events will be conducted 60 minutes before the scheduled starting time of an event. When it is found that heats are not required, the final will be run at heat time. 4. Late entries will be accepted at a cost of $28 per event at the discretion of the Technical Delegate. Late entries must be lodged 90 minutes prior to the start of the event on the official entry form. 5. Track athletes must report to the start of their event at least ten (10) minutes prior to the scheduled start time of the event. 6. Athletes in FIELD EVENTS are to report to the start of their event at least twenty (20) minutes prior to the scheduled start time of the event, so that warm ups can be completed before the scheduled start time. Athletes who report later may get fewer warm up attempts. 7. Starting blocks must be used for all events up to and including 400m except as provided for in the IPC and WMA Rules, and for athletes in the 10 years & under events. Only blocks provided by the venue may be used. 8. The venue is a synthetic track, therefore spikes must be no longer than 9mm for High Jump and Javelin, or 7mm for other events. 9. In all field events, except for the high jump and pole vault where there are more than eight athletes, each athlete will be allowed three trials and the six athletes with the best valid performances will be allowed a further three trials, with exception of athletes in the 10 years and under, 11 years and 12 years age groups who are only allowed three trials each. 10. Country Championship medals will be awarded at the conclusion of each event. Medals not collected during the weekend will not be forwarded to clubs or individuals. 11. A timetable has been set, however events may be held earlier than programmed at the discretion of the Meet Manager. 12. Relay entries will be accepted from Club or Region teams. Entries must be submitted with the entry fee no later than 90 minutes prior to the scheduled start time. Entry forms will be available from athlete check-in. 13. Starting heights for High Jump and Pole Vault - the Jumps Referee, in consultation with the athletes, will determine the starting heights. 14. Lane draws and qualification in track events a) In events where heats are held, as far as possible, not less than eight (8) athletes will advance to the finals. i. If there are two (2) heats - then 1st, 2nd, & 3rd from each heat and fastest others qualify. ii. If there are three (3) heats - then 1st & 2nd from each heat and fastest others qualify. iii. If there are four (4) or more heats, winners from each heat and fastest others qualify.

b) In the case of 1500m, twelve (12) athletes will advance from one round to the next. i. If there are two (2) heats - then 1st, 2nd, 3rd & 4th and the fastest four others to bring the next round number to twelve (12). ii. If there are 3 heats then 1st, 2nd and 3rd and the fastest three others to bring the next round number to twelve c) For events between 100m to 800m inclusive, using 8 lanes, lanes will be drawn as follows: - i. In the first round, athletes will be allocated to heats based on advice of best times this season. A draw by lot will be made for the order of heats and the lane of each athlete. ii. For the final, athletes will be ranked according to their positions and times in the previous round. (See IAAF Rule 166.4) Then two draw will be made: - One for the four highest ranked athletes or teams to determine placings in lanes 3,4,5 and 6, - The other for the five lowest ranked athletes or teams to determine placings in lanes 1, 2, 7, and 8.

NSW Championships

Athletics NSW is the official provider of NSW Championships for ages Under 14-Masters. These Championships are run from November- April and incorporate athletes of all abilities.

Athletics Australia Competitions

Athletics Australia is the governing body of the sport nationally, and conducts a range of National Championships throughout the season. The Australian Athletics Tour series is also a focal point of any summer season and in 2011 will feature five (5) meets across the country. ENTRY PROCEDURES:

Entry for all Athletics NSW State Championship events will be available online. This is a safe and easy way of submitting your competition entry and takes just minutes! Visit the ANSW website and click on the event you wish to enter, in the menu bar on the left. If you experience any problems, please contact the Athletics NSW office.

Entry forms are available to download from the ANSW website www.nswathletics.org.au

The entry fee for all events except the State Relays includes the gate entry fee for athletes who enter by the closing date. All Athletes must check the start lists and final timetable which is posted on the ANSW website after the close of entries. Please Note - all State Championship timetables in the summer handbook are DRAFTS ONLY and may change. It is each athlete’s responsibility to check the start time of their event closer to the competition date. Athlete names will be on a gate list and they will receive entry free of charge.

Entries should be mailed or delivered to the Athletics NSW office by the closing date with the entry fee. Cheques payable to Athletics NSW. FAXED ENTRIES WILL NOT BE ACCEPTED.

ELIGIBILITY FOR STATE OPEN CHAMPIONSHIPS

Athletics NSW believes it is important for athletes to support lead up events before the State Championship. The following rule will be in place in 2010/11.

To be eligible to enter the NSW Open Championships, All athletes in metropolitan Sydney (registered with Athletics NSW) must have competed at no fewer than three (3) ANSW or ANSW permit meets since 1 October 2009. Alternatively, in cases of injuries, athletes may substitute competition with officiating for the entirety of an ANSW event on at least three (3) separate days.

Athletes from country areas must have competed at no fewer than three (3) ANSW/ANSW permit meets since 1 October 2010, or the Country Championships in Newcastle in January.

In some circumstances, exceptions may be granted by the ANSW Competition Manager. Exceptions must be submitted in writing to the ANSW office before the closing date for the event.

ENTRIES

The entry fee for Open, U23 & Masters, and NSW Junior & Youth Championships (U20 & U18) is $18 per event, entry fees are capped at a maximum of $65 per athlete per meet. The Under 16 & Under 14 entry for the NSW Junior & Youth is $13 per event.

LATE ENTRIES

Late entries are not guaranteed and are only accepted on the approval of ANSW Competition Manager. Late entries cost $28 per event and must be lodged 90 minutes prior to the start of the

event on the official entry form. If this is the case, athletes are encouraged to contact the Athletics NSW office after the close of entries to confirm their interest/availability in the event.

TIMETABLES

The final programs for all state Championships will be posted on the Athletics NSW website www.nswathletics.org.au after the close of entries.

AGE GROUPS

Athletics NSW offers competition in the following age groups for male and female athletes, unless otherwise advised: • Open, U23, U20, U18, U16 & U14 with the age as at 31 December of that year. • Masters over 30 years in 5 year age groups, i.e. 30-34, 35-39, 40-44 etc to 95+, with the age as at the first day of competition.

Please refer to the specific event programs for events available for each age group.

PROCEDURES The procedures below apply to all ANSW State Championship events, unless otherwise indicated in the specific event information. 1. The State Championships will be conducted in accordance with the IAAF, IPC and WMA Rules, subject to minor modifications approved by Athletics Australia and Athletics NSW and as printed below. 2. All participants must be registered. Current registration numbers must be worn and must be clearly visible. It is unacceptable to fold the number so the Athletics NSW and/or sponsor endorsement cannot be read. Athletes will be asked to adjust the number before competition commences. 3. All athletes in ALL EVENTS must report to Athlete Check-in to advise of their intention to compete at least sixty (60) minutes before the scheduled starting time of the event. Failure to check-in by this time may result in the athlete being scratched from the event by the Technical Delegate. 4. For seeding purposes, all athletes competing in track events are to advise the Check-in officials of their best performance for the season, unless otherwise indicated on their entry form. 5. Heat allocations and lane draws for track events will be conducted sixty (60) minutes before the scheduled starting time of an event. a) State Open Championships – when it is found that heats are not required the final will be run at the Final Time. b) NSW Secondary All Schools, Masters Championships & U23, State Relay & NSW Junior and Youth Championships – when it is found that heats are not required the final will be run at heat time, unless otherwise advised. 6. Late entries may be accepted at a cost of $28 per individual event or $42 per relay at the discretion of the ANSW Competition Manager. Late entries must be lodged 90 minutes prior to the start of the event on the official entry form. 7. Track athletes must report to the start of their event at least ten (10) minutes prior to the scheduled start time of the event.

8. Athletes in FIELD EVENTS are to report to the start of their event at least twenty (20) minutes prior to the scheduled start time of the event, so that warm ups can be completed before the scheduled start time. Athletes who report later may get fewer warm up attempts. 9. Athletes are permitted to compete for only one (1) First Claim Club in any NSW Championship event during any one Track & Field Season. 10. In events where athletes compete for their club – e.g. State Relays, Country Championships, and State Championships – athletes must wear the approved costume of their first claim club, including current registration numbers. Event officials will advise the Technical Delegate prior to the start of the event when an athlete appears to have competed in other than a recognisable Club uniform. The Athlete may be disqualified. Also refer – IAAF Rule 143: “A competitor must not wear clothing which could impede the view of the judges”. 11. Starting blocks must be used for all events up to and including 400m except as provided for in the IPC and WMA Rules. Only blocks provided by the venue may be used. 12. The Sydney Olympic Park Athletic Centre is a synthetic track, therefore spikes must be no longer than 9mm for High Jump and Javelin, or 7mm for other events. 13. Field events and hurdles specifications for Championship events are included in the summer handbook. a) In the State Relays or Club Championships, athletes must throw the weight for the age group they are entering. For example A 14 yr athlete competing in the Open shot put must throw a 7.26kg shot. Similarly, a female competing in a male event, must throw the implement weight for the men’s age group entered. b) In all AWD throwing events the implement weight used will be the weight for that event not the weight for the athlete’s age group. For example, if a male athlete classified F38 and aged U18 wished to compete in the AWD Open Men’s Shot Put he would use a 5Kg shot instead of a 4Kg shot. 14. In all field events, except for the High Jump and Pole Vault, each athlete will be allowed three trials and the eight athletes with the best valid performances will be allowed a further three trials. 15. State Championship medal presentations will be held at the conclusion of each event. a) AWD events will be full medal events and multi-disability. Medals will be awarded based on each athlete’s performance as a percentage of the World Record as at 1 October each year for Open events and the Australian Record as at 1 October each year for U18 events for the athlete’s disability class. The athletes will be ranked according to the percentages; the athlete with the greatest percentage will be the winner. 16. If an athlete is entered in both a track event and field event, or in more than one field event, taking place simultaneously, the appropriate Referee may, for one round at a time, or for each trial in the high jump and pole vault, allow a competitor to take his trial in an order different to that decided upon by the draw prior to the start of competition. However, if an athlete subsequently is not present for the trial, it shall be deemed that he is passing, once the period allowed for the trial has elapsed. (IAAF Rule 142.3) 17. Should events be combined in the timetable, an athlete will only be eligible to compete in one age group in that event and must nominate the age group at the time of checking in. a) Every endeavour will be made to limit the number of masters age groups combined into one race. However, the Technical Delegate reserves the right to combine age groups if necessary. 18. Lane draws and qualification in track events: a) In events up to 800m where heats are held, nine (9) athletes will advance to the finals (at SOPAC)

i. If there are two (2) heats – then 1st, 2nd, & 3rd from each heat and fastest others qualify. ii. If there are three (3) heats – then 1st & 2nd from each heat and fastest others qualify. iii. If there are four (4) or more heats, winners from each heat and fastest others qualify. iv. The preferred lanes are 4,5,6,7 b) For events up to 800m, lanes will be drawn as follows; i. In the first round, athletes will be allocated to heats based on advice of best times this season. A draw by lot will be made for the order of heats and the lane of each athlete. ii. For the final, athletes will be ranked according to their positions and times in accordance with IAAF Rule 166..3(a) or in the case of , 166.3(b). Then three draws will be made: - One for the four highest ranked athletes or teams to determine placings in lanes 4,5,6 and 7, - another for the fifth & sixth ranked athletes or teams to determine placings in lane 8 and 9, and - another for the three lowest ranked athletes or teams to determine placings in lanes 1 or 2. c) In the case of 1500m, not less than twelve (12) athletes will advance from one round to the next. i. If there are two (2) heats – then 1st, 2nd, 3rd & 4th and the fastest four others to bring the next round number to twelve (12). ii. If there are 3 heats then 1st, 2nd and 3rd and the fastest three others to bring the next round number to twelve d) Where possible, B Finals will be conducted when entries exceed 40 athletes (this is at the discretion of the Technical Delegate or ANSW Competition Manager) 19. Protests a) Protests concerning the status of an athlete to participate must be made prior to the closure of entries for the event to the Technical Delegate, with a right of appeal to the Jury of Appeal. b) Any protest regarding competition must be made orally to the referee by the athlete or by a person acting on his/her behalf within 30 minutes of the official announcement of the result. The referee may decide on the issue or refer the matter to the Jury of Appeal. The athlete has the right to appeal to the Jury, but this must be in writing and submitted to the Administration Manager within 30 minutes of the announcement of the referee’s decision. This protest must be accompanied by a fee of $20 which will be forfeited should the protest be dismissed. Copies of a suitable Protest Form are available from the Administration Manager. c) Please note, in a field event, if an athlete makes an immediate oral protest against having an attempt judged as a foul, the Referee may direct that the attempt be measured and the result recorded, in order to preserve the rights of all concerned. (IAAF Rule 146.4) However, the attempt will be recorded as a foul. d) Any protests regarding programming, order of events or timetabling must be made to Athletics NSW at least 3 weeks prior to the first day of competition. 20. Private Implements. Athletes who wish to include their own throwing implements in the championship equipment pool MUST lodge them with the Technical Manager at the Technical Room, no later than 90 minutes before the scheduled starting time of the particular event. Private implements will be returned to the Technical Room at the conclusion of the event. Athletes can collect their implement/s from the Technical Room after the event. Athletes are to provide their own vaulting poles. The Organising Committee will not provide poles.

21. Starting heights will be as follows:

Below are a series of frequently asked questions on a range of ANSW competitions. This provides an overview of each competition series and should be read in conjunction with the rules and information for each specific competition.

Club Premiership

What is it?

The ANSW Club Premiership is a club based competition where athletes score points for their club. The emphasis is on fun and participation in a social and team environment and aims to attract athletes of all abilities and standards to compete in an organized Track and Field Competition.

What age and abilities does it cater for?

The series provides competition for athletes of all abilities. In fact it specifically targets athletes of a club level- the more athletes that compete for a club, the greater the points the club can score.

Elite athletes are also engaged, with performances at every meet eligible for qualification and record purposes.

What Events are offered?

Every recognized track and field event is offered throughout the series. As you would expect, the more popular events are held more regularly. Club relays are also held.

What age groups are offered?

Five separate age groups are offered- Under 17, Under 20, Open, 35+ & 50+. Each race is seeded based on ability, so where possible, athletes races other athletes of similar standards.

Where is it held?

For the first four weeks, the club premiership is conducted in split venue rounds (where two venues are used on the same day at the same time). This allows ANSW to provide events more regularly, utilize outer grounds, and take the event to different areas of Sydney (and Wollongong/Central Coast) to engage as many athletes as possible.

The final three rounds are held at a central location, bringing all athletes and clubs together.

How do I enter?

Entry must be completed an hour before the event you wish to enter. All entries are completed at the venue on the day of competition. Cost of entry is $5 for unlimited events that day.

Allcomers

What is it?

The ANSW Allcomers series provides competition opportunities for all athletes in the lead up to major events. It is similar to the club premiership, but does not however have a club pointscore attached to it. It is open to athletes of any age and ability.

What Events are offered?

Every recognized track and field event is offered throughout the series. As you would expect, the more popular events are held more regularly.

What age groups are offered?

The series is not run in age groups, rather grades. A B & C Grades are offered, with athletes competing in the grade for which they have achieved a corresponding performance. Athletes can move up and down grades, as they achieve a better performance.

How do I enter?

Entry can be completed in one of two ways, online in the week leading up to the event, or on event day at least 60 minutes prior to the event being conducted. Athletes should note that on the day entry is at double the rate of online entry.

Club Championships

What is it?

The Club Championships is a one day club competition, in a match style format where the best athletes from each club compete against each other. The club with the most points is awarded the club Championship. The event is held in conjunction with an allcomers, which also provides competition for all athletes regardless of whether an athletes club is competing in the competition.

How do I find out more?

While there are some minor changes in the rules, in general, the Club Championships is held in the same format as an Allcomers competition. For further information, contact your club, or Athletics NSW.

Waratah Series

What is it?

An elite and sub elite competition aiming to provide competition pathways between regular Athletics NSW competitions, such as Club Premiership and Allcomers, and Athletics Australia’s National Series and Grand Prix level meets. It also provides opportunities for elite junior and youth athletes competing in the Australian Junior & Youth Championships. To compete, athletes must have bettered the ground entry level standard.

What Age Groups are offered?

The competition is conducted in the Open age group and Under 18 age group. Athletes in field events who reach the standards may throw the implement weight specific to their age group.

How Do I enter?

Entry is available online from 10 days prior to the event, through to the day before competition. On the day entry is available but not guarantied. Pre entry allows Athletics NSW to provide athletes with a precise timetable and event list before arriving at the venue.

Athletics NSW Permit Series

What is it?

The ANSW Permit series provides clubs the opportunity to host meets. These events are conducted by the club under IAAF rules and guidelines set out by ANSW, however the presentation and some local rules are set by the club and may differ from meet to meet.

What age and abilities does it cater for?

The competition provides an alternative for athletes when either an ANSW Championships is being conducted, or for athletes who are unable or prefer not to access the Waratah series or allcomer series. While it caters especially for these athletes, it can also be accessed by elite athletes looking for further competition opportunities. However, athletes should note they cannot qualify for international competition nor post state or National records.

What age groups are offered?

While clubs have the discretion to change, in general, permit meets are conducted as seeded competition in each gender. i.e all ages in the same event, however each race is determined based on ability.

How do I enter?

Entry is completed on event day.

General Questions

What is the Difference between an Athletics Australia Permit & an Athletics NSW Permit?

The permit structure recognizes the different standard of competition, how strictly the rules are upheld and at what level an athletes performances can be recognized. Permits are used at the highest level of competition, with the IAAF having their own permit structure.

In Australia, where an event has an Athletics Australia permit, performances from this competition can be used for qualification for international competition (such as World Championships and World Junior/Youth) and athletes can break state and National records.

Athletics NSW permits are a local permit provided to club to run a competition. Guidelines are set by Athletics NSW for clubs, and IAAF rules are enforced, but the competition is naturally more relaxed. Performances at these events are recognized for National Championships qualifiers, and for inclusion in National Ranking lists.

Do I have to be registered to compete in ANSW Competitions, or can I just compete?

For nearly all ANSW meets, athletes must be registered with a senior athletics Club.

Do I have to wear a specific uniform at ANSW Meets?

Yes, all athletes must wear their club uniform. Athletes who do not wear the uniform may loose points or be disqualified depending on the competition.
