THE 1992 EUROPEAN UNIFICATION: EFFECTS IN THE AIR TRANSPORT INDUSTRY MONICA L. LUEBKER I. INTRODUCTION We must build a kind of United States of Europe. Winston Churchill, 1945 B Y DECEMBER 31, 1992, the Member States of the Eu- ropean Economic Community (EC) will create a uni- fied internal market composed of 323 million people, the largest commercial market in the industrial world.' All ar- tificial barriers are to be eliminated in order to allow goods to circulate freely among the Member States.2 The economic community concept was established in 1957 be- tween six European countries under the Treaty Establish- ing the European Economic Community (Treaty).3 After thirty years of negotiation and compromise, the concept will soon become a reality. Introduction 1. The Culture Network meeting raised a number important issues and concerns that need to be addressed about the implementation of the award of Borough of Culture 2023 status. This is difficult as the two planning meetings that were announced would take place in March and April are not going ahead because of the coronavirus emergency. That does not mean that debate should stop. Many people involved in the Network will have more time to think about it as their events have been cancelled. Debate can take place by email, telephone, Skype, Zoom, etc. Several of the issues and concerns relate to overall aims of being Borough of Culture, as well as practical considerations. 2. There are several tensions and contradictions within the proposals that clearly could not be ironed out at the time the bid was submitted to the Mayor of London. -

Preface ommercial aviation recently celebrated its first centennial. Over the more than 100 years since the first Ctake off, aviation has witnessed challenges and changes that have made it a critical component of mod- ern societies. Most importantly, air transport brings humans closer together, promoting peace and harmo- ny through connectivity and social exchange. A key role for Hermes Air Transport Organisation is to contribute to the development, progress and promo- tion of air transport at the global level. This would not be possible without knowing the history and evolu- tion of the industry. Once a luxury service, affordable to only a few, aviation has evolved to become accessible to billions of peo- ple. But how did this evolution occur? This book provides an updated timeline of the key moments of air transport. It is based on the first aviation history book Hermes published in 2014 in partnership with ICAO, ACI, CANSO & IATA. I would like to express my appreciation to Professor Martin Dresner, Chair of the Hermes Report Committee, for his important role in editing the contents of the book.
