The Director/Projects/TANGEDCO, has stated that the works relating to “2x660 MW Ennore SEZ Supercritical Thermal Power Project” needs extensive supervision and monitoring and has suggested that the Chief Engineer/Civil Ennore SEZ Supercritical Thermal Power Project may be detached from “1x800 MW North Chennai Supercritical Thermal Power Project Stage-III” and restored to Ennore SEZ Supercritical Thermal Power Project. 3. The Director/Projects/TANGEDCO, has also suggested that the works relating to “1x800 MW North Chennai Supercritical Thermal Power Project Stage-III” may be attached to the Chief Engineer/Civil/ETPS Expansion Project in addition to the existing “1x660 MW ETPS Expansion Project” as both the plants are under coastal plain projects. The Chairman-cum-Managing Director/ TANGEDCO has approved the proposal. 4. Accordingly, in modification of the orders issued in the proceedings first read above the civil works relating to “1x800 MW North Chennai Supercritical Thermal Power Project Stage-III” may be attached to the Chief Engineer/Civil/ETPS Expansion Project in addition to the existing “1x660 MW ETPS Expansion Project”. In the Government Order second and third read above, orders have been issued for the implementation of New Health Insurance Scheme, 2016 to provide Health Care Assistance to the employees of Government Departments, Public Sector Undertakings, Statutory Boards, Local Bodies, State Government Universities, willing State Government Organisations / Institutions and their eligible family members with a provision to avail cashless assistance upto Rs.4.00 lakh (Rupees Four lakh only) and an enhanced assistance of Rs.7.50 lakh has been allowed for specific illness like Cancer, for certain organ transplantations, etc., for a block of 4 years on selection of a suitable Public Sector Insurance Company through National competitive bidding. 3. In the implementation procedures for New Health Insurance Scheme, 2016 included in the Annexure I to the Government Order third read above it is provided for inclusion of additional list of approved hospitals and treatments/surgeries based on the report of the Accreditation Committee. 4. After careful examination of the proposal, the TANGEDCO hereby order as follows: i) The Annual Thermal Incentive Bonus and Monthly Thermal Allowance paid in excess from 2008 to 2013-2014 shall be recovered from the employees of Mettur Thermal Power Station-II. ii) The Annual Thermal Incentive Bonus to the employees of Mettur Thermal Power Station-II for the year 2014-15 shall not be allowed due to non achievement of required slab of generation. iii) The Annual Thermal Incentive Bonus to the employees of Mettur Thermal Power Station-II (1x600 MW) for the year 2015-16 shall be granted as per the slab of generation achieved at the rates prescribed in (Per.) (a) i) The employees of the Mettur Thermal Power Station-II and Mettur Thermal Power Project-II shall be granted a Monthly Thermal Incentive Allowance linked to production on the scale specified below at flat rates for various slabs of basic pay at the rates prescribed in (Per.) B.P. (Ch) No.223 & 224 (SB) Dated: 21.11.2009. ii) In lieu of Project Special Pay and Project Allowance, the staff in the construction side of the Mettur Thermal Power Project-II will also be allowed the monthly Thermal Incentive Allowance as given to the staff of the Mettur Thermal Power Station-II. (b) Minimum out-put corresponding to the annual rate of 5000 KWH/KW of installed capacity for the calendar month should have been achieved for eligibility to the Monthly Thermal Incentive Allowance. (c) As the Monthly Thermal Incentive Allowance is granted only as an incentive for production, employees will not be eligible for this incentive allowance during the following periods: (i) during the periods of absence on leave other than casual leave or special casual leave or compensatory leave. (ii) during suspension. (iii) when the employee is charge-sheeted for any reason, in-eligibility of the allowance for a period of one month, the payment for the month being restored only if he is exonerated, subsequently. (2) Annual Thermal Incentive Bonus:- (a) i) Annual Thermal Incentive Bonus is for the Accounting year commencing from 1st April of a year to the 31st March of commencing from 1st April of a year to the 31st March of the succeeding year. The employees on the role of the Mettur Thermal Power Station-II who have been on actual duty (casual leave to be treated as actual duty) for 200 days in the accounting year from 1st April to 31st March of the succeeding year will be eligible to get the Annual Thermal Incentive Bonus. ii) A small construction side staff of Mettur Thermal Power Project-II will also be allowed the Annual Thermal Incentive Bonus in lieu of the Project Special Pay and Project Allowance as given to the staff of the Mettur Thermal Power Station-II. (b) The rates of Annual Thermal Incentive Bonus when generation level reaches 5100 KWH/KW and the rate of Annual Thermal Incentive Bonus for the increase of every 100 KWH/KW over and above 5100 KWH/KW are as indicated in (Per.) B.P. (Ch) No.223 & 224 (SB) Dated 21.11.2009. (c) (i) The minimum output for the eligibility of the monthly thermal allowance, 26 and also the output(s) for the admissibility of annual bonus shall be calculated on the basis of morning and evening peak period generation during the following hours: During Summer – April to September Morning Peak Hours Evening Peak Hours 05.00 to 09.00 18.00 to 22.00 During Winter – October to March 06.00 to 10.00 17.00 to 21.00 ii) The peak hour generation data intimated by the power station to the Southern Regional Electricity Board, Bangalore would form the basis for incentive benefits. The daily energy generated during the peak period shall be computed in million units based on the half hourly generation in M.W. furnished to the Southern Regional Electricity Board, Bangalore and these will be summated for each month and multiplied by three for arriving at the monthly generation. The above monthly generation figures would be further summated over the year. iii) The Thermal Station should carry out the instructions of the Load Despatch Centres of the TANTRANSCO regarding load variations during off peak period. If any additional generation is pumped in to the Grid during these off peak period in violation of the instruction of Load Despatch Centres of the TANTRANSCO, the generation of Power for that day computed as in (i) will be deducted out of the monthly generation of the station. R.Pandian, Asst. Engineer and P.Vikraman, Wireman who are under suspension based on the D.V.A.C report and against whom case is pending in the High Court shall be deferred till the case against them is disposed. Subsistence Allowance was paid to the individual from the date of suspension (by TRECS) and subsequently as per the direction of the Hon’ble Court passed in W.P.No.5536/2009, subsistence allowance was paid by TNEB to the petitioner with effect from 01.08.2004. 2. Thiru.R.Pandian, Asst. Engineer (Suspension) of the then thirumayam RECS in the Special C.C.No.02/2001 filed by Asst. Supdt. of Police, Vigilance and Anti Corruption against him and one other was acquitted u/s248(1) of Cr.P.C, since the charges have not been proved beyond all reasonable doubts by the Special Judge/ Chief Judicial Magistrate, Pudukottai. Based on the above verdict the Ho’ble Madurai Bench of Madras High Court in its order dated 21.06.2016 made in the Writ Petition (W.P.No.2603 of 2013) filed by Thiru.R.Pandian, Asst. Engineer (Suspension) of the then Thirumayam Rural Electric Co-operative Society and however taking in to the fact that the individual has not been appointed in the rolls of the Board at any point of time and was suspended from service by the then Thirumayam RECS, before acquisition of the said Society by the Board and also in light of the Contempt Petition (MD)No.1625 of 2016 in W.P.(MD)No.2603 of 2013 filed by the individual the entire issue was examined in detail and a memo dated 10.04.2017 was issued to absorb Thiru.R.Pandian, Asst. TANTRANSCO shall give an undertaking that in the event of reduction of project cost by TNERC, the loan amount shall be reduced proportionally. 5. TANTRANSCO shall submit an undertaking to implement and adhere to the norms and any other additional terms and conditions mandated by statutory and/or regulatory agencies and obtain all applicable permits/clearances/ approvals including forest clearance, if applicable as and when required during implementation and commissioning of the project. 6. REPORT TO ACCOMPANY THE ESTIMATE This proposal envisages provision of one number 125MVAR, 400kV Bus Reactor with relay panel, breaker and all other associated equipments & accessories at Kayathar 400/230-110 KV substation at an estimated cost of Rs.9.924 Crores Gross and Nett. 2. NEED: 2.1 Kayathar 400KV substation is a vital wind substation in Tirunelveli Region. There are about 4 Nos. 400KV feeders, 8 Nos.230 KV feeders and 3 nos. 110KV feeders besides 2 Nos.400-230 KV,315 MVA Auto transformers, 1No. 400/110 KV, 200 MVA Auto transformer and sanctioned 2 Nos.400/110 KV, 200 MVA Auto transformers. 2.2 As per the Indian Electricity Grid code and CEA manual on Transmission planning criteria, the 400kV bus steady state voltage should be maintained as below: Nominal Voltage Maximum Minimum 400kV 420kV 380kV 2.3 In Kayathar 400/230-110 kV substation, 2x63 MVAr switchable line reactors are in service at Kayathar end in the Kayathar-Karaikudi 400 kV DC line. It has been observed by SRLDC that even with the availability of these line reactors, the bus voltage on the 400 kV side is found to be more than the permissible limit. Hence it has been suggested to provide a bus reactor at Kayathar 400 kV SS. 2.4 Based on the above, provision of a bus reactor with the capacity of 1x125 MVAr at Kayathar 400kV substation has been approved for reactive compensation in the 39th Standing Committee Meeting on Power System Planning for Southern Region. Hence, it is suggested to provide 1x125MVAR bus reactor at the existing Kayathar 400kV substation to control the over voltage. 2.5 It is also ascertained that adequate space is available at the switchyard of Kayathar 400 kV SS for provision of the reactor. 3. Details of work: Erection of one number 400KV, 125MVAr Bus reactor with Relay panel and all other associated equipments & necessary accessories at Kayathar 400 kV substation. 4.
