The ‘Stans’ at 20 (WP) Martha Brill Olcott * Introduction In late December the five Central Asian countries enter their third decade of independence, effectively achieved when Mikhail Gorbachev resigned as President of the USSR and turned the Kremlin over to Boris Yeltsin as President of the Russian Federation. 1 While these countries began to declare their independence as early as 31 August 1991, beginning with the Kyrgyz Republic and ending with Kazakhstan on 16 December, 2 there was not the same popular and elite pressure for independence in the Central Asian region that was found in the south Caucasus, not to mention in the Baltic region. The leaders of the Central Asian republics all wanted more economic, cultural and political autonomy, but they were also very conservative and feared that independence might bring ethnic or political unrest to their republics. 3 These fears were borne out in Tajikistan, but everywhere else the transition to independence went smoothly. Now, 20 years later, these five republics have developed into very distinct countries. The ‘face’ of each country is different. No longer can the capital city of one country be confused with that of another. Each has its own national identity. While none are democratic, all have distinct political systems but none have developed institutional mechanisms that provide for the smooth transfer of political power. Some have achieved much more dramatic economic growth rates than others; not surprisingly, the economies of those with the greatest untapped oil and gas reserves have grown the fastest. 4 Economic success, though, has not always translated into adequate investment in the social service sector. Source: World Bank Development Indicators. Every country has worked out its own strategy for dealing with the broader international community. Where they have had the most problems is in dealing with each other, and with the common space they all continue to inhabit, joined by shared waterways and transport corridors. So while the Central Asian countries did better than most outside observers anticipated during the past twenty years, there is no reason to presume that they will do as well during the decade or two that lies ahead. At the same time though, each of these countries has created its own legacy of problem solving, and the precedents in place may prove sufficient to allow them to at worst keep muddling on, and at best to even flourish. (1) Reluctant Beginnings: Fears and Unrest The reluctance regarding independence in Central Asia was partly the product of the policies of the Gorbachev years, which simultaneously increased local anger at Moscow’s rule as well as seemingly pointing up the risks associated with loosening social and political controls. Those living in Central Asia felt a target during the anti-corruption drives of the 1980s when the Brezhnev-era communist party leaders were ousted in each of these republics. At a time when Russian Orthodoxy and Russian culture were being restored, the pervasiveness of Islamic traditional practices was cited among reasons for bribery, graft and misusing state assets. Central Asians did illegal things to pay for large traditional weddings and funerals, it was argued, and Central Asian youth further denied the Soviet 3 The Central Asia Observatory (OAC) was established in 2007 by three Spanish institutions involved in the area: Casa Asia, CIDOB and the Elcano Royal Institute. Union their much needed labour in industrial cities and in Eastern Siberia, taking unskilled agricultural jobs in order to stay near their families. 5 The party dismissals came back to haunt Moscow, and shaped politics and lives in these countries in ways that could not have been predicted. Demonstrations protesting the dismissal of Kazakhstan’s long-time party leader Dinmuhammad Kunaev were forcefully put down, with Western sources reporting 200 people injured as a result. 6 The anniversary of their death, 16 December, was commemorated as Kazakhstan’s National (independence) Day. The Kyrgyz party elite never really accepted the authority of the Moscow-appointed figure, Absamat Masaliyev, and he was ousted by the Republic’s parliament in October 1990.

BAKER III INSTITUTE FOR PUBLIC POLICY RICE UNIVERSITY – APRIL 1998 CENTRAL ASIA: CONFRONTING INDEPENDENCE Introduction After the euphoria of gaining independence settles down, the elites of each new sovereign country inevitably stumble upon the challenges of building a viable state. The inexperienced governments soon venture into unfamiliar territory when they have to formulate foreign policy or when they try to forge beneficial economic ties with foreign investors. What often proves especially difficult is the process of redefining the new country's relationship with its old colonial ruler or federation partners. In addition to these often-encountered hurdles, the newly independent states of Central Asia-- Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan-- have faced a host of particular challenges. Some of these emanate from the Soviet legacy, others--from the ethnic and social fabric of each individual polity. Yet another group stems from the peculiarities of intra- regional dynamics. Finally, the fledgling states have been struggling to step out of their traditional isolation and build relations with states outside of their neighborhood. This paper seeks to offer an overview of all the challenges that the Central Asian countries have confronted in the process of consolidating their sovereignty. The Soviet Legacy and the Ensuing Internal Challenges What best distinguishes the birth of the Central Asian states from that of any other sovereign country is the incredible weakness of pro-independence movements throughout the region.

Even though, known as Iran’s “strategic depth”, relations with the region withered post-1979 revolution. This was because of Iran’s plan on exporting its revolution and conservative culture, leading to resistance in the region. Also, Iran proved incompetent in undermining global powers in the region, which were countering the Iranian role. Journal for Iranian Studies 69 The post-Soviet Union period resulted in a suitable environment for Iran’s expansion in Central Asia. Iran diligently began to explore new avenues for cooperation in this vital region. However, this in most cases, was unsuccessful, as Central Asian states did not incline towards Iran’s ideological impulses, given their concern over Iranian hegemony. One of the countries in which Iran had some success was Tajikistan, particularly via proselytizing in its cultural and religious domains. However, after a period of time Iran- Tajikistan relations severed and reached the level of estrangement. This study aims to discuss the reality of the Iranian role in the Central Asian states, and its political and economic ambitions, in what is known as its “heart”- Tajikistan. Also, the study analyzes relations between Iran and Tajikistan by discussing the determinants and goals of these relations, the points of difference and agreement between both sides, and the impact of regional and international powers on relations between the two countries.

July 2009 1 Abstract The aim of my study was to look at governance and the extent of its functions at the local level in a post-conflict state such as Tajikistan, where the state does not have full control over the governance process, particularly regarding the provision of public goods and services. What is the impact on the development process at the local level? My dependent variable was the slowed down and regionally very much varying development process at the local level. My independent variable were the modes of local governance that emerged as an answer to the deficiencies of the state in terms of providing public goods and services at the local level which led to a reduced role of the state (my intervening variable). Central theoretic concepts in my study were governance – the processes, mechanisms and actors involved in decision-making –, local government – the representation of the state at the local level –, local governance – the processes, mechanisms and actors involved in decision- making at the local level and institutions – the formal and informal rules of the game. In the course of my field research which I conducted in Tajikistan in the years 2003/2004 and in 2005 I found that the state does not provide public goods and services to the local population in a sufficient way.

He retired from federal service in 1979 and now lives in northern California. Arnold is the author of Afghanistan's Two-Party Communism: Parcham and Khalq (1983). Vyacheslav Belokrenitsky is Head of the Near and Middle East Department in the Institute of Oriental Studies of the Academy of Arts and Sciences, Moscow, USSR. Marie Broxup is Director of the Society of Central Asian Studies in London, England and is Editor of the quarterly Central Asian Survey, published from London. A specialist of Soviet Central Asian Islam, she has published numerous articles and books, including The Islamic Threat to the Soviet State (1983) co­ authored with Alexandre Bennigsen. Helena Cobban read philosophy, politics and economics at St Hugh's College, Oxford. This war and conflict arises from several factors such as territorial disputes, power struggles, and greed. This thesis explores war under the context of regime change. Specifically, the relationship between regime change and conflict is examined in the pre and post-Cold War period under the Eastern European and former Soviet Union states, the states which were directly impacted and related to the set-up of the world powers system during both periods. Two hypotheses are analyzed. The first: from 1955 to 1990, countries undergoing democratization will experience more wars relative to countries autocratizing or not transitioning at all. The second: from 1991 to 2010, countries transitioning to more autocratic forms of government will experience more wars. These hypotheses are supported by the data, with both displaying statistically significant results. Two cases studies are also examined: the Romanian Revolution and the Tajikistani Civil War. However, the examination of these case studies did not provide much support for the theory that the world power system during and after the Cold War (a bi-polar powers system during the Cold War and a major powers system after Cold War) had a casual effect on democratization leading to more war during the Cold War, and autocratization leading to more war after the Cold War.

    Emomali Rahmon (unofficial CV) Emomali Rahmon 1 (born October 5, 1952) has served as the head of state of the Republic of Tajikistan since 1992, under the position of President since 1994. Rahmon was born to a peasant family in Kulob, in the Kulob Oblast, now part of Khatlon province. In 1971-1974 he served in the Soviet Armed Forces. As an apparatchik rising through the nomenklatura, his original power base was as chairman of the collective state farm of his native Dangara. In 1982, he graduated from the Tajik State University with a Bachelor's Degree in Economics. Between 1976 and 1988, Rahmon was the Chairman of the Union Committee of the collective farm in the Dangara region of Kulob province. He also held various positions in leading Government divisions at that time. In 1990, Rahmon was elected a people's deputy to the Supreme Council of the Tajik SSR President Rahmon Nabiyev resigned in the first months of the Civil War in Tajikistan in August 1992. Akbarsho Iskandarov, Speaker of the Supreme Soviet, became acting president. Iskandarov resigned in November in an attempt to end the civil unrest. The Supreme Soviet met in Khujand and abolished the position of president that same month. Rahmon, then the Speaker of Parliament, became the head-of-government. During the civil war that last from 1992 to 1997, Rahmon's rule was opposed by the United Tajik Opposition. As many as 100,000 people died during the war. Rahmon survived an assassination attempt in April 1997 in Khujand, as well as two attempted coups in August 1997 and in November 1998.

Long frustrated by the international community’s failure to end the Afghan civil war through negotiation, the 2001 September 11 attack created the expectation among these countries that the US would intervene successfully in Afghanistan, leading to an economic recovery that would advance the development of all the states in the region.
