    Preface Ever since the assessment and accreditation by NAAC in 2002, Barrackpore Rastraguru Surendranath Collegeis the first college outside the Kolkata and the second college in West Bengal which is submitting the Self Study report for Re-accreditation. In the first assessment, the college was awarded ‘B’ grade with 73.13 percent of marks. The NAAC Peer Team gave some individual suggestion and guidelines in their Recommendation Report. Those suggestions and Recommendations gave a new dimension and imputes to the forward march of our institution. During the last five years we have tried out best to develop our institution with all the stakeholders of the college. The Self Study Report is given in two (2) Volumes. Volume one contains Institutional Data consisting of Profile of the College, Criterion wise Inputs, Profile of the Departments and Volume two contains Executive Summary, Criterion wise Evaluative Report and Evaluation report of the Departments. During the preparation of Self Study Report, we have to collect individual wise, Department wise and Institutional wise. In this regard, cooperative and assistances from all the stakeholders are gratefully acknowledged. Executive Summary While presenting our Self Study Report in connection with the Re- accreditation of Barrackpore Rastraguru Surendranath College, Barrackpore, 24 Parganas (North), West Bengal. I would like to quote from a Bengali Poem, written by Rabindranath Tagore to express the feeling for our quest for excellence, the vision of the college as: “ Je Nodee Haraae Sroat Cholite Na Paare Sahasra Shaibal Daam Baandhe Asi Taare” i.e. if the river stop flowing, it becomes covered by moss. If we want to project our country as knowledge economy we should not compromise on quality, the elixir of higher education.

The journey in these fifty years was not always a smooth one, but the zeal and fervor among the teachers and staff enabled the college to overcome all hurdles and provide knowledge to students and empower them to face the challenges of life in the coming years. The college was assessed by NAAC in 2005 and obtained Accreditation B +. During the Golden Jubilee Year we resolved that while our past is glorious we cannot afford to look back at our past only and ignore the requirements and expectations of the future that lies ahead. While admitting the fact that the IQAC remained non-functioning till 2013, we do realize the need for transformation along the lines of Quality Assurance. Since its inception, the Council has been endeavouring incessantly in accomplishing its mandate with profound sagacity of commitment for a spirit of coordination and consensus among various stakeholders in the field of higher education. Working in tandem with the State government for an inclusive and qualitative growth in higher education, the Council has been performing as catalyst to extend all possible support in addressing three overarching challenges: excellence, equity and expansion. The activities performed in the areas of planning and coordination, academic and advisory functions are listed in this report. The Council is also instrumental in the formation of new academic institutions, expanding and upgrading the existing ones, recommending institutions that are self-reliant in terms of quality education, professionally managed, and characterized by greater inclination towards research and provide students with edification that is relevant to them as well the nation as a whole. In an increasingly globalized society, the needs and expectations of society have been changing very fast with rising demand for quality education and greater sustainability at the desired level. Where quality of higher education rests on the quality of all its facets, be it faculty, staff, students, or infrastructure, the sustainability challenges to rethink the missions and reorganize courses, research programs, and knowledge base.

The Govt., despite its various limitations, has been taking conscious measures to uplift the status of higher education in the State, both in terms of quality and access. While making sincere efforts towards increasing Gross Enrolment Ratio in higher education across the State, we have focused the backward areas of the State. We are also in the process of updating the education map of the State to priorities the need of various regions for setting up new colleges, creating new faculty positions or providing development grants. During the year 2009-10, 12 colleges of the State have been declared as “Centres with potential for excellence” by UGC. It is indeed a significant achievement for the State to have 16 such centres as on date in State Universities. Number of NAAC accredited colleges in the State has also gone up during the year.

    ANNUAL REPORT OF THE DEPARTMENT OF HIGHER EDUCATION 2010-2011 FOREWORD Poised on the threshold of technological growth and all-round initiatives for expansion in the sector of higher education, a dedicated team of the Higher Education Department has brought out this edition of the Annual Report for the year 2010-2011. In view of the fact that we have entered into the modern era of information systems and improved global networking, the process of improvement of quality and access to the higher education system has taken up a significant and substantial step ahead. In spite of the limitations of man-power and resources, conscious measures have been taken to uplift the status of technical education in the State. During 2010-2011, provisions were made for construction of buildings of West Bengal State University, Barasat. All construction work regarding Guest House Buildings and Girls’ Hostel Buildings were complete. Foundation work for the main building, Boys’ Hostel Building and Electrical Sub- Station Buildings were also complete. Infrastructural development of Presidency University was taken up in right earnest. The First Vice-Chancellor was appointed. During that year, a substantial fund to the tune of rupees crore were provided for construction of buildings of Gour Banga University, Malda. The structural work of the university building (Administrative and Science Buildings) was complete. Acquisition of land and construction of buildings of “Sidho Kanho Birsa University” in the Districts of Bankura and Purulia were made. The First Vice Chancellor was appointed. The foundation of the Murshidabad Centre of Aligarh Muslim University had been undertaken. The Government identified 50 acres of land in Mauza Nambutrari in the district of Darjeeling for establishment of the 2nd Campus of Rabindra Bharati University.
