Title Preface ANNUAL REPORT OF THE DEPARTMENT OF HIGHER EDUCATION 2010-2011 FOREWORD Poised on the threshold of technological growth and all-round initiatives for expansion in the sector of higher education, a dedicated team of the Higher Education Department has brought out this edition of the Annual Report for the year 2010-2011. In view of the fact that we have entered into the modern era of information systems and improved global networking, the process of improvement of quality and access to the higher education system has taken up a significant and substantial step ahead. In spite of the limitations of man-power and resources, conscious measures have been taken to uplift the status of technical education in the State. During 2010-2011, provisions were made for construction of buildings of West Bengal State University, Barasat. All construction work regarding Guest House Buildings and Girls’ Hostel Buildings were complete. Foundation work for the main building, Boys’ Hostel Building and Electrical Sub- Station Buildings were also complete. Infrastructural development of Presidency University was taken up in right earnest. The First Vice-Chancellor was appointed. During that year, a substantial fund to the tune of rupees crore were provided for construction of buildings of Gour Banga University, Malda. The structural work of the university building (Administrative and Science Buildings) was complete. Acquisition of land and construction of buildings of “Sidho Kanho Birsa University” in the Districts of Bankura and Purulia were made. The First Vice Chancellor was appointed. The foundation of the Murshidabad Centre of Aligarh Muslim University had been undertaken. The Government identified 50 acres of land in Mauza Nambutrari in the district of Darjeeling for establishment of the 2nd Campus of Rabindra Bharati University. A land measuring 36.138 acres were taken over by the North Bengal University from Jalpaiguri Govt. Engineering College for setting up the 2nd Campus of NBU. For the Vidyasagar University, a fund of Rs. 1.55 crore were released during that year for different construction works. Construction of PG Girls’ Hostel under SC special component plan was taken up. 14 General Degree Govt. Aided Colleges had been established in different parts of the state under the Pay Packet Scheme. 33 posts of Principals, 215 posts of Lecturers in different subjects and nearly 260 posts of non-teaching staff were created in these colleges. One General Degree Govt. College viz. A.P.C. Ray Government College was established at Siliguri, District Darjeeling in the 2010-2011 academic session with 1 post of Principal, 20 posts of Lecturers and 5 non-teaching staff. The West Bengal College Service Commission has no official building of their own. Therefore, a fund of Rs. 2 (Two) crore were provided during 2010-2011 for acquisition of land and construction of office buildings. To meet up with the increasing demand of Technical Education in West Bengal, the State Government took up substantial initiatives over the years. 7 new Engineering and Technology colleges, along with 1 stand-alone MBA college and 3 new MBA Departments were established during iii 2010-2011. 33 Engineering Colleges introduced new Engineering disciplines along with enhancement of intakes during 2010-2011. This took the total number of Engineering and Technology Colleges in West Bengal including University/University Departments and the Government Engineering and Technology Colleges to 90 with total approved intake capacity of 28751, along with 50 MBA Colleges with 3900 approved intake and 41 MCA Colleges with 2240 approved intakes. Under the Technical Education Quality Improvement Programme (TEQIP) Phase-I covering the World Bank Assistance project, State Govt. released full amount of Life Time Allocation of Rs. 147.097 crore for project implementation, and the fund were duly utilized by the eleven programme institutes and the State Project Facilitation Unit. The TEQIP Phase-ll project were declared effectively from 6th August, 2010. The State Govt. scholarship scheme viz. the West Bengal Merit-cum-Means scholarship Scheme is utilized for providing financial assistance to the poor but meritorious students of the State pursuing higher studies at various post Madhyamik level courses. Under Social Education, Calcutta Mathematical Society provides funds for holding both national and international seminars. The Institute of Development Studies Kolkata is devoted to advance academic research in different areas of Social Sciences. The UGC has sponsored the setting up of Rabindranath Tagore Centre of Human Development Studies under the Institute of Development Studies, Kolkata. Construction of its new campus building of Salt Lake is in progress. For the Directorate of State Archives, several improvement schemes have been taken during the year. I am certain that this comprehensive Annual Report will go to a significant way in generating positive initiatives in the field of higher education through the spirit of informative interaction and co-operation among all the stakeholders and other related departments of the government. Dated : 06.03.2012 ( Bratya Basu ) Bikash Bhawan, Salt Lake, Kolkata - 700 091 Minister-in-Charge Higher Education Department iv PREFACE Throughout the ups and downs of the year 2010-2011, the Department of Higher Education has steadily encouraged and financially supported the activities of a large number of institutions and organizations associated with Higher Education in the field of Education, Research and Social Welfare activities. Like in previous years, the Annual Report of 2010-2011 of the Department portrays its significant achievements in the fields of General Education at Under Graduate and Post Graduate level, Technical Education, Doctoral and post Doctoral programmes and Research Activities in different areas of study. The Department’s yearly targets in monitoring the various aspects of Professional Education like Engineering & Technology, Management, Teachers’ Education including Physical Education and Law have been adequately met, as highlighted in the Report. Among its various achievements, the State Government has announced the Fee Structure for the Self-Financed Engineering and Technology Colleges and Institutions. The Central Selection Committee of the West Bengal Joint Entrance Examinations Board had been merged with the main Board to streamline its functioning and to expedite the entire Joint Entrance Examination procedure of the State in the interest of the students. The Externally Aided and Centrally Sponsored phases of theTEQIP Project are being implmented in the State for improving the quality of technical education and enhancing capacities of the institutes. Construction of new buildings under the University sector have been taken up during the year, for the West Bengal State University. Infrastructural development of the Presidency University has been taken up in right earnest. As many as fourteen General Degree Govt. Aided Colleges have been established in the State. Seven new Engineering and Technology colleges, along with one stand-alone MBA college and three new MBA Departments have been established during 2010-2011. And thirty three Engineering Colleges have introduced new Engineering disciplines along with enhancement of existing intake during the year. I appreciate the valuable inputs provided for this publication, by the various departmental sections as well as the Directorates under the aegis of the Department and look forward to helpful feedback and interaction in this respect from all quarters. Bengal. India. Abstract: The study region is South Bankura, West Bengal, where 79.44% people are directly engaged with agricultural production. Among them 26.86% are tribes. In general observation the nature of farming practice of tribes does not vary much more from non-tribal groups particularly in this geographical location. But yield of production of different crops are not same for tribal and non-tribal farmers. A set of physical and non-physical factors are responsible for this. It is believed that, among all these factors soil management including fertilizer usage is the prime important factor of production. So, in our intensive primary data based study the effort has been given to draw out the exact nature of soil management, fertilizer usage for particular crops in particular soil in the study region with a tribal and non-tribal comparison. A sharp difference of cropping intensity exists in the tribal and non-tribal farm land also. Lack of capital investment due to economic compulsion and low aspiration of life are the prime most important cause in this regard.

Introduction The Government of India has given Ganga the status of a National River and has constituted the National Ganga River Basin Authority (NGRBA) on 20th February 2009, for the comprehensive management of the river. The main objective of the NGRBA is to ensure effective abatement of pollution and conservation of the river Ganga by adopting a river basin approach for comprehensive planning and management. Ganga Action plan program for Budge Budge Town was initiated in the year 1990. In order to give effect to the above pollution abatement measures, schemes were designed as per the guidelines framed by GAP/ NRCD and execution of schemes was planned under two phases. However no work was completed under GAP-I. Works completed under Ganga Action Plan Phase II included an Interception & Diversion Scheme that was executed in the town with the view to divert the contaminated flows of city drain to a sewage treatment plant. However the Interception and Diversion sewer with Main Pumping stations (MPS) and Sewage Treatment Plant (STPs) system by KMDA is partially functioning due to inadequate quantum of drainage flow. Further the inability of taking over of the asset by the ULB due to non-availability of O&M fund has made the sewerage system partly operational which failed to render any significant benefit. In the absence of sewerage the town faces regular sanitation problems like: I. Maintenance & Cleaning of septic tanks. II. Maintenance and repairs of pour flush latrines. III.
