PROCEEDINGS of 258Th MEETING of the ERC-NCTE HELD on 22Nd – 23Rd July, 2018 Proceedings of 258th Meeting of ERC-NCTE held on 22nd - 23rd July, 2018 PROCEEDINGS OF 258th MEETING OF THE ERC-NCTE HELD ON 22nd – 23rd July, 2018 The 258th Meeting of the Eastern Regional Committee (ERC), National Council for Teacher Education (NCTE) was convened on 22nd – 23rd July, 2018 at Conference Hall, ERC, NCTE, 15, Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below were present at the time of the 258th ERC Meeting. Prof. Shukla Mahanty - Chairperson Prof. Brajanath Kundu - Member Prof. (Mrs.) S.M. Sungoh - Member Shri Kaushik Halder - State Representative of West Bengal Dr. Pratap Indra Dash - State Representative of Odisha Prof. Deva Kumar Dutta - State Representative of Assam Shri Vijay Kumar Mishra - State Representative of Bihar Prof. Vanlalhruaii - State Representative of Mizoram Shri Pradeep Kumar Yadav - Regional Director (I/C), ERC & Convener At the outset, the Regional Director welcomed all the members of Committee and apprised them about the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With the permission of Chairperson, Shri Pradeep Kumar Yadav (Convener) presented the Agenda before the Committee for its due consideration and appropriate decision. Sl. No. Item No. Content ER-258.1 Confirmation of the Proceedings of 257th meeting held on 2nd -3rd July, 2018 at Bhubaneswar. The Proceedings of 257th meeting is hereby confirmed with the following amendment / review :- Item No. 258.1(i).1 (1) The decision in respect of DR. B. R. Ambedkar Institute of Education, Plot No-18, Street Number-18, Vill.- Balarampur, Tehsil/Taluka-Barelia, Town/City-Baruiour, P.O.-Madarat, Dist.-South 24 Parganas, West Bengal – 743610 (B.Ed. Course) (Private) (ERCAPP863) taken in the 257th meeting is as under: “As per decision of 160th ERC meeting, recognition was granted to B.Ed. course one year duration with an intake of 100 from the academic session 2013-14 vide order dt. 23.09.2013. Subsequently revised order dt. 27.05.2015 for fulfillment of conditions in accordance with NCTE, Regulation 2014 was issued for conducting B.Ed. course of two year duration with an annual intake of 100 for two basic units of 50 students each from the academic session 2015- 2016. As decided by ERC in its 223rd meeting, the institution was informed vide letter dt. 09.03.2017 to comply the deficiencies relating to gift deed in the name of proposed institution, the reply of which was considered by ERC in its 248th meeting. Accordingly, SCN dt. 23.01.2018 was issued to the institution u/s 17(1) to comply the following: (i) The institution submitted registered land document without Mutation certificate. After considering and examining the application along with the documents submitted by the institution, the agenda note, the NCTE Act., the NCTE Regulations 2014 including Norms and Standards, guidelines received from the NCTE Hqrs. from time to time, reply dt. 31.01.2018 in response to SCN, the Committee discussed the matter in detail and observed as under: (i) As per the submitted gift deed and representation by the Secretary of the Institution, the name of the institution has been changed from Dr. B.R. Ambedkar Institute of Education to Dr. B.R. Ambedkar Institution of Education, B.Ed. College. (ii) The submitted land conversion certificate and Mutation Certificate as against SCN are not tally with the Shri Pradeep Kumar Yadav (RD/Convener, ERC, NCTE) Prof. Shukla Mahanty (Chairperson ERC, NCTE) 1 Proceedings of 258th Meeting of ERC-NCTE held on 22nd - 23rd July, 2018 change title of the institution but still remain in its old name. As such it is not going to be accepted. In view the above, the Committee decided as under: The Committee is of the opinion that recognition granted to B.Ed. course in respect of application bearing Code No.ERCAPP863 of the institution is withdrawn u/s 17(1) of NCTE Act 1993 from the academic session 2018-2019”. The above decision of ERC is rectified and may be read as under: As per decision of 160th ERC meeting, recognition was granted to B.Ed. course one year duration with an intake of 100 from the academic session 2013-14 vide order dt. 23.09.2013. Subsequently revised order dt. 27.05.2015 for fulfillment of conditions in accordance with NCTE, Regulation 2014 was issued for conducting B.Ed. course of two year duration with an annual intake of 100 for two basic units of 50 students each from the academic session 2015- 2016. Accordingly, SCN dt. 23.01.2018 was issued to the institution u/s 17(1) to comply the following: (i) The institution submitted registered land document without Mutation certificate. In view the above, the Committee decided as under: Show Cause Notice under section 17(1) of the NCTE Act, 1993 be issued to the institution to submit the reply within 21 days. Item No. 258.1(i).2 (2) The decision in respect of Pandaveswar College of Education, Plot No. - 1489, 1494, 1493, 1483, Vill./Town/City - Pandaveswar, P.O.- Pandaveswar, Tehsil/Taluka - Pandaveswar, Dist. - Bardhaman, West Bengal - 713346 (D.El.Ed.-Addl. Intake) (Private) (West Bengal Board of Primary Education) (ERCAPP3003) taken in the 257th meeting is as under: “Recognition was granted for D.El.Ed. course vide order dt. 03.03.2014 with an intake of 50 from the academic session 2014-2015. Subsequently, permission granted to addl. Intake of 100 (thus total intake 150) for D.El.Ed. course from the academic session 2016-17 vide order dt. 02.05.2016 by ERC, NCTE. While processing the application of the institution for change of medium from Bengali to Hindi in one unit of existing D.El.Ed. programme out of the recognized 03 (three) units sanctioned earlier (50 existing+100 additional during the year 2016) vide order No. 46153 dt. 02.05.2016 of Regional Director, ERC, NCTE, Bhubaneswar, the committee observed as under: (1) Recognition for 02 additional units have been issued inadvertently. The consolidated faculty list comprising of 17 numbers, out of which only 09 (nine) where new for the additional intake and the rest 08 (eight) were for existing programme. Also the institution during online application period had applied for one unit additional intake only. Shri Pradeep Kumar Yadav (RD/Convener, ERC, NCTE) Prof. Shukla Mahanty (Chairperson ERC, NCTE) 2 Proceedings of 258th Meeting of ERC-NCTE held on 22nd - 23rd July, 2018 (2) The committee is of the opinion that as per the faculty list submitted by the institution for the period in question of additional intake, the institution is capable to run one additional unit instead of two units granted earlier due to non-clarity and amalgamation of faculty list submitted earlier. (3) At this context, the institution needs to spelt out categorically the list of teachers out of 02 units who are to teach in hindi and intimate ERC to take decision in the matter. (4) The committee further opined that a fresh recognition order comprising of 50 existing + 50 additional intake on D.El.Ed. course from the academic session 2016-2017 is to be issued superseding the earlier recognition order. (5) The committee further pointed out that the student already passed out and undergoing courses shall not be affected by this decision. In view of the above, the Committee decided as under: The institution be informed stating the above position”. The above decision of ERC is rectified and may be read as under: Recognition was granted for D.El.Ed. course vide order dt. 03.03.2014 with an intake of 50 from the academic session 2014-2015. Subsequently, permission granted to addl. Intake of 100 (thus total intake 150) for D.El.Ed. course from the academic session 2016-17 vide order dt. 02.05.2016 by ERC, NCTE.     Preface Ever since the assessment and accreditation by NAAC in 2002, Barrackpore Rastraguru Surendranath Collegeis the first college outside the Kolkata and the second college in West Bengal which is submitting the Self Study report for Re-accreditation. In the first assessment, the college was awarded ‘B’ grade with 73.13 percent of marks. The NAAC Peer Team gave some individual suggestion and guidelines in their Recommendation Report. Those suggestions and Recommendations gave a new dimension and imputes to the forward march of our institution. During the last five years we have tried out best to develop our institution with all the stakeholders of the college. The Self Study Report is given in two (2) Volumes. Volume one contains Institutional Data consisting of Profile of the College, Criterion wise Inputs, Profile of the Departments and Volume two contains Executive Summary, Criterion wise Evaluative Report and Evaluation report of the Departments. During the preparation of Self Study Report, we have to collect individual wise, Department wise and Institutional wise. In this regard, cooperative and assistances from all the stakeholders are gratefully acknowledged. Executive Summary While presenting our Self Study Report in connection with the Re- accreditation of Barrackpore Rastraguru Surendranath College, Barrackpore, 24 Parganas (North), West Bengal. I would like to quote from a Bengali Poem, written by Rabindranath Tagore to express the feeling for our quest for excellence, the vision of the college as: “ Je Nodee Haraae Sroat Cholite Na Paare Sahasra Shaibal Daam Baandhe Asi Taare” i.e. if the river stop flowing, it becomes covered by moss. If we want to project our country as knowledge economy we should not compromise on quality, the elixir of higher education.

The journey in these fifty years was not always a smooth one, but the zeal and fervor among the teachers and staff enabled the college to overcome all hurdles and provide knowledge to students and empower them to face the challenges of life in the coming years. The college was assessed by NAAC in 2005 and obtained Accreditation B +. During the Golden Jubilee Year we resolved that while our past is glorious we cannot afford to look back at our past only and ignore the requirements and expectations of the future that lies ahead. While admitting the fact that the IQAC remained non-functioning till 2013, we do realize the need for transformation along the lines of Quality Assurance. We pledge to become a thriving organization by providing quality services to our prime stakeholders, the students. We appreciate that the NAAC Assessment framework readily provides a roadmap for qualitative improvement of the institution and would enable us to make ‘quality to be the defining element” of our existence.
