But even if the years ahead will show that this victory was in fact the easy part, for now Bolivians have given the world a vital lesson in democracy, writes Bret Gustafson (Washington University in St Louis). Though the official tally is still being finalised, exit polls released around midnight on Sunday 18 October suggest an overwhelming victory for the MAS party in Bolivia, just eleven months after the ouster of Evo Morales. To avoid a run-off, the MAS presidential candidate Luis Arce needed at least 40 per cent of the vote and a ten-point lead over his nearest rival, but this looked like anything but a foregone conclusion in the lead-up to the elections. Almost exactly a year ago, on 10 November 2019, a coup d’état struck down the Bolivian people after General Williams Kalimansuggested ‘ ’ that President Evo Morales Ayma resign. Morales – following acts and threats of physical violence against him, his family, and his political party – left the presidency, went to Mexico, and then eventually went into exile in Argentina. Tricontinental: Institute for Social Research - 1 / 7 - 01.10.2021 2 The coup followed an election that would have resulted in Morales’ fourth term as president, the results of which were questioned by the Organisation of American States or OAS (60% of whose funding comes from the US government). That Morales’ third term would not have ended for several months did not bother liberals around the world, who adopted the Washington-driven OAS view that there had been fraud in the October 2019 election. It was later shown by US political scientists that no such fraud had taken place; Morales was ejected by an old fashioned coup. There is now a call by progressive governments in Latin America for the resignation of Luis Almagro, the head of the OAS. Immense repression greeted the Bolivian people, who were told that ‘democracy’ had arrived.

    NO. 55 NOVEMBER 2020 Introduction Bolivia after the 2020 General Elections Despite the Return to Power of the MAS, a New Political Era Could Be About to Begin Claudia Zilla and Madeleyne Aguilar Andrade On 8 November Luis Arce and David Choquehuanca took office as the new president and vice-president of Bolivia, respectively. Less than a month earlier, they had won the elections in the first round with more than 55 per cent of the vote. Thus, the Move- ment towards Socialism (Movimiento al Socialismo or MAS) was returned to power and obtained an absolute majority in the parliament after a one-year interregnum follow- ing the fraudulent ballot in 2019. This outcome can be attributed not only to the desire of the people for economic and political stability as well as social peace but also to the poor performance of the transitional government of Jeanine Áñez and the oppo- sition’s fragmentation and polarizing campaign. The dethronement of Evo Morales and the current adverse conditions – not least Covid-19 – are among those factors that will make it impossible for the MAS to conduct business as usual.     REVISTA DE CIENCIA POLÍTICA / VOLUMEN 38 / N° 2 / 2018 / 155-179 BOLIVIA IN 2017: HEADED INTO UNCERTAINTY Bolivia en 2017: rumbo a la incertidumbre MIGUEL CENTELLAS University of Mississippi, USA ABSTRACT The year 2017 was marked by growing uncertainty about the future as Evo Morales continued to prepare for yet another presidential campaign despite growing resis- tance and a 2016 referendum in which voters rejected a constitutional amendment that would allow Morales to seek a fourth term. The year was also dominated by plans for the December judicial elections, which were just as problematic as they had been in 2011. While economic indicators remained generally positive, there was also growing concern about the future of the economy. 2017 was also the first year that the quality of Bolivian democracy declined significantly, suggesting that 2018 could be a defining year for the country. Evo Morales continuó preparándose para otra campaña presidencial, aun en contra de una creciente resistencia y el referéndum de 2016, en cual el electorado rechazó una revisión de la Constitución que hubiera permitido al gobernante una cuarta reelección. El año también estuvo marcado por planes para la eventual elección judicial en diciembre, que fue igual de polémica que la de 2011. Mientras los indicadores económicos se mantuvieron generalmente positivos, hubo un incremento en la incertidumbre sobre el futuro económico. In 2008, Bolivia’s President Evo Morales expelled the US Ambassador, accusing him of meddling in internal affairs. The US government responded by expelling Bolivia’s Am- bassador to Washington. In the same year, President George W. Bush “decertified” Bolivia for not cooperating with the US in its counternarcotics efforts, which led to the suspension of US trade preferences for Bolivia. The Bolivian government, for its part, expelled the US Drug En- forcement Administration (DEA). US-Ecuadorian relations, by comparison, may have seemed smooth to the incoming Obama administration. Yet, again in 2008, the Ecuadorian govern- ment had broken off diplomatic relations with Colombia, the United States’s most important ally in South America. The US military base in Ecuador was about to be closed in 2009 because Ecuador’s President Rafael Correa had refused to extend a bilateral agreement with the US. In early 2009, Correa expelled two US Embassy officials, accusing them of interfering in internal security affairs. Since their initial election in 2005 and 2006, Morales and Correa have devel- oped friendly relations with Venezuela and Cuba, and increased bilateral cooperation with countries like China, Russia and Iran.
