The last edition of this competition was played in Espinho, Portugal, two years ago. With the support of the Bahamas Football Association, taking the competition to a new venue plays a key role in inspiring more footballers to get involved in the fascinating sport of beach soccer. The beautiful islands of the Bahamas are hosting its first FIFA tournament, and Nassau, the capital of the country, will be at the centre of attention from 27 April until 07 May 2017. Comprised of FOREWORD FOREWORD 700 islands scattered across more than 100,000 square miles of Atlantic Ocean, the Bahamas, with its pristine coastline and stellar beaches, is a perfect destination to welcome this competition. The FIFA Beach Soccer World Cup Bahamas 2017 will be held at the new beach soccer stadium, a three thousand-plus capacity facility Gianni Infantino located at Malcom Park, South-side of the stunning Paradise Island. FIFA President Since the launch of the FIFA Beach Soccer World Cup, the sport has experienced rapid growth in just over a decade. Portugal, the defending champions, will be fending off fierce opposition from all corners of the globe for the battle to claim the world champion crown. In appointing the Bahamas, FIFA continues to expand its tournaments to new horizons and the FIFA Beach Soccer World Cup 2017 will give fans and tourists alike, a fantastic opportunity to appreciate the highest level of beach soccer in a captivating surrounding showcasing the original spirit of the sport born on the beaches of Brazil. Explore The Islands Of The Bahamas The Abacos The Abacos are a group of islands and cays that form a 120-mile- long chain stretching over 650 square miles. The coastlines are scalloped with bays, coves and protected harbors that feature full- service marinas and resorts. Great Abaco Island and Little Abaco serve as the “mainland.” Marsh Harbour has a lively downtown area with all city amenities. Treasure Cay boasts miles of pristine beaches, including one of the top 10 beaches in the world. Elbow Cay and Green Turtle Cay are old English loyalist settlements, where you’ll find beautifully preserved colonial architecture with a touch of Bahamian pastels, of course.     5 Sport and EU competition law In applying EU competition law to sport, the Directorate General for Competition Policy (herein referred to as the Commission) has been caught between three powerful forces. First, the Commission has a constitutional commitment to promote and protect the free market principles on which much of the Treaty of Rome is based. In this capacity it shares a close rela- tionship with the ECJ. The ECJ’s rulings in Walrave, Donà and Bosman have played an important role in placing sport on the EU’s systemic agenda in a regulatory form. The Commission has a constitutional obligation to follow the ECJ’s line of reasoning on sport, given its role in enforcing ECJ rulings. As such, sport has passed on to the EU’s institutional agenda through the regulatory venue, the prevailing definition stressing sports commercial sig- nificance over and above its social, cultural and educational dimensions. The second major influence on Commission jurisprudence in the sports sector is administrative. Although primary and secondary legislation has equipped the Commission with the necessary legal powers to execute this commitment, it lacks the necessary administrative means to carry out formal investigations into abuses in all sectors of the economy. In the face of a large and growing caseload, the Commission has had to adopt creative means in order to turn over cases. In particular, the Commission has resorted to the use of informal procedures to settle cases rather than adopting formal deci- sions. For some time it has been felt by Commission officials that the proce- dures for applying competition law are in need of reform.

    Building on the two prior CIES governance studies, this is the third FIFA-mandated research analysing governance relationships in football. This book focuses on those Editions CIES between football’s employers (clubs, leagues and even NAs) and its labour force. Based on a sample of forty countries across all six confederations and questionnaires from players’ associations, leagues and national associations, this research surveys and compares the diverse ‘management-labour’ approaches and scenarios in both men and women’s professional football worldwide. GOVERNANCE RELATIONSHIPS The authors place a special focus on players’ associations and highlight the variety of IN FOOTBALL BETWEEN structures found world-wide.
