4.07 Finance and Facilities Committee: Milestone Communications’ Proposed Rock Ridge High School Cellular Tower

Recommended Action

That the Loudoun County School Board approve the installation of a 140-foot tall telecommunications facility (monopole) at Rock Ridge High School and authorize the Chair of the School Board to sign the final documents upon presentation.

SUMMARY

Per School Board Policy and Regulation 6350, Wireless Network Facility Colocation, and through an executed Master License Agreement, Milestone Communications has prepared and proposed the installation of a 140-foot tall telecommunications facility (monopole) at Rock Ridge High School. AT&T will be the first wireless carrier to locate on the proposed monopole and there will be space for additional wireless providers as well as dedicated space for LCPS should the school district determine a use for it.

As outlined in Regulation 6350, this proposal was presented to the community in a public briefing held on November 11, 2020, and live broadcast on Comcast and Verizon Cable networks as well as live- streamed from the LCPS website. Questions from the community were submitted, reviewed and answered at the conclusion of the November 11 Milestone Communications presentation. A copy of the November 11 presentation is is provided, as well as the questions and answers reviewed at the meeting. Additional information on the cell tower proposal at Rock Ridge High School is provided on the Planning Services Future School Sites/Facilities webpage, https://www.lcps.org/Page/227914.

This was an Information Item at the November 17, 2020, Finance and Facilities Committee meeting. At the December 8, 2020, meetting, the Finance and Facilities Committee voted to approve and recommend to the Loudoun County School Board to approve the installation of a 140-foot tall telecommunications facility (monopole) at Rock Ridge High School and authorize the Chair of the School Board to sign the final documents upon presentation. The motion was approved 3-0.

This was an Information Item at the January 12, 2021, School Board meeting, which included a public hearing on the topic. It was to be brought forward as an Action Item on the consent agenda on January 26, 2021.

That the Loudoun County School Board approve the Contract Award for IFB #20-491SAN Reroof of Sanders Corner Elementary School in the amount of One Million Sixteen Thousand One Hundred Fifty dollars ($1,016,150) to Simpson Unlimited, Inc., and authorizes the Chair of the School Board to sign the final contract documents upon presentation.

SUMMARY:

On September 25, 2020, LCPS issued a Request for Qualifications to the public. On October 27, 2020, Qualifications packages were received from nine (9) firms. Of those firms, five (5) were determined by a panel to be qualified to bid on the 2021 Sumer Reroofing projects.

On January 12, 2021, four of the five qualified bidders submitted bids. The lowest responsive and responsible bidder was Simpson Unlimited, Inc., with a bid in the amount of $1,010,150. LCPS has elected to take Alternate #2 in the amount of $6,000.

This was an Action Item at the January 19, 2021, Finance and Operations Committee Meeting. The Committee voted 3-0:

SUMMARY:

In order to obtain a qualified source to provide labor, materials, equipment and supervision required to perform auditorium and black box dimmer system repairs for the school system on an as-needed basis, Procurement Services issued a Request for Proposal (RFP). One offer was received. The proposal was reviewed and scored by an evaluation committee according to criteria outlined in the RFP. The contract was awarded to Artistic Concepts Group effective February 1, 2020.

Staff and Artistic Concepts Group have agreed to renew this contract through January 31, 2022. The estimated costs are $798,000 and funding will be provided through the Facilities Services budget. This is the first of four renewal options on this contract.

The Finance and Operations Committee of the School Board met on Tuesday, January 19, 2021, to review and discuss this item. The Committee voted 3-0 to bring this forward to the School Board as a Consent Item on January 26, 2021.

Recommended Action

That the Loudoun County School Board approve the renewal of RFP #R19205, Roof Repair Services, with Simpson Unlimited from February 1, 2021, through January 31, 2022.

SUMMARY:

In order to obtain a qualified source to provide labor, materials, equipment and supervision required to perform roof repairs for the school system on an as-needed basis, Procurement Services issued a Request for Proposal (RFP). Three offers were received. The proposals were reviewed and scored by an evaluation committee according to criteria outlined in the RFP. The contract was awarded to Simpson Unlimited effective February 1, 2019. Staff and Simpson Unlimited have agreed to renew this contract through January 31, 2022. The estimated costs may exceed $250,000 and funding will be provided through the Facilities Services budget. This is the second of four renewal options on this contract.

The Finance and Operations Committee of the School Board met on Tuesday, January 19, 2021, to review and discuss this item. The Committee voted 3-0 to bring this forward to the School Board as a Consent Item on January 26, 2021.

That the Loudoun County School Board approve the 2021-2022 School Calendars for Hillsboro Charter Academy (HCA) and Middleburg Community Charter School (MCCS)

SUMMARY:

Hillsboro Charter Academy (HCA) and Middleburg Community Charter School (MCCS) have submitted proposed 2021-2022 school calendars for approval. HRTD has reviewed both calendars and determined that both exceed the Virginia Standards of Accreditation requirement of 990 instructional hours.

MOTION: Mr. Morse made a motion, seconded by Mr. Serotkin, to send the proposed HCA 2021-2022 school calendar and the proposed MCCS 2021-2022 school calendar for full School Board approval. Motion passed 3-0-0.

10.02 Pupil Services: National School Counseling Week - February 1-5, 2021 Proclamation

Recommended Action

That the Loudoun County School Board adopts the proclamation recognizing February 1–5, 2021 as National School Counseling Week.

SUMMARY:

The attached proclamation highlights many of the responsibilities of school counselors in Loudoun County Public Schools. Over 81,500 students, from kindergarten through twelfth grade, are served by 302 school counselors and Directors of High School Counseling in 95 schools and educational centers. School counselors are uniquely qualified to address students’ academic, career, and social/emotional needs, that directly promote and enhance the academic success of all students. They support a safe learning environment through data driven comprehensive school counseling programs. Utilizing student and professional school counseling competencies, these school-based programs consist of four components: foundation, management, delivery, and accountability. With direct and indirect services to students, school counselors provide school counseling core curriculum, individual student planning and responsive services. As a part of this framework, they also work closely with school psychologists, school social workers and school administrators providing education and intervention regarding bullying and mental health concerns.

Counselors are instrumental in the supporting the Profile of a Virginia Graduate, by promoting equity, access and exposure to rigorous career and educational experiences for our students. Through the course selection process and development of students’ Academic and Career Plans and Portfolios, counselors educate students about the numerous opportunities available through the Virginia Department of Education, partnering institutions of higher education, local businesses and the armed services. Last year, 89.3% of the LCPS graduating class pursued post-secondary education with the support of school counselors providing guidance for college selection and applications, as well as for financial aid and scholarship opportunities.

Through leadership, advocacy, collaboration and systemic change; eleven LCPS schools have received the nationally Recognized ASCA Model Program (RAMP) designation awarded by the American School Counselor Association (ASCA). This is evidence of the school counselors’ commitment to delivering a comprehensive, data-driven program that is the culmination of a 3-year process of implementation of best practices and data collection. This proclamation is being presented to recognize the outstanding contributions school counselors make to this school division.

That the Loudoun County School Board Appropriate $4,840,840 from the Elementary and Secondary School Emergency Relief Fund II (ESSERII) under the Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act from the State of Virginia to the Non-Departmental Department in the School Operating Fund. Further, that the School Board authorize staff to move funds in excess of $100,000 appropriately from Non-Departmental to other Departments as needed.

SUMMARY:

On January 11, 2021, the State of Virginia approved $939 million in Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act Funding, which included the Elementary and Secondary School Emergency Relief Fund II (ESSERII) to Virginia K-12 schools of which Loudoun County Public Schools was allocated $4,840,840.

Staff requests that the Loudoun County School Board appropriate $4,840,840 in CRRSA Act funding from the State of Virginia to the Non-Departmental Department in the School Operating Fund. Loudoun County Public Schools may use these funds to support education and school operations during the pandemic. Funds must be spent by September 30, 2023. Further, that the School Board authorize staff to move funds in excess of $100,000 appropriately from Non-Departmental to other Departments as needed.

Policy 4135, Reporting per Pupil Costs, was adopted by the Loudoun County School Board on October 13, 2015. The current policy revision adds a word which was accidentally omitted.

The Finance and Operations Committee of the School Board met on Tuesday, January 19, 2021, to review and discuss this item. The Committee voted 3-0 to bring this forward to the School Board as an Information Item on January 26, 2021.

11.03 Support Services: NCAA WNIT Women’s Basketball Tournament - Facility Use Request

SUMMARY: Loudoun County Public Schools has been contacted by Visit Loudoun (visitloudoun.org/), an organization that promotes tourism in Loudoun County. Through its Memorandum of Understanding with Loudoun Loudoun County Public Schools 4th Tuesday School Board Meeting and Public Hearing January 26, 2021 22

County, the not-for-profit Visit Loudoun is the designated Destination Marketing Organization that sustains Loudoun’s tourism base and competitively positions the County to attract visitors, growing Loudoun’s tax base and supporting its tourism and hospitality related businesses.

The NCAA is soliciting bids from localities to host the Women’s WNIT Division 1 Basketball Tournament from March 17, 2021, through April 3, 2021. Potential sites must satisfy a number of criteria established to maintain the safety of the student athletes and staff participating in the tournament. The National Conference Center who is partnering with Visit Loudoun with the intent to submit a proposal to host the event in Loudoun County. Representatives from Loudoun Sports Tourism, a Division of Visit Loudoun have contacted Support Services and expressed interest in reserving the indoor athletic facilities at Riverside High School for their proposal and offered a description of the request and the schedule of events.

Visit Loudoun has submitted a letter of intent to provide a proposal to host the Women’s WNIT Division 1 Basketball Tournament from March 17, 2021, through April 3, 2021. The deadline for the proposal submission is Monday, January 25, 2021, but Visit Loudoun was granted an extension to Wednesday, January 27,2021. LCPS staff is requesting guidance from the School Board related to use of the Riverside High School facility for the event. . Staff will provide additional information and the School Board will discuss the request. Representatives from Riverside High School and Visit Loudoun will be available to participate in the discussion.
