10.01 Equity Committee: Proposed Policy 1040 Revision Based on Equity Committee Recommendation

Recommended Action

That the Loudoun County School Board adopt Version A or Version B of revised Policy 1040, Equal Opportunity for Equitable, Safe and Inclusive Environment.

SUMMARY:

At its December 3, 2020 meeting the Equity Committee voted 14-0 to refer the misgendering of students to the Loudoun County School Board for policy review by the appropriate School Board Committee, in this case, the Legislative and Policy Committee. Per the request of LCSB Chair and Equity Committee Chair, Brenda Sheridan staff drafted revisions to Policy 1040, Equal Opportunity for Equitable, Safe and Inclusive Environment (attached).

This was discussed as an Information Item at the December 17, 2020 meeting (reconvened from December 15, 2020) of the Loudoun County School Board.

10.02 Equity Committee: No Name-Calling Proclamation

Recommended Action

That the Loudoun County School Board adopt Version A or Version B of the No Name-Calling Week Proclamation.

SUMMARY:

At its December 3, 2020 meeting the Equity Committee voted 7-4-3 (abstained) to recommend a No Name-Calling Week Proclamation to the Loudoun County School Board. The designated week is January 18-22, 2021 and this proclamation would support the division-wide focus on aspects of becoming a more culturally responsive school system by creating and maintaining a welcoming, inclusive, and affirming learning environment for every LCPS student.

This proclamation was discussed as an information item at the December 17, 2020 meeting (reconvened from December 15, 2020) of the Loudoun County School Board.

10.03 Finance and Facilities Committee: Policy 6310, Facilities Use, Review

Recommended Action

That the Loudoun County School Board adopt revisions to Policy 6310 as presented.

SUMMARY:

School Board Policy and Regulation 6310 provides governance of the limited use of Loudoun County Public Schools’ facilities and grounds by non-LCPS organizations, when not being used for instructional purposes, extra-curricular activities, non-curricular student club and/or athletic events. Due to the Policy and Regulation’s specificity, for “limited use” as well as the prioritization of use and fee rate structure outlined within Regulation, long-term allocation of dedicated office space would not be permitted. School Board Policy and Regulation 6310 was originally drafted and adopted with the intent to provide guidance for the limited use of LCPS facilities on an event or activity basis and not considered guidance for long-term continuous use or allocation to another organization.

On October 6, 2020, the Finance and Facilities Committee discussed revisions to Policy 6310 regarding unneeded space for “LCPS-Related Historical Organizations” during a review of Item 4.04 Support Services: Douglass High School Renovation Update / Policy 6310 Review.

Division Counsel was consulted on revised policy language. Mr. DeVita attended the October 20, 2020, meeting and provided guidance for the Committee’s consideration. At the October 20, 2020, meeting, the Finance and Facilities Committee further discussed revisions to Policy 6310 during a review of Item 3.06 Support Services: Douglass High School Renovation Update / Policy 6310 Review. During that discussion, staff was directed to bring this item back as an Action Item. On December 8, 2020, the Finance and Facilities Committee voted (3-0) to approve and recommend Policy 6310 to the School Board as an Information Item on December 15, 2020.

This was an Information Item on December 17, 2020, at the reconvened December 15, 2020, meeting to be brought back for action at the January 12, 2021, meeting with anticipated amendments from Board members. A revised draft is attached.

10.04 Business and Financial Services: Employee Stipends

Recommended Action

If so directed by the School Board, the administration will enact one or both of the following motions. The School Board may adopt as presented or may adjust the stipend amounts. Possible Motion for Tier 1 That the School Board provide a monthly $100 stipend to employees that meet Tier 1 criteria from July 2020 through June 2021 or until such time that a vaccination has been provided. SUMMARY:

On December 17, 2020, staff provided information to the School Board regarding a possible employee stipend related to the pandemic. As a follow-up to that presentation and per School Board request, additional information will be presented with possible motions should the School Board want to implement an employee stipend. Two written motions are prepared to separate Tier 1 employees and Tier 2 employees, and the School Board may adopt as presented or adjust the stipend amounts.

SUMMARY:

On December 17, 2020, staff provided information to the School Board regarding providing for possible additional leave related to the pandemic. As a follow-up to that presentation and per School Board request, additional information will be presented with a possible motion should the School Board want to implement additional employee leave.

Recommended Action

That the Loudoun County School Board appropriate $30,000,000 from the Loudoun County Reserve Release to the Non-Departmental Department in the School Operating Fund; that the School Board authorize staff to move funds in excess of $100,000 appropriately from Non-Departmental to other Departments as needed; that the School Board adopt the revised FY21 Salary Schedules as depicted in the attachment; and funds be allocated as identified below: • $19.7m All full-time eligible employees be paid according to the revised FY21 Salary Schedules and compensation be awarded for all full-time eligible employees on the last step of their salary scale or not on a salary scale retro-active to July 1, 2020 • $1.7m Restore Administrative Scale Review and Restructure that was reduced during the FY21 budget reconciliation process • $138k Procurement of an HRTD Applicant Tracking System • $383k Funding for Sports Officials Costs previously paid from attendee gate receipts • $117k Funding for a Support Services Executive Director Chief of Facilities position previously approved by the School Board • $8.0m Future use to be determined

SUMMARY:

On December 15, 2020, the Loudoun County Board of Supervisors appropriated $30m to Loudoun County Public Schools from the FY21 reserve. This is the first release of the $60m reserve to occur and staff is bringing forward an action to appropriate the $30m and assign priority funding as recommended. Compensation In accordance with the School Board’s September 8, 2020, motion, funding for full-time employees’ annual salary increases that have not been awarded this fiscal year are a top priority. During the FY21 Budget adoption process, employees were moved 1 step on the scale, but the salary scales had been adjusted so that all employees remained at the same rate of pay. This action will include adopting revised FY21 Revised Salary Scales that realigns the salaries with steps and paying employees accordingly per the step they are currently on. All eligible full-time employees will be paid a lump sum increase ‘catch up’ payment for the time period of July 1, 2020 (or the first day of an employee’s contract) through January 2, 2021. It is expected that staff members will receive that payment on January 29, 2020. The remaining paychecks from January 3, 2021, through June 30, 2021, or the end of an employee’s FY21 contract, will reflect the applicable annual salary increase.

Restored Administrative Salary Scale Review and Restructure Initially approved in the FY21 School Board Adopted budget, the Administrative Salary Scale Review and Restructure was removed during reconciliation. This was scheduled for a March 2021 implementation, and an allocation from this first reserve release will allow Human Resources and Talent Development to remain on track with their overall scale reviews and cyclical market reviews. Human Resources and Talent Development Applicant Tracking System HRTD strives to bring its ATS into the twenty-first century with its look, feel, and tools. After reviewing five potential solutions to upgrade the ATS from its current solution of iRecruitment, HRMS proposes the purchase of PowerSchool Unified Talent Recruit and Manage bundle. PowerSchool is fully customizable for integration with current LCPS business practices and human resources management system, Oracle, through a two-way feed. Using PowerSchool will provide real-time data analysis capabilities and greater functionality for hiring managers to fill open positions with qualified applicants. PowerSchool will allow applicants to apply from any device and keep track of the process within the program. The Recruiting Team will have the ability to host job fairs within the solution while using its internal communication tools to screen, contact, and schedule interviews with applicants. Sports Officials Costs Typically, sports officials’ costs are paid from spectator gate receipts. Under the current guidance prohibiting spectators at sporting events, no gate receipts will be generated so funds are allocated to pay for the sports officials. Support Services Executive Director Chief of Facilities Recently, the School Board expressed no objection to the request for a new Executive Director Chief of Facilities position in the Support Services Department. Included in that request was the identification of reserve funds to pay for this unbudgeted new position.

SUMMARY

Per School Board Policy and Regulation 6350, Wireless Network Facility Colocation, and through an executed Master License Agreement, Milestone Communications has prepared and proposed the installation of a 140-foot tall telecommunications facility (monopole) at Rock Ridge High School. AT&T will be the first wireless carrier to locate on the proposed monopole and there will be space for additional wireless providers as well as dedicated space for LCPS should the school district determine a use for it.

As outlined in Regulation 6350, this proposal was presented to the community in a public briefing held on November 11, 2020, and live broadcast on Comcast and Verizon Cable networks as well as live streamed from the LCPS website. Questions from the community were submitted, reviewed and answered at the conclusion of the November 11 Milestone Communications presentation. A copy of the November 11 presentation is provided, as well as the questions and answers reviewed at the meeting. This was an Information Item at the November 17, 2020, Finance and Facilities Committee meeting. At the December 8, 2020, meeting, the Finance and Facilities Committee voted to approve and recommend to the Loudoun County School Board to approve the installation of a 140-foot tall telecommunications facility (monopole) at Rock Ridge High School and authorize the Chair of the School Board to sign the final documents upon presentation. The motion was approved 3-0. Unless directed otherwise, this will be brought forward to the School Board as an Action Item on January 26, 2021. The recommendation for action will be:
