Articles of association 1. Name 1.1 The name of this organization is “Pacific Rim Deaf Rugby Union” It is abbreviated as PRDRU. 1.2 The Japanese name for this name is 「環太平洋聴覚障がい者ラグビー連盟」 1.3 Chinese is used in two different ways. 簡体字(simplified) : 环太平洋地区聋人橄榄球协会 繁体字(traditional): 環太平洋地區聾人欖球總會 2. Business 2.1 This organization conducts regular events for “Pacific Rim Deaf Rugby Sevens”. Configuration 3.1 Only one association per country in the Pacific Rim can join Pacific Rim Deaf Rugby Union. 4. Decision and management body 6.1 The Trustees have the right to make decisions. 6.2 The event executive committee has executive rights. 7. Language 7.1 English is the official language. 7.2 Minutes of meeting, newsletter, and all invitations will be issued in English. 7.3 National associations are responsible for translation from English or Host language. 7.4 The official language at the Board of Trustees and meetings will be written in English or Host language or International sign language or Host sign language. Convention Executive Committee 9.1 The event executive committee consists of the association of the host country. 9.2 The event executive committee is responsible for hosting Pacific Rim Deaf Rugby Sevens in their country. 9.2 The Executive Committee Chairperson shall be one who has attended the Board of Councilors from the association of the host country. 10. Chairman 10.1 The chairman is the representative of Pacific Rim Deaf Rugby Union. 10.2 The president shall be elected at the board of trustees. 10.3 The president has the right to vote, casts the deciding vote if the vote result is a tie. 10.4 If the president is unable to perform his duties, the Executive Director shall perform his duties for that position. 11. Secretary General 11.1 The Secretary-General is responsible for the administration, communication, and minutes of the Board of Trustees of Pacific Rim Deaf Rugby Union. 11.2 The Secretary General shall be appointed at the Board of Trustees. 11.3 The Secretary General is responsible for the appointment and duties of Secretariats in his country. 12. Accounting 12.1 Account for the operation of the Pacific Rim Deaf Rugby Sevens tournament and report to the full member countries. 12.2 The event executive committee is responsible for accounting. 12.3 The accounting period is from Pacific Rim Deaf Rugby Sevens tournament preparation to the end of the tournament. 12.4 The remainder of the Pacific Rim Deaf Rugby Sevens competition will be donated to the host country association. Other expenses required for Pacific Rim Deaf Rugby Sevens tournament operation 14. Anti-doping 14.1 For the event, follow the rules of WORLD ANTI-DOPING AGENCY (WADA). 15. Penalties (Suspension / Dismissal, etc.) 15.1 Decide and execute measures at the Board of Trustees. 15.2 Associations that are suspended will not have the right to vote or speak in the Board of Trustees. 16. Withdrawal 16.1. Associations wishing to withdraw must report to the Board of Trustees by email. 16.2. Associations withdrawn from membership lose all qualifications and benefits given by Pacific Rim Deaf Rugby Union. 17. Supplementary provisions 17.1 Athletes participating in the Pacific Rim Deaf Rugby Sevens tournament must be at least 18 years old. 17.2 Pacific Rim Deaf Rugby Sevens tournament uses a point system based on hearing impairment levels. 17.3 The hearing level of players participating in Pacific Rim Deaf Rugby Sevens each ear must be at least 25dB. 17.4 Divide into the following points according to the level of hearing impairment. ※After combining the dB values of both ears, use the average value. ~25dB Less than: Can’t participate 25dB~40dB: 5point 41dB~55dB: 3point 56dB~: 1point 17.5 The team must not exceed the total points determined.
