Three Steps to School Choice

1. EXPLORE Attend RSCO School Choice events and open houses, or visit the RSCO Parent Information Center or a satellite site to receive application assistance. Find all the information online at ChoiceEducation.org.

2. APPLY Start an application online at ChoiceEducation.org beginning November 1, 2019, select your school choices, and complete the application by the January 31, 2020 deadline.

3. RESPOND Respond to RSCO placement offers or waitlist notifications by going to ChoiceEducation.org. Explore the Hartford Region Open Choice Program

The term “school choice” means families have an additional opportunity to choose the schools their child will attend as an alternative to a neighborhood school in their home district. The Regional School Choice Office provides families with the option to submit an application for the Greater Hartford Region Open Choice Program for children in grades PreK-3 to grade 12.

The Hartford Region Open Choice Program The Hartford Region Open Choice Program provides opportunities for academic achievement with a diverse educational setting. Hartford residents may apply to attend a public school in a located outside of Hartford. Suburban residents may apply to attend a public school located in Hartford. Seats are available for Pre-K age 4 through grade 12. The following pages provide a brief snapshot of each participating school district. The Regional School Choice Office provides families with the option to submit an application to magnet schools in the Greater Hartford Region for children in grades PreK-3 to grade 12.

Interdistrict Magnet Schools Interdistrict magnet schools are located in Hartford and surrounding towns including Avon, Bloomfield, East Hartford, Glastonbury, Hartford, Rocky Hill, South Windsor, West Hartford, and Wethersfield. These schools are managed and operated by Bloomfield Public Schools, Capitol Region Education Council (CREC), East Hartford Public Schools, Goodwin College, and Hartford Public Schools.

Begin a RSCO school choice application by visiting ChoiceEducation.org and selecting “Apply Now.”

On-Time Application

The On-Time Application begins November 1, 2019 and ends January 31, 2020. A separate online application must be completed and submitted for each child.

Late Application

The Late Application begins on February 18, 2020 and ends on July 31, 2020. Not all schools and programs are available during the Late Application period. Late Applications are considered in the order in which they are received. Late applicants may be placed in available seats only after all on-time applicants have been offered a placement. Late applicants are placed at the bottom of a waitlist. Placement priorities and pathways do not apply to Late Applications.

Important notes:

• Submitting a RSCO School Choice Application does not guarantee every child will receive a placement offer. • Only one (1) RSCO School Choice Application will be accepted per child per School Choice season. • Families cannot submit an on-time application and a late application for the same child per School Choice season. All duplicate applications will be deleted and only the first application submitted for each child will be considered. • Misrepresenting application information or altering registration documents will result in the deletion of the application and/or placement offer. How to Apply

To begin an application, select “New Application” or “Reapply”* and complete or review the sections listed below.

Parent/Guardian: Provide or update primary telephone or cellphone number, Connecticut resident address, and additional parents/guardians. The valid email address used to create the application will automatically appear in this section.

Child/Student: Provide the child’s full name, date of birth, gender, Connecticut resident address, race/ ethnicity, current Connecticut school, current grade, and grade applying to in the fall of 2020. For reapplying applicants, update child information or add a new child.

School Choice Options: Select up to five (5) Hartford Region Open Choice School Districts and/or five (5) Magnet Schools. Responding to a RSCO Placement Offer or Receiving a Waitlist Notification The Regional School Choice Placement Process will be conducted in the spring of 2020. RSCO will send a notification to the primary email address and telephone number listed on your child’s RSCO application. Parents/guardians will be notified of either a Placement Offer or a Waitlist. The RSCO Placement Process ends on September 30, 2020.

1. Parents/guardians must respond to either a placement offer or a waitlist by the deadline listed in the RSCO email notification. Respond by selecting the link embedded in the email notification, or by visiting ChoiceEducation.org and selecting ”Respond to a RSCO Placement or Waitlist.” 2. Parents/guardians must log in to their RSCO account with the email and password used to create the application. 3. View placements and accept or decline by the deadline provided in your RSCO notification. Important notes: • Failure to accept or decline a placement offer by the deadline provided will result in the placement offer being removed. • Your child will only receive one placement offer. Therefore, accepting a placement offer, declining a placement offer, or failing to respond to a placement offer by the deadline removes your child’s application from all waitlists of schools listed on your application. 4. Transportation Options for In-Zone Families Transportation is provided to students in grades K–12 within the RSCO Transportation Zone. Once a student is registered in a RSCO school or program, and if they are eligible, they will be notified by the RSCO Transportation Office before the start of the school year of their transportation pick-up and drop- off times and locations. Families living within the RSCO Transportation Zone are not eligible to receive a stipend if they opt out of the RSCO Transportation service and elect to transport their child themselves.

Transportation Options for Out-of-Zone Families Parents/guardians who do not live in a RSCO transportation zone town (see map on page 3) have two options:

Option 1: Transport the student themselves to and from school, and then request a stipend that will be paid over the summer based on the student’s attendance.
