A majority of Iowans oppose a new law allowing groups to form charter schools without approval from the local school board, a new Des Moines Regis- ter/Mediacom Iowa Poll finds. In her Condition of the State address in January, Gov. Kim Reynolds called for the Legislature to ex- pand options for parents by making open enrollment available for every district and by giving communi- ties more flexibility to create public charter schools. Charter schools are publicly funded institutions that can follow separate curriculum or structure from tra- ditional schools. Reynolds signed the bill into law in May. It allows groups to apply directly to the Iowa Department of Education for permission to form a charter school. Previously, charter schools could form only with the approval of the local school board.
