    ADDRESS BY THE HONORABLE EDWARD H. LEVI ATTORNEY GENERAL OF THE UNITED STATES AT THE DEDICATION CEREMONIES OF THE JOHN EDGAR HOOVER BUILDING 11:00 A.M. TUESDAY, SEPTEMBER 30, 1975 J. EDGAR HOOVER BUILDING WASHINGTON, D. C. We have come together to dedicate this new building as the headquarters of the Federal Bureau of Investigation. It is a proper moment to look back to the tradition of this law enforcement organization as well as to look forward to t.he future it will meet in this new place. It was under Theodore Roosevelt that the predecessor of the FBI was founded. There was resistance to its creation. For varied reasons -- noble and base -- some feared the idea of a federal' criminal investigative agency within the Justice Department. But through'the persistence of Attorney General Charles Joseph Bonaparte the organization was formed. The resistance did not crumble when Bonaparte's idea was accompli-shed. There were bad years to follow for the Bureau. It did not escape the tarnish of the Teapot Dome era. The Justice Department and the Bureau were criticized for failing to attack official corruption with sufficient vigor. From this period the' Bureau emerged with a new beginning under the man to whose memory this new building is dedicated. John Edgar Hoover was 29 years old when Attorney General Harlan Fiske Stone appointed him acting director of the Bureau in May of 1924. Hoover's reputation of scrupulous honesty had been commended to Stone. Such a man was needed. Hoover set about reforming the Bureau to meet the demanding requirements of a more complicated era.

    J OHN F . A NDREWS OBE JOHN F. ANDREWS is an editor, educator, and cultural leader with wide experience as a writer, lecturer, consultant, and event producer. From 1974 to 1984 he enjoyed a decade as Director of Academic Programs at the FOLGER SHAKESPEARE LIBRARY. In that capacity he redesigned and augmented the scope and appeal of SHAKESPEARE QUARTERLY, supervised the Library’s book-publishing operation, and orchestrated a period of dynamic growth in the FOLGER INSTITUTE, a center for advanced studies in the Renaissance whose outreach he extended and whose consortium grew under his guidance from five co-sponsoring universities to twenty-two, with Duke, Georgetown, Johns Hopkins, North Carolina, North Carolina State, Penn, Penn State, Princeton, Rutgers, Virginia, and Yale among the additions. During his time at the Folger, Mr. Andrews also raised more than four million dollars in grant funds and helped organize and promote the library’s multifaceted eight- city touring exhibition, SHAKESPEARE: THE GLOBE AND THE WORLD, which opened in San Francisco in October 1979 and proceeded to popular engagements in Kansas City, Pittsburgh, Dallas, Atlanta, New York, Los Angeles, and Washington. Between 1979 and 1985 Mr. Andrews chaired America’s National Advisory Panel for THE SHAKESPEARE PLAYS, the BBC/TIME-LIFE TELEVISION canon.     CARDINAL CAJETAN RENAISSANCE MAN William Seaver, O.P. {)T WAS A PORTENT of things to come that St. Thomas J Aquinas' principal achievement-a brilliant synthesis of faith and reason-aroused feelings of irritation and confusion in most of his contemporaries. But whatever their personal sentiments, it was altogether too imposing, too massive, to be ignored. Those committed to established ways of thought were startled by the revolutionary character of his theological entente. William of la Mare, a representa­ tive of the Augustinian tradition, is typical of those who instinctively attacked St. Thomas because of the novel sound of his ideas without taking time out to understand him. Inevitably, it has taken many centuries and many great minds to measure off the height and depth of his theological and philosophical productions-but men were ill-disposed to wait. Older loyalities, even in Thomas' own Order, yielded but slowly, if at all, and in the midst of the confusion and hesitation new minds were fashioning the via moderna. Tempier and Kilwardby's official condemnation in 1277 of philosophy's real or supposed efforts to usurp theology's function made men diffident of proving too much by sheer reason. Scotism now tended to replace demonstrative proofs with dialectical ones, and with Ockham logic and a spirit of analysis de­ cisively supplant metaphysics and all attempts at an organic fusion between the two disciplines.

All the moral principles that govern the just operation of any economic endeavor apply to the Church and its agencies and institutions; indeed the Church should be exemplary. US Catholic Bishops, Economic Justice For All: Pastoral Letter on Catholic Social Teaching and the U.S. Economy (1986) Catholic social teaching endorses the right of workers to form labor unions and calls upon labor and management to establish cooperative relationships to advance their craft and the common good. When Catholic institutions and trade unions establish mutually rewarding partnerships, they teach in deed as well as in word. The Catholic Employer Project tracks labor relations at Catholic institutions across the United States. The CLN is pleased to report that we have identified approximately 500 Catholic institutions in the United States modeling Catholic social teaching through collaborative, mutually rewarding relations of collective bargaining with their direct and indirect (contract) employees.
