INTRODUCTION

FACTS AND FIGURES OF QUEZON PROVINCE

BRIEF HISTORY

The Province formerly known as Tayabas, was explored by the Spaniards in 1571 led by Juan de Salcedo. During their exploration they passed through the central portion of Tayabas in his march across Laguna Province to Paracale. The following years, Salcedo led his famous expeditions around the northern coast of and has visited the towns of Casiguran, Baler and Infanta.

In 1574, Father Diego de Oropesa who found a group of natives with their own culture and government, founded the municipality of Gumaca, then called Bumaka.

The territory which now constitutes the province of Tayabas was at one time under the jurisdiction of various provinces. In 1585 the southern and central portions, were under the jurisdiction of the province of Bonbon, sometimes called Balayan (now Batangas). The northern portion on the other hand was divided between Laguna and Nueva Ecija, while the other portion was divided into the provinces of Mindoro, Marinduque and Camarines. 3

In 1591, Tayabas was created into a province under the name of Kalilayan. Its capital was the ancient town of Tayabas, now a barrio in the town of Unisan where ancient tombs and artifacts can be found. However, by the middle of the ancient century the provincial capital was moved to what is now the municipality of Tayabas.

The year 1595 marked the spiritual birth of Quezon Province with its incorporation into the Diocese of Nueva Caceres. The first Catholic Bishop of the Province was Fray Francisco Ortega, an Augustinian Friar, while its Alcalde Mayor was Don Semion Alvarez, who served from 1625 to 1655.

In September 7, 1946, President Manuel A. Roxas, by virtue of Republic Act Number 14, renamed the province to Quezon in honor of the late President Manuel A Quezon, the most illustrious son of Baler, formerly part of Quezon.

A. LOCATION/ LAND AREA

Quezon Province is the largest in size in Southern Tagalog and sixth largest province in the Philippines. It has boundaries extending as far as the province of Aurora in the North and Camarines Sur in the South.

It is bounded on the north by the province of Aurora, on the west by the province of Laguna and Rizal, on the south- west by the province of Batangas and on the south-east by the province of Camarines Norte and Camarines Sur. Tiaong is the first town via the Manila South Road about 89 kilometers from Metro Manila, while Lucena City the province’s capital is about 137 kilometers by road and 183 kilometers by railroad.

The land area of Quezon province is about 870,660 hectares.

B. POLITICAL SUBDIVISION

The province has 40 municipalities which are divided into four (4) 4 political districts and one (1) urbanized city, the City of Lucena. It has 1,233 barangays with Lopez having the most number of barangays with ninety-five (95) while Jomalig has only five (5) and Patnanungan with only six (6) barangays.

C. TOPOGRAPHY

The Sierra Madre runs along the entire length of the province with Mount Banahaw, an active volcano, towering about 7,382 feet above sea level as the most prominent peak of the range. Other mountain peaks within the range from 1,500 to 6,000 feet above sea level can be found in the Bondoc Peninsula with Polilio Island, Jomalig and Alabat Island with an altitude of about 1,000 feet.

E. CLIMATE

The Climate of Quezon is classified as second, third and fourth type.

The second type of climate which is characterized by no dry season with very pronounced rain period is from November to January.

The third type of season is not very pronounced, relatively dry from November to April and wet during the rest of the year. The maximum rain period are not very pronounced with very short dry season lasting only from one (1) to three (3) months. Southern Quezon belongs to this type of climate.

The fourth type is characterized by a more or less even distribution of rain fall throughout the year. Regions of the northern and southern portion of the province fall in this type.

F. COASTAL AND MARINE ENVIRONMENT

There are five (5) important coastal and marine resources in the province, which are classified according to their economic uses: mangroves, sea grasses, coral reefs, municipal fisheries and commercial fisheries

G. INDUSTRY

The industry sector is composed of mining and quarrying, manufacturing, construction and electricity, gas and water. Except for manufacturing, all this sub-sectors are evidently growing in magnitude but 5 reliable information on their actual distribution, type, value added and volume of employment generated to date are not available.

Sand and gravel are mined in small scales in various places with a large concentration in the municipalities of Sariaya, Tiaong, Dolores and Candelaria in District II; Sampaloc, Mauban, Pagbilao, and Gen Nakar in District I; and Plaridel and Tagkawayan in District IV. In the period 1993 to 1997, 465 quarry and mining permits were issued with allowable harvesting volume ranging from 1,000 cubic meters to 120,000 cubic meters.

H. POPULATION

The present population of Quezon Province is estimated at 2,102,456 for CY 2013, majority of whom are native Tagalogs.

STAKEHOLDER’S SUPPORT

A. SUSTAIN PUBLIC INFORMATION AND DIALOGUE

1. Public Information and Advocacy on ITP

During the period, to strengthen police community relation among the populace, this office participated/conducted in many endeavors 6 especially in the implementation of different activities initiated by the local government and the community.

During the period, this Office conducted Two Thousand and Sixteen (2,016) Public Information and Lecture/Dialogue which were attended by PNP personnel of stations. The PNP Integrated Transformation Program is being imparted so that public could be guided in what the PNP has done inculcating PNP’s good image.

2. Citizen Empowerment

It has always been a thought that crime is everybody’s business and it is therefore imperative to empower them.

On January 10, 2012 at around 6:30 in the evening one (1) Ricardo San Juan Robrigado was arrested by PNP members of Plaridel MPS led by PO3 Henry M Mago through the help of BPATs member of Brgy. Concepcion Plaridel, Quezon. Said person have a warrant of arrest issued at RTC Br 61-Gumaca, Quezon signed by Hon. Judge Maria Chona E. Pulgar dated November 24, 2011 revocation of Probation under Criminal Case Number 4246-G Violation of Sec. 8 Art. 2 of RA 6425.

On January 29, 2012 at about 4:30 o’clock in the afternoon, PSINSP ROMUEL GARCIA SALVADOR, COP UNISAN MPS, together with PO1 Mary Ann L. Calubayan, PCR PNCO and Rodelio Abillada- BPAT’s from Brgy. Ibabang Kalilayan Unisan during the apprehension of Joselito Ner Y Delos Reyes for the campaign of Manhunt Bravo who is involved in a Case of Illegal Possession of Hand Grenade in the area of this municipality and Convicted in Absentia (Jump Bail). Rodelio Abillada (BPATs) serve as the asset which provide the needed information by this station for the apprehension of the said wanted person. 7

On March 17, 2012 at about 1:00 pm team led by SPO1 Javier de Rama arrested one (1) Ernesto Jimenes y Ballasca, of legal age, farmer, elementary level and resident of Brgy Ilaya, Plaridel, Quezon at same place by virtue of warrant of arrest (WOA) issued by Hon. Aurora Maqueda-Roman dated June 12, 2008 for the crime of Rape docketed under Criminal Case Number 9866-G without bail recommended. Said suspect is Rank 1 Most Wanted Person Municipal-wide of Plaridel, Quezon. The arrest was made based on the information given by members of BPATS and BINs that the subject was seen roaming around in the place where he was arrested.

On April 6, 2012, one Lorena Eranista Aquino was apprehended for violation of Republic Act 9165 (Illegal possession of dangerous drugs) through the help and participation of Mr. Anacleto Saquito, BPAT member from Brgy Angeles Zone 2, Tayabas City.

One (1) ANGELO QUERUBIN y MANALO, 39 years old, married,fisherman and resident of Brgy. Ibabang Tayuman, San Francisco, Quezon OOA 8:00 AM of April 3, 2012 above stated accused was arrested by elements of this MPS led by PO2 Efren B Lunar, Asst. Subpoena/Warrant PNCO and PO1 Lilybeth Nalogoc Aban, 8

PCR PNCO and BPAT’s members of Brgy. Poblacion San Francisco,Quezon, under the direct supervision of PSINSP RAUL DE PASION ABENILLA, Chief of Police of this MPS. Arrest was made by virtue of Warrant of Arrest issued by Hon Aurora V. Maqueda Roman, Executive Judge and Presiding Judge of Branch – 61 Gumaca, Quezon for the offense of FRUSTRATED MURDER docketed under CC Nr. 9271-G dated April 2007. The apprehension of the said wanted person was successfully accomplished thru the help of two of our BPAT’s members of this Municipality.

On August 16, 2012 at about 12:45 in the afternoon joint elements of Plaridel MPS led by PO3 Henry M Mago, 4th Platoon QPPSC, Atimonan MPS and Brgy. Ilaya Plariel, Quezon BPATs member Henry Novallasca. Arrested one (1) Joel Claridad, 36 years old,elementary graduate, married, farmer and a resident of brgy. Matan-Ag Atimonan, Quezon by virtue of warrant of arrest for violation of sec 4 of RA 8048 dated March 4, 2011 docketed under criminal case Nr MCTC-11-6554 (P) issued by Hon. Judge Arnel B Caparros presiding judge of MCTC Atimonan- Plaridel.

5. Anti-Corruption initiative (PNP Citizen’s Charter)

With the PNP Citizen’s Charter, the public is now assured of more courteous, efficient and prompt frontline services 24/7. In support to this act, the PNP has adopted of various modifications and revisited its frontline services for the convenience of the transacting public which is strictly adhered by this office.

RESOURCE MANAGEMENT

A. ATTAIN FINANCIAL AND LOGISTICAL ADEQUACY CONSISTENT WITH THE LAW

1. Management of Donations from LGUs and Other Agencies

The Support of the Local Government Units (LGU) of Gas, Oil and Lubricants (GOL) to the PNP of QPPO which were distributed to their respective MPS from January to November 2012 were as follows; Thirteen Thousand Three Hundred Forty Seven and Eleven Centavos (13,347.11) Liters of XCS and Seventheen Thousand Five Hundred Thirty Six and Sixty Seven Centavos (17,536.67) liters of Diesel.

LGU SUPPORT:

In compliance to C, PNP guidelines on LGU Support to Police Units from January to December 2011, Quezon PPO recorded a total Cash Equivalent of One Million Five Hundred Forty Two Thousands One Hundred Twenty Eight and Eight Centavos (1,542,128.08) as Support from the different Local Government Units (LGUs) and Non- Government Organizations (NGOs) in terms of GOL consumption.

B. OPTIMIZE UTILIZATION OF FINANCIAL AND LOGISTICAL RESOURCES TO SUPPORT ADMINISTRATIVE, OPERATIONAL AND OTHER PRIORITY PROGRAMS OF THE PNP

1. Financial Management Program

For the period covered, this office processed the following Disbursement Vouchers for individual claims of some personnel of Quezon PPO:

As of this date, all of the abovementioned Disbursement Vouchers were already forwarded to PRO . Mostly are funded and subsequently released to individual claimants.

This office issued Fifty One (51) Certificates of Last Payment and Seventy (73) Non-Money Accountability clearances to some QPPO personnel who applied for retirement, leave of absence, and transfer of assignment, dismissed and deceased personnel.

Likewise, all the requirements needed by Higher Office regarding all Reports of Changes for Adjustment of Long Pay, Salary and Allowances and adjustment of withholding tax in CFC for personnel promoted to the next higher rank were processed and subsequently submitted by this office.

MOOE for the period covered from January 01 to December 31, 2012 amounting to SIX HUNDRED EIGHTY THOUSAND FIVE HUNDRED SIXTY FIVE AND SIXTY CENTAVOS (Php 680,565.63) were received by this office and disbursed in the QPPO.

Hazardous Pay for 1st to 4th Qtr CY 2012 in the amount of FIVE MILLION THREE HUNDRED NINETY FOUR THOUSAND SIX HUNDRED PESOS (Php 5,394,600.00) ONLY were received by this office and properly distributed to lower units and disbursed in the QPPO.

Aside from One Hundred Thirty Eight (138) members of Quezon PPO who received their CFC regularly, there are One hundred Forty Four (144) PNP pensioners, Fifty Three (53) INP pensioners, and Thirty (30) Salary Assignment received their checks from this office. 16

On the part of education, training and benefits oriented activity, this office is conducting conference/seminar every month regarding financial related matters and directives issued by higher office.

2. Logistical Management Program

A. ON FIREPOWER:

Quezon Police Provincial Office has a total of One Thousand and Seven Hundred Sixty Seven (1,767) Organic and LGU donated/loaned firearms serviceable standard firearms being utilized by One Thousand Four Hundred seventy Five (1,475) personnel. Of these total firearms, One Thousand Fifty Two (1,052) are Short Firearms with Seventy One Percent (71%) filled-up to personnel while Seven Hundred Fifteen (715) are Long Firearms with Forty Eight Percent (48%) filled-up to personnel.

B. MOBILITY:

Quezon PPO, for the period, has One Hundred Forty Five (145) Vehicles. Of these vehicles; Ninety-six (96) are Organic Vehicles, Sixteen (16) are donated by LGUs and Thirty Three Vehicles (33) are loaned by LGUs. This PPO has also three (3) Watercrafts, Two (2) organic motorized bancas which were issued to Pagbilao MPS and Mauban MPS and one (1) inflatable Rubber Boat with complete accessories was placed on standby at Quezon PPO and ready for any eventualities especially during calamities.

The increase in serviceability was brought through the issuance from RHQ/LSS Camp Crame, by LGUs and repair undertaken by the COPs that made Quezon PPO a Hundred Percent (100%) filled-up in mobility. 18

Under directives from higher office, this Office implements a policy of transparency in procuring supplies, equipments and services used by the command through the conduct of public bidding, publishing of reports and other measures to ensure “checks and balances” on the expenditures of PNP resources and also during the disposal of equipments declared as BER (beyond economical repair). 21

2. Financial and Logistical Review and Evaluation Program

Comprehensive program to assess and analyze financial and logistical procedures of this Office is currently being implemented to ensure a clear and efficient utilization of all PNP resources. Careful deliberation is conducted before any transactions and moreover cash outflow/inflow is closely monitored to ensure accuracy and transparency.

Under instruction from this Office, all Chiefs of Police in this province are instructed to widely disseminate the PNP Recruitment Program and assist the most qualified and deserving applicants in their respective city/municipality. This office, screened and endorsed one hundred twenty seven (127) PNP applicants to the Regional Office for further processing this year. More or less

All qualified PNP personnel of this Office are enjoined to enter the lateral entry program of the PNP. Appropriate assistance and orientation was also conducted amongst PNP personnel regarding updates on the new requirements and documents needed to be submitted to the Regional Office for further processing.

Similarly, all Chiefs of Police in this province are instructed to widely disseminate the PNP Recruitment Program and assist the most qualified and deserving applicants in their respective city/municipality for those civilians who want to avail the PNP-PCO Lateral Entry Program. SCHOLARSHIP GRANTS PROGRAM

The Philippine National Police, like any other service agencies of the government, recognizes the need of education for its employees in order for them to satisfy the Civil Service requirements relative to tenure, promotion, salary standardization, retirement etc. With these requirements, Philippine National Police and National Police Commission in cooperation with various Educational Institutions introduced the PNP Distance Equivalency and Accreditation Program (Bachelor’s Degree in Police Work).

MORAL RECOVERY PROGRAM

This office is religiously conducting monthly “Moral Recovery Program” (MRP) and Values Formation Seminar down to lower units/stations every monday. For the period covered, one hundred nine (109) PCOs, one thousand four hundred forty nine (1,449) PNCOs, thirty three (33) CIV/NUP with a total of one thousand five hundred ninety one (1,591) participants have successfully completed said program.

COMMUNICATION DEVELOPMENT (SPEAKERS BUREAU)

Quezon Police Provincial Office Speakers Bureau is composed of one hundred nine (109) PCOs, nine hundred fifty four (954) PNCOs and three hundred forty nine (,349) CIVs/preachers of PNP-CHS, values Formation Foundation International, Inc, (VFFI), Movement for Righteous Leadership (MRL) and Values Formation Council (VFC), Camp Crame, Quezon City. A total of three thousand five hundred forty one (3,541) as participants of said activity

GENDER AWARENESS SEMINAR

This office is religiously conducting Gender Awareness Seminar Quarterly. For the period, thirteen (13) PCOs Policewomen, two hundred thirty (230) PNCOs Policewomen, thirty three (33) NUP with a total of two hundred seventy six (276) participants have successfully completed said seminar.

PHYSICAL FITNESS AND SPORTS DEV’T PROGRAM 26

In line with the PNP policy on Physical Fitness and Sports Development Program and the national policy of “SPORTS FOR ALL”, this Office is regularly conducting various sports activities/physical conditioning to maintain the physical stamina and fitness of personnel. Based on the rationale – “A Sound Body and a Sound Mind,” the “PNP Fitness Run and organized athletic activities such as: body stretching and “TAEBO” are being conducted regularly every Tuesdays and Thursdays attended by all uniformed and non-uniformed personnel from the Provincial Office down to QPPSC/Police Stations of Quezon PPO.

As part of the program, this office conducted Physical Fitness Test (PFT) for 2nd Semester CY 2012 conducted on November 7-9, 2012 and 1st Semester CY 2012 on April 18-20, 2012 held SOLCOM Covered Court and parade ground at Camp Guillermo Nakar, Lucena. The PFT was also vigorously participated in by all uniformed PNP personnel and other National Support Units.

SPORTS COMPETITION COMPONENTS

This Office successfully conducted 1st PD’s Cup Sanctioned match on September 14-15, 2012 held at Ouans Worth Farm, Kanlurang Mayao, Lucena City participated by PNP Shooters and Civilian shooters with a total of two hundred thirty four (234) participants . 27

C. UPHOLD AND PROMOTE THE PRINCIPLES OF MERITOCRACY AND PNP CORE VALUES

1. Promotion System (2nd Level)

The promotion system is closely implemented by this Office in order to encourage career growth and motivation of PNP personnel. All PNP personnel are oriented and updated on the requirements for their regular promotion while deserving PNP personnel are recommended for meritorious promotion. For the period covered, there are Two Hundred Twenty Five (225) from the rank of PO1 to PSUPT were promoted for CY 2011 Regular Promotion Phase 1 and Three Hundred Forty One (341) were endorsed for CY 2012 Regular Promotion Phase I and II.

2. Internal Reforms

This provincial police office has adopted the PNP Citizen’s Charter (A Compendium of Service Standards of PNP Frontline Services). This charter derived its guidelines under the RA 9485 which was enacted to improve efficiency in the delivery of government services to the public by reducing bureaucratic red tape, preventing graft and corruption thus assuring the public of more courteous, efficient and prompt frontline services willing to be of service 24/7.

3. Living the PNP Core Values

In order to indoctrinate and inculcate to all personnel the PNP core values, this Office regularly conducts seminar, orientation, PI & E and forums to discuss among PNP personnel the importance of such values in improving services to the community and gaining public trust.

All PNP personnel are reminded to always be courteous and maintain a professional conduct not only during PCR activities but also during the conduct of checkpoints, patrols and other police activities wherein they closely interact with the general public.

D. INSTITUTIONALIZE ADEQUATE PACKAGE OF BENEFITS AND REMUNERATION 29

1. Information and Communications Technology

Communications equipment has been one of the vital elements in effective law enforcement. Quezon PPO was able to maintain the serviceability of its communications equipment to improve its communication capabilities, initiatives of the different police station received some support from their respective LGUs. However, QPPSC and other police stations are using cell phone and Smart Link Satellite Phones.

For the period, QPPO has a total of One Hundred Thirty Six (136) Communication Equipments. One Hundred Twenty Seven (127) are Serviceable and Nine (9) are unserviceable0. Of these total commo equipment, Fifty Four (54) are Organic and Donated while Eighty Two (82) are loaned from LGUs, with breakdown as follows;

Information Technology (IT):

Information Technology (IT) constitutes an essential role in enhancing efficiency in police operations, promoting police community relations and information dissemination particularly in the advent of websites and the influx of audience it reaches is a very effective tool to get in touch with the populace. Thus, this office 30 has been maintaining a website specifically designed to assist the PNP in its campaign in promoting its image. Further, to cope up with the advancement of the social networking sites, QPPO has launched “Quezon PPO OPLAN Checkmate” on Facebook, which aims to aid the public with information, developments and accomplishments on OPLAN Checkmate”.

This office also maintains a WIFI connection capable of providing internet connection within the whole building of the PPO in adherence to the rapidly changing technology.

2. Strengthen Organizational Development

1. Morale and Welfare Program

In order to boost the confidence of PNP personnel and encourage them to increase work output, the incentives and benefits were provided by the organization for their welfare. The finance branch of this Office disburses checks, allowances and assists all active and retired PNP personnel and their families to facilitate the processing of their claims. This Office also provides additional medical, burial and other forms of financial assistance to PNP personnel who need financial help to foster camaraderie and brotherhood especially in times of need.

2. Personnel Enhancement Program

In addition to material support, continuous education is being provided by this Office to develop PNP personnel in various aspects and enable them to perform their duties and improve self confidence. Moral recovery seminars are regularly held to develop their spirituality and improve their life skills. Various topics such as healthy living and diet, current technologies, financial management and career planning are 31 also discussed during PI and E to provide personnel with new information and broaden their knowledge.

4. Reward and Punishment System

Appropriate awards and commendations are given to deserving PNP personnel who have made notable accomplishments in the performance of duty. However, except during arrest of wanted persons with rewards for their capture, no monetary remuneration is provided to deserving personnel due to the absence of a specific fund for the said purpose.

As a punishment against erring PNP personnel, administrative/criminal cases were filed by this office.

5. Mentoring Leadership

Quezon PPO and its field units continuously conduct activities that will foster mentoring of field commanders, particularly newly commissioned officers who have less experience, in order to develop their skills and knowledge in handling their command.

QPPO Command and Staff regularly conduct open forums and maintain an open channel of communication to encourage a continuous and clear discussion between mentors and new PCOs. 32

PROCESS EXCELLENCE

A. IMPROVE COMMUNITY SAFETY AWARENESS THROUGH COMMUNITY- ORIENTED AND HUMAN RIGHTS-BASED POLICING SYSTEM

1. Model Police Station

The Model Police Station is Lucban MPS with painted three (3) storey building, wide and well lighted perimeter fence around the building, jail facilities, computer sets, internet connection and Skype. With regards to the capabilities, Lucban MPS has two (2) vehicles.

2. Human Rights Advocacy Program

As a key component to the PNP Transformation Program, this Office regularly conducts seminars, programs, training and moral recovery activities to raise core values and enlighten PNP personnel on the importance of adhering to the principles of respect to human life and liberty. Close coordination with LGUs, religious groups, concerned NGOs and different sectors of society to ensure the effectiveness of these activities.

3. Multi-Sectoral Cooperation on Human Rights 33

Force multipliers such as barangay tanods, security guards and various organizations are being utilized by our field units/stations to tap their resources and manpower during police operations. In order to create a concerted effort to protect human rights, seminars and lectures are regularly conducted to inform and increase the awareness of force multipliers.

B. IMPROVE CRIME PREVENTION AND CONTROL

1. Intelligence

For the period covered, a total of seventy (70) Regional, Provincial & Municipal Level Most Wanted Persons were arrested. While in ISO, there are eight (8) incidents of encounter with the members of DTs which led in the arrest of thirty one (31) identified members of Dissident Terrorist (DTs).

GOVERNMENT INITIATED ENCOUNTER and RECOVERED FIREARMS/ SUBVERSIVE DOCUMENTS

On February 22, 2012 at around 12:15 pm., one (1) Squad of Phil Army led by Cpl Clarito encountered more or less ten (10) CTs belonging to merged AMLAY 1 and ALSON ILAO at GC 208376 at the vicinity of Brgy Canda Ilaya, Lopez, Quezon. Firefight lasted for about five (5) minutes after which the enemy withdrew towards mountainous direction at said place. During the conduct of hot pursuit operation conducted by joint elements of Intel operatives (composed of 21 MICO and 85th IB PA) at around 4:00 pm., same date, resulted in the apprehension of three (3) CTs namely: Alvin Almonte Torero @ EUGENE, 31 years old, resident of Sitio Pantay, Brgy Bocboc; Joel Gopet Almares @ Jr., 27 years old, resident of San Miguel Dao, both of Lopez, Quezon, and Dennis Capio @ Johny, 30 years old, and resident of Brgy San Vicente Kanluran, Catanauan, Quezon, all members of SPN AMLAY 1, GU SQ-BP CN: TROPICANA, STRPC. Confiscated from their possession are the following: Two (2) M16 rifle with SN 130934, defaced; One (1) M14 rifle with SN 1305236; Three (3) bandoleers; Seven (7) short magazine and two (2) long magazine for M16 with 180 rounds 5.56 mm cartridge, five (5) magazine for M14 with 90 rounds 7.62mm cartridge; and Two (2) back packs containing Anti-Pers Improvised explosive device and personal belongings. The arrested subject persons voluntarily signified their intention to avail the Social Integration Program of the government. Subject personalities are tem porarily under the custody of 85th IB, 2nd ID PA located at Brgy Villa Principe, Gumaca, Quezon including the recovered FAs. 34

On March 9, 2012 at around 12:57 am., elements of 74TH IB (Charlie Coy) under CPT RONEL AGREGADO while conducting peace and order security operation at So Sablayan, Brgy Pansoy, San Andres, Quezon encountered undetermined number of DTs/NPA. Firefight lasted for more or less three (3) minutes, afterwhich the enemy withdrew heading toward mountainous area at said place. No reported casualty on both side.

On March 22, 2012 at around 6:30 pm., elements of 74th IB (Charlie Coy) under CPT SACOSO while conducting peace and order security operation at Sitio Tagbakin, Brgy Pansoy, San Adres, Quezon when fired upon by more or less ten (10) suspected DTs/NPA belonging to KSPN Berto. Government forces retaliated and firefight lasted for more or less five (5) minutes, afterwhich the enemy scampered to different direction. As a result, three (3) suspected DTs/NPA surrendered to the government forces and recovered from their possession were two (2) Cal. 45, one (1) 9mm, one (1) inverter 1000w, 5m wire, one (1) 12 volt battery and one (1) bolt 8w. Surrendered DTs are now under the custody of 74 th IB for further investigation and interrogation.

At about 12:50 pm of April 29, 2012, PFC Carlito Soner informed Lopez MPS that encounter transpired at Sitio Demalasan, Brgy Sta Catalina, Lopez, Quezon. Upon received of said report elements of Lopez MPS led by SPO1 Edgar Dimaala all under the direct supervision of PSUPT SERGIO GUMBA VIVAR JR, COP, left station and arrived at the crime scene at around 3:00 pm of April 29, 2012 and returned station at around 6:10 pm of same date. investigation conducted by Lopez MPS disclosed that at about 7:50 am of April 29, 2012, one (1) squad of Bravo COY 85th IB, PA led by 2Lt Ray June Blancada, augmented by one (1) team of 46th CAA COY 59 IBA, PA base at Brgy San Andres, Lopez, Quezon composed of eight (8) CAA led by Sgt Jerry lanilla, PA, while conducting combat operation encounter more or less ten (10) fully armed CNN’s at Sitio Delamasan, Brgy Sta Catalina, Lopez, Quezon a far flung barangay near Buenavista, Quezon, at the house owned by certain Cezar Agrao. Firefight lasted for almost thirty (30) minutes resulting to the killing of two (2) amazons, one identified as Ka Sol/Banaag and one (1) unidentified both member of ALSON ILAW GROUP operating in the area of Buenavista, Lopez and Guinayangan. Recovered from the enemy are the following: one (1) M16 elisco serial number RP124225, one (1) baby armalite rifle elisco serial number RP188591, one backpack containing two (2) 35

EID’S, and subversive documents all under the custody of Philippine Army. Cadavers were brought at St Peter Chapel, Brgy Bebito, Lopez, Quezon for autopsy to be conducted by Dr Jose Mercado Jr, Municipal Health Officer.

On April 19, 2012 at around 8:30 p.m., 2nd LT FREDERICK OJUNA DE LA TORRE, 85th IB, PA received a text message that armed men were seen at the house of couple Celebrado and Zenaida Apelacion at Zone 7, Brgy Peñafrancia, Lopez, Quezon. On April 20, 2012 at about 12:30 pm team led by 2nd LT FREDERICK OJUNA DE LA TORRE conducted strike operation at the forecited place. Upon reaching the area, government troops immediately alighted from their Isuzu Elf truck but were fired upon by two men

armed with armalite rifles. Government troops retaliated and firefight lasted for fifteen (15) minutes. Four (4) suspected CNN were killed during the encounter identified as Rechel Chavez Tanteo, 32 years old, native of the Province of Masbate; Rogelio Monterde Tatoy @Ka Bibit, 41 years old; Rodel Sustento Penamante, 27 years old, (allegedly live- in partner of Rechel Tanteo) and John Talavera Villancio, 29 years old, resident of Brgy Rafael, Lopez, Quezon. Recovered from the scene of the encounter were three (3) M16 rifles, bandoliers and five (5) back packs containing subversive documents, medicines and personal belongings. Further, on April 24, 2012 at about 5:00 pm, elements of Lopez MPS together with PFC Carlito R Soner of Charlie Coy, 85th IB PA conducted clearing and follow up operation that resulted in the recovery of one (1) Elisco M16 rifle with long magazine containing ten (10) live ammunitions at the grassy area near the encounter site.

On April 12, 2012 at around 12:30 p.m., a team from Charlie Coy, 74th IB, PA led by Capt Vitalico Sacoso while conducting combat patrol operation at Sitio Campari, Brgy Batanguiad, San Francisco, Quezon encountered more or less ten (10) heavily armed men headed by Armand Albarillo @Jun at the residence of one Cesar Monteroyo a suspected member of CNN. The firefight lasted for one (1) hour until the enemy withdrew to south- west direction but three (3) suspected CNN were killed during the encounter identified as Cesar Monteroyo@Karam, 44 years old, married, former resident of Brgy Huyon-Huyon, 36

San Francisco, Quezon; Marcelino Primitiva Mandado@Nini/Jacky, 17 years old, single, former resident of Brgy Pasangahan, San Francisco, Quezon and @Jopet. Recovered from the scene of the encounter were one (1) Cal. 38 revolver, two (2) M16 rifles, two (2) magazines for M16 rifle, thirty four (34) live ammunitions, one hundred fourteen (114) empty shells from M16 rifles, one (1) Improvised Explosive Device, one (1) hand grenade, five (5) back packs containing assorted clothes and personal belongings and one (1) plastic bag containing subversive documents. Complaint for Frustrated Murder is being prepared against Armand Albarillo @Jun, Amito Aballe @Tomsky, Juanito Dela Peña @Jaco, Joel AFeros @Reymar, Rolando Carandang @Jodel, Randy Lapitao @Carrel, Luntian and one John Doe.

On June 30, 2012 at around 11:10 am., one (1) squad from B Coy 74th IB, PA while conducting combat patrol operation at the vicinity of Sitio Sinagtala, Brgy. White Cliff, San Narciso, Quezon encountered undetermined number of fully armed CTs. The firefight lasted for more or less 45 minutes. Afterwhich CT withdraw heading towards different direction of said barangay. As a result of encounter, two (2) WIA from government side identified as PFC Moise Magora with wound at his left arm and PVT Jonel Badulid with wound on his right bicep muscles. While eleven (11) killed on the enemy side. Nine (9) cadaver of the slain CTs were identified: Armando Albarillo y Lalong Isip, 34 yrs old, Aka June, Sec SPN BERTO, Rosario F. Olvinar, Aka Cristy, 45 yrs old Sec SPN EDEL, Eduardo E. Olvinar, Aka Amer/Royal, 41 yrs old, Platoon Leader EDEL both resident of Bgy Bagong Buhay, Gumaca, Quezon, Maricel Beñegas y Lingahan, 17 yrs old a resident of Brgy Camflora, San Andres, Quezon, Renier Rodrigo y Salgarino, 41 yrs old, Darwin Amay y Cielo, Aka Rio, 18 yrs old a resident of Brgy Banay Banay Southville Cabuyao Laguna, Jerome Guevarra y Camay, 24 yrs old a resident of Brgy Camflora, Benjo Endonilla y Maines, 18 yrs old both resident of Brgy Camflora, San Andres, Quezon and Josie Fuentes y Bellen Aka Monic, 45 yrs old a resident of Brgy Buenavista, Mulanay, Quezon and the other two (2) remaining cadaver are still unidentified/unclaimed.

During the conduct of clearing operation at the site of encounter following items were recovered as follows: one (1) 12 Gauge Shotgun marked Elisco with SN 088522; one (1) Baby Armalite marked Elisco with tampered SN 133469 with Grenade Launcher; one (1) M79 Grenade Launcher without SN; one (1) M16 Rifle with SN RP168111 marked Elisco; one (1) M16 Rifle marked Elisco with SN RP 195789; one (1) M16 Rifle marked Elisco with SN RP 191682, one (1) M16 Rifle marked Elisco with SN RP 059558, one (1) long magazine of M16 rifle, one (1) long magazine and one (1) short magazine of M16 rifle, one (1) long magazine, one (1) short magazine, one (1) short magazine all of M16 rifle with sixty five (65) live ammunitions, two (2) long magazine of M16 rifle with forty five (45) ammunitions, one (1) short magazine of M16 rifle and three (3) live ammunitions, two (2) long magazines of M16 rifle and short magazine of M16 rifle with twenty (20) live ammunitions, fifteen (15) fired cartridge cases with three (3) live ammunitions, sixteen (16) 37 fired cartridge cases of M16 rifle, nineteen (19) fired cartridge cases of M16 rifle and two (2) fired cartridge cases of 12 gauge shot gun were properly turned-over to Provincial Crime laboratory (SOCO) headed by PSUPT BALDOVINO for ballistic examination while other evidences collected/recovered at the encounter site such as: one (1) binocular colored black, sixteen (16) live ammos of 12 gauge, five (5) pieces wire with blasting caps, one (1) improvised explosive device (IED) and four (4) bandolier colored black were properly turned-over to SSG Raymond V Rañola of 74th IB, Philippine Army.

On or about 2:55 pm of July 17, 2012, one (1) squad from Charlie Company, 1st Infantry Battalion, Philippine Army led by Sgt Ojano while conducting support operation encountered more or less twelve (12) CTs of SPN Clear at the vicinity of Brgy Tanauan, Real, Quezon. Firefight that ensued resulted to one (1) WIA in government-side identified PFC Obinque, who sustained wound on his left shoulder. Said CNN withdraw to unknown direction.

DTS/NPA ARRESTED/CAPTURED

On February 22, 2012 at around 12:15 pm three (3) DTs/NPA namely: Alvin Almonte Torero @ EUGENE, 31 years old, resident of Sitio Pantay, Brgy Bocboc; Joel Gopet Almares @ Jr., 27 years old, resident of San Miguel Dao, both of Lopez, Quezon, and Dennis Capio @ Johny, 30 years old, and resident of Brgy San Vicente Kanluran, Catanauan, Quezon all members of SPN AMLAY 1, GU SQ-BP CN: TROPICANA, STRPC were apprehended by Intel operatives (composed of 21 MICO and 85 th IB PA) during the conduct of hot pursuit operation. Said DTs/NPA encountered by one (1) Squad of Phil Army led by Cpl Clarito at the vicinity of Brgy Canda Ilaya, Lopez, Quezon. Arrested subject persons voluntarily signified their intention to avail the Social Integration Program of the government. Subject personalities are temporarily under the custody of 85th IB, 2nd ID PA located at Brgy Villa Principe, Gumaca, Quezon.

On February 4, 2012 at around 10:00 am., at Bgy Calantipayan, Lopez, Quezon, joint elements of QPPO Task Group Manhunt Charlie led by PCI ALVIN CONSOLACION, Chief POPB, 201st Brigade and Lopez MPS arrested one (1) Miguela Piñero @ KA MIGS/MIGAN/WARRES/ALEXIS/LALA C.O., GUSQBP and members of EXECOM, STRPC. In course of arresting the suspect, her companion identified as one (1) Joey Ortiz @ KA DIEGO fired at Government Troops and managed to evade arrest and fled away to unknown direction. Subject has a standing Warrant of Arrest for the crime of Destructive Arson under CC Nr 2987-I RTC Br 65, Infanta, Quezon; Slight Illegal Detention under CC Nr 1054 MTC Candelaria; Frustrated Murder under CC Nr 11869-G RTC Br 62 Gumaca, Frustrated Murder (4 counts) under CC Nr 6012; Murder (2 counts) under CC Nr 6011, Robbery in Band under CC Nr 6013 and Malicious Mischief under CC Nr 6014. Recovered 38 from suspect possession and control were: eight (8) cell phones, one (1) handgrenade and one (1) Caliber 45. Said accused is under the custody of 201st Brigade PA.

SURRENDERED DTS/NPA

On January 05, 2012 at around 8:00 am one (1) Jerry H Orcalez (TN), aka Randy, 44 year old, married, resident of Brgy Pagsangahan, San Francisco, Quezon member of SPN BERTO, GFC Unknown voluntary surrendered to elements of San Francisco MPS led by PSINSP MACARTHUR MERCADER, COP and 74th IB, PA led by CPT SACOSO, CO, CCOY IB escorted by Brgy Kagawad Zaldy C Villanueva of Sitio Cumbahan, Pagsangahan, San Francisco, Quezon while conducting peace and security operation at Sitio Pantangan, Brgy Pagsangahan, San Francisco, Quezon. Subject was involved in the confiscation of one Caliber 45 owned by Municipal Mayor of San Francisco, Quezon at Sitio Talisay, San Francisco, Quezon sometime on May 18, 2010. Subject is presently under the custody of San Francisco MPS.

On February 13, 2012 at around 12:01 pm., one Ranil Broncano y Avenilla, 19 years old, single, Filipino, jobless, native and resident of Brgy Lubayat, Real, Quezon and a member of KSPN WILKINS KOMPROB-Quezon, STRPC voluntary surrendered after having been convinced by joint elements of Real MPS under PSI LEONARDO P SUAVERDEZ, COP, 76th IB PA under 1ST LT JULIUS AMOLO and LGU of Real MPS headed by Hon. Mayor Joel Amando A Diestro. Said CNN is no longer interested to join the underground movement to live free and peaceful together with his family. Subject was brought to Claro M Recto Memorial District Hospital at Infanta, Quezon for medical treatment.

On February 25, 2012 at around 8:30 in the morning, one Jerson Hutalla y Biñas “AKA” KA Emir 19 years old, single and resident of Brgy San Isidro Macalelon, Quezon, being accompanied by Hon. Maria Liwayway Ang Tan, Municipal Mayor of Macalelon, Quezon, SB Member Artemio Mamborao, Brgy Capt., Agusto Rios y Villadrigo of Brgy.San Isidro and Carlito Hutalla y Lucañas (father of the subject) all of Macalelon, Quezon, escorted by members of 3rd platoon QPSMC, led by PO2 Mata, voluntary surrendered to Macalelon MPS. Investigation conducted by Macalelon MPS disclose that sometime on August 2011, Jerson Hutalla was abducted by DTs/NPA while he was on his house and was brought somewhere at Lopez, Quezon. Allegedly, he was abducted because of his case (theft) that he committed last August 2011 to a certain Boy Pegalquin, also resident of Brgy San Isidro. On November 2011 subject was released by his abductors and instructed not to do the same again. On January 2012, Jerson Hutalla joined the underground movement due to unemployment and broken family. During his stay in the underground he joined several combat operations such as encounter between the Philippine Army at Lopez, Quezon on February 22, 2012 but according to subject while the fight was in progress he 39 drop his gun (M16) and run for fear and got home alone. Subject is presently under the custody of Macalelon MPS for proper disposition.

On Jan 27, 2012 at abt 3:00 pm Daniel Gumanoy y Abalos @Darwin/Jovi and Janneth Bastida y Bayawa both under the Narciso Antazo Aramil Command in SYP Unit area within Rizal-Quezon-Bulacan were surrendered to Leovegildo Ruzol Municipal Mayor of Gen Nakar, Qzn and PI Ruben A Ballera Jr, COP Gen Nakar MPS. Both DTs/NPA under the custody of Gen Nakar for tactical interrogation.

On March 22, 2012 at around 6:30 pm., three member of DTs/NPA under KSPN BERTO namely: Elmer De Suyo Y Ejuarango, 19 yrs old, single and a resident of Brgy Pagsangahan, San Francisco, Quezon, Reynaldo Delos Santos Y Edaño, 19 yrs old, single and a resident of Sitio Umagos Brgy Camflora, San Andres, Quezon and Rey Rodrigo Y Catamco, 17 yrs old, single and a resident of Sitio Iregasyon Brgy Pagsangahan, San Francisco, Quezon surrendered during the encounter of 74 th IB (Charlie Coy) between DTs/NPA at Sitio Tagbakin, Brgy Pansoy, San Adres, Quezon.

On July 2, 2012 at around 5:30 pm., Zaldy Bancat y Villanueva @Ka Rex and Gelbert Bancat y Rosima @ Gelbert belonging to Maria Teresa de Leon Command under SPN BERTO personally surrendered to PINSP JOSE BARCE TUCIO, COP San Andres MPS thru the effort of Hon. Sergio F. Emprese, Municipal Mayor, San Andres, Quezon. During the conduct of initial tactical interrogation, subjects revealed that they were recruited on December 1, 2011 by the group of KA JUN Team Leader/Secretary of SPN BERTO. Subjects also revealed that they belong to the group of the eleven (11) CTs killed during the encounter that transpired on June 30, 2012 at around 11:10 am at the vicinity of Sitio Sinagtala, Brgy. White Cliff, San Narciso, Quezon and they are not present with the group when it happened. After said encounter, subjects finally decided to go back in the fold of law due the fear for the safety of their own life and they wanted to live normally. Subjects are presently under the custody of Mayor Sergio F. Emprese.

2. Investigation

There were two thousand seven hundred fifty six (2, 756) cases received/reported during the period. Appropriate criminal investigation were conducted on all these cases resulting to the filling of one thousand four hundred ninety three (1493) cases against the perpetrators before the proper court while the remaining one thousand two hundred sixty three (1263) are still being investigated.

CUSTODIAL INVESTIGATION

A total of one thousand three hundred sixty seven (1367) warrant of arrest were received during the period, resulting to the arrest of nine hundred ninety six (996) wanted persons mentioned in said warrants and consequently turned-over to the court concerned.

COURT DUTY

There were one thousand three hundred one (1301) summons/subpoenas received from different courts for the personnel to appear in the court during the period. All these were duly attended by the personnel of ther concerned police stations for a 100% Court Duty Efficiency.

CRIME PREVENTION AND CONTROL

Intensified Checkpoint Operation 41

On the conduct of checkpoint operation, this Office in coordination with LTO and LTFRB have conducted 16,425 checkpoints with 262,800 man-hours spent during the period giving emphasis on the implementation of “NO PLATE NO TRAVEL POLICY”.

ANTI-CRIME CAMPAIGN: 42

Campaign against Illegal Drugs

Taking the cudgels in the fight against illegal drugs, QPPO had conducted a total of 200 anti-drug operations, which resulted in the arrest of One Hundred Ten Fifteen (115) drug pushers and One Hundred sixty one (161) drug users. It also resulted in the confiscation of 10.06654 kilograms of shabu, 29.9 grams of MJ seeds, 12 grams of dried leaves of MJ, 13 pcs of Teabags of MJ and 1 stick of MJ with estimated total street value of Php 791,189.78. One Hundred Eighty Six (186) cases were filed in court.

Statistics on Anti-Carnapping

On campaign against Carnapping, seventy one(81) operations were conducted which resulted to the arrest of twenty nine (29) suspects and the recovery of five (5) Motor Vehicles and thirty eight (38) Motorcycles. Twenty three (23) cases were filed in court. 43

Accounting of loose firearms

On the implementation of “OPLAN PAGLALANSAG OMEGA”, a total of 169 operations were conducted which resulted to the successful arrest of 160persons for violation of RA 9284. Along with these arrests is the confiscation of 87 high-powered firearms; 85 low-powered firearms; 21 home made armaments; and 11 hand grenades. A total of 155 cases were filed in court relative to the violation of RA 8294

Arrest of Wanted Persons

During the period under review, this office has arrested nine (9) Provincial Level; sixty nine (69) Municipal Level Most Wanted Persons; and one thousand and fifty two

(1052) other wanted persons with standing warrant of arrest. 44

IMPLEMENTATION OF SPECIAL LAWS

Illegal Gambling

On campaign against other form of illegal gambling, 83 operations were conducted that resulted in the arrest of one hundred twenty five (125) suspects and the confiscation of Twelve (12) fruit game machines; seven (7) video karera machines; 36 fighting cocks; nine (9) color game sets; six (6) game card; 19 dice cubes; two (2) roulette boards; two (2) improvised dice board; 144 STL report forms and STL paraphernalia; one (1) set of mahjong tiles; and bet money worth Php 27,407.75. A total of 67 pertinent cases were filed in court.

RA 7610 (Child Abuse)

On campaign against child abuse, one hundred twenty five (125) operations were conducted that resulted in the arrest of forty three (43) persons accused for rape/abduction/abuse involving minors. Eighty six (86) cases were filed in court.

Cattle Rustling 45

On campaign against cattle rustling, four (4) incident of cattle rustling transpired which resulted to the arrest of five (5) suspects. All of these four (4) incidents, however, led to the recovery of cattle involved and corresponding four (4) cases for violation of PD 533 were filed in court. These incidents transpires in the municipalities of Lucban, Catanauan, Pagbilao, and Macalelon.

Illegal Logging

In another front, the environment and natural resources have been given as much attention particularly in the fight against illegal logging syndicates. For the period covered, one hundred sixteen (116) operations were conducted which resulted to the arrest of twelve (12) persons and the confiscation of illegally sawn assorted timber and lumber amounting approximately Php 2,312688.00. All the cases along with the pieces of evidence and responsible arrested persons were properly turned-over to DENR for proper disposition.

Coconut Preservation Act (RA 8048)

A total of fifty six (56) operations were conducted that resulted in the arrest of twenty one (21) persons and the confiscation of undocumented sawn coconut lumber approximately worth Php 3,298,452.00. This vollume of 46 suspected il legally sawn coconut lumber were turned over to PCA for proper disposition.

Anti Illegal Fishing (RA 8550)

In the campaign against illegal fishing, a total of 123 operations were conducted that resulted in the arrest of 347 persons. The campaign also resulted in the confiscation of assorted dynamited fish, fishing boat and fishing paraphernalia with gross amount of Php 9,096,330.00 A total of 120 cases for violation of RA 8550 were likewise filed in court.

Prostitution and Vagrancy

A total of two (2) operations were conducted that resulted in the apprehension of three (3) vagrants/suspects and filing of two (2) pertinent cases. 47

NOTABLE ACCOMPLISHMENTS

Two (2) notable accomplishments were recorded in CY 2012. Both of which were personally commandeered by the Provincial Director PSSUPT VALERIANO TEMPLO DE LEON.

The first notable accomplishment was the hot pursuit/manhunt operation that resulted to the arrest of the suspect positively identified as one (1) ROMMEL SAMADAN ROCETE, resident of Brgy. Poblacion 3, Mulanay, Quezon, a former Guest Lecturer RTS 4 in Camp Guillermo Nakar, Lucena City. Rommel S. Rocete was known to be responsible for the shooting incident that transpired at about 10:30 in the evening of November 30, 2012 in Brgy. Butanyog, Mulanay, Quezon which resulted to the death of three (3) victims namely: RONALD PERIGRIN MONTEREY, JASON ROSALES RODELAS and CELSO RIVAMONTE RED and four (4) wounded namely: ZALDY R PRADO, LEOVINO DM DE GALICIA, ABRAHAM C. ALMERO and MENARDO R. ABELLA and two (2) 48 survivors namely NESTORIO PERIGRIN and RONALD QUEZADA, all are DPWH contractual personnel. As per investigation by the elements of Mulanay MPS, on said time and date, victims alighted to buy cigarettes by the store where the suspects with two (2) others were having drinking spree. Unintentionally, the driver flashed the vehicles headlight toward the suspect’s face. An altercation ensued and then at gun point, the suspect without any justifiable reasons fired at the victims and then after gun firing fled away carrying with him the weapon used to unknown directions together with two (2) others.

The second notable accomplishment was another shooting incident that co- incidentally resulted to the recovery of ten (10) kilograms Methamphetamine Hydrochloride or “high grade shabu” with an estimated street value of more or less ninety million pesos (Php 90,000.000.00) pesos, as per coordination with PDEA CALABARZON officials. As per investigation, the incident chronologically transpired on December 17, 2012 Brgy Sta Monica,Tagkawayan,Quezon at about 8:00 o’clock in the morning wherein while victims were on board Nissan Cefiro with Plate Number UPW 803 and having conversation near the road under rehabilitation along Quirino Highway, Barangay Sta. Monica Tagkawayan, Quezon heading towards Del Gallego, Camarines Sur when unidentified motorcycle riding-in-tandem suspects shot the victims several times. Victims Jamela Custodio and Melvin Marquez died on the spot while Jasmin Pablo was rushed to St. Peter Hospital in Calauag, Quezon but pronounced DOA by the attending physician. Suspects fled on board a motorcycle with the weapon used heading towards Sta. Elena, Camarines Norte. Immediately, Tagkawayan MPS conducted hot pursuit operation trailing the escaped route of the suspects.

After an hour, at around 9:00 o’clock in the morning, suspects on board in two (2) motorcycle passed by at a Highway Patrol Group (HPG) checkpoint located at Brgy. Tabugon Sta Elena, Camarines Norte wherein one P01 Michael Cabato y Baldemoro, 26 years old and resident of Barangay Manggahan, Pasig City was shot by one of the back riders hitting the policeman on his left hand. The suspects after the shooting continued to evade heading towards the direction of Calauag, Quezon. Other members of the Highway Patrol Group (HPG) promptly chased the fleeing suspects. Sensing that 49 the pursuing policemen tailing them, the suspects abandoned their two (2) motorcycles and transferred to a Toyota corolla driven by a cohort. However, when the suspects noticed that a checkpoint has been established several meters ahead of them, they abandoned the vehicle and scampered to different directions. One of the suspects boarded a tricycle pretending as passenger, however upon reaching the checkpoint manned by joint elements of PPSC, Calauag MPS and Philippine Army troops at Barangay Villa Sara, Calauag, Quezon, he was intercepted and arrested. The suspect was later identified as Rafael Moreno y Mendoza, 30 years old, married, driver, native of Naujan, Orriental Mindoro and resident of Mabini, Batangas. Recovered from his possession is (1) Armscor Caliber .45 pistol with serial number 1404715. At around 2:00 o’clock in the afternoon of same date, SOCO Team from the PNP Crime Laboratory, Camp Nakar, Lucena City led by PCI ZAIDE ABRERA, Provincial Chief arrived at the area where they conducted crime scene investigation. Recovered pieces of evidence were nine (9) empty shells and three (3) slugs for caliber .45 pistol aside from the discovery of a light brown hand/travelling bag containing five (5) gift wrapped boxes. Each box contained a heat sealed transparent plastic bag containing crystalline substance believed to be Methamphetamine Hydrochloride or shabu. The recovered pieces of evidence were properly marked and inventoried before they were brought to the Crime Laboratory Office in Lucena City for examination. After the thorough examination on the recovered five boxes containing white crystalline substance, it yielded positive result for Methamphetamine Hydrochloride or “high grade shabu” weighing two (2) kilos for each box with a sum total of ten (10) kilos with an estimated street value of more or less ninety million pesos (Php 90,000.000.00) pesos, as per coordination with PDEA CALABARZON officials. 50

Participated/assisted in one thousand eight hundred fourty eight (1,848) Socio-Cultural/Sports Development activities initiated by the Local Government from Provincial down to City/Municipal Level;

Participated one thousand three hundred eighty six (1,386) sorties of Skills and Development Project of National and Local Government;

Participated in two thousand six hundred seventy two (2,672) sorties of Clean and Green Program of National and Local Government; 52

Conducted nine hundred thirty (930) Barangay Visitations/Dialogues.

A total of one thousand three hundred eighty six (1,386) School Based Projects/Activities were conducted by different police stations such as rendering police traffic assistance and security to schools and university, dialogues, school visitations,

anti-kidnapping lecture, child abuse lectures, drug awareness and drug prevention program, attending flag raising ceremony with students and teachers, lectures on campaign against illegal drugs and other significant activities. 53

In the aspects of spiritual enhancement (Church Based Projects/Activities), this office has a total of one thousand three hundred eighty seven (1,387) thanks giving mass and other religious activities conducted by various units and stations in coordination with different religious denominations.

This office has a total of one thousand three hundred ninety one (1,391) dialogues were recorded about illegal gambling.

A total of Fifty One (51) joint projects/activities done by PNP members and the Barangay Tanods. 54

Media has helped the PNP in informing the public with issues and concerns that have to be addressed. Hand and hand, media personnel help the PNP impart the public the significant facts of issues that may have directly and or indirectly affect people’s lives.

C. REDUCE/ELIMINATE INCIDENCE OF HUMAN RIGHTS VIOLATION (HRV) IN POLICE OPERATIONS

1. Capability Building on Human Rights

Seminars and lectures are regularly conducted by this Office to ensure that all personnel know by heart the importance of the protection of human rights during police operations. During the period two (2) seminars on human rights were conducted by this Office to increase their awareness and understanding regarding the matter. 55

2. Prevention and Control of Human Rights Violations

This Office emphasize among all personnel to always safeguard human rights during the performance of their duty regardless of a person’s gender, age, religion or race. Field commanders are reminded of their responsibility to supervise their personnel to ensure that no violation will be committed.

As a result of the abovementioned measures, this Office have zero (0) incident of human right violation for CY 2011.

For the period covered, this Office has conducted five thousand six hundred thirteen (5,613) outreach, medical missions, and the like which were held with the QPPO Police Community Relations Branch as the Frontliner. 56

For the period covered, this Office conducted four (2,310) coordination with the other government agencies with regards to drills, rehearsals and other performance preparedness and management activities so that personnel as well as the community could be prepared when disaster strikes.

B. Effectively Enforce Laws

1. Performance Satisfaction Rating

This Office has a very satisfactory rating with regard to the effective enforcement of the laws in terms of anti-criminality campaign and internal security operations in the province. Crime statistics show significant decrease of crime volume and increase of crime solution efficiency rating indicating an effective implementation of anti criminality campaign. 57

2. Performance Approval Rating

This Office has a very satisfactory rating with regard to the performance approval rating based on the results made by the Provincial/City and Municipal Government of Quezon province. 58

OTHER SIGNIFICANT ACCOMPLISHMENTS AND SPECIAL CONCERNS

a. Significant Accomplishment:

1) Neutralization of JOHN MODESTO SALOMES, JERWIN ONG, JEFFREY LUNA on April 18, 2012, Brgy Ibabang Dupay, Lucena City, recovered are One (1) ZAPARI caliber .45 pistol without serial number; One (1) homemade caliber .45 pistol without serial number; One (1) Smith and Wesson caliber .38 revolver with serial nr 622572; One (1) Ingram 9 mm submachine gun with serial nr ZAT-906925 and several empty shells, which were found near the bodies of the malefactors. Suspects were involved in series of robbery incidents in Laguna province.

2) Arrest of Miguel Mollas Targa , Elmer Ursolino Encina, Arnel Jurado on May 10, 2012 at Atimonan, Quezon, recovered are one (1) Uzi sub-machine gun marked styr tmp pdw m50083 loaded with 16 live ammunition & with two (2) empty magazines; one (1) unit cal 38 revolver, marked Smith and Wesson, deface serial nr with inserted magazine loaded with four (4) live ammos. Also recovered from the suspects are five (5) cell phones; cash amounting to php 1,300.00, one (1) unit get away tricycle with plate nr 2760-dx, body nr 001. Said suspects were involved in series of robbery and carnapping incidents in Lucena city. 59

3) Neutralization of Eleven (11) CNN, Three (3) are identified as Armando Albarillio aka Jun, Secretary SPN Berto; Rosario Oblinar aka Cristy, Secretary SPN Edel and Eduardo Oblinar aka Emer, Royal platoon leader and recovery of the following from their possession: 4 m16, 1 M16 baby with M203, 1 shotgun, 1 M79, 7 pcs. M203 ammunitions, four (4) 12 gauge ammunitions and one (1) improvised explosive device (IED).

b. Special Concerns:

1) Continuous implementation of QPPO Anti- criminality campaign plan to intensify its police operations to address all forms of criminal activities particularly loose firearms, illegal drugs, robbery, RA 8048 and PD 705.

2) Implementation of QPPO OPLAN Checkmate Operations that was started on November 8, 2011 in order to effectively thwart crime incidents and neutralize personalities involved in all forms of illegal activities using the motorcycles as mode of transportation.

3) Deployment of Administrative Personnel of this Office to conduct daily foot patrol/police visibility to reduce if not eliminate crime incidents within the immediate vicinity of the Provincial Headquarters.

4) Full implementation of 10 Points Action Plan of the C, PNP.

2012 BEST PRACTICES

The following are the innovative measures /best practices being conducted by this Office to address the problem of increasing incidents of crimes perpetrated by motorcycle-riding criminals:

a) Enhance implementation of Police Integrated patrol System (PIPS) through deployment of PNP personnel along busy intersections, marketplaces, mall 60 entrances/exits, churches and transport terminals based on time of occurrence of crimes perpetrated by motorcycle-riding criminals mostly during peak traffic hours in the afternoon;

b) Coordination with barangay tanods, BPATs, private security guards, LGU traffic enforces and volunteer civic groups to maximize coverage of the key areas;

c) Coordination with LCEs, barangay officials and owners of private establishment/stakeholders for support with regards to communication equipment, additional lighting of dark crime-prone areas and possible installation of CCTVs which will aid in the identification of suspects and also deter criminals from perpetrating their nefarious activities;

d) Conduct of rehearsal for dragnet operations to ensure immediate response and develop more effective movements to apprehend suspects;

Continuous conduct of checkpoints operations particularly in Maharlika highway on 24/7 basis, where motorcycle-riding motorists are routinely inspected/checked.

. Strict implementation of strategic/ random checkpoints particularly those persons riding in tandem . Apprehend violators of No Plate No travel Policy . LTO verification for the legality of ownership of motorcycle . Employing Motorcycle patrol personnel. . Informing the citizens of the anti-criminality action plans or inclusion on PCR activities (barangay visitation) . Police visibility/ beat patrol . Utilization of Barangay Peacekeeping Action Teams (BPATs) to intensify anti criminality plan . Sustain the operation of detective patrol . Tap the assistance of various non-government organizations such as Bikers Clubs and Kabalikat Radio Group, Citizens Crime Watch, to serve as force multipliers.
