    HISTORY OF QUEZON CITY PUBLIC LIBRARY The Quezon City Public Library started as a small unit, a joint venture of the National Library and Quezon City government during the incumbency of the late Mayor Ponciano Bernardo and the first City Superintendent of Libraries, Atty. Felicidad Peralta by virtue of Public Law No. 1935 which provided for the “consolidation of all libraries belonging to any branch of the Philippine Government for the creation of the Philippine Library”, and for the maintenance of the same. Mayor Ponciano Bernardo 1946-1949 June 19, 1949, Republic Act No. 411 otherwise known as the Municipal Libraries Law, authored by then Senator Geronimo T. Pecson, which is an act to “provide for the establishment, operation and Maintenance of Municipal Libraries throughout the Philippines” was approved. Mrs. Felicidad A. Peralta 1948-1978 First City Librarian Side by side with the physical and economic development of Quezon City officials particularly the late Mayor Bernardo envisioned the needs of the people. Realizing that the achievements of the goals of a democratic society depends greatly on enlightened and educated citizenry, the Quezon City Public Library, was formally organized and was inaugurated on August 16, 1948, with Aurora Quezon, as a guest of Honor and who cut the ceremonial ribbon. The Library started with 4, 000 volumes of books donated by the National Library, with only four employees to serve the public. The library was housed next to the Post Office in a one-storey building near of the old City Hall in Edsa. Even at the start, this unit depended on the civic spirited members of the community who donated books, bookshelves and other reading material.

These foreign nationals were involved in forgery and extortion, cybercrime, pornography or sexual conducts, and financial crimes such as fraud and theft.

    Report December 2015 Agrarian reform and the difficult road to peace in the Philippine countryside By Danilo T. Carranza Executive summary Agrarian reform and conflict in the rural areas of the Philippines are closely intertwined. The weak government implementation of the Comprehensive Agrarian Reform Program, inherent loopholes in the law, strong landowner resistance, weak farmers’ organisations, and the continuing espousal by the New People’s Army of its own agrarian revolution combine to make the government’s agrarian reform programme only partially successful in breaking up land monopolies. This is why poverty is still pronounced in many rural areas. The rise of an agrarian reform movement has significantly contributed to the partial success of the government’s agrarian reform programme. But the government has not been able to tap the full potential of this movement to push for faster and more meaningful agrarian reform. The agrarian reform dynamics between pro- and anti-agrarian reform actors create social tensions that often lead to violence, of which land-rights claimants are often the victims. This is exacerbated and in many ways encouraged by the government’s failure to fulfil its obligation to protect the basic human rights of land-rights claimants. This report outlines the pace and direction of agrarian reform in the Philippines and its role in fighting poverty and promoting peace in rural areas. It emphasises the importance of reform-oriented peasant movements and more effective government implementation to the success of agrarian reform. The report also asserts the need for the government and the armed left to respect human rights and international humanitarian law in promoting the full participation of land-rights claimants in shaping and crafting public policy around land rights.

    Reproductive Health Bill From Wikipedia, the free encyclopedia Intrauterine device (IUD): The Reproductive Health Bill provides for universal distribution of family planning devices, and its enforcement. The Reproductive Health bills, popularly known as the RH Bill , are Philippine bills aiming to guarantee universal access to methods and information on birth control and maternal care. The bills have become the center of a contentious national debate. There are presently two bills with the same goals: House Bill No. 4244 or An Act Providing for a Comprehensive Policy on Responsible Parenthood, Reproductive Health, and Population and Development, and For Other Purposes introduced by Albay 1st district Representative Edcel Lagman, and Senate Bill No. 2378 or An Act Providing For a National Policy on Reproductive Health and Population and Development introduced by Senator Miriam Defensor Santiago. While there is general agreement about its provisions on maternal and child health, there is great debate on its key proposal that the Philippine government and the private sector will fund and undertake widespread distribution of family planning devices such as condoms, birth control pills(BCPs) and IUDs, as the government continues to disseminate information on their use through all health care centers. The bill is highly divisive, with experts, academics, religious institutions, and major political figures supporting and opposing it, often criticizing the government and each other in the process. In the last 50 years, over 50 million people have moved to the city to find work. They not only leave their families, but also their culture behind. This urban migration has also caused an increase an informal settlers from 4.1% to 5.4% in 2012, with 1.3 million in Metro-Manila alone. 3 4 The Living Museum The Living Museum is a new museum typology that serves as an innovative space for representing every community in the Philippines, especially those of marginal, usually invisible, impoverished informal communities. The Living Museum achieves social justice by establishing an incremental urban framework for learning, sharing, and preserving cultural practices. Right: Intangible cultural heritage practices, such as maranao weaving and wood carving, have been forgotten. The Living Museum will provide an urban framework for the learning, sharing, and preserving of these practices. 5 6 Call to Action Rather than having a monumental structure that is detached from society, what if a museum could be integrated into the community? The Living Museum will reinvent the museum typology as a dynamic and immersive space that branches into the East Triangle Informal Community. Right: Due to the social and economic inequality caused by industrialization and globalization, the informal communities, like those of the Smoky Mountains, Payatas, and Tondo regions, have been overlooked.
