1 QUEZON POLICE PROVINCIAL OFFICE ANNUAL ACCOMPLISHMENT REPORT (Period Covered: 01 January to 30 November 2013) Republic of the Philippines National Police Commission 2 PHILIPPINE NATIONAL POLICE QUEZON POLICE PROVINCIAL OFFICE Camp Guillermo Nakar, Lucena City ANNUAL ACCOMPLISHMENT REPORT (Period Covered: 01 January to 30 November 2013) INTRODUCTION FACTS AND FIGURES OF QUEZON PROVINCE BRIEF HISTORY The Province formerly known as Tayabas, was explored by the Spaniards in 1571 led by Juan de Salcedo. During their exploration they passed through the central portion of Tayabas in his march across Laguna Province to Paracale. The following years, Salcedo led his famous expeditions around the northern coast of Luzon and has visited the towns of Casiguran, Baler and Infanta. In 1574, Father Diego de Oropesa who found a group of natives with their own culture and government, founded the municipality of Gumaca, then called Bumaka. The territory which now constitutes the province of Tayabas was at one time under the jurisdiction of various provinces. In 1585 the southern and central portions, were under the jurisdiction of the province of Bonbon, sometimes called Balayan (now Batangas). The northern portion on the other hand was divided between Laguna and Nueva Ecija, while the other portion was divided into the provinces of Mindoro, Marinduque and Camarines. 3 In 1591, Tayabas was created into a province under the name of Kalilayan. Its capital was the ancient town of Tayabas, now a barrio in the town of Unisan where ancient tombs and artifacts can be found. However, by the middle of the ancient century the provincial capital was moved to what is now the municipality of Tayabas. The year 1595 marked the spiritual birth of Quezon Province with its incorporation into the Diocese of Nueva Caceres. The first Catholic Bishop of the Province was Fray Francisco Ortega, an Augustinian Friar, while its Alcalde Mayor was Don Semion Alvarez, who served from 1625 to 1655. In September 7, 1946, President Manuel A. Roxas, by virtue of Republic Act Number 14, renamed the province to Quezon in honor of the late President Manuel A Quezon, the most illustrious son of Baler, formerly part of Quezon. A. LOCATION/ LAND AREA Quezon Province is the largest in size in Southern Tagalog and sixth largest province in the Philippines. It has boundaries extending as far as the province of Aurora in the North and Camarines Sur in the South. It is bounded on the north by the province of Aurora, on the west by the province of Laguna and Rizal, on the south- west by the province of Batangas and on the south-east by the province of Camarines Norte and Camarines Sur. Tiaong is the first town via the Manila South Road about 89 kilometers from Metro Manila, while Lucena City the province’s capital is about 137 kilometers by road and 183 kilometers by railroad. The land area of Quezon province is about 870,660 hectares. B. POLITICAL SUBDIVISION The province has 40 municipalities which are divided into four (4) 4 political districts and one (1) urbanized city, the City of Lucena. It has 1,233 barangays with Lopez having the most number of barangays with ninety-five (95) while Jomalig has only five (5) and Patnanungan with only six (6) barangays. C. TOPOGRAPHY The Sierra Madre runs along the entire length of the province with Mount Banahaw, an active volcano, towering about 7,382 feet above sea level as the most prominent peak of the range. Other mountain peaks within the range from 1,500 to 6,000 feet above sea level can be found in the Bondoc Peninsula with Polilio Island, Jomalig and Alabat Island with an altitude of about 1,000 feet. E. CLIMATE The Climate of Quezon is classified as second, third and fourth type. The second type of climate which is characterized by no dry season with very pronounced rain period is from November to January. The third type of season is not very pronounced, relatively dry from November to April and wet during the rest of the year. The maximum rain period are not very pronounced with very short dry season lasting only from one (1) to three (3) months. Southern Quezon belongs to this type of climate. The fourth type is characterized by a more or less even distribution of rain fall throughout the year. Regions of the northern and southern portion of the province fall in this type. F. COASTAL AND MARINE ENVIRONMENT There are five (5) important coastal and marine resources in the province, which are classified according to their economic uses: mangroves, sea grasses, coral reefs, municipal fisheries and commercial fisheries G. INDUSTRY The industry sector is composed of mining and quarrying, manufacturing, construction and electricity, gas and water. Except for manufacturing, all this sub-sectors are evidently growing in magnitude but 5 reliable information on their actual distribution, type, value added and volume of employment generated to date are not available. Sand and gravel are mined in small scales in various places with a large concentration in the municipalities of Sariaya, Tiaong, Dolores and Candelaria in District II; Sampaloc, Mauban, Pagbilao, and Gen Nakar in District I; and Plaridel and Tagkawayan in District IV. In the period 1993 to 1997, 465 quarry and mining permits were issued with allowable harvesting volume ranging from 1,000 cubic meters to 120,000 cubic meters. H. POPULATION The present population of Quezon Province is estimated at 2,102,456 for CY 2013, majority of whom are native Tagalogs. STAKEHOLDER’S SUPPORT A. SUSTAIN PUBLIC INFORMATION AND DIALOGUE 1. Public Information and Advocacy on ITP During the period, to strengthen police community relation among the populace, this office participated/conducted in many endeavors 6 especially in the implementation of different activities initiated by the local government and the community. During the period, this Office conducted Two Thousand and Sixteen (2,016) Public Information and Lecture/Dialogue which were attended by PNP personnel of stations. The PNP Integrated Transformation Program is being imparted so that public could be guided in what the PNP has done inculcating PNP’s good image. 2. Citizen Empowerment It has always been a thought that crime is everybody’s business and it is therefore imperative to empower them. On January 10, 2012 at around 6:30 in the evening one (1) Ricardo San Juan Robrigado was arrested by PNP members of Plaridel MPS led by PO3 Henry M Mago through the help of BPATs member of Brgy. Concepcion Plaridel, Quezon. Said person have a warrant of arrest issued at RTC Br 61-Gumaca, Quezon signed by Hon. Judge Maria Chona E. Pulgar dated November 24, 2011 revocation of Probation under Criminal Case Number 4246-G Violation of Sec. 8 Art. 2 of RA 6425. On January 29, 2012 at about 4:30 o’clock in the afternoon, PSINSP ROMUEL GARCIA SALVADOR, COP UNISAN MPS, together with PO1 Mary Ann L. Calubayan, PCR PNCO and Rodelio Abillada- BPAT’s from Brgy. Ibabang Kalilayan Unisan during the apprehension of Joselito Ner Y Delos Reyes for the campaign of Manhunt Bravo who is involved in a Case of Illegal Possession of Hand Grenade in the area of this municipality and Convicted in Absentia (Jump Bail). Rodelio Abillada (BPATs) serve as the asset which provide the needed information by this station for the apprehension of the said wanted person. 7 On March 17, 2012 at about 1:00 pm team led by SPO1 Javier de Rama arrested one (1) Ernesto Jimenes y Ballasca, of legal age, farmer, elementary level and resident of Brgy Ilaya, Plaridel, Quezon at same place by virtue of warrant of arrest (WOA) issued by Hon. Aurora Maqueda-Roman dated June 12, 2008 for the crime of Rape docketed under Criminal Case Number 9866-G without bail recommended. Said suspect is Rank 1 Most Wanted Person Municipal-wide of Plaridel, Quezon. The arrest was made based on the information given by members of BPATS and BINs that the subject was seen roaming around in the place where he was arrested. On April 6, 2012, one Lorena Eranista Aquino was apprehended for violation of Republic Act 9165 (Illegal possession of dangerous drugs) through the help and participation of Mr. Anacleto Saquito, BPAT member from Brgy Angeles Zone 2, Tayabas City. One (1) ANGELO QUERUBIN y MANALO, 39 years old, married,fisherman and resident of Brgy. Ibabang Tayuman, San Francisco, Quezon OOA 8:00 AM of April 3, 2012 above stated accused was arrested by elements of this MPS led by PO2 Efren B Lunar, Asst. Subpoena/Warrant PNCO and PO1 Lilybeth Nalogoc Aban, 8 PCR PNCO and BPAT’s members of Brgy. Poblacion San Francisco,Quezon, under the direct supervision of PSINSP RAUL DE PASION ABENILLA, Chief of Police of this MPS. Arrest was made by virtue of Warrant of Arrest issued by Hon Aurora V. Maqueda Roman, Executive Judge and Presiding Judge of Branch – 61 Gumaca, Quezon for the offense of FRUSTRATED MURDER docketed under CC Nr. 9271-G dated April 2007. The apprehension of the said wanted person was successfully accomplished thru the help of two of our BPAT’s members of this Municipality. On August 16, 2012 at about 12:45 in the afternoon joint elements of Plaridel MPS led by PO3 Henry M Mago, 4th Platoon QPPSC, Atimonan MPS and Brgy. Ilaya Plariel, Quezon BPATs member Henry Novallasca. Arrested one (1) Joel Claridad, 36 years old,elementary graduate, married, farmer and a resident of brgy. Matan-Ag Atimonan, Quezon by virtue of warrant of arrest for violation of sec 4 of RA 8048 dated March 4, 2011 docketed under criminal case Nr MCTC-11-6554 (P) issued by Hon.
