to the growing empirical evidence of the intrinsic linkage between livelihoods, natural resources, and conflicts in mountain areas The unfortunate history of con- flict, its outcome, and the decades of suffering borne by the indigenous people of this region in the Hindu Kush-Himalayas remain largely undocumented The peace accord of 1997 provides new opportunities to redress the past and to make a new beginning based on principles of equity and social justice ICIMOD has recognised the importance of culture, equity, and governance and has placed renewed and increased focus on this area by including the promotion of equality and empowerment of vulnerable mountain peoples to facilitate social secu- rity and reduced conflict as a major thematic programme area in its future strategic planning framework The proposed programme domain will address issues of gender mainstreaming, rights and access for marginalised people, cultural diversity and heritage, and the role of indigenous knowledge We remain confident that these initiatives will enable us to make a significant contribution to achieving our institutional vision of prosper- ous and secure mountain communities committed to peace, equity, and environmen- tal sustainability That this paper is being published during the International Year of the Mountains, which has recognised that conflicts in mountain regions have been showing an alarming increase, is timely We hope that it will make a modest contribution to highlighting the issues and to providing a framework for the future that can bring peace and sustainable development to the Chittagong Hill Tracts of Bangladesh Anupam Bhatia Summary This discussion paper provides a sharp focus on competing claims and differentiated interpretations to land and forest rights in the Chittagong Hill Tracts of Bangladesh The paper provides a historical perspective of the fallout of armed conflict on people and natural resources, and moves to capture the opportunities made available by the peace accord of 1997 in Bangladesh and the implications for competing interests related to livelihood-based resources that are manifested in the region in conflicts over land and forest rights The author concludes that a comprehensive policy related to land and natural resources is imperative to ensure equitable and environmentally sound resource use practices in the     Message from the MCDF President Dear Chakma Community, Mizoram Chakma Development forum (MCDF) has turned one year on 11th October 2010. As I look back I am happy to note that we are no longer a small group of people but now have thousands of people with us and behind us – enough to give confidence and momentum to march ahead. I bet we have just scratched the surface of what’s possible together. What an amazing journey together. In just a single year MCDF has done numerous activities which have started giving result and as these begin to bear fruits the outcome will lead to improved condition for the Chakmas in Mizoram and develop greater ties among Chakmas across the globe. Please turn to page 4 to know some of the important activities undertaken by MCDF so far. Each day people are willing to join us which is very encouraging sign. What brings us together, I think is the fact that we all are concerned about our situation, we all care to be developed, care to be educated, care to earn a good living, and care to be free from all sorts of oppression. Over thousands of us have under the aegis of MCDF now resolved to seek our right to development and re- solved to conduct our responsibilities as members of great Chakma Community, as an exemplary citizens, protecting our right to be educated, confronting systematic discrimination in any nature and form, eradicate corruption, work for peace and harmonious co-existence with our fellow communities like Mizo, Mara and Lai etc.

As some of you may have come to know by now also, our government, through a press note released yesterday, has reminded everyone that there are no indigenous people (Adivasi) in this country since the word itself is not in the constitution! The government has particularly requested aca- 115 demics, newspaper editors and other members of the civil society to refrain from using the ‘A’ word in seminars, talk shows etc. being organized as part of observance of the International Day of the World’s Indigenous Peoples tomorrow, August 9. As someone who belongs to one of many ‘small’ ethnic groups that have sought recognition as ‘indigenous peoples’, and as an anthro- pologist who has supported this demand through various articles since 1993, it seems that it is now time for people like us to go back to where we came from (we are supposed to be ‘immigrants’ compared to the Bengalis, said to be the true ‘sons of the soil’ of this country). After all, you cannot argue with powers that say, ‘The constitution does not mention you. Therefore you do not exist.’, or have been heard saying, in the past, ‘We want the land, not the people.’ Thus, as I walk into the sunset of an identity that seems doomed, let me say, so long! Perhaps we will meet again.

The Land Question and the Chittagong Hill Tracts Accord ∗∗∗ Raja Devasish Roy 1 Abstract This paper discusses some of the key land-related issues in the Chittagong Hill Tracts (CHT) region in Bangladesh and attempts to discuss the manner in which they have been addressed in the CHT Accord of 1997. It gives a brief account of the historical background of land administration in the CHT, including the effects of colonisation on the land rights of the indigenous peoples of the CHT. The paper will also consider the likely trends in the near future with regard to the aforesaid issues and other related matters. Introduction A Chakma leader from the CHT is on record as having once said that in the CHT, “the land problem is the main problem.” 2 In the same vein, a writer on the CHT issue concluded that: "To any observer of the CHT it is crystal clear that peace in the CHT is largely dependent upon the resolution of the land issue”. 3 This opinion is shared by many other people too. Although dependence on land as a primary source of income has decreased over the centuries, and especially over the last three decades, the majority of the population of the CHT is still known to be dependent on land for a living.

A) Background: This paper has articulates the problems, challenges and context of implementation of the Chittagong Hill Tracts (CHT) Accord that was signed between the government of Bangladesh and CHT based indigenous political party Parbatya Chattagram Jana Samhati Samiti (PCJSS) on 2nd December 1997. 15 years after the signing of the Accord, it has become convenient to overlook the whole political, economical, social and cultural context of indigenous Jumma1 peoples in the CHT, as well as the qualitative and quantitative changes that have occurred in the region. This paper aims to address the burning issues of concern to the indigenous Jumma peoples in the CHT, the relevant legal and policy frameworks developed in relation to these concerns and recommendations for the national and international communities that should be strongly considered for promoting and protecting the rights of indigenous Jumma peoples in the CHT. The majority of Bangladesh‟s 160 million population is composed of ethnic Bengalis. Approximately 3 million are indigenous peoples belonging to more than 54 different ethnic groups2. The total population of CHT is 1,342,740 (census report of 2001) out of that 736,682 were Jumma people and 606,058 were Bengali people.

    IQAS Vol. 49 / 2018 1–2, pp. 83–104 Security Perceptions and Practices of the Indigenous People of the Chittagong Hill Tracts in Bangladesh Bhumitra Chakma Abstract This paper illustrates the insecurity perceptions and security practices of the Paharis, an indig- enous people of the Chittagong Hill Tracts (CHT) in Bangladesh. It adopts an interpretive eth- nographic approach in which it posits, based on fieldwork experiences, that the security percep- tions of the CHT indigenous people are primarily formed by the experiences of marginalisation. Marginalisation has resulted mainly from the assimilationist nation-building policies and ill-conceived development projects pursued by first Pakistan and later Bangladesh, which have not only threatened the Paharis’ group identity but have also generated threats of violence in their everyday lives. The macro-level threat to identity and the micro-level threat of violence in everyday life operate in parallel and in an intertwined fashion. To cope with these threats, the Paharis have employed an array of different strategies at both macro and micro levels, which are analysed in this paper. Keywords: Paharis, Chittagong Hill Tracts, Bangladesh, indigenous people, critical security studies Introduction Indigenous communities throughout the world confront diverse sets of threats in their collective and individual lives, but traditional International Relations (IR) scholarship has not paid much attention to their insecurities. The security threats to indigenous communities only began to receive attention when criti- cal security studies (CSS) took an “ethnographic turn” (Salter / Mutlu 2013) and Social Sciences a “practice turn” (Schatzki et al. 2001). CSS has now turned its research agenda toward the intertwined structure of “security dis- courses, security practices and everyday security” (Lemon 2018: 2), which is a significant advance in its research programme, but the scope remains broad and the focus on the security practices of indigenous communities is sketchy.
