Introduction The Agriculture Ministry of Western provincial council of Sri Lanka in collaboration with the RUAF Foundation of The Netherlands and UN Habitat, Kenya is in the process of designing their intervention to establish Urban and Peri-Urban Agroforestry (UPAF) in Kesbewa Urban Council (Colombo District) to contribute to mitigation of climate change effects, and as a basis for generating knowledge with an objective of wider replicating the concept. As an entry to the project, RUAF and the Ministry initiated a diagnosis and assessment study; to identify appropriate UPAF models that fit well within the present and future land use patterns in Kesbewa and to identify the wider context within which UPAF can be replicated and guided by relevant policies and vulnerabilities. The diagnosis and assessment includes five interrelated studies to identify feasible UPAF models: Vulnerability mapping, Land use mapping, Food flow mapping. Policy scan and quick scan feasibility. This report is on the food flow analysis carried out by Janathakshan; an organisation formed by Practical Action with the participation of partners; Western provincial ministry of Agriculture and Kesbewa Urban Council and other relevant stakeholders. These include the Department Agrarian Development, Kesbewa Divisional secretariat (including Divineguma and Grama Niladhari), Urban Development Authority, Climate Change Secretariat, Disaster Management Centre, farmers and traders. 5 | P a g e 2. Objectives of the study Transport, packaging, cooling and storage of food contribute to urban pollution and noise, energy use and GHG emissions. Large amounts of food are brought into the city from distant production centres and sold in bulk on whole-sale markets. Larger transporting distances and storage require refrigeration and air conditioning, which involve higher energy expenditures. In addition, refrigeration equipment contributes to emissions of hydrochloro- fluoro-carbons (HCFCs). Replacing food imports by local production can thus contribute to reduction in energy use

The Colombo Metropolitan Area is defined in order to analyse and assess future transport demands and formulate a master plan. For this purpose, Colombo Metropolitan Area is defined by: A) areas that are already urbanised and those to be urbanised by 2035, and B) areas that are dependent on Colombo. In an urbanised area, urban activities, which are mainly commercial and business activities, are active and it is assumed that demand for transport is high. People living in areas dependent on Colombo area assumed to travel to Colombo by some transport measures. 4.1.2 Factors to Consider for Future Urban Structures In order to identify the CMA, the following factors are considered. These factors will also define the urban structure, which is described in Section 4.3. An effective transport network will be proposed based on the urban structure as well as the traffic demand. At the same time, the new transport network proposed will affect the urban structure and lead to urban development.

These changes are significantly observed from the rapid conversion of rural area to peri –urban or urban areas. The changes in land use associated with urban development affect flooding in many ways. The increase in artificial surfaces due to urbanization causes an increase in flooding and flash flooding frequency due to poor infiltration and reduction of flow resistance.Kesbewa Located at 20 km from Colombo, Kesbewa Urban Council (KUC) with its 152,657 inhabitants is rapidly being developed and urbanized. Historically, Kesbewahas been an agricultural area endowed with the excess water resources of the bordering Bolgoda lake. A relatively large area of paddy lands can still be found in its lower-lying zones. However, as a result of the continuous growth of Colombo and expansion of the urban boundaries of Colombo Metropolitan Region, Kesbewa Urban Council became an attractive residential area for commuters, now hosting over 244,000 inhabitants (2012 census) on 49 km2 of land. Many of the agricultural areas were gradually converted to non-agricultural areas, resulting in about 60% of the land now being used for residential purposes and related amenities.

Financial Statements 1.1 Presentation of Financial Statements The financial statements for the year under review had been presented to audit on 30 March 2012 and the financial statements for the preceding year had been presented on 04 July 2011. The report of the Auditor General for the year under review was issued to the Chairman of the Council on 30 November 2012. 1.2 Opinion In view of the comments and observations appearing in my report, I do not express an opinion on the financial statements of the Kesbewa Urban Council for the year ended 31 December 2011 presented for audit. 1.3 Comments on Financial Statements 1.3.1 Accounting Deficiencies The following matters are observed. (a.) The overdraft of the cash book amounting to Rs.15,940,916 as at 31 December 2011 had been entered in the trial balance as Rs.15,737,992. (b.) The stamp revenue paid to the Council in 2009 was Rs.32,329,841. The Provincial Commissioner of Revenue had deducted this amount while paying the stamp revenue for the year under review. However, the stamp revenue deducted had been accounted as receivable and the allowances paid amounting to Rs.20,730 had been accounted as expenditure of the previous year. (c.) The value of 04 tractors, 07 trailers, 04 computers, 02 televisions, 01 hand tractor, 08 garbage disposal hand carts and 01 wheel chair donated to the Council had not been accounted for.
