41 Chapter 3 The carbon tax the Prime Minister promised we wouldn’t have Introduction 3.1 This chapter outlines the key features of the carbon tax which were released on 10 July 2011 and subsequently updated with the introduction of the Clean Energy Legislative Package into the Parliament on 13 September 2011. The carbon tax is announced 3.2 On 10 July 2011, the Prime Minister, the Hon. Julia Gillard MP, announced her plan to introduce a carbon tax. The Prime Minister stated: ... we have now had the debate, 2011 is the year we decide that as a nation we want a clean energy future. Now is the time to move from words to deeds. That’s why I announced today how Australia’s carbon price will work. From 1 July next year, big polluters will pay $23 for every tonne of carbon they put into our atmosphere.1 Features of the carbon tax 3.3 This part of this chapter outlines the key features of the carbon tax. Start date and transitional period 3.4 Starting from 1 July 2012, the price of each tonne of carbon dioxide emissions will be fixed, operating as a carbon tax (the fixed-price period). The initial starting price '... will be $23 for each tonne of pollution beginning on 1 July 2012'.2 The carbon tax will be in operation for three years. Australians, like Canadians and New Zealanders, call their VAT a goods and services tax, or GST, but their GST fits the VAT mold: it is a credit-invoice method, destination-based consump- tion tax with fairly limited tax base exclusions.1 Although all OECD countries aside from the United States have value-added taxes, external pressures like those resulting from preconditions for European Union membership2 or for financial support from organizations such as the World Bank or International Monetary Fund3 have played a role in many countries’ VAT enactment 1See Liam Ebrill, Michael Keen, Jean-Paul Bodin & Victoria Summers, The Modern VAT 2 (2001) (defining a VAT). The tabloid Indy exceeded expectations when it boosted overall sales of the Independent by 30,000 on its first day. It sold 42,000 copies of an 80,000 print run while sales of the broadsheet dipped 12,000. Queensland Newspapers managing director Jerry Harris believes the broadsheet/tabloid sister act could give the company the best of both worlds and act as a disincentive to Fairfax ambitions in the north. Australian Cultural History Vol. 27, No.2, October 2009, 187-193 The Australian Democrats Andrew Bartlett* The Australian Democrats had maintained a presence in the Senate since 1977, but the 2007 election threatened to end their representation for good. Their efforts to retain seats proved to be in vain. Keywords: 2007 election; Australian Democrats; Senate Following on from the 2004 election, where the Australian Democrats lost four seats (including the Democrat seat Meg Lees had taken with her when she resigned from the party in 2002), plus official parliamentary status and balance of power in the Senate, the Party faced a very difficult task in the 2007 election trying to keep its four remaining Senate seats. Right throughout John Howard's fourth term, opinion polls showed public support for the Democrats consistently scraping along rock bottom levels of 1 or 2 per cent, as they had ever since the Lees resignation and the related public implosion of Natasha Stott Despoja's leadership in 2002. Even though the removal of the Democrats from the balance of power after the 2004 poll led directly to the Coalition government gaining control of the Senate, where it frequently used its majority to stifle scrutiny and bulldoze through some controversial legislation, the Democrats were unable to use this situation to build public support for returning the Party to its traditional Senate watchdog position. The Party had avoided going into debt in its 2004 campaign, so there were sufficient funds to run a basic campaign in priority areas for the 2007 election. However, serious use of paid advertising was not feasible. -

Nearly All About Kevin: The election as drawn by Australian cartoonists Haydon Manning and Robert Phiddian In her account of the Danish cartoon furore of 2005, Klausen (2009: 6) notes that ‘political cartoons tell a story or make a comment on current events’, and ‘use exaggerated physiognomic features to make a statement about the fundamental nature of a person or thing’. On the subject of ‘person’, it is our contention that the cartoons of the 2013 election broadly mirrored the wider campaign, particularly in focusing on the nature and antics of Prime Minister Rudd and less on those of his challenger, Tony Abbott. To all dispassionate spectators, 2013 was an election where a change of government was all but guaranteed, but the newly reminted PM clearly believed that a miracle resurrection of Labor’s fortunes was possible. As Peter Hartcher (2013), a regular media confidant of Rudd, wrote after the election: ‘He did not insist that he would challenge only if election victory were guaranteed; he told his most senior supporters that he was prepared to run if Labor had a 30 per cent chance of winning the election’. Whether or not this was a realistic possibility, the cartoonists (in their role as instant graphic historians in the wide range of capital city and regional newspapers surveyed for this chapter) duly told the story that Rudd tried and failed to make the running while Abbott mostly succeeded in playing the disciplined small target. So in relation to the lower house contest the cartoonists generally told an accurate if unsurprising story centred on personalities. -

Edwin Greenslade (Dryblower) Murphy, journalist, 1866-1939, is pictured above. But ‘Dryblower’ was more than a journalist. He wrote verse, satirical verse, amusing verse, verse that soon became an institution in the Coolgardie Miner. It all began at Bulong when a dusty and soiled envelope provided copy paper for the first piece of verse penned and printed between York, WA, and South Australia. Murphy wrote “The Fossicker’s Yarn” to “squash and squelch the objectionable ‘Jackeroo’ (sic) system obtaining on Bayley’s Reward Mine”. “Dryblower” sent the verses to the Coolgardie Miner and a friend sent them to the Sydney Bulletin. The Bulletin published them first, while the Miner “had them in type awaiting issue”. They appeared in the third issue of the Miner. See ANHG 94.4.9 below for Dryblower’s poem, “The Printer”.
