41 Chapter 3 The carbon tax the Prime Minister promised we wouldn’t have Introduction 3.1 This chapter outlines the key features of the carbon tax which were released on 10 July 2011 and subsequently updated with the introduction of the Clean Energy Legislative Package into the Parliament on 13 September 2011. The carbon tax is announced 3.2 On 10 July 2011, the Prime Minister, the Hon. Julia Gillard MP, announced her plan to introduce a carbon tax. The Prime Minister stated: ... we have now had the debate, 2011 is the year we decide that as a nation we want a clean energy future. Now is the time to move from words to deeds. That’s why I announced today how Australia’s carbon price will work. From 1 July next year, big polluters will pay $23 for every tonne of carbon they put into our atmosphere.1 Features of the carbon tax 3.3 This part of this chapter outlines the key features of the carbon tax. Start date and transitional period 3.4 Starting from 1 July 2012, the price of each tonne of carbon dioxide emissions will be fixed, operating as a carbon tax (the fixed-price period). The initial starting price '... will be $23 for each tonne of pollution beginning on 1 July 2012'.2 The carbon tax will be in operation for three years. Women in Australian politics: Mothers only need apply ABSTRACT When Julia Gillard considered running for the leadership of the Austral- ian Labor Party in early 2005, her political enemies immediately raised three reasons for opposing her: she is female, single and without children. These criticisms prompted a flurry of discussion in the media about the relevance of a person’s family situation to their ability to work effectively in politics. This article examines the treatment of female politicians by the press over the more than 80 years since the first woman appeared in any Australian parliament. It finds that there continues to be pressure on women to continue in the traditional roles of wife and mother, while more recently, female politicians have had to contend with an extra layer of coverage concentrating on their sexual attributes. 1 Sexism and the Cartoonists' Licence Abstract Australian cartoonists are occasionally criticised for using sexist stereotypes in their caricatures of women politicians. A few years ago, Labor’s current Deputy Leader, Jenny Macklin, was scathing in her criticism of the way cartoonists depicted Meg Lees during her negotiations with Prime Minister Howard over the passage of the GST during 1999 and the defection of Cheryl Kernot to the ALP in 1997. A number of cartoons, particularly those by Bill Leak and Mark Knight, implied that it was Lees and Kernot's sexual persona rather than their capacity for rational argument that won over the male politicians with whom they dealt. This article focuses on the predominately middle aged Australian male editorial cartoonists’ who grapple with developing suitable caricatures of women politician and asks whether sexist stereotypes tend to define their work. 2 Sexism and the Cartoonists' Licence Are the cartoons below offensive and demeaning to the women politicians they depict? Labor’s current deputy leader, Jenny Macklin, argues they are and has chastised cartoonists for their lack of imagination and frequent use of sexist caricatures. The transformation of the Australian Labor Party Joint Social Sciences Public Lecture 8 June 2007 Australian National University To what extent does the traditional characterisation of the Australian Labor Party as a reformist, trade union based party operating within the framework of capitalism still apply today? It is important not only to consider the Party’s policies but also mechanisms which link the Labor Party with different classes and social groups: Labor’s electoral support, membership and local branches, the backgrounds of the Party’s parliamentarians and leaders, the role of trade unions and leftwing currents inside the ALP, and its sources of funding. Tom Bramble Rick Kuhn UQ Business School School of Social Science/Arts University of Queensland and Australian National University [email protected] [email protected] The transformation of the Australian Labor Party Tom Bramble and Rick Kuhn During the 1980s and 1990s critics of the contemporary ALP, such as Graham Maddox and Tim Battin, argued that a fundamental break with the Party’s socialist tradition had recently taken place. They focussed particularly on Labor Party policy and actions in government.1 Drawing on Katz, Mair and Blyth’s conceptions of cartel parties, convergent in their policies and reliant on state funding, a recent collection examined the evolution of political parties in Australia.2 Several contributors to Political parties in transition? reproduced aspects of the discontinuity thesis of Maddox and Battin, arguing that Labor can now be described as a cartel party. Their case rested not only on examinations of Labor policy but also on significant shifts in Labor’s electoral support, membership and sources of funds.
