41 Chapter 3 The carbon tax the Prime Minister promised we wouldn’t have Introduction 3.1 This chapter outlines the key features of the carbon tax which were released on 10 July 2011 and subsequently updated with the introduction of the Clean Energy Legislative Package into the Parliament on 13 September 2011. The carbon tax is announced 3.2 On 10 July 2011, the Prime Minister, the Hon. Julia Gillard MP, announced her plan to introduce a carbon tax. The Prime Minister stated: ... we have now had the debate, 2011 is the year we decide that as a nation we want a clean energy future. Now is the time to move from words to deeds. That’s why I announced today how Australia’s carbon price will work. From 1 July next year, big polluters will pay $23 for every tonne of carbon they put into our atmosphere.1 Features of the carbon tax 3.3 This part of this chapter outlines the key features of the carbon tax. Start date and transitional period 3.4 Starting from 1 July 2012, the price of each tonne of carbon dioxide emissions will be fixed, operating as a carbon tax (the fixed-price period). The initial starting price '... will be $23 for each tonne of pollution beginning on 1 July 2012'.2 The carbon tax will be in operation for three years. Let Her Finish: Gender, Sexism, and Deliberative Participation In Australian Senate Estimates Hearings (2006-2015) Joanna Richards School of Government and Policy Faculty of Business, Government and Law University of Canberra ABSTRACT In 2016, Australia ranks 54th in the world for representation of women in Parliament, with women accounting for only 29% of the House of Representatives, and 39% of the Senate. This inevitably inspires discussion about women in parliament, quotas, and leadership styles. Given the wealth of research which suggests that equal representation does not necessarily guarantee equal treatment, this study focuses on Authoritative representation. That is, the space in between winning a seat and making a difference where components of communication and interaction affect the authority of a speaker.This study combines a Discourse Analysis of the official Hansard transcripts from the Senate Estimates Committee hearings, selected over a 10 year period between 2006 and 2015, with a linguistic ethnography of the Australian Senate to complement results with context. Results show that although female senators and witnesses are certainly in the room, they do not have the same capacity as their male counterparts. Both the access and effectiveness of women in the Senate is limited; not only are they given proportionally less time to speak, but interruption, gate keeping tactics, and the designation of questions significantly different in nature to those directed at men all work to limit female participation in the political domain. As witnesses, empirical measures showed that female testimony was often undermined by senators. Results also showed that female senators and witnesses occasionally adopted masculine styles of communication in an attempt to increase effectiveness in the Senate. -

Power and Silence: Australian Media Portrayal of Israeli and Palestinian Casualties during the Gaza War of 2014 Mayyada Mhanna, Edith Cowan University, Australia Debbie Rodan, Edith Cowan University, Australia The Asian Conference on Media & Mass Communication 2015 Official Conference Proceedings Abstract At one stage of the long-lasting Israeli–Palestinian conflict, Israel launched a military operation, Protective Edge, on the Gaza Strip in July–August of 2014. As a consequence, approximately 2,280 people died and over 11,000 people were injured, the majority of them Palestinian civilians (including children and women). These numerous casualties resulted in a pronounced interest in this particular event by international media such as CNN and the BBC, as well as other Western media including the Australian media. This paper investigates how Australian print and online media portrayed the Israeli and Palestinian casualties during the 2014 Israeli war on Gaza. Specifically, through using critical discourse analysis, it examines how the casualties were represented by four Australian news sources: The Australian, The Sydney Morning Herald, ABC and Crikey. Based on the concept of framing theory (a technique used to shape an event or issue, reflecting the power embedded in media texts), the paper analyses news items published in Australian mainstream media during the 2014 Israeli war on Gaza to identify the frames employed in reporting Israeli and Palestinian casualties. The conflict frame was dominant in the Australian print and online media coverage of casualties during the Gaza War of 2014. As a result, this coverage did not provide the contexts of news stories about casualties who were portrayed in a statistical frame. -
